right now at 5:30, a new push underway to give cities and counties more control over autonomous vehicle companies. the glaring issue one bay area lawmaker hopes to address. and a cyber attack causing big problems for patients in a solano county hospital. the ongoing impact. plus they used to be illegal, but now they require fentanyl test strips on some campuses. they're popping up everywhere from vending machines to bars. now those strips are intended to help young people avoid fentanyl laced prescriptions and recreational drugs. but experts warn that test strips alone could do more harm than good.

>> this is a separate issue. this story is for people who would never intentionally take fentanyl and their family and their friends and their kids friends and sharing this could save a life. >> are you ready? >> he taught himself how to play piano. ♪ [ music ] ♪ he played violin in the orchestra. he was a straight a student. he starred in the school musical. he was on the track team on the soccer team. he got a nearly perfect score on the s.a.t.s. and he loved sports. he was really athletic. that was another reason i really thought he wouldn't be interested in trying any kinds of substances. he and his buddy decided to try what they thought was percocet. three weeks before he died at that desk, i was with him at that desk, finalizing his applications for the ucs.

>> reporter: laura diddier trashes the acceptance letters. >> he deserves to know where he would have gotten in. >> reporter: zach died two days after christmas, 2020, before many people heard of counterfeit pills or fentanyl. within a year, fentanyl would be blamed for one in five deaths of young people in california. a cbs news analysis finds that death rate remains nearly twice pre-pandemic levels. >> she died after someone sold him a fake drug pill on snapchat. >> the dea reports seven out of ten pills seized are laced, ranging from cocaine to painkillers to adhd medication. and they were considered drug paraphernalia. state law now requires test strips on

communities and state college campuses. the messaging is changing from just saying no to know, k-n-o-w, focusing on harm reduction. and it's the test strips that are normalized. >> information is power. >> reporter: test strips can provide a false sense of security and do more harm than good. placer county sheriff detective patrick craven was the lead detective on zach's case, using evidence that averred of test strips. he helped us demonstrate the concerns. >> we don't know where this was located. >> a dedicated safety officer, we began crushing what is sold by a dealer. and they are actually counterfeit. >> it detected fentanyl. >> and the test strips, which are pretty accurate. the

concern is user error. unlike covid tests, one line is positive and two is negative. >> sometimes it was hard to follow directions even for someone like myself. >> they require you to dilute the drug. >> you won't be able to use it. >> reporter: some require you to test the whole pill. others don't. when we split this pill per the test instruction, running each half. >> the first half of the pill that we tested contained no fentanyl. >> which could have been lethal if someone only tested that half of the pill. >> and no two pills are the same. >> they got pills from the same man. zach overdosed. his friend did not. >> they tested one pill and it does not guarantee that the next one isn't loaded with fentanyl. >> reporter: laura has learned a lot since zach died. now shares that knowledge with kids at schools, lawmakers at the state capitol, and with parents through her non-profit work. her message?

>> you are safer than zach was. he didn't know all the things you now know. >> and among the lessons she wants you to know. >> the entire pill needs to be stressed. >> you still need narcan nearby with someone sober to administer it. >> it is important for young people to understand. >> narcan couldn't have saved zach because he took his pill alone. his college acceptance letters followed by condolence letters. >> your son was the kind of student we welcome most. the university of california mourns with you in your loss. you know, he would say i don't know what i want to do, but i know i want to help people. and

his story will. >> well, the key lessons learned from the test and zach's story there. the test strips alone aren't enough. if you don't test the entire pill, you may miss the fentanyl. finally narcan can't save you without someone sober to administer it. now to a dramatic update to the race to represent the south bay in congress. we know former san jose mayor, sam liccardo was running in november. but the question is who will be his competition? the latest count shows a deadlocked race between evan low and joe simitian. the two are tied for second place. that word comes just as the secretary of state is set to certify the results tomorrow. so with this race neck and neck, you might be wondering about the recount. we have a closer look at that process. >> and because this is a local and not a statewide race, the recount is not automatic. and so the low or the campaign has to request and then pay for a

recount. they have five days after the certification of the vote to do so, san mateo county set to certify tomorrow, so they would have until early next week. the campaigns would then call the shots on the recall if it is manual or by machine. and how quickly it would go, depending on how many teams they want to hire. all of this could change the price, which starts about $10,000 for each individual precinct. >> they can look at the precincts that they think they have the greatest chance to possibly change a vote that has been cast. however, in order for that vote to actually have an impact on the election, that will happen off the precinct in the 16th congressional district that must be recounted. >> reporter: so you start small. but if you want them to officially change, the campaign has to have the entire district recounted. in both san mateo and santa clara counties. the cost of that will vary, but somewhere around half a million dollars. and patients at a vacaville hospital are still having a

