in union square today. this was not your up the cal shopping spree. we'll explain. and a house fire in san hoe saw that had firefighters warning people to stand back. details on what was in the yard. good evening. i'm brian hackney. >> i'm andrea nakano. as alameda county considers changing its rules organizers of the recall against mayor sheng thao he remain confident voters will be able to have their say in november. >> they say they're well ahead of ballot deadlines. >> reinstate armstrong. recall sheng thao now! >> supporters of the oakland mayor recall say it's time for change. >> and i'm mad as double h-e he hockey sticks, and something must be dunn about it. >> reporter: they're mad because they blame mayor sheng thao for what they say is out of control crime.

>> we are not safe in oakland. it's not safe at all in the city of oakland. we're all looking over our back in the broad daylight. >> reporter: that's exactly why oakland voter julian pearce recently signed the recall while out on a walk around lake merritt. >> i love oakland, and i've been pretty disappointed with the response from the government. >> reporter: he's lived in oakland for 24 years and says he's never had any major safety issue on his block until now. >> someone got held up at gunpoint in front of my house. i just got a security camera today because someone got held up at gunpoint a week ago. >> reporter: the recall organizer says since they began three weeks ago they collected about 13,000 signatures, more than half of the 25,000 signatures they need. >> i am just so gratified and just so happy with the response

that we have gotten, and i see victory. she's going to be recalled. >> they blame the mayor for failing to apply for millions of dollars in state's money to fight retail crime and are upset she fired police chief armstrong with no permanent replacement a year later, as well as the many businesses that closed down citing crime, especially along the corridor. >> let's put some competent people in office and let's get these incompetent people out of office. >> reporter: recall opponents say crime has been going up long before mayor thao tack office. >> i believe they are stemming from fearmongering. >> reporter: working with the state to install license plate readers to fight crime. >> this current mayor is doing everything in her power to prevent crime, to also provide measures to stop the rate of recidivism, and that's kind of

like burning the candle at both ends. you have on one side prevention measures, on the other side, reentry, wrap-around services. >> reporter: but recall supporters say whatever she is doing is not enough. >> the things i care about are not being addressed. recall organizers need 25,000 ballot signatures. at this point they're confident they can collect double the amount needed. they warrant to put the recall on the november ballot. london breed is laying out her plan to bring 30,000 new residents and students into the area by 20 30. part of that plan is creating new activities for folks downtown, things like the chinatown night markets that returned this weekend. they were a big hit last year. thousands came out last night as well. and today was tulip day in union square, the event drawing thousands of people with lines wrapped around a number of blocks, sight rarely

seen these days. >> reporter: for years the pandemic has cast a dark shadow over union square, but on this day the crowds were back enjoying a splash of color five minutes at a time. >> it looks like we invited some folks to a party, and they really came. >> reporter: it's been awhile since this many people filled union square, but most of them were here waiting for hours for an opportunity that, at best, was pretty short-lived. >> i woke up at 5:00 in the morning just to come here. like, it's insane. we pretty much nailed it. yeah, we nailed it to come earlier. >> reporter: welcome to san francisco's tulip day. 80,000 blossoms created a rainbow of color in the plaza and on either end tens of thousands of people waited for their chance to take home a small part of it. >> five minutes inside the garden. everyone is limited to eight tulips. you must put the tulips in the bag you are

provided. >> reporter: the idea was born six years ago when flower vendors from the netherlands created a demand in the u.s. for a product that americans never even knew they wanted. >> it's a pr stunt, yeah. i mean, it's a pr stunt to make people happy to see the joy of the tulips while also make them a little bit aware, how do they actually grow, because a lot of people don't know exactly how they grow. >> reporter: and somewhere along the way the ept became a symbol of international good l. >> these are american tulips, but they're grown out of bulbs from the netherlands. so i think it's a beautiful symbol when our two countries come together. we make the world bloom. that's sort of the idea. >> reporter: mary jo and her mother arrived too late last year, so this year they got in line four hours early, all that to spend five minutes in a garden puck out just eight flowers. but sometimes it's more about how it makes you feel. >> there's a lot of bad news

