things around? >> i know that there is still a feeling of it is not safe in that area. there is still so much work to be done but we know that our back on board. we will speak life with longtime oakland faith leader bishop bob jackson about what he is seeing now and what he thinks needs to change. first, let's get caught up on today's news headlines. we now know a lafayette man was the person killed in a wrong way crash on interstate 580 in oakland earlier this week. police say 57-year-old lee david weiner was the driver hit and killed when the suspect from a smash and grab at an el cerrito tobacco store led police on a freeway chase. the two suspects and another driver had major injuries. the justice department is suing apple. the landmark antitrust lancet accuses the company of running an illegal monopoly over smart phones in the u.s., hurting innovation in

the process. we allege that apple has relied on anticompetitive conduct that hurts both consumers and developers. for consumers, that has meant fewer choices, higher prices and fees, lower quality smart phone apps and accessories and less innovation from apple and its competitors. >> apple said the suit is, quote, wrong on the facts and the law. it took more than two weeks to make it final but california voters have passed proposition one. the measure allows the state to borrow more than $6 billion to build thousands of housing units and add mental health treatment beds. the results were separated by just fractions of a percent. governor gavin newsom calls this a huge tackling homelessness . >> one single plan to address

this issue. it is just a plan, it is with real oversight to deliver on the plan, real consequences if you don't deliver on the plan. the giants are searching for a new public announce addresser for the first time in 24 years. this comes after the team parted ways with brooks-moon. today, the ceo praised the decades of work she has done for both the team and the community. the search for her replacement will take some time. in the meantime, they will have a rotating cast of people at the helm. >> she was truly a giant. she has been an inspirational voice. her legacy will be honored by naming the pa booth for her. >> the team said this week that both sides agreed to amicably part ways after they could not agree on a new contract. the giants said they will name the

pa booth after brooks-moon. to first alert weather now. hopefully you enjoy the dry weather today. it was beautiful outside. unfortunately, the rain is about to return. meteorologist jessica burch has a forecast from our virtual view studio. >> heading into the forecast today, partly cloudy skies widespread throughout the bay area as we are gearing up for a cold front moving in. the cold front will bring in a series of things for us in the bay. cooler weather, inevitably but also some rain and gusty conditions. here is what it is looking like into the friday forecast. starting up in the north bay just into the afternoon, that is where we are getting hit with some light to moderate rain. that sweeps down into the south bay heading into the afternoon hours for our friday forecast and that will last moving its way in from the backend of it all throughout saturday and sunday. on and off

showers expected through the weekend. notice all the purple up there. the sierra is getting hit with heavy snow too. i will show you that in just a second. because of those on and off showers, it is not that consistent of rain. we will get close to an inch in the north bay. all the way down into been lohman, less impressive numbers the more east we go. that is worth noting as we go into monday. speaking of early next week, that is when the winter storm warning will expire. right now, it is still a winter storm watch issued by the national weather service. we are expected to see up to 3 feet of snow. for the most part, if we plan on driving past the donner path, get those chains ready to go. we have about 20 inches expected stretching all the way down into kirkwood and twin bridges as well. it is an impressive storm heading into this weekend. our temperature will drop quicken 2 this weekend. enjoy what we have today. this is the last time we will see

70s off in the east bay. upper 60s near concord where yesterday we were in the 70s. all the way down into the santa clara valley we go. a similar trend. 72 near san jose. for the next seven days, the cold front sweeps in and we are left with upper 50s as early as next saturday. it averages out into the low 60s next weekend that will be felt along the coast in the bay too. more unsettled weather lingering into next week with showers in the forecast for us all the way into wednesday. as the city continues to battle concerns about crime, oakland is trying o■ut a new way to promote local businesses. anne makovec spoke with the mayor today and has more on her message. >> we have some follow-up questions after the news conference on monday when she touted the city's efforts to crack down on crime along hegenberger corridor. crime has taken its toll there. next week, in-n-out burger will close restaurant for the first time in the company's history.

