their dining rooms and switching to drive-thru only. our john ramos looks into the problems prompting the change. >> reporter: this taco bell on 35th avenue in oakland has been robbed four times since november. the owners of the franchise decided that enough is enough. plywood still covers the window from three weeks ago when robbers used a pickup truck and cable to steal a safe from the taco bell at at 35th and mcarthur. two of the four robberies since november occurred when they open for business. >> they just pull up out of nobody. they rob everybody in there as well, not just the store. so it's not as safe how it used to be, a lot of crime now. >> reporter: with that in mind the owner of the franchise, a

company called diversified restaurant group, has closed the dining rooms at all four of their taco bells in oakland, including this one on a crime ridden section of hegenberger road. that leaves a taco bell on telegraph owned by another company as the only place people can eat indoors. that restaurant has gone cashless to try to prevent robberies. >> it's sad that it got to the point where they can't even allow people inside because they get robbed. >> reporter: drg wouldn't comment today, but taco bell corporation issued a statement saying, "the franchise owner and operator informed us they are consistently evaluating and working to insure a safe environment by implementing procedures such as closing dining rooms and hiring security guards and they have taken extra measures to meet with local law enforcement." now service is only provided through the drive-up window, which was a problem for a woman named miss jo who doesn't own a car and had to ask a friend to drive her to get her lunch. >> i don't think it's cool.

it's annoying, yeah. >> reporter: what do you feel about them closing the dining rooms and saying we're too afraid? >> they should be afraid, true, but i just feel bad for the patrons. you know what i'm saying. >> reporter: as annoying as it may be, most see it as a sad reminder how bad things have gotten in their town. >> it breaks my heart. >> reporter: why? >> because i want somebody to protect the citizens. >> you can't enjoy your meal in the comfort of the place you bought your meal in. so it's like them closing it down due to all the crime rates and everything, you know, i don't know honestly. it's just what is this oakland coming to? everything is just getting worse. things are closing down. you know, it's just terrible. >> reporter: it's not a new problem, but it is a problem that appears to be getting worse every day. >> at least for now taco bell corporation says there are no plans to shut any of the

restaurants down completely. taco bell isn't the only chain stopping indoor dining in oakland. last year raising cane's near the oakland airport closed its dining room. in-n-out announced they're closing completely to crime. their last day, march 24th. another big concern in oakland, cars sitting abandoned months or longer. >> definitely embarrassing. >> i understand people's frustration. >> coming up at 5:30 we'll show you how some residents are resorting to drastic measures to force the city to act. i'm anne makovec following when appears to be an escalation of a federal investigation into the women's prison in dublin. the fbi was out swarming the facility today, a prison with a documented history of sexual assault at the highest levels. a source inside the prison told the a.p. the warden, an associate warden and captain were all taken away today. more than a dozen fbi agents were

there seizing computers and documents. the fbi will only say they conducted a court-authorized law enforcement activity, but we do know after an investigation in 2021 at least eight employees, including a former warden and chaplain, were convicted of sexually abusing inmates. the prison has garnered the nickname rape club. dozens of former prisoners have spoken out. >> it is hard to fully describe how this felt. the captain already had complete control over my day-to-day life and was now enforcing control over my body. >> she's a plaintiff in dozens of lawsuits pending now against the u.s. bureau of prisons and prison employees, many allegations including threats of deportation or solitary confinement if the women did not comply. congress has conducted several investigations and the federal bureau of prisons promised to fix the problems, but there might be more fallout first.

