from cbs news bay area, this is the morning edition. the countdown clock could be on for tiktok. the u.s. house passes legislation that could ban the social media application. now, is there a possible path forward for the creators and businesses on the popular platform? another bid in a northern california murder case that once gripped the nation. will scott peters and actually get another trial? we begin with breaking news. the u.s. house of representatives passed a controversial bill that could potentially ban tiktok from u.s. app stores. the bill forces the social media company to cut ties with its chinese

linked parent company bytedance. lawmakers believe the app poses a security risk to americans. on the flipside, the vote could impact the 170 million americans who use and likely enjoy the popular app. skyler henry reports from washington. >> the bill is passed. >> house of representatives voted wednesday to require tiktok to separate from its china-based owner bytedance or be banned from u.s. app stores in the six months. >> tiktok needs to decide whether they value their users or their ties to the chinese communist party more. >> supporters of the bipartisan bill cited national security concerns, arguing the chinese government could force bytedance to hand over the data of its 170 million american users, something tiktok has long denied. >> this is a life-changing app. >> the company mobilized tiktok influencers and others to fight the bill. >> so many people, not only 5 million small businesses rely on it but 170 million people

rely on the app for more than just their livelihood. they rely on this app further mental health. >> one key hurdle could be former president trump, who once threatened to ban tick-tock but opposes this bill, saying it would shift too much influence to facebook. president biden has said he would sign the legislation if it reaches his desk. we are here for a deeper dive into the issues with senior editor lisa. we will talk to her because this is a big deal. welcome. let's first go over some of the reaction to this controversial bill. tiktok is becoming the epicenter when it comes to social media. could there be a path forward for the app? >> yeah. it really depends on what bytedance does. in the past, the company has made it clear that it does not want to sell tiktok, of course. if it doesn't, it risks missing out on one of the largest markets in the world for smart phone

usage and internet usage. it is hard to say how things will pan mac -- will pan out. it plans to exhaust its legal options before that happens but it is hard to say who would even buy tiktok at this point. previously, there was a deal between oracle and walmart that fell apart and did not end up happening but even tiktok's biggest competitors like alphabet and meta would be hard to push a deal like that through, even if they were interested, because of all of the antitrust scrutiny that has come up with big tech companies in the u.s. over the past two years. it is hard to say if i dance go does not sell tiktok in the next few months, it might have to reorient its strategy by being less focused on the us market. >> what about tiktok 's future when it comes to affecting the smaller business, the creators and people on tiktok moving

forward? >> a lot of creators, influencers and businesses have built a really big following on tiktok. it has become their source of livelihood. they would likely have to grapple with shifting their audiences to different platforms. maybe youtube, instagram . the same goes for businesses as well. a lot of businesses have adopted a strategy around tiktok because there has been data that shows that consumers are starting to use tiktok as a search engine. they are using it for shopping, especially younger demographics. it would definitely create some changes in the strategy for businesses and enforcers. >> lots to think about. we appreciate your insight. thank you so much. >> thank you. ♪

>> ready or not, it looks like the presidential race is set. president joe biden and former president donald trump have enough delegates to officially become presumptive nominees for this year's presidential election. now, both candidates face tuesday primaries in washington, mississippi and georgia and both candidates are gearing up for a rematch. today, president biden heads to the midwest, campaigning first in wisconsin and then michigan tomorrow. trump is expected to rally in ohio over the weekend. now, each campaign remy november's election is a must win. >> we have to win the election and we should win it by a lot. there has never been anybody worse at doing their job and joe biden. >> the former president has told us who he is. it is on us to recognize the threat he poses. >> there are still a lot of other primaries before the party convenes this summer. next tuesday, voters will be heading to the polls in several states including arizona, florida and ohio.

