the madness is here, who is going to be disappointed, who is going to be the cinderella story, we have a lot to look forward to this week. let's take a look outside this thursday morning, this is the view, beautiful san francisco, and jessica i know rain is in the forecast but the question is when, and how do we prepare? >> and how much? that is the other one, too. we are so used to these crazy storms sweeping through, now it is spring, it is going to be a drizzly set up, what is going on for us ? let's dive into the forecast right now, right now in the santa clara valley, we see the high clouds holding on tight to san jose, and although he over into san francisco, a very similar trend, we are waking up to cloudy conditions this morning, that is the weather headline as we kick off the day, a little bit of patchy fog

in the north bay. we still have cloudy conditions over this afternoon but the rain arrives tomorrow and that is when we are finally ending this dry break in the bay area, we will have showers this weekend but it is mostly light drizzle, we are not seeing heavy rainfall throughout the communities. i want to show you what that is going to look like on the future, this is an interesting system, it is a cold front moving from offshore. not only are we going to be getting rain but we will also feel cooler air right behind it, as we see a series of showers building from offshore as we head into the evening on saturday. for now, over to you. a look at the golden gate bridge where it looks to be an easy drive over into the city if you are coming from marin. clear conditions in both directions. and the bay bridge, we see some of our drivers making the commute from the toll plaza, so right now , and

this is pretty much the situation until the metering lights turn on, a pretty easy drive. but, stay tuned. and look at the east bay on the san mateo bridge, just a few more brake lights as the commuters make over to highway 101. overall, no traffic delays to start the top of the hour. another heartbreaking development in the violent and deadly weekend crash in san francisco's west portal neighborhood, the entire family involved has died. police tell us the three month old baby died in the hospital yesterday. his mom, dad and one and a half-year-old brother died over the weekend when a speeding suv hit them as they waited for a bus to the zoo. the 78-year-old driver is facing multiple charges including vehicular manslaughter, and the defense attorney isn't representing her but says the whole thing could end without a jail sentence. >> there's really no real consolation to give, the best you can do is to give a

predictable closure. you can say to the district attorney, look, we are not going to trial on this case, they don't have to ever relive this. we are going to try to resolve this in a way that makes sense given that imprisoning somebody who is around 80 years old makes little sense for anybody. >> at last check, the driver is still in the hospital, police say she was driving the wrong way and showed no signs of breaking before hitting the bus bench. election results are coming in, the statewide ballot measure, proposition one has passed, it would allow the state to borrow more than $6 billion to build thousands of housing units and mental health treatment facilities. the measure barely passed, just fractions of a percentage separated the vote. gavin newsom posted, saying it is a huge victory for tackling homelessness and the biggest

change california has seen in decades, now it is time to get to work repairing decades of broken promises and neglect. we are still keeping our eyes on the 16 congressional races and so far it is proving why every vote matters, or than two weeks after the primary, we still have a razor thin margin separating the second and third spot. they have three votes separating them. whoever eventually wins will face sam liccardo in november. slam dunk to march madness, the final-round is finally here in the ncaa college basketball tournament, by the way, the women's contests start tomorrow. st. mary's, the men's team in the first round of the ncaa tournament, and a fun fan sand off -- sendoff at the grand canyon university. we caught them from our

people's bracket. >> i don't even know what that is. >> all right, you are making our final four pick, uconn or baylor? >> i'm going with gonzaga because they have a cooler name. >> the people's bracket, the people that don't know anything about march madness, it is funny to me that they don't know. that's how i pick, too. that sounds cool, i like the colors. >> well, i talked to a professor to try to figure out, what is the science or math behind it, and i have some good news for the folks, but i have a question for you first, which tournament are you more likely to have a busted bracket, the men's or women's tournament? >> i would say the men's. >> i would say all of the

tournaments. >> yeah, all of the sports. >> the men's tournament is right, we do see more upsets, there is math behind that conventional wisdom that we have seen over the years. we talked to a professor at san francisco state university to learn more, he said he has proven it, he studies connections and how someone's pewter -- future performance adds up, this can be somebody who is cooking dinner or playing a basketball game. and it has to be a task you do over and over again with the same people or different teammates. we look at both tournament, and we know that nobody has ever had a perfect bracket and his research shows you are more likely to have a chance of getting that perfect bracket in the women's tournament because historically, there have been

less upsets and lower seeded teams moving on. all this to say that on the men's side, the math adds up to the madness we see each march. >> there's enough randomness in the process, which is why i don't think there will ever be a perfect bracket because the probability of creating that perfect bracket is so difficult. there so much randomness, even on the women's side, that it is so hard to get that perfect bracket. >> the take away is what matt lively was doing with all those people in the city was exactly right, people are not going to have the perfect way of guessing the perfect bracket. and people are only going to get better on the men's and women's side so these teams are going to be more evenly matched and there will be more upsets so your bracket is going to get busted. >> that is why we say madness when we talk about this. >> or just have realistic expectations, it is like playing the lottery, we are hopeful we will have the perfect bracket. >> basically yesterday i learned my bracket is horrible

