term in the white house. the president's address set to begin at 6:00 tonight and will likely be his largest television audience between now and election day. skyler henry has a preview. >> mr. speaker, the president of the united states! >> president biden delivers his third state of the union address to the nation tonight, which could be his biggest audience before the november election. >> this is a chance for the president to talk about the strides that our economy has made under his leadership, adding more jobs than any president ever. >> the president will be looking for support, addressing key issues, urging congress to restore the expanded child tax credit for low and middle income families and to cap out-of-pocket prescription drug costs at $2000 a year for anyone with private insurance. voters have mixed feelings about what to expect tonight. >> i don't agree with any of his policies. >> i think he has done a terrific job. >> as biden works to show he has the polities and fight in him for a second term, his

challenger in november says he will be watching the speech closely. >> former president trump is promising to do a live lay by play of the state of the union address. he also says he is willing to debate the president , in his words, anytime, anywhere. ahead of his first state of the union as house speaker, mike johnson released a video criticizing, among other things, the biden administration's immigration policies. >> it is a catastrophe. a humanitarian catastrophe and it was done by design. >> alabama senator katie britt will give the official republican response. >> you can watch the state of the union address live on kpix and streaming on cbs news bay area starting at 6:00 p.m. san francisco mayor london breed delivered her annual state of the city address at pier 27 where she touted the city's efforts to crack down on crime. >> we doubled the number of drug arrests in 2023. retail theft and car break-ins

plummeted. our homicide arrest rate was 85% in 2023, 25 points higher than the national average. our crime rate is the lowest it has been in 10 years. i do recognize that some people don't feel the lower crime rate yet. if you or someone you know is a victim of a crime, all of the stats mean nothing. i understand that and i hear your concern. that is exactly why we are not letting up. we will roll out automated license plate cameras at 100 intersections across the city this month. >> the mayor saying voters have passed two measures dealing with the drug crisis. prop e gives more police powers including access to surveillance cameras and drones. it would also lift restrictions on police chases. prop would require mandatory

drug screening for those struggling with addiction and getting cash assistance from the city. we re getting word of another business planning to close its doors in the san francisco union square. the north face will close its store at the end of the month. the store is the only one in the san francisco. the brand originally launched back in the 60s. the only other north face outpost in the bay area are in santa clara, berkeley, walnut creek and palo alto. the company did not say why they were closed but released a statement saying north face was born in san francisco and we have cherished the time spent here building roots and creating lasting memories. this news follows a string of other retail closures in the cities including macy's. last month, the company announced it will shut down its flagship store in union square. turning to weather right now, a live look outside across the bay area. we have a break in the rain these next couple of days before another round of wet weather is expected to roll

in. meteorologist jessica burch has a look at the forecast. >> we are done with the active weather we saw yesterday. now we have partly cloudy skies. tomorrow will be sunny. not a thing on the radar. we are dealing with mild conditions until saturday as we take a look at an area of low pressure moving its way in. the cold front will sweep in with a band of rain heading into our early-morning hours on saturday. it sweeps to the south bay in the afternoon with some speckled showers in the forecast and then drier conditions. that could impact some activities outside. around lunchtime, we could see some showers right around the corner but then it clears up after the evening hours. as we take a step back, today we are talking about upper 50s and lower 60s, anywhere from redwood city all along our coastline where it will be a little bit gustier today near half moon bay and bodega bay with winds up to 30 miles per hour but it will be a lot

lighter for the wounds in our inland areas. a traffic alert in santa clara county, a stretch of highway 9 in saratoga remains shut down due to a mudslide. this is between redwood goal jen sanborn roads. the closure is expected to last through tomorrow. a neighborhood in the northbay now has a new discount grocery store. marin city opened a new grocery outlet bargain market today on donahue street. the store was busy with customers eager to get some shopping done. this is a huge benefit to the community. three years ago, a cvs store was shut down in the same location. the neighborhood has long needed more options for people to get groceries. >> it has been needed for a long time. we have had other stores here in the past but we are excited. they are doing other stuff around the shopping center. this is another piece to the puzzle and hopefully it will do well and people will come out and support the

scary moments for passengers on board a united airlines flight in texas the flight from houston to fort myers, florida forest to turn around because of this. it happened on monday after one of the engines caught fire. several passengers took that video showing a line of flames shooting out of that engine. >> the plane was nosediving.

the plane was rocking. >> then it turned into chaos. people were screaming and crying and trying to figure out what was going on. >> passengers were able to fly to fort myers a few hours later on a different plane. a live look at san jose. the police department is vowing to add more women to its ranks. the city announced it will grow female representation among law enforcement recruits to 30% by 2030. >> having female officers in san jose is so important, especially on patrol. sometimes victims of violent crime don't want to be open with male officers and these females -- victims are either females or children. >> this week is also women in construction week. we are in cupertino highlighting a bay area woman who is standing out in an industry dominated by men. >> we are here at one of the communities made by the homebuilder taylor morrison.

