right now on the afternoon edition, extra eyes on crime. city of san francisco using another tool in hopes of cracking down on car break-ins , retail theft and sideshows. good afternoon. i'm ryan yamamoto. the plan is to install 400 automated license plate readers at 100 intersections across san francisco. moments ago, mayor london breed and other city officials were in the sunset and they say the new tech will be a game changer when it comes to public safety. >> automated license plate readers can play an invaluable role in helping us to track some of the perpetrators. >> the city and county of san francisco is the tech capital of the world. now, our officers have the technology that they need to better address the crime challenges in our city. this is a very, very exciting thing. >> police say over the next three months, license plate readers will be going up across

the city. the news first came out earlier this year. that is when we spoke to a business owner in the tenderloin who tells us he welcomes all the help he can get. >> always, people need to see that. it is not like just to feel it is their. >> we are a big city with big-city challenges. we have crime and retail theft. one of the most effective ways to combat that is to hold people accountable. one of the ways of doing that is making sure our law enforcement and government agencies have the proper tools. >> the public safety cameras were made possible things to funding from california's organized retail thrift grant program. the license plate readers, as the city is also getting dozens of new speed cameras. by early next year, they will be deployed at 33 locations at schools, senior centers and along the city's so-called high injury network. that is a small number of san francisco streets responsible for most of this year's injuries and fatalities. people

who live in those areas say near misses are part too common. >> my wife and i were crossing the street and i had to jump in front of a car so we would not get hit. >> 40 miles per hour, a person gets hit, we are so vulnerable. a 70% chance you will not survive that. >> the board hopes to hire a contractor to install the cameras by early 2025. drivers caught speeding will get warnings the first couple of months and then face fines after 60 days. the cameras are part of a five-year pilot program that will be rolled out in san jose and oakland. other top stories we are following. police are investigating a possible shooting in the westbound lanes of i-80 in richmond. it started when a man was rushed to the hospital last night, saying he had been shot while driving. chp closed the area of mcbride, looking for bullet casings. so far, no word on a potential suspect. and pleasant hill, police are searching for a killer they say shot someone and killed a

man and a normally quiet condo complex. it happened yesterday. a witness told us she heard a series of pops, saw a car speed out of the complex off long brick way. >> i ran and there was two people laying on the ground. by the time we got to them, one guy was not moving at all. the other guy, i could see that he was trying to say something. >> both men were rushed to the john muir medical center. one of them was pronounced dead. we are told the other has life-threatening injuries. we still don't know if the victims knew each other or the person who shot them. police have not released any information about a potential suspect. the alameda county health department has a warning for a very specific group of people if you visited a certain restaurant earlier this month. you might have been exposed to measles -- measles. if you are at the sons of liberty restaurant in san leandro back on march 9 between the time of

4:45 and 7:30 in the evening, and if you are high risk , unvaccinated, pregnant woman or infant, call your doctor. it could take weeks before you see any symptoms of measles like fever, red eyes and a rash. turning to first alert weather right now, here is a live look outside across the bay area. changes are on the way. rain is expected to return to the region. here is meteorologist jessica burch. >> very similar to yesterday. daytime highs in the upper 50s and lower 60s across the peninsula with 60s up into the northbay this afternoon. it will be cool and breezy along the coast. a mix of sun and clouds for the forecast today and tomorrow. we will hold on tight to the 70s often the inland east bay for one more day but we have a cold front moving right around the corner and it is moving toward us pretty fast. friday, saturday, sunday with unsettled weather right around the corner, ending the dry break we have had for quite some time. think about

last weekend. it was gorgeous. we had 70s and we have a similar set up for today and tomorrow but then the cold front moves in and we are left with 50s in the forecast. a big change right around the corner but that is just our inland areas. taking a look at the bay, san francisco, oakland, flirting with the upper 50s and lower 60s into next week with some unsettled weather lingering into tuesday. to the border crisis now with the controversial immigration law in texas once again on hold just hours after the supreme court said it could temporarily take effect. the federal appeals court issued a new order, effectively blocking that law again. natalie brand has the latest. >> texas law enforcement, for now, cannot detain migrants suspected of entering the country illegally after an appeals court paused a new state law while it hears arguments on the matter today. >> texas has invoked the authority provided to us in article 1, section 10 of the united states constitution to declare an invasion and for

texas to defend ourselves. >> texas senate bill 4 would not only allow state authority to make arrests , but it could allow state judges to issue deportation orders. sheriff martin of webb county, texas, says he has concerns. >> we are not immigration officers. we have to get trained to make sure we are following the rule of law. >> they are worried about confusion on the ground and the legal precedent it could set. >> talk about what the implications of this bill could be if it were to take effect. >> this would absolutely be a seachange for over a century. the supreme court has upheld the principle that the federal government sets immigration policy. >> while the fight plays out in the court, mexico's government has already said it will not accept, under any circumstances, people deported by the state of texas. still ahead, streaming on