because i didn't follow the rules of the math, which is that you need to support those lower seeded teams and have more upsets. a lot of one and two's at the top. i'm not feeling great, let's look at my bracket. i wanted to support the teams out in the west, what was once the pac-12, so that is why i have arizona going far. and by the way, the professor i interviewed, he is a big purdue fan so he hopes to see purdue in the final four. >> and nicole? >> clearing i -- clearly i'm feeling confident on this thursday. i also went with the ducks, so i'm really keeping it at home. and just so you know, i choose the blue devils each year because my brother is a duke graduate. so, i have emotional ties, loyalty, a lot of people pick emotionally and i'm one of those. >> well, let's talk about that, because on my bracket,

you can see i am loyal, right in the center of the screen. so i had to do that so i don't have somebody throwing a rock at me. but in the end, i live here so i chose the st. mary's team, taking on grand canyon, so good luck. >> i love that, i was more of an underdog person, can you tell? other than that, i was going for a little bit of the vibe of i actually know the states and i actually know the teams a little bit more, i thought yale was an interesting one personally but my producer laughed at me when i finally picked nevada. go sports. >> well, i think the math is on your side, good luck. >> exactly. and i love that jessica says go sports. that makes me so happy. and if you think you know which teams are going to come out on top in

debts were on other sports. taking a look at chase center where the warriors got a much-needed victory last night against the memphis grizzlies. in the second quarter, draymond green got into a shoving match, causing both benches to clear but fortunately, offsetting technical fouls allowed him to stay in the green, and jonathan went on a tear, 18 points in the first half, 26 in the game, and in the third quarter, steph curry reached an impressive milestone, knocking down his 300th three-pointer in the season, it is the first time he has done that in his career, and that is a warriors record. let's go outside right now, taking a look from the top of the mark as we wake up to sunrise once again this morning, changes are coming in the weather. we are just going to tee up one more dose and a

going to get a fair share of snow. we will continue to watch that fall by monday and into tuesday. we still have a blanket of clouds moving from offshore, impacting the coastal area just a little bit more, giving them cooler weather and a little bit more moisture. but, friday it is game on, light to moderate rain starting to fall anywhere from santa rosa, close to around lunchtime, it starts to move to the south, as it makes its way into the santa clara valley, we will have some on and off showers all throughout the bay area. heading into saturday, more series of showers , unsettled in the forecast for us heading into the weekend, so we will see times where it is just cloudy and cool in the weekend forecast, and other times we will get a quick splash. but look at the sierra, they are getting their fair share of snow, too. starting tomorrow morning, that will last all to do this weekend ,

creation. bringing it to life on stage. >> this is the really stressful time because we are so crunched of time. >> it is a journey that began five years ago. when gail along with her friend, wrote a children's book. telling the story of filipino immigrants who arrived in america only to find themselves working in the central valley fields as laborers. >> larry wasn't sure if he would ever become a lawyer but he could still help people get justice. >> reporter: larry organized the filipino farmworkers starting the 1955 villano grape strike and joining forces with cesar chavez, cofounding the united farmworkers. >> i think this is a story for anybody who is an american, just like the boston tea party, it is absolutely essential to america's identity. this

story, filipino americans in labor history should also be central to who the united states is and what american schools teach. >> reporter: now, this story will go for a theater production on stage called larry, the musical. the show will debut in the mission district. and for actors, it is a chance for them to tell an authentic story about their own history. >> what it means to do this show about philippine american history is very rare because not many shows are done with filipino actors. >> it feels like we are very much doing this with our actors, with our community, with our people, we are not alone doing this and i think that is the best part of it. >> reporter: and for the cast and crew, the best part will come on opening night, where she hopes the tension of rehearsal will turn into a

bit better there than it did at the golden gate stark -- park. so, let's take a quick look all throughout the bay area as we wake up this morning and head out the door, we have some big changes in the forecast. it has been such a great start to the week with mild weather, but we are in for a big change around the corner, this dry break we have been experiencing for the first couple days of spring, it is coming to an end starting tomorrow, we have rain writing friday and showery conditions this weekend. it is still foggy in the north bay as we head out the door. it is cool out there and mild and as we extend into the next couple days, we will continue to watch hours develop, moving in from offshore. we will dive into something a little bit different, i want to talk about the daytime highs in this case, we are still sitting a little bit above average today, 60s and low 70s, it is mild along

the coastline where we could see gusty conditions and this afternoon, upper 50s closer to half moon bay, low 60s from redwood city all the way up into san francisco. we are seeing big changes in the inland areas. it is not until this weekend as the cold front moves through, where we see upper 50s and lower 60s widespread throughout the bay area. i will have more on that coming up in a bit. it has been a beautiful start to the day on the roads so far, so let's take a look, a different view around the bay area, south bound 880, people are up and ready as they head out to work, these are the early birds. some slow reaction, but smooth sailing for the most part, good flow over to the north bay but really in both directions, it is nice. the metering lights

