on the afternoon edition, we are following a developing story out of the east bay. the feds swarm the women's prison in dublin seizing computers and

documents. good afternoon. i've elizabeth cook in for ryan. low security federal prison has been under fire following a years' long sexual abuse investigation. this morning more than a dozen fbi agents searched the facility. the warden, associate warden, and a captain were removed from the prison. fbi did not release details on why they were there but did say the agency conducted a court authorized law enforcement activity at that location. today's raid is the latest dark cloud hovering over this prison. at least eight employees including a former warden have been charged with sexually abusing inmates. to oakland, another business is making changes because of safety concerns. taco bell is closing indoor dining at some oakland locations. the fast food chain told us keeping a safe environment for employees and customers is top priority. drive thrus will remain open.

these closures mark another major fast food chain shutting down its indoor dining room in oakland. last year raising canes closed its dining room. in and out is closing doors all together because of the rise in crime. the last day is march 24. in oakland people in one neighborhood say they've been trying to get rid of abandoned cars for a year without action from the city. some neighbors are going to the extreme tagging the vehicles with profanity. da lin shows us how they hope to try and get the city's attention. >> reporter: this neighbor says someone abandoned this suv in front of her apartment building about a year ago. someone dropped off this hyundai sonata on the same block richly four months ago. >> embarrassing. >> with multiple apartment buildings, they're taking up valuable real estate. >> it's hard to find parking.

>> reporter: the abandoned vehicles are in front of 2905 banna street. one neighbor reported the cars to 311 last year but the city has not taken action. two weeks ago a fed up neighbor tagged a councilman's name and bad words on the car to draw attention. >> i don't take it personal. i understand people's frustration. but at the same time there is only so much that i can do and we can do. >> reporter: the councilman says his staff received the complaint from the neighbors two weeks ago and they immediately flagged transportation department which handles the vehicles. he says many city contracted tow yards are full. the department is overwhelmed by the amount of abandoned, stolen cars. >> some of the locations where they're towing vehicles are full. so we are trying to identify other properties that we can tow the vehicles to. >> reporter: the city prioritizes abandoned cars that

block driveways and streets given lack of staffing and resources. one city worker tells me these cars may have to wait longer. oakland police reported last year they recorded almost 15,000 stolen cars. >> i will be there tomorrow morning. even if i have to get a private company to get it towed, i will get them towed. >> reporter: neighbors say they welcome any help to clean up their neighborhood . >> another neighbor says the cars aren't always empty. some have become shelter for homeless. she says that's made her family feel unsafe in their neighborhood. now to our first alert weather, a live look outside across the bay area. another sunny but cool day to start the work week. but we are tracking changes in our forecast. all throughout the bay area today, we are kicking it off with mild, cool conditions for this work week's forecast,

upper 50s and lower 60s. a mix of sun and clouds this afternoon from the santa clara valley stretching to the east bay too. what's interesting about the forecast today and tomorrow, we are dealing with unsettled weather in the forecast before we experience a big warm up around the corner. let's start with the showers that we are still expecting. into the overnight hours we go, late night hours tonight, we will see another band sweep from offshore. it starts in the north bay near santa rosa around 9:00, 10:00. around 1:00, moderate showers at times near san francisco. it sweeps to the south bay and we wake up with a splash of showers lingering throughout tomorrow's commute. into tomorrow afternoon the commute dries up more and we are left with dry conditions as high pressure builds in. that means we will experience 70s as early as thursday into friday for our forecast. lots of sunshine and dry conditions. we'll keep you updated with the forecast as we get closer. a live look at sfo where

vice president kamala harris is set to arrive. the vice president and second gentleman will deliver remarks at a campaign reception in san francisco today. voters in four states head to polls tomorrow including georgia, washington state, mississippi, and hawaii. both president joe biden and former president trump are expected to win enough delegates to become the party's presumptive nominees. over the next weekend, last weekend, the president was in atlanta warning voters that democracy is at stake in this year's election. >> donald trump and maga republicans are trying to take our freedoms away. >> former president trump held his first rally since nikki haley suspended her campaign. he urged supporters to vote tomorrow in the state where he