>> thank you. alameda county authorities releasing photos of a man they believe is connected to a san leandro homicide that happened last month. here's the suspect investigators are looking for. the shooting happened in early february. a woman and a man were shot on east 14th street in san leandro. they were both taken to the hospital where the woman later died. investigators say it was an argument between the two victims and the suspect that led to the shooting. let's turn to weather now. more rain moving into the bay area tonight before we dry out for a little while. first alert chief meteorologist paul heggen joins us with a closer look. >> i've been waiting on a drier and warmer pattern. it's right around the corner, but we have to get through this one last batch of showers that are beginning to try to move into the north bay. it looks impressive on first alert doppler, especially for northern sonoma county. a lot of this first wave of shower activity is evaporating before it reaches the ground level. we'll switch from the radar

loop the past couple hours to futurecast and track the rain that will hit the ground. it's going to move in through this evening and into tonight, light to moderate rainfall. this won't amount to a lot. the heaviest rain will fall after midnight and before sunrise tuesday morning. still showery the first half of the day tuesday, but showers become very few and far between by late morning and we should see breaks in the cloud cover by tuesday afternoon. the dry stretch of weather settles in wednesday. we'll look at that in a few minutes. jewish students held a demonstration on campus at uc berkeley. they say they are fighting for free speech and the protesters are calling on the university to protect them. organizers say this march is in response to an on-campus event held by jewish students last month. they say pro palestinian protesters broke down and shattered the glass door to a venue where an israeli speaker was set to give a talk. the university says it is aware of

and concerned about rising tensions on campus and they're seeking to reduce those tensions through dialogue. meantime counterprotesters put up this banner in front of sather gate. it accuses israel and the u.s. of starving 2.2 million people in gaza. palestinians in gaza marked the first day of rahm dahm with prayers and in many cases outside mosques damaged by u.s. airstrikes. the u.s. was pushing for a ceasefire during this holy month. instead israel could expand its offensive to the southern city of rafah. if that happens, it could further strain the relationship between president biden and prime minister benjamin netanyahu, the israeli leader with some tough words for the president. we have the report from tel aviv. >> reporter: amid the mounting humanitarian crisis in gaza, israel plans to invade rafah, a hamas strong hold, but also a refuge to more than 1 million palestinians. president biden was asked if that would be a

red line. >> it is a red line, but i'm never going to leave israel. the defense of israel is still critical. so there's no red line i'm going to cut off all weapons, but there's red lines that if he crosses and you cannot have 30,000 more palestinians dead. >> reporter: in response israeli prime minister benjamin netanyahu vowed his military will go to rafah regardless. >> i have a red line. you know what the red line is? that october 7th doesn't happen again, never happens again. >> reporter: this week marks the start of ramadan, the islamic holy month, a time of prayer and fasting, but in recent years violence as well over israeli restrictions on accessing muslim holy sites in jerusalem. an activist with the palestinian political party fattah. >> i wish the americans would be able to put more pressure in the coming few days. it's a ticking bomb situation. >> reporter: it's a ticking time bomb. >> nobody can tell you what can

happen. something will happen. >> president biden is still pushing for a ceasefire next change for dozens of israeli hostages still in hamas captivity, but hamas refuses to make a deal. meanwhile back in the bay area new results just in for the closely watched district 16 congressional race. the district covers parts of san jose and the peninsula. two candidates will advance to the general election, former san jose mayor sam liccardo remaining in first place and assembly member evan low trailing county supervisor joe simitian by less than 500 votes. the county has 57,000 ballots left to process. the only statewide proposition on the ballot continues to lead by a surprisingly close margin. prop 1 has less than 50,000 more yes votes than no votes out of more than 5 million ballots counted. the $6.3 billion bond measure would overall the state's

mental health and drug treatment systems. let's take a live look at san francisco where vice president kamala harris is visiting the bay area. harris and the second gentleman delivered remarks at a campaign reception in downtown today. her visit comes on the heels of yet another big primary day. voters from georgia, washington state, mississippi and hawaii will hit the polls tomorrow. president joe biden and former president donald trump are expected to win enough delegates to become their party's presumptive nominees. the presidential candidates held dueling rallies over the weekend in the battleground state of georgia. still ahead, a small plane crashes with three members of a north bay family on board, how they manage to survive with only minor injuries. today airbnb announced a long awaited ban on a practice that many guests feel is downright creepy. shadow and continuing to take care of the eggs and doing