and a lot of bad press, so something positive to lift the spirits is definitely needed here in the city. >> reporter: does the color of this thing kind of add to that impact? >> yeah. makes you happy. seeing nice colors. >> colors add to happiness, making you feel good, want you to go out and play. yeah, i think. so. >> reporter: is that something the city could use right now? >> i think. so i think we need this. >> reporter: union square certainly needs it with the recent announcement that the flagship macy's store may be closing the head of the alliance says the public must take action if they want this to remain viable. >> you have to ask yourself, if your favorite store is leaving when was the last time that you came down and supported small business, big business, any business that you love? if you don't come, they can't survive. >> reporter: the business climate is changing rapidly. institutions that were p once considered pillars of strength now feel as fragile as a

bouquet of flowers. but the beauty is still there, and there are those what think it's worth preserving. end the genocide now! >> an international women's day demonstration specifically for the palestinian women of gaza. the group code pink, women for peace, organized the rally as a result of israel's ongoing bombardment of gaza. >> on international women's day, the u.s. is complicit. many journalists have been killed, and many have been killed and targeted by israeli forces. so this is an assault on democracy. >> code pink is calling for an immediate and permanent cease-fire in gaza and an end to all united states aid to

israel. and there was a protest in berkeley over the death of a racehorse last week. organizers want the golden gate track to shut down. they say horses are regularly raced to death there as well as other tracks. the company that operates golden gate fields has said racing there will end this summer. now to a house fire able to be seen for miles. this was on daniel way, just a few blocks from valley fair mall. from video posted, you can see the flames shooting through the roof. firefighters were especially worried because of several propane tanks on that property that contributed to the fire. it is out tonight, but crews have been out there keeping an eye on any potential hot spots. electric scooters and bikes have become commonplace on our streets while now owners in san francisco may have to change

the way they charge and store their devices. max darrow explains. >> reporter: with more people using electric bikes, scooters, and skateboards to get around san francisco, that means there are more lithium-ion batteries in the city. and the fire lieutenant says the fire department is seeing more lithium-ion battery fires as a result. a new set of safety standards tackesque the first week of march, geared towards preventing these kinds of fires. people living in a multiunit building, not single-family homes, are limited to four lithium-ion devices. they must be plugged into their own outlets, not power strips, and they must be three feet away from one another. >> what we've seen is the potential for overcharging. >> reporter: this was the

aftermath of what was believed to be a lithium-ion battery fair. the last fire was tragically our first death. >> reporter: a supervisor introduced the legislation and says it was a high-rise fire that first alerted him to this problem. >> it was a gentleman who had five electric scooters. one of the batteries combusted. it spread to the others. fortunately nobody was killed, but 15 units of apartments were displaced. >> reporter: the big picture -- >> we don't want anyone to lose their life over anything, and this is one of the reasons why this new law is in effect. and coming up next, another day, another problem with the united airlines jet, as we learn the justice department is launching a criminal investigation into issues with one of its competitors. and then both the spurs and the dubs have major stars out.

welcome back. city of oakland put up signs today around lake merritt asking people to avoid contact with the water because of a red discoloration in the lake they have seen over the past few days. officials say it looks like it's diminishing, but they still want to be safe and get it tested. they say that preliminary tests show that it's traces of algae, including the species associated with a harmful algae bloom, but levels don't appear to be nearly as abun didn't as in algae blooms of the past. those killed dozens of fish. in sonoma county the recent heavy rain caused some partially treated wastewater to flow into the russian river. thousands of gallons of sewage overflowed late on friday night. only a portion of that

made it down into the river. >> thank you so much. >> it's arbor day. in san francisco the city planted 100 new trees to mark the occasion. the mayor says it's about a larger goal of bought tying the city. >> i want to completely blanket the city with trees responsibly. >> the city totaled their tree population at more than 125,000. i just hope they're not planting any more chinese elm. i can't take it any more. >> why? >> they're very allergenic. those are known huge offenders. oh, man, it's only april. >> sore he rae about that. >> i know. many people are having the same thought. let's get into the details. in terms of the rain coming our way we're going to skip ahead to the taming. most of the day