hard time getting services after a cyber attack shut down the hospital's online systems. the north bay hospital says they are working to restore their online systems as soon as possible. one cybersecurity expert we spoke to says patience at north bay could be at risk for data theft. >> they are looking to find information, so you know, per their date of birth, social security number, credit number, where they live, any medical information. anything that would give them that ability to create an account or take over the state capitol now where a new bill will give local cities and counties more control over driverless cars, including the ability to ticket them. the proposed legislation was introduced by the state senator. the backing of a

number of communities including the city of oakland and san francisco and san mateo counties. the legislation will come after several safety incidents involving crews, robotaxis, and san francisco. up next, more than a year after san francisco cracked down on sex work. the problem has just moved to another street. why they say it is leading to even more serious issues. >> the problem is that they have allowed it to exist and tay seem to accept it. >> and a major honor for a stan

over a year now. but neighbors say the problem is moving from one street to the other. a woman who asked to be identified is speaking out. >> and she was sitting on top of this woman. she was screaming. >> they seem to accept it. >> and they have spiked and enteredded their neighborhood. where soliciting them have been committed last year. >> i've seen a woman thrown

out of the car. i've seen women fighting. i've seen them fighting, but i haven't seen somebody being beaten like that or kicked in the face. >> and what do you want to see happen? >> i want to see enforcement. >> reporter: and the board of supervisor candidate, trevor chandler, has been highlighting the issue for residents in the mission. >> i'm not surprised. but i'm horrified by it because the neighbors, they have been talking about this for years, and they just feel like they have gotten no response. >> reporter: calling for at least one police officer to patrol the streets regularly, and the immediate installation of license plate readers to deter sex workers. >> it is not because it solves all our problems, but allows the city to address these quality of life issues. >> reporter: san francisco police arrested and booked a 24-year-old female suspect from fairfield into jail for aggravated assault. but they believe more could be done. >> they're not enforcing the law here in the way that they

let's go back to our weather. tomorrow sounds like the big day for rain? >> yeah. we will get some widespread rain. we started to notice the change today. we no longer have those clear skies out there. look at the current numbers. yesterday, we were doing the mid-70s at this time. for many inland valleys, locations. as we come up to the north bay, it's not just that it is cloudy and cooler, but it got windy. all of this stuff is the leading edge of the change that's coming in with the system. watch the winds pick up off the coast over the last two to three hours. that's where we are right now. what you're feeling out there, the onshore winds on the leading edge of the system. the winds won't be

a huge factor with the storm. friday will be a cold northerly wind. watch it come together as we were just talking about that and we will look at that in one second. but i want you to see the storm as a whole picture view, so you can see why it's around for two days. there is your morning commute. now watch what happens after that. thursday, afternoon, scattered showers. the center of rotation will come on, going right into big sur. this is why they're closing a part of big sur. watch the scattered showers keep going through thursday. we're not done until we get to sunset on friday. a closer look to slow that down. the showers will come on, between 6:00 a.m. to 8:00 a.m. we'll get widespread rain out of this. it will slow down the drive tomorrow morning. and then once

we get past the morning commute, we end up back here throughout the duration of thursday and friday. more time on both of those days when you are not getting rained on. if you get one of these scattered showers, it will be a good brief downpour. small hail. and this system has better ingredients. higher likelihood to actually be able to produce some more of these isolated thunderstorms than the previous ones have. we have gotten isolated thunderstorms out of several of the last previous storms. we have since the past weekend. but they are so localized and isolated, that most of us don't get it, but they got it on saturday. if you get it over your part of the bay, it is quite the show. it will make up a decent amount of the rainfall totals. that's how much we'll get for both days. cold enough with the system that we're actually going to see the snow levels come down to over 2,000 feet. we'll show you that on the mountains in one second with the storm prediction center outlook for friday. the light shades of green on here showing you that the storm prediction center based in the middle of the country is once again eyeing

the bay and they are putting 20% chance for isolated thunderstorms on friday and saturday. and watch the light dusting of snow. maybe loma prieta. and it is cold enough. we'll see a light dusting of snow. there will be plenty of snow on the other side of the state in the sierra from this. so it does impact the drive. snow level will get down to around 3,000 feet, even lower. that's the bigger impact from this. so both thursday and friday, anybody that will travel in the mountains, they will be slow. we are not done here. it will be an active couple of days. if we look at your seven-day forecast, if you wanted to get your sunny and 70 back, we got it. coming next week. by monday, we're there. by the middle of next week, it's in the mid-70s, we'll be nearing 80 by the middle of next week. so let's just get through the next few days. thursday and friday, liz, they are both first alert weather days, so we're going to start going into a lot more detail on this now through the remainder of tonight. i'll see you at 6:00.