at least 50 people were hurt when a flight from australia to new zealand briefly dipped into a those dive, tossing passengers all around the cabin. the plane operated by a carrier from chile called it a technical event involving the boeing 787 dreamliner but hasn't elaborated. most of the injuries are minor to moderate with one person in serious condition. this is the latest in a string of incidents on commercial planes like the wheel that flew off a united flight out of sfo last week, crushing a car in an employee

parking lot. luckily, no one was hurt and united said the 777 is designed to land safely with missing or damaged tires. so should we be worried? we asked an aviation expert at san jose state. >> i don't see a rise in the incidents that are occurring. what i'm seeing is increased interest in the incidents that are occurring. we spend 90% of our training time working on things that may only occur 1% of the time. >> scott miller believes the recent case involving the door plug that blew off an alaska airlines flight played a big role in sparking the higher level of interest and scrutiny in airline operations. to mendocino county now where a santa rosa family of three walked away from a plane crash with only minor injuries all thanks to a parachute. the plane lost power minutes after takeoff friday night after suspected engine failure. a massive exterior parachute

slowed the fall likely saving everyone on board. a rare opportunity today for racing fans to hit the track at sonoma raceway, the newly repaved track was the site of today's drive for charity first laps event. proceeds go towards supporting local children and families in need. organizers say they do fundraising events year-round, but this one was special. >> this is kind of a once in a multigeneration type of event just because the pavement is so fresh and it's so smooth and sleek, but this will certainly continue for the year. >> looks like fun. organizers say the track was in desperate need of repaving. the last time that happened was in 2001. coming up a little later, our vern glenn will take a spin on the new smooth surface. caltrans is trying to clear a stretch of the pacific coast highway in malibu after a

hillside slid down onto the roadway. one lane is back open, but caltrans is worried the earth could keep sliding and block the road again. let's get back to weather here in the bay area. luckily nothing huge to report at least around our parts, but, paul, we'll get a nice little break. >> we are after one more round of rain this evening and early tomorrow. let's add up the moisture that accumulated last night into early this morning. almost 0.8-inch around san rafael, just under a quarter inch for downtown san francisco and less than a 0.1-inch for san jose and livermore. we have the additional round of rain moving through tonight and early tomorrow and it's the last one for a while. a dry and warmer pattern begins wednesday and continues through the rest of the seven-day forecast. if we had a ten-day forecast, it would be dry and warmer

throughout the duration of that time frame as well. first alert doppler, some of those showers trying to hit the ground in the north bay. the first batch of rain, a lot of it evaporates on the way down. we're seeing some radar returns hitting ground level now. we'll see more this evening heading into tonight. the bulk of the rainfall is overnight into very early tomorrow morning. by midday we should see just a couple leftover sprinkles and some breaks in cloud cover through tomorrow afternoon into tomorrow evening. total rainfall amounts are modest from this system, less than a half inch of rain even on the high end of the spectrum for the southern half of the bay area. it's going to be similar numbers for the northern half as well. this will be a snowmaker for the sierra and a winter storm warning in effect, about 4 to 8 inches of total snowfall with wind gusts up to 40 miles an hour, a far cry from the system just over a week ago, but slippery travel

conditions if you're heading in that direction through tomorrow. still seeing a little sunshine through the increasing clouds, temperatures cool, only mid- to upper 50s now. we won't drop that much because of that layer of cloud cover overhead tonight, temperatures a mix of upper 40s and low 50s. we'll end up within a few degrees for what's normal this time of year tomorrow, san jose 65 degrees, 63 los gatos and morgan hill. most of our temperatures are in the lo60s and close to 60 degrees in half moon bay. in the north bay because of the clouds hanging on longer, you'll be a bit more limited, maybe a degree or two cooler heading into tuesday afternoon. we do get into the drier stretch of weather beginning wednesday, but the offshore winds will pick up as well, especially wednesday night into thursday. by 5:00