are about to turn on as we see more cars getting into san francisco. time for a look at this morning's top stories, an invasive crime in san jose, a man planted a hidden camera inside of a starbucks restroom and recorded footage of dozens of victims, the camera was found by an employee at the starbucks on coleman avenue, it was hidden beneath the restroom sink, facing the toilet, there were more than 91 victims ranging in age from 4 to 85. we spoke to a mother, who was shocked when she heard the news. >> that is not good, to hear that somebody was looking at us, that is my privacy, and even my kids, that is horrible. >> here is the suspect, 35-year-old, louie juarez junior , he was booked into jail on several charges and when officers searched his home, they found 25 firearms, plus high-capacity magazines and more micro cameras. in a

statement, starbucks is calling this a deeply disturbing incident and says they cannot overstate the importance of providing a safe environment for their customers, partners and employees. we have an update on a deadly double shooting in pleasant hill, the victim and suspect shot at each other. two men were trying to rob a 63-year-old who worked as a delivery driver for a legal cannabis business and had a concealed carry permit. he died in the shootout on tuesday. 21-year-old, davis died at the hospital on wednesday. the second suspect is still on the run. a bunch of people who live on the same block in san francisco in the richmond district all have the same excuse for being late to work, they all had their tires slashed, somebody vandalized the tires on more than 20 vehicles. officers arrested 22-year-old, osiel torres on

tuesday night. and booked him on 22 counts of felony vandalism. so far the motive is unclear. and the feds could flop apple with an antitrust lawsuit as soon as today, bloomberg reports, apple is accused of potentially restricting access to its software, to make it difficult for rival accessories to rival their products. a new antitrust case against apple would be the third filed by the justice department in 14 years. looking at san francisco, voters passed a controversial ballot measure that would require drug screenings and treatment if somebody was to get help, it is called proposition s, it is already feeling pushback this morning. here is the sticking point, how to implement it. a lot of people are wondering if it could come to life and reality. amanda spoke to people who work in the human services agencies,

who is a short staffing for their offices makes it nearly impossible to bring this new drug screening law to life. four more than -- >> reporter: more than 100 workers filled up outside to demand better working conditions and more staffing. >> we just don't have enough staff, as all of us feel like we are doing the jobs of two or three different people and that is just not fair. >> reporter: alejandra is a child where for -- welfare worker, she says the department is severely understaffed, and is impacting their ability to serve those who are experiencing homelessness. she says when they were fully staffed and a family asked for food stamps, they would be asked to wait 24 to 48 hours, now they are seeing approval

time take months. >> that is just not fair, they cannot wait, they need food now, they cannot wait for month. >> reporter: it is putting a strain on the already tapped out system, the new law would require hsa to screen applicants for the program for drug use and require the applicant to get treatment in order to receive assistance. >> the city didn't tell us about this, they didn't consult with us, they didn't plan with us. we are not trained. we are not substance abuse counselors. >> reporter: she is worried it may end up falling on current staff and that could be dangerous. >> these are adults, and some of these adults are not ready for substance abuse treatment, they don't want it, and they are talking about cutting the money off and they are putting us in the middle of that. we are also here because we are worried about our own safety.

>> reporter: in a statement, the san francisco human services agency says implementation will be complex and require planning what they do intend to contract out the drug screening and assessments to licensed clinicians. any additional lag time for people experiencing hunger and homelessness to receive help may result in more crimes. >> we are going to see more break-ins, more shoplifting. >> they are hoping to avoid a strike but they will consider one if nothing happens by june 30th. more than three quarters of adults age 50 and up say they want to stay in their homes as they get older, according to an aarp survey. a san francisco woman has spent many years helping people age in place safely. we are introduced to this week's bay area jefferson award winner.

>> reporter: daisy macarthur lives a life of service because she loves people. >> i say, whatever you do, have patients, have kindness and listen to them. >> reporter: at age 76, daisy has worked more than a quarter century for the san francisco in-home supportive services for public authority. she provides help to low income elderly and people with disabilities, so they can stay in their homes instead of moving to an institution. her service rooted in her southern upbringing. as a child, she tagged along as her mom and neighbors responded to emergencies. >> we watched them caring for the elderly people that got sick, a snake bite, or broke their leg, or broke their arm. >> reporter: on this day, daisy is picking up protective masks and gloves to use as she helps

them with bathing, laundry and cooking, the job is not easy and it can be lonely but she knows she is making a difference. >> i wanted to treat myself the way i would treat you, that is with kindness and niceness, the golden rule. >> reporter: and executive director, eileen norman said daisy is the perfect role model, mentor and trainer for 22,000 in-home service providers in san francisco. >> daisy is warm, loving, empathetic, no-nonsense, and most of all, miss daisy fights for what she believes in. >> in fact, she earned the nickname mayor of bush street, when a fire gutted her apartment building 25 years ago, she fought for emergency housing for the tenants. and

more recently, daisy along with her client became spokespeople for older adults getting covid vaccinations early in the pandemic when many were skeptical of the vaccine. in the end, daisy just wants to help people thrive. >> i hope they remember the kindness, the good, the work that i did, there's an old phone, may the work i do speak for me. >> reporter: for going above and beyond and providing in-home care and training, she is awarded the jefferson award for the bay area. >> daisy was organizing
