from cbs news bay area, this is the evening edition. >> now at 5:00, breaking news. fire crews on the scene of a house fire in the bay. we will have the latest. plus the latest concerns over lithium ion batteries and the new roles one city is

limiting on electronic devices. and san francisco's union square facing multiple retail shutdowns. how they are hoping a looming tradition will attract customers again. i am brian hackney. this is on daniel way. it is about a block from valley fair mall. firefighters are on the scene putting out the flames. san jose fire says there are protein tanks on the property. >> and here's a different view. firefighters say there is no entries. crews are asking people to avoid the area for now, and we will bring you any updates as we get them. taking a live look outside right now. rinse and repeat. clouds have taken over bay area skies and whether or not that will lead to rain we will find out from meteorologist darren peck.

>> yeah, it will. did you guys notice the rain today? it came in more like noon across the north bay but pretty much petered out right at the golden gate. that is it. here is the next one. take a look at a time lapse from this afternoon. that is what the sky looks like today but what we care about his wares this next system so we will go to first alert doppler. as you can see right now, there is nothing happening here but you can see this next system here already developing, and that is the one that is getting put together. it is going to be the cold front that that dragon tomorrow evening. so for the first half of sunday, you are not going to get rained on. but for the second half, we will watch this line work its way across pretty much the entire bay area. and working its way down to the golden gate by the time we get really to this time. maybe early evening. we will look at this in more detail coming up in the complete first alert

forecast. and we also have to look ahead because there is another system out in the pacific coming our way which will fill in more rain for the early part of this week. by the way, the rain does put down more snow in the sierra. so we are not done yet with those storms, even though it is now officially meteorological spring. and vernal equinox is only a couple weeks away. i will see you with the full forecast coming up in just a couple minutes, guys. >> thank you, darren. it has been a bumpy week for united airlines. a plane was forced to return due to a maintenance issue. the flight was headed to salt lake city when it had to turn back because of a oil warning light issue. passengers boarded a new plane. this comes after several incidents involving a united airline planes. the most recent happened yesterday. a flight leaving sfo to mexico city had

to make an emergency landing at l.a.x. another united flight skidded off the runway after a landing in houston leaving the 737 stuck in the mud with its nose in the air. and, of course, on thursday, a wheel came off the united flight. the tire landed on a car in the employee parking lot. the plane landed safely in l.a.! no one was hurt in any of the incidents. >> well. that neighborhood has been given the all clear after being under lockdown. an armed person barricaded themselves inside a home. happen your lancaster circle and lancaster lane. police have not yet said how the incident started or what happened to that person. and 16 people were hurt after a car crashed into an ac transit bus in oakland. the crash happened just before 5:00 at 54th and international boulevard. the front of the bus was smashed in. only one person was taken to the hospital, and

that person is expected to be okay. heads up if you live in san francisco and have a personal mobility by. >> you may need to change the way you charge and store those devices. we had that story. >> reporter: the legislation effectively introduced a new set of safety standards for storing and charging personal mobility devices that are powered by lithium ion batteries. the hope is that the regulations will keep more people safe. with more people using electric bikes and scooters to get around san francisco, that means there are more lithium ion batteries in the city, and san francisco fire lieutenant mario and alanis says the fire department is seeing more lithium ion battery-related fires as a result. >> i have been around fires that have happened mostly because of scooters. >> it happened in march towards preventing these kinds of fires. people living in a multi-living building, not

single-family homes, are limited to four limited mobility devices per household. when charging, they must be plugged into their own outlets, not power strips, and they must be three feet away from each other. damaged batteries are also prohibited to the new fire code. >> what we see is the potential for overcharging lithium ion batteries. they do not like to be in excessive heat. >> reporter: this was the aftermath of what was believed to be a lithium ion battery-sparked fire at a one-act recon last summer. this shows a home burst into flames in an orange county home in november and this is from queens in january when a lithium battery exploded at a e-bike shop and the star burst into flames. these kinds of fires are very tough to extinguish. >> had happened very rapidly. almost, like i said, and

explosion. and it limits the amount of time people can get out because of the smoke being produced. >> last year the amount of fires caused from lithium ion batteries and sadly the first death. >> it was a gentleman who had five electric scooters. one of the batteries combusted. it spread to the other four scooters that were charging. fortunately, nobody was killed but 15 units of apartments were displaced. >> reporter: the big picture? >> we don't want anyone to lose their life over anything, and this is one of the reasons why this new law is in effect. >> now, also in san francisco, two more stores are shutting their doors for good. north face is closing at the end of

the month. >> and zara is telling the chronicle that they will stay open until the end of the year. >> this comes on the heels of macy's announcement to close the flagship store. this will impact about 500 jobs. >> for about 70 years, macy's held a flower show on the first floor of that store. this is footage from the 2018 show. it all ended during the pandemic. but to carry the tradition, they put on union square in bloom. >> reporter: for years now, the pandemic has cast a dark shadow over union square, but on this day the crowds were back and enjoying a splash of color five minutes at a time. >> so it looks like we invited some folks to a party and they really came. >> reporter: it has been a while since this many people filled union square, both most of them are here waiting for hours for an opportunity that at best was pretty short-lived.