we are seeing clearing conditions over the next couple of days throughout the bay area. beautiful temperatures warming up, lasting into this weekend. it is perfect timing. today we are talking about upper 60s near san jose. upper 60s into oakland, stretching off into the east bay. i am paying close attention for my friends in the east bay. despite the fact that we are clearing up and seeing sunnier skies and warmer temperatures, all throughout the next couple of days, we are dealing with gusty conditions too. winds moving in from the north from 50 miles per hour expected heading into the evening hours tonight and early morning hours tomorrow, lasting until friday. the highlighted zones and counties on this map, up into the northbay we go. wine country, we could see wind speeds up to around 50 miles per hour near calistoga, all the way over into sonoma with a similar trend off into the east bay near danville. it is important to note that because

the fire danger index starts to increase. we have plenty of fun events happening this weekend but we just need to be prepared. another thing to mention too, our pollen count starts to increase as we see the medium to high category last into next week. san jose is on the search for a new police chief. the city will hold its second community meeting on the hiring of a new top cop. the police department wants to hear what kind of person the public wants to build a role. the current police chief anthony mata is retiring at the end of the month. today's meeting will take place at 6:00 tonight at the community center. looking live in san francisco, the city's public workers will soon be going on strike. union members are holding what they call a strike school to learn what it means to go on strike and the laws that protect them. city workers claim the city's administrators are failing to build thousands of vacancies. the unions say if negotiations fall through, they are prepared to hit the picket lines. >> if that testing shows what

we have some developing news on the infamous scott peterson murder case. peterson convicted in 2004 for murdering his wife and unborn child, their bodies dumped in the san francisco bay. fast forward 20 years and peterson has a new defense team and a defense with dna and a claim about a burglary at the peterson home around the time peterson's wife went missing. this is the first time many of us have seen peterson in years, appearing here in a blue prison jumpsuit via zoom and with long hair pulled back in a ponytail. peterson originally sentenced to death but four years ago, that was overturned to a life without parole sentence. now, a group called the l.a. innocence project is on the case saying evidence may have been overlooked. >> do we have your consent to proceed via zoom this morning? >> absolutely. >> scott peterson appearing before a judge via

videoconference on tuesday as he seeks to fight his murder conviction with the help of attorneys from the l.a. innocence project . that is paula mitchell representing peterson. back in 2004, peterson was sentenced to death after he was convicted of murdering his pregnant wife lacey and their unborn son connor. in 2020, the supreme court overturned the sentence, citing errors with the jury selection process. in 2021, a judge resentenced peterson to life in prison without the possibility of parole. in 2022, his defense team pushed for a new trial based upon an allegation of juror misconduct but after a series of hearings, a judge did not grant him a new trial. at the beginning of 2024, the l.a. innocence project filed three motions, including a request for postconviction dna testing and a request for reasonable discovery. >> we were very specific. we spent a lot of time on the alarming deficiencies. those

are the items we are requesting . the nature of the request is not a fishing expedition. they are very precise and specific. >> the dna testing is another part of the claim. they would like to access evidence convicted to a burglary near the peterson's home right around the time of lacey's disappearance. legal analyst paula canny has followed the case closely. >> if that testing shows what they think it will show , it is a whole new ballgame, so to speak. >> the fact that the l.a. innocence project even took on peterson's case is significant. >> that organization, which only represents people who the project believes is innocent and can be exonerated by dna evidence has taken this up. >> the hearing date on the motion his earlier. >> elizabeth hill set three hearings regarding the motions. one of the few times we heard peterson speak, when he opted to appear virtually for those hearings. peterson's

sister-in-law and peers advocate, janie, was present but did not address the media. is attorneys provided a statement that read in part, we have not commented on our motions and we will continue to present our case in court where it should be adjudicated. >> we should note the l.a. innocence project operates independently of the national innocence project which is not involved in this case. for background on the scott peterson case over the years and more on this week's hearing, head to our website, www.kpix.com. today at home, san francisco police are reopening a death investigation eight months after the clearing -- declaring a woman's death accidental. she was found bleeding on the ground. the new evidence suggesting it could have been foul play. for the past couple of days, we have been dealing with cloudy skies and wet