it is the only oakland location. the nearby denny's restaurant closed down earlier this month and many of the fast food franchises like taco bell no longer accept cash or allow sitdown dining. >> for far too long, government has not worked for that corridor. government has not paid attention to that corridor and that his wife this is a corridor where we are seeing millions of people coming to the oakland airport. it is my priority corridor. >> she credits the recent dip in crime to a safety ambassador program, stepped up police patrols and surveillance cameras in the neighborhood. the city unveiled new kiosks like these that will be installed at several business districts. the first one is by the fox theater. they have interactive digital touchscreens with info on local dining and shopping, real-time transit info and access to social services like local shelters and addiction recovery. >> it will bring a lot of vitality. when visitors come into different neighborhoods that they want to explore, they will have a centralized

location to locate what it is they were interested in. >> more kiosks will be installed downtown, uptown , jack london square, fruitvale and east oakland. the mayor says the kiosks are net gain for the city, bringing in 1,000,000 1/2 dollars a year. each kiosk is also a free wi-fi spot. >> thank you. coming up, we are talking live with a longtime oakland faith leader who has seen the city through its ups and downs. bishop bob jackson joins us to weigh in on the state

today, we are focusing on the challenges facing the city of oakland right now and the changes in the works to try to shed those negative perceptions. joining me now is bishop bob jackson from oakland. thank you so much for taking the time with us. let's start off with the hegenberger corridor. that has been a hotbed for crime. fast food places either closing altogether or closing their dining rooms for folks just arriving from the airport. this is their first introduction to the city. what do you make of what is going on there?

>> as you just said, it has been a real problem for quite a while now. we talked about it for a couple of years ago but just recently they started doing some things about it. it is almost like too little, too late. it is easy to say that crime is going down. businesses are gone. they did not have a reason to come and do crime in the area because the area was not popular like a used to be going to the restaurants and going to in-n-out burger and going to denny's and whatnot. they are not available. even taco bell now, you can go endy there. you have to just do the drive up. crime was really tough in that corridor for a long time. even though that may or is doing something about it now and it is great, wonderful and crime is dropping, the reality is that businesses have already disappeared and are disappearing while we are talking. >> there are two recall efforts going on in the town, one to oust mayor sheng thao and other alameda county da pamela price.

is a change in leadership the answer to oakland's problems? >> when you look at san francisco, and we always look at san francisco as a big brother role model for us, you see da jenkins over there, you see mayor breed . they are all working together with public safety. they are wanting to make san francisco safe because they realize, without the city being safe, it is not progress. they are already privatizing that oakland will be a host town. we can't sit back and watch that happen. we have to work together but we don't have a police chief. we have been told a police chief is coming but the da is not working with the mayor. the mayor is now working with the da. the leadership seems to be divided. the only people that are suffering as the community and the businesses. it is just a tragedy that oakland has to go through all of this because

of where people are headed at this particular time. crime, public safety has to be the number one priority in the city of oakland to keep it from becoming a ghost town. >> let's talk about this new plan to revive downtown, the mayor helping to launch these digital kiosks to help highlight local businesses. do you think this is a good idea or should the city be focusing on something else? >> one of the things i said and i will say it again, the city needs to be focusing on public safety. first of all, we just talked about the budget that is being cut. now they are asking the budget to be cut again. that means another 50 police officers will be cut from already 700 officers which we just had . there is about 65 of those officers that are either on disability or sick leave or whatever. we really only have 600 officers to try to patrol

and protect the citizens of this city. it is not just enough. we need a minimum of 1000 police officers to make the city safe. there is no way we will get it at the rate we are going. with the overseer for the oakland police, he has never met with the community. he has never meant to talk to the community about public safety and what is going on with the police department. my thing is, he needs to have a meeting with the citizens. we are the ones paying his salary, to talk about public safety the way we see it, as it impacts our community and our businesses, we need to sit down without. we need to talk about real reality and we need to know what the plan is and the ones that are working, we need to make sure that we work harder with those. >> there are a number of issues facing the city right now. what do you think should be the top