>> i woke up at 5:00 a.m. just to come here. it is insane. i feel like we have pretty much nailed it. we nailed it to come early. >> reporter: welcome to san francisco's tulip day. on either end, tens of thousands of people waited for their chance to take home a small part of it. >> five minutes inside the garden. everyone is limited to eight tulips. you must put the tulips in the bag you are provided. >> reporter: the idea came six years ago when flower vendors from the netherlands created a demand that americans never even knew they wanted. >> well, it is a pr stunt. too many people happy to see the joy over tulips. also make it aware on how they actually grow. because people do not know exactly how they grow. >> reporter: and somewhere along the way, the event became a symbol of international

goodwill. >> these are american tulips, but they are grown out of bulbs from the netherlands. i think it is a good symbol when we come together. we make the world bloom. that is sort of the idea. >> reporter: mary and her mother arrived last year and this year got here four minutes early. all this to arrive in a garden to spend just five minutes picking out flowers. >> there is a lot of bad news and a lot of bad press about the city so something positive to lift up the spirits is definitely needed here in the city. >> is the color of this thing add to the impact? >> yeah. it makes you happy. >> colors add to happiness and making you feel good. they want you to go out and play. i think so. >> is that something this city could use right now? >> yes. i think we need this. >> reporter: and union square certainly needs this with the

note that the flagship macy's store may be closing. they say the public must take action if they want this iconic location to remain viable. >> you have to ask yourself, if your favorite store is leaving, what is the last time you came down, especially post-pandemic? and supported a business? without you, they cannot survive. >> reporter: institutions that were once considered pillars of strength are now as fragile as a bulb of flowers. but there are those who think it is worth preserving. and still here ahead at 5:00, giants fans are getting ready for baseball season. plus help furry friends are helpin

welcome back. at cal state east bay, black men in white coats is an event sponsored by kaiser permanente for youth of color. kaiser is hoping they will consider a career in medicine. she said she never knew a black doctor before coming one herself, and now she is volunteering her time to inspire the next generation. >> it is said that if you have physicians who look like you, shared experiences, same culture, then they are with patients were more likely to come in. we are culturally humble and appropriate. it is to decrease health disparities we see and things like blood pressure, cancers, blood

disease. >> students from around the bay came out. they got to do cpr, watched demonstrations of surgery, and got advice about medical school. well, the giants wrapped up a fantastic. fans got to hang out inside the dugout and take photos with the world series trophies. there were no players in attendance since they are in arizona for training right now but stands still had a chance to get autographs from some of the alumni. not a bad day for it. isn't it funny how the golden gate seems to be this magical barrier between rain and not? >> it is almost eerie sometime. it is like these storms no. i will show you the rain falls total, too, and how that worked out but we have to look ahead because the next storm is getting care tomorrow. just a

cool time-lapse from the top of the mark hopkins motel. we did not pick up much visible rain here but if we look at the rainfall totals, we have got this between 11:00 a.m. and noon. that is when most of the noticeable rain came through. mount tam cut just over a 10th of an inch of rain. and some others to the north bay. but you did not really see this all together in a meaningful way south of there but the next one is going to do that though. so if we leave behind the first alert doppler looking live, let's look at the close-up and find the next one. that one sits there. it looks pretty clear when you look at it on satellite. just because it looks so cool on the water vapor, we are going to look at it for one moment and see how that thing is developing. the center that storm is pretty tightly wound and not coming here. what we will get is the southern edge. a weak little cold front will develop here. and just the edge of that is going to work its way through

the bay. so by the time we have gotten to tomorrow at 5:00, it has just come into sonoma county. so places like santa rosa, petaluma, you get this tomorrow night. so most of tomorrow it does not rain. but by 7:00, we are seeing it come through. by 8:00, 10:00, it will hold it together as it works its way down the gait. and just as it gets down to the santa clara valley, this is closer to midnight and we are technically looking at monday morning. that is when most of the flowers will clear out. how much do we get? maybe about a 10th of an inch of rain for the south bay. and maybe 3/10 of an inch of rain for santa rosa. and it does produce enough snow that the national weather service is actually put out a winter storm watch for this. the totals are not like huge, but it is another half a foot. because of that, the winter storm for anyone who has got to travel, look at the time frames

up there. that would be sunday afternoon through tuesday. speaking of sunday, 2:00 a.m., this is when the clocks get turn ahead in our spring ahead, fall back. do not forget, this is happening tonight at 2:00 a.m. so in case no one has been talking about it, considered yourself reminded. that one kind of falls apart before it gets here so there's not really a big bet for major rain on that one, but you will see we have put some rain icons on here for tuesday. it is not a big deal but watch these days. end of week going into next weekend. this is going to be the first noticeable warm up as we head towards spring. mid to upper 70s for our inland east bay communities and north valleys at 78 degrees for san jose. 2 degrees shy of 80 by next weekend. all right. andrea, over to you. >> looking forward to the next friday. coming up in sports, and in

when the chines brought in matt chapman, at rose a lot of questions about who could get the most playing time at third. well, the giants made a move this afternoon that answers a lot of those questions. they placed davis on waivers. chapman, making his spring training debut for the giants facing his former team. still scoreless in the bottom of the four, finishes that they one for two at the plate with a walk. bottom of the seventh. that is when the giants got this game going. wait mclear connects on a broken back liner. then the giants score five runs in the seventh and go on to win 5-1. the dubs in action trying to put that tough loss to the bulls in the

first basketball player from mongolia to receive a d1 scholarship. >> reporter: mike may be just another college basketball player here in san francisco, but in his home country he is a superstar. >> it is great getting recognized by them. >> reporter: he played his first year at dayton before transferring to usf. >> just a lot of mongolians. you know? it feels more like home. >> he gets recognized around the city and he even has a traveling fan base. >> his fans are all over the place. we were at the portland game and there were 50 mongolian fans. >> reporter: he is so laid back about the thing that the dons hardly understand his importance to his country. >> we kind of got a feel of it but we do not know the impact that he has. >> yeah. i don't think they quantify exactly what it means. you know? and just how special he is.
