lives. i am only fighting for my daughter. that is the only reason, one of the main reasons why i am in this strike. >> bay area healthcare workers on day two of their strike in daly city. we have the latest on the impacts to patients. right now on cbs news bay area, it is 9:00. looking live at a terrible seen on the east coast as we mentioned earlier this morning. a large container ship hit the francis scott key bridge in baltimore . collapsing the structure and cindy construction workers in vehicles into the water. it happened at around 1:30 local time this morning. crews have saved two people from the water. one was sent to the hospital and the other was not hurt. dive teams now in the water, searching for at least six missing people. we have the latest from baltimore county. >> reporter: video shows the moment a cargo ship plowed into the francis scott key

bridge. cbs news has confirmed the massive container ship lost propulsion before impact. >> it is in the harbor. >> reporter: now the coast guard and other agencies are raising to find possible survivors. in addition to workers on the bridge, video shows multiple vehicles on the span. >> i response teams are doing everything in our power to rescue and recover the victims of this collapse, literally as we speak. >> reporter: the 974 foot cargo ship called left baltimore harbor about 20 minutes before the crash. at one point, crew members on board notified state officials that the ship had lost propulsion and hitting the bridge was possible. >> we are thankful that between the may day and the collapse, that we had officials who were able to begin to stop the flow of traffic. >> reporter: video shows most of the lights on the ship going

out just before the accident. >> the steering system on a ship like this is hydraulically powered and when you lose electrical power, you will lose the hydraulics. and it is hydraulically powered. >> reporter: workers on the % potholes. the facility has been set up with mental health professionals for family members to deal with this tragedy. >> here is a live look at our local bridges this morning around the bay as a community depended on bridges. we see cargo ships daily. we are watching this story closely. the key bridge in baltimore served more than 31,000 riders daily. and you can imagine without the bridge a lot of people's lives will be affected. check out the numbers compared to our popular bridges . our busiest bridges the bay bridge thing about 115,000 cars every day. followed by the golden gate bridge about 42,000. the richmond-san rafael bridge is the closest comparison to the baltimore bridge, serving about 36,000

cars crossing the span every day. a lot of people wondering if this could happen here and there have been a couple of crashes into the old bay bridge back in 2013. and an the oil tanker cause minor damage when you hit the base of a bridge tower. it rammed the tower as it headed out to see after it unloaded crude oil at the martinez refinery. in 2007, another container ship, the cosco busan had a run-in with the bay bridge. spilling 52,000 gallons of fuel oil. crews spent months cleaning up the damage. the ships pilot and two shipping companies responsible paid $44.4 million in a settlement. this itself or any community with a busy seaport averages. the fbi said there was no credible information to suggest terrorism . everything points to this being a tragic accident. that is raising some bridge safety concerns. joining us this morning is a professor

. the founding director of the civil engineering and construction management program at cal state university east bay. thank you so much for being here. the basic question off the bat, how safe are our bridges ? could we see something like this. >> i think the main thing is to know and realize that no bridge is designed for having ship , 944 ship ram into it. it is similar to what happened on 9/11. the twin towers were designed for earthquakes and other calamities. but not for a jet plane to crash into it. with a full tank of gas. so, as a result, i think , you know, we are as safe as we can be and the bridge is designed as a safety as it can be designed. however, you cannot

avoid these accidents. the hydraulics goes out and the ship is out of control. and rams into the pier. that is definitely a recipe for disaster. >> it almost seems like we need more safety , failsafes when it comes to the actual boats, which is another matter entirely. is there anything that you can do to fortify the bridges again something like this? >> again , they are designed -- cannot be designed because of the cost for this kind of calamity. and the bridge was not very old. it only opened in 1977. it is not an infrastructure issue or maintenance issue. if you fortify the bridges and appears too much, that you are blocking the passage of the ships and the traffic. it is like putting , you know, a

guardrail in the middle of the road. it will slow down the traffic. >> write. a lot of factors to consider. are there any types of lessons we can learn from something like this? >> the lesson is , is that we should not be overly traumatized by an accident . in other words, going over the bridge , every minute feeling like something is going to happen. because these are very rare. and basically , it comes with the territory, basically. going over a bridge from you take the chances. and accidents could happen at all times. >> anytime you get any car. there is a certain level of risk.