a live look at downtown san jose where the nvidia conference is in town, expected to bring 16,000 tech enthusiasts this week. all of them will need a place to stay, eat, and be entertained. local businesses welcome the big boost. >> today, 86. we will have about 200 covers today. we will click, close the system, try to take care of people who are walk-ins. >> there are some huge events on the horizon for that area in 2026. nearby levi's stadium will host not only super bowl xvi -- super bowl lx but also a half-dozen world cup games. another big tech event in san francisco was underway at the moscone center. the game developers conference is the world's largest gathering of

game industry professionals and gamers. part of the program this week includes discussion on diversity and representation among women in the industry. shawn chitnis got a closer look at how those women are taking on the roles in the gaming world. >> i have been playing video games ever since i remember. >> laia bee loves video games and has made a career out of it. she is attending the game developers conference this week in san francisco to help highlight the work done by women just like her in the industry all over the world. >> it was not until i was a teenager that i realized that it was something male dominated. when i went to the first videogame store of my neighborhood -- >> today she is the cofounder and ceo of an independent videogame studio in uruguay. even in 2024, there are not many women like her in this industry. a survey of developers this year shows that more than two thirds are men. laia says the number only increases outside of the u.s.

and she estimates that only 3% to 5% have leadership roles like her. >> it is important for women to be out there , making the cultural impact. >> while only a third of developers are women, laia says they make up half of the people playing video games. >> it is important that women are well represented and that they look and talk like real women. >> she is also the president of the uruguay game developers association and works to get more women in the industry throughout latin america. >> we used to have very little representation. sometimes we were over sexualized or made to be in the male gaze instead of something that represents us. >> as a woman running a videogame studio, laia can have a direct impact on the characters we see in games and how we play them, including this one she helped create. >> we don't ask you what your

gender is. you can just choose how you want to be perceived. for example, the girl in that tutorial is not in address. it is something new. it is these little things that will shape how people see video games and how they perceive the world. >> that is the progress that keeps her going. excited to see more women in gaming reaching new levels of the industry. >> humans have the power to change the world and the way we perceive it. i think it is super important. that is what keeps me here. interest rates are expected to remain fairly high, despite a healthy economy and job market. the federal reserve says they expect growth and inflation to remain high through 2025, meaning interest rates would have to stay higher for longer. economists say we won't likely see another rate cut until this summer at least . let's take a look at wall street and see how they are

reacting. it was a bit of an up and down morning. as you can see, the dow making a comeback right now, heading toward 40,000 points. it is up 309 points at 39,420. back to first alert weather. a live look at the san francisco city skyline. a beautiful shot. let's check back in with meteorologist jessica burch. >> a few more days of calm weather in the forecast for us. by friday, this area of low pressure just off shore will move its way in , bringing in a series of showers for us. cooler weather and gusty conditions. it is a cold front in full force. it is warming out in the pacific. this area moves in a counterclockwise direction. we will get our fair splash of showers in the bay. for our friends in the sierra, plenty of snow too. let's dive into the models right now. the

long-range models are showing close to a half inch of rain just by saturday up into the north bay near santa rosa. we get closer to an inch sunday and monday. by the time we get into early next tuesday, that is when the storm will start tapering off. that is what the models show now. things could change with the storm offshore. we also know that it will impact the sierra. they are getting close to 20 inches just into sunday morning alone in areas like donner, stretching down into kirkwood and twin bridges. lots of changes around the corner as we head into this weekend. last weekend was such a beautiful example of what spring feels like. now we will get our first couple of showers thrown in this weekend. our daytime highs are in the 60s today in san francisco. across the bay bridge into oakland, in the 60s. the onshore flow will give us a little bit cooler weather in areas like half moon bay and pacifica compared to our inland spots where daytime highs are in the 70s. for example, san jose, livermore, all the way up into concord and antioch . a lot of changes in the forecast

through the next seven days. we see that in our seven-day model. we are holding on tight for the 70s until thursday. the cold front moves in friday and we are talking about 50s in the forecast for inland areas and then we average out into the 60s early next week. that is our inland areas. along the bay, closer to san francisco or oakland, upper 50s and low 60s flirting back and forth into early next week. in alameda county, hundreds of lucky kids at hillview crest elementary will go home today with a brand-new pair of sneakers. the she was were delivered to the school by fedex as part of a nonprofit operation warm to make this happen. >> being able to see smiles and be able to allow children who may need these shoes, really warms my heart. >> fedex says they delivered 280 pairs of shoes to hillcrest elementary. march madness officially kicks off tomorrow. coming up,

we are just away from the official start to march madness. the round of 64 in the men's ncaa college tournament starts tomorrow. the women will get underway on friday. two teams have already punched their ticket to the first round. colorado state won their game. two more games are set for later today. tip-off for the women's first four also happening today. here in the bay, a sendoff for the st. mary's team taking off . they are up five seed in the west