conditions but we are replacing those wet conditions with windy conditions as high pressure moves its way in. the storm system is continuing to the east. it is the same system that brought snow to the sierra but we are starting to see a heat dome billed just over us meaning sunnier skies and heavy temperatures heading into this weekend's forecast. taking a look at futurecast, some high clouds will push through today. we will get rid of those clouds heading into the evening forecast and a. clear skies are expected throughout the next couple of days just in time for many fun events in the bay. we need to talk about the wind. it will get gustier over the next couple of days. the national weather service has issued that wind advisory that starts at 5:00 tonight and lasts throughout our forecast tomorrow into friday morning. thursday evening into friday morning, i want to pay close attention to the northbay. wind speeds up to 50 miles per hour are expected in communities like calistoga, sonoma and a very similar trend stretching off into the east bay like danville getting up to 45 miles

per hour winds into friday morning. the reason why this is important is because our fire danger index starts to increase day by day as the warm air moves in from offshore. we are keeping a close eye on that in the bay area and a close eye on the pollen count. it starts to increase over the next few days. friday and saturday, some of the highest conditions with juniper and ash. all the way into the bay area, plenty of events happening for us this weekend. there is the st. patrick's day parade happening on saturday and there is wings over solano happening saturday and sunday. the blue angels will have beautiful flying conditions here in the bay. back here for us this afternoon, we are dealing with cooler temperatures. upper 60s in the forecast today near oakland, all the way off into the east bay. we will be seeing upper 60s. a little bit cooler along the foothills closer to los gatos but no matter where

welcome back on this wednesday. time now for your money watch report. wall street saw gains on tuesday. let's see where the markets sit right now. some good news to report in the green, up 167 points. higher gas and housing prices pushed up inflation in february. the latest consumer price index showed prices rose higher than expected over the years. now, forecasters say there is little to no chance the fed cuts interest rates at its meeting next week. inflation did slow in some key areas and that includes food. not everyone is noticing the difference. customers at a restaurant in san francisco's mission district are questioning the high price of their burritos. the burrito was recently named the best in the mission but one customer asked why the price has doubled in a

few years. shawn chitnis has the response from the restaurant owner and the hope he has for customers going forward. >> even before la vaca birria opens its doors, the team inside is busy at work keeping up the quality of their ingredients. ricardo lopez says it is a constant challenge to maintain his vision of mexican food at a price the public will pay for it. >> i struggle with it as a cook, to really find who our customer base was. >> his cuisine centers around a recipe he developed from his grandfathers technique for making birria. he has been serving a three years now at his restaurant in the mission. >> this is the food i want to make. if i want to continue to make the food i want to make, if i want to continue testing new items, new menus, that all

costs time and money. >> at each step, he has to make a choice. for him, spending more money to get the best ingredients using additional time and labor is a must, an approach that earned some validation last fall when the san francisco chronicle named his burrito the best in the mission. a few days ago, one customer wrote online that they remember having it for half the price two years ago. they still love the burrito but said for $22 plus tax, they would consider other options around the city. ricardo decided he wanted to write back. >> i thought this was a great time to respond on that. we are in the middle of just starting our service. i sat down and everything came out. this is what it costs and looks like. >> and his lengthy explanation, he went over all of the changes and costs in the last two years. he pointed out that the price of beef has gone up for him and that is an additional $6000 a month. labor has also increased a couple dollars in that time which is another $3000 a month.

>> literally, everything has gone up in price. there is not one thing i can think of that has not gone up since covid that has come right back down. >> the customer questioned if the article influenced him to raise the price and he says yes, not to make an extra buck but to help him manage his expenses. >> if we really want to stay in business -- i am not trying to paper my ferrari or anything. i am trying to keep the rent paid. >> that review of his burrito helped him charge -- our helped him realize he could charge more, which he hopes that people will see elevating the experience of a city classic. it might be your lucky day. you might want to make a stop in san jose. the south bay liquor store that could help you become very rich.