the company says they have more than doubled the number of women who work for their company over the past five years including one who has a great leadership role in the bay area to get the last look and final word before a new home is handed over to a family. >> i had my best on and i went into costco and some guy walks over and goes, you must be a crosswalk guard. i said, no, i built homes. >> adria poetica started in that line of work at a young age. her father was an electrician and brought her along on jobs when she was growing up. today, she represents 11% of women who work in construction. >> this division of the bay area, i am the only woman superintendent here . that is pretty cool. >> she has been in that role for 10 years and has had to prove to plenty of men that she is up for the job, transitioning from the side of construction, she loves to oversee one house after the other, getting ready for

someone to move in. she wants people to imagine more women doing work like this, not limited to the sales and marketing jobs in the business. >> it is so rewarding for my kids to drive through this community and say, mom built those homes. >> as a superintendent, her day is filled with inspections, making sure they are meeting all requirements at each stage of the building process. adria says she had to work harder and be better to earn her spot in the industry, being detail oriented and a multitasker which she hopes helps more women to join her in construction. >> this is not something you have to be a male to do. >> a lot of women already have the mindset and the skills to do the work but don't realize they could be a part of this industry where there is a common goal so many would enjoy achieving together. >> the end result is you are building a dream. >> back to our live first alert weather, a live look outside at the richmond-san rafael bridge. a beautiful day and a dry day

on top . >> it is a partly cloudy day for us in the bay area. looking a lot better compared to yesterday where we had thunderstorm activities down in the south bay. we saw a funnel cloud out in solano county. we have breezy conditions along the coast. we have more sunshine in the forecast. let's dive into that starting along the coastline where it is breezy for us. wind speeds up to 35 miles per hour near bodega bay. we could see a similar trend near half moon bay and pacifica as well. it will be a lot lighter in the inland areas. the winds will not be your issue. we will watch the clouds dissipate to the south into the next couple of days. it will clear up nicely as we head into friday. early saturday morning, we see a shift in the forecast as this area of low pressure moves its way in. we have some light showers throughout the bay area from the morning hours into the afternoon and then we will see

cloudy skies backing that up heading into our saturday evening and sunday morning. so, long story short, if you are thinking of heading out to giants fan fest, by all means, go. we also will see that splash of showers into our noon hours. we might see more unsettled weather heading into sunday which, by the way, is the time where we need to set those clocks forward into the upcoming season. here is what it is looking like for us. widespread throughout the bay area, upper 50s and lower 60s. we know it is breezy along the coast. low 60s in the forecast in our inland areas. is similar trend down to the santa clara valley where it was active yesterday. over an inch of rain near moraga. a half inch down into san jose. no matter where you live in the bay area, a very impressive storm cell swept its way through. there is the light at the end of the

>> every body has a chance to do different things. >> janet fraser overseas an assembly line of students packing care bags for families in crisis. >> i want the families to feel loved by the community. this is a community effort. it is huge. >> janet understands the need. more than two decades ago, her 20 and 17-year-old daughters were in a car accident. stephanie died. lindsay remained in critical condition and janet remembers feeling overwhelmed at her hospital bedside. >> i almost fainted and a nurse walked to me outside the room and asked me when i had eaten last. it had been over a day. >> the nurse shared her sandwich. >> it almost brought me to tears. i felt in my heart . i really wanted to do that for other families so they could stay by their child sped aside and be nourished and comforted like i was. >> janet cofounded the network of care in 2004. when we met her a year later, she had a

dozen volunteers who packed and distributed 30,000 nonperishable food bags to families at a dozen hospitals. >> you are getting all of the macaroni and cheese. >> today, the concord based nonprofit reaches 58 hospitals from sacramento to san diego and even parts of colorado. 340,000 families have received the food bags things to an expanded volunteer base. up to 200 students in three contra costa county school districts help purchase and pack the bags like this special education class. >> students love to do it. they understand what it is for. a lot of pride and a lot of self-confidence. >> young adults learn hand on job skills from math to product management. >> i feel really grateful. >> they are very dedicated. they are very passionate. it is wonderful to come in here and see them.

>> the volunteer support helps her continue to turn her family tragedy into something good by giving gifts of love and support through her community network of care. >> this saturday, the network of care has its annual fundraisers. it is sold out but it is accepting donations. you can nominate your local hero for a jefferson award online . an update from a bay area doctor working in gaza right now. he has seen the war through a different lens and hoping for progress. that story much more at 3:00 with elizabeth cook. actress lindsey lohan 's son has famous godparents all with ties to the bay area. we will explain, coming up.

finally, actress lindsey lohan recently gave birth to a baby boy. we are learning her son has two amazing and surprising godparents. they are none other than nba star steph curry and his wife. lohan says she and her husband met the curries through mutual friend group and hit them off right away. lindsay stars in a netflix romcom, irish wish that will be released on march 15. we are waiting to see if the curry will return to god couples request. that is it for the afternoon edition. we are streaming 24/7 on the new cbs