wednesday evening 20 to 30-mile-an-hour gusts for the east bay and north bay. those higher peaks will experience blustery conditions through the day thursday, 40 to 45-mile-an-hour gusts possible. i think it's increasingly likely we'll get a wind advisory posted from the national weather service. the offshore wind is very efficient at removing cloud cover. so our solar electricity generation numbers will really jump tuesday to wednesday making the most of our just short of 12 hours of daylight we get this time of year. let's look at the seven-day forecast. we'll go back to using our microclimate forecast. after a long stretch where everybody had nearly identical temperatures, we'll start to see more variation. inland parts of the bay area are well into the 70s friday into st. patrick's day weekend and early next week. around the bay and along the coast, it's going to be more of a modest warm-up, but bay side temperatures will be around or

just above 70 degrees and close to 70 sunday and monday. along the coast the warm-up is noticeable, but you will reach well into the 60s, above normal as well, lots of sunshine in store through the weekend into early next week, some signs the onshore breeze kicks back in a week from today and drop coastal temperatures a bit. it looks like a really nice stretch of weather wednesday if you don't mind gusty conditions wednesday night and thursday. >> i think a lot of us are grateful for the little break in the rain. thank you, paul. up next, people from all over the world closely watching a pair of bald eagles in southern california, the growing excitement over some potential additions to their family. >> everybody is rooting for them because they really, really want a family. and why the british royals are

at a time when so many headlines are about restaurants closing denny's is celebrating its grand reopening in campbell. the diner welcomed its first 100 customers today with a free collectible mug. they will also receive free coffee for a month. this denny's is on south bascom avenue down the street from the old location. the original restaurant shut down in 2021 after it was unable to renew its lease. they got great pancakes there, by the way. this is the video everybody is talking about. here's a live look from the mountains of southern california, big bear valley, where a pair of bald eagles are trying to bring a set of chicks into the world. thousands have been watching this live stream anxiously waiting for them to hatch.

reporter tom wait spoke with the nonprofit organization friends of the big bear valley which runs the camera. >> reporter: one of two bald eagle parents carefully tending to three unhatched eggs perched above big bear lake. we can't get enough of this literal bird's eye view into the life of bald eagle parents jackie and shadow. sandy steers is executive director of friends of big bear valley who maintains the camera and feed. >> becky and shadow are continuing to take care of the eggs and doing the best they can at doing that. lots of people are worried about the eggs because they haven't hatched yet. probably at least one of them won't now, but we just have to watch and see. >> reporter: why do you think one will not hatch? >> there are three eggs right now and one of them is past the probable window for when bald

eagle eggs hatch. jackie's usually hatch later than some of the others anyway. i don't know if it's because of the altitude and the cold, but at this point it's past the window of when jackie's eggs hatch, but we just have to watch and see because lots of things have happened we weren't expecting. >> reporter: jackie and shadow had to contend with some intense weather, but being the dedicated parents they are, they've made sure to take all precautions for their precious eggs. >> jackie and shadow are doing very good at keeping the eggs dry and keeping them warm and staying on them. that still doesn't mean the overall environment doesn't impact them because they're in a nest. there's air underneath those sticks and things like that. so everything is possible. we don't know exactly what the situation is

up there, but jackie's 62 hours on the nest through all the snow and everything certainly made a difference in her showing how determined she is and how dedicated she is to being able to make this happen. >> reporter: steers hopes the two other eggs hatch sometime in the coming week. for jackie and shadow, they've had mixed results over the years all caught on camera. everyone now is hoping for the best possible outcome. >> they were very disappointed and showed it last year when their eggs didn't hatch and so everybody's rooting for them because they really, really want a family and when they had the chick the year before, they were such good parents and shadow loved coming in and feeding spirit. that was the name of the chick. a couple years before that we got to see shadow learn how to feed the chicks from jackie and everybody was fascinated. >> they are so much fun to