three priorities in terms of making the quality of life better in oakland. >> number one, your feeling is correct because public safety again has to be numero uno. it has to be the priority. if the city is not safe for the business is not safe for the people who live here or the elderly or the children and whatnot, it will not prosper. it will not be effective. the second thing that needs to happen is the cleanup of the city, the dumping and those abandoned cars that are out there. the dip and chop shops need to shut down. the cars are being stolen and torn apart for the parts and stuff, being sold right in our community. chop shops, they call them. we need to take control of those things and make our community better, beautiful like it used to be. you cross the line going over to san leandro or emeryville. everything changes. oakland, it

seems like it is just allowed to be neglected. it is unfair because we pay some of the highest taxes in alameda county but we get the least amount of services. i think those things need to change. that would be number two. number three is back to number one. public safety has to be number one. we have to make our businesses safe. we have to make our community a safe place. everybody. black, white, brown, yellow, red, rich, poor. then of course, the unhoused, the people that are homeless. we have a large amount of homelessness in the city of

oakland. proposition one that the governor is passing -- by the city safe. i think everybody would agree, that i talk to, if people could just stop smashing and grabbing, people stop breaking in to houses and whatnot, one of the license plate readers, that would deter crime. we have got people riding around in the community with no license plates on their cars. i don't know what good the license plate readers will be. a lot of those things need to be talked about and discussed for

dozens of businesses are hoping to draw in customers, old and new. joining me now from parche are owner paul iglesias . i wish you could smell what i am smelling now. it is just a host of lots of wonderful flavors. tell us about your restaurant. >> the restaurant was opened to honor the colombian culture, our culture, to present it to the bay area. we have now found that there are so many colombians in the bay area and we are happy and pleased. we open our doors to everyone. it is something incredible. the flavors are amazing. >> we are just trying to give our guests a little bit of our culture through the food, of course. that is what we have been doing all this time. >> tell me what you got here. >> we have a salmon sell pecan. some areas of columbia, the coast, fresh fish, lime, red

onions and some personal mixes. we have a capers, some pickled onions. it is like a tartar ceviche version. >> we've got to pair everything. what we decided to do was pair it with one of our classic cocktails that highlights a brandy-based the core. this is something beautiful because it is a fruit sourced from colombia. this is a gin-based cocktail. >> i love that sound. shake it up. >> we are just going to pair this. we were talking about fresh flavors, passionfruit , we have other beautiful flavors as well. the gin is distilled by the light of the moon, which is something that is super important for us because we wanted to enjoy this cocktail and show that here. i just wanted to shake that for you.

>> that is gorgeous. >> it is too beautiful to drink. you just want to take a picture of it and look at it. >> we've got to do it. >> you have all of this wonderful food and beautiful cocktails. has it been a challenge being in oakland and trying to convince people to come to your city and restaurant? >> there is always a challenge, whenever you open a restaurant. it is a tough business. you are there and it is an active service. we have been blessed. guests really believe in what we are doing. we are all about the guest and the community. that is what parche means . our doors are open for everyone who wants to come in. we are always there. our job is to feel comfortable and present people with our form of enjoyment. >> oakland has such a rich cultural history, a lot of different types of flavors. it is a very creative community as well. you can tell people right now why they need to come to oakland restaurant week and why it makes it more special than

some of the other cities. >> with regards to participation, 165 restaurants. so much diversity. so many styles of cooking. so many cultures. we want all of them to come here and support the restaurants. i think a restaurant in oakland needs support right now and we are just giving them diverse city on cultures and trying to show everyone a part of colombia. >> other restaurants are showing their culture and it is a reason to come. if you look at the streets now, restaurant week ends the 24th. you still have three days left to come and enjoy yes but what is beautiful about it is there are people on the streets. people are out. they are coming for lunch and they're coming for dinner. they are everywhere. we, as a community, are excited. we have to think's visit oakland for everything