tomorrow it doesn't rain. it's going to be cloudy. we'll be in the low 60s. after the sun goes down, this next system shows up. take a look at the time. that's 7:30. right there that bull's-eye is going right through the heart of the city. it keeps going and goes down to the golden gate. these are not downpours. probably a quarter of an inch of train in north bay, and much less than that from this point south. watch what happens. from 10:00 tomorrow nature the line goes south, weakens as it does, and once we get to mid nature it's done. so that's the end of this first system. if you look at the totals, we get maybe a quarter of an inch for santa rosa, maybe a couple a hundredths of an inch. that's storm number one. the next one is back here. let's play that

forward. that one kind of does the same exact thing. we're going to feel the tail of a weak cold front but we still have to contend with the possibility for rain. that's so late on monday nature it's technically tuesday before we start seeing the rain through the north bay. in the 1:00 hour, 2:00 hour, 3:00 hour, coming right through the golden gate. watch the really polite timing. by the time we get to 6:00, 7:00 in the morning, that one is done. technically you are going to see rain in the seven-day forecast on tuesday, but that rain will be done before sunrise, like before 7:00 a.m. at the latest. you won't have windshield wipers on the tuesday morning commute, but the streets will be slick. they both drop a bit of snow in the sierra, but nothing like the blockbuster storm that just came through. it's enough that there is a winter weather watch up there that starts tomorrow in the afternoon, goes through tuesday. they're not going to have to close i-80 but they

will require chains. this is enough snow that we could get delays. half a foot, you think, it's not a big deal. but it is if you've got to drive through it. then the real headline. when we're done with the rain, by the middle of the week we are going to start a warm-up. and as we get towards friday and saturday, temperatures, which have been below average around here for a little while, are going to turn. look at the deep shades of orange. in the seven-day forecast, san francisco has got a 71-degree day coming. in the city, 71 is a warm day. but you really feel it inland. inland east bay mid-70s, and san jose is going to be near 80. that is a 78-degree day by friday and saturday. andrea over to you. >> thanks, darren. in sports, matt chapman made his spring training debut for the giants as he faced his former team. plus, no steph curry, big problem for the warriors as

let's start with the good news, dub nation. steph curry's mri on his ankle came back clean. he is expected to return next week, but the bad news, golden state missed its leader with one of the worst teams in the nba visiting chase center. tennis legend roger federer was in the house and received an ovation. early in the game, the warriors looked decent. golden state trailed by 19 at the half. not from a lack of effort from jonathan kuminga

or klay thompson. kuminga finishes with 26 points. later in the third, klay thompson coming off a screen drives and draws the foul. end of the third, dubs trying to keep it close. jackson davis put the crowd on its feet with a two-handed slam, but the spurs had an answer for everything. dominic barlow throws it down to put the game out of reach. the spurs win 126-113. the warriors will head to san antonio to face them on monday. curry has been ruled out of that game but will be reevaluated on tuesday. when the giants brought in matt chapman it raised a lot of questions about who was going to get that playing time. the giants made a move this afternoon that answers a lot of those questions. they placed davis on waivers. chapman making his spring training debut for the giants, facing his former team. in the bottom of the fourth, a base hit. finishes the day one for two at

video from chicago's o'hare airport where united airlines' rough week continued, as yet another jet, the sixth in a week, suffered some kind of mechanical issue. today's was headed to salt lake city and had to be turned around. yesterday united had a number of planes with issues. one, flight leaving sfo for mexico city. it had to be diverted to l.a.x. because of a problem with the plane's hydraulics. and at in houston that skidded off the runway after landing in houston. and on thursday a tire fell off a united jet during take-off at sfo, crush ago car and damaging others. nobody was injured in any of the cases. you know nature said the incidents are distinct and unrelated to one another. >> when you're operating as many flights a day as we're operating in the united states, some where along the line there's going to be some sort of anomaly. but this does not many the system sup safe.