faces. he also attacked carroll. >> i just posted a $91 million bond on a fake story, totally made up story. >> trump is appealing the verdict, one of at least half a dozen civil and criminal cases taking some of his attention as the 2024 campaign season gets into full swing. to the middle east, there are new signs of tension between president biden and israel's president benjamin netanyahu over the war in gaza. israeli prime minister is pushing against the president's comments last week when biden said netanyahu is hurting israel more than he is helping it. >> reporter: amidpointing humanitarian crisis in gaza, israel plans to invade rafah, a strong hold but also a refuge to more than 1 million

a santa rosa family of three walked away from a plane crash with minor injuries thanks to a parachute. the plane lost power minutes after take off friday night after suspected engine failure. a photo of a massive exterior parachute slowing the fall. some say that parachute is the reason everyone on board is alive. several agencies responded to the crash. business owner in his oakland teaming up for women's history month. it helps women's owned businesses and it celebrates the community. shawn chitnis has more. step into allison's store and you will quickly realize she was always meant to run a

business like this. >> i just really love the joy that plants bring to people. >> reporter: for more than a decade, she's owned crimson horticultural rarities in oakland taking a hobby she had and turning it into a full time job, a career change she didn't expect in her 40s. >> i really had no idea i could pull off this. >> reporter: she understands the importance of getting good support. when she learned a group of women were getting together along piedmont where her store has been for a few years, she said it was a no brainer. >> i knew there were a lot of women owned businesses on piedmont but i guess i didn't realize how many. i have think it's great. >> reporter: all month each will be offering discounts to bring more people to the shopk district and promoting each other. >> we want do something together to show people this is what small businesses, what

women do, how women show up every day in your lives. >> reporter: mica helped come up with the idea of a passport, encouraging customers to go from one store to the other while shopping. each business is giving out daily deals and contributing raffle prizes. >> i am incredibly aware of of what has been done by the women who came before me. >> reporter: allison says any extra effort they take can only help regardless of where you are located and how long you have been at it, there is a need to think creatively and drive up foot traffic. >> it brings awareness to the avenue and to the small businesses and to all the small businesses that are women owned. >> reporter: personally and professionally, it's a journey of struggle that's also been filled with special moments, ups and downs that make allison proud to be part of the newly

formed growing collective of female entrepreneurs. let's go back to our first alert weather. a live look outside, just gorgeous. a few clouds are in the distance but over all, clear skies. let's check with meteorologist jessica burch. we are seeing a mix of sun and clouds in the forecast into the next couple hours. tonight the rain returns to the bay area starting in the north bay really late, close to 9:00, 10:00 from santa rosa stretching to san francisco. into the overnight hours the band continues to blanket all of us from the santa clara valley to the north bay with unsettled weather early tomorrow morning. as we advance to tomorrow afternoon, it starts to slowly dry up. a little bit showers are left in the north bay and clouds are hit or miss throughout the afternoon. once we head into wednesday, thursday, friday forecast the area of low pressure that brought that rain, it's moving out. do you know what's replacing it? a

huge ridge of high pressure. that's going to keep us dry and warm into the rest of the week and early next week. lots of changes in the for cast, emphasis on dry. after tomorrow we rule out chances of showers. it's going to be a beautiful sunny set up into the rest of the week. daytime highs today aren't that bad. i was on a walk earlier and it is beautiful already with upper 50s and lower 60s for daytime highs today. into the next couple days the high pressure builds in and we will be soming 70s and some 80s all the way to the santa clara valley near san jose. this happens pretty fast. in the next seven days, we notice it around the corner. lots of sun hine for wednesday, similar trend for thursday and friday. we continue to see the warm up into the rest of the weekend. if you have outdoor plans or it's monday, if you are thinking the weekend is too

official photos from britain's royal family always get plenty attention. the latest interested up controversy and prompted an apology from kate middleton. the royal photo of kate and three kids is the first official image we have seen of the princess since her abdominal surgery nearly two months ago. when it was splashed across front pages, something wasn't right. kate is apologizing for the confusion posting saying, quote, like many amateur photographers i do occasionally experiment with editing. that led to several news outlets to pull the photo as they have strict rules about altering images. agencies pointed to a missing part of princess charlotte's sleeve and misalignment of kate's zipper. >> what was designed to be informal shot of family life has sadly and unfortunately

an infamous hotel in downtown l.a. is up for sale. it opened as a luxury hotel but became the site of several murders and housed a notorious serial killer including richard ramirez known as the night staker. the hotel was recently transformed into housing for the homeless. according to l.a. times, the property is valued at $31 million. that's it for the
