conditions there had been going downhill for a while. >> reporter: over the last six years, jamie has adopted dozens of seniors at the grove sr. terrace as her own grandparents and they adopted her right back. >> i'm not just fighting for one, i am fighting for the whole building. >> reporter: tonight her grandmother and other residents are betting the night in a nearby hotel after an evacuation of at least the residents and their pets when firefighters found sewage leaking into an electrical room from an upstairs unit. >> is horrible because they don't deserve it. just because they are low income, they don't deserve to live like this. >> reporter: residents said they could smell the stench of dark sewage mixed with gas sleeping into the floors. they anxiously await word when they can return home, which could come in a day or two but they don't expected for at least a week. >> recalled the emergency line and it said they were unavailable. >> oaks emergency line is not available. please leave a message after the tone.

>> reporter: they don't deserve to live like this. they pay their rent, they do everything they need to be doing. clearly pattern has intensified over the last decade. you live in the unit above where sewage was found pouring from the bathroom. he says he could smell the odors from several floors up >> we shouldn't have to go through this. but now we are not a commodity, we are a people. >> reporter: peter, like most residents is fearful of retaliation for speaking to media but he says he has nowhere else to go. >> i mean, i'm on social security, i only have a certain amount of money and i can't afford it , any of the places i would like to live. and i have been there 10 years and they raised my rent to $500. and what do i get from it? i just wish something could be done about the circumstances. and i'm probably going to get kicked out because of this. >> reporter: deputy fire

marshal was a part of the team that responded to the elevator call. he says the situation ended up taking most of the day after it snowballed into a hazmat operation. >> most likely sewage that was backed up in some type of pipe and then came out real, through the bathtub, through the toilet, through the kitchen sink. everything inside his apartment was very much flooded when we made entry. >> he says most residents use wheelchairs and walkers and had to be assisted down several flights of stairs. but for jamie, she won't stop fighting for her grandmother and her community. >> they are scared of retaliation. they are scared of losing their homes, they are scared to be homeless at 80 something years old. they are pets not having a home. it is terrifying for them. so it is heartbreaking, it truly is heartbreaking. >> reporter: making sure their voices are heard. we did reach out to the property management company but they have not gotten back to us about this. in san jose, a woman's body has been found inside a

home after an hours long standoff. this happened at north 20th street and east georgia, down the street from san jose high school. just after 6:00 p.m. they got a report of a possible shooting and a suspect barricaded himself inside the home for 2 1/2 hours. he surrendered just after 8:30 p.m. we don't know the identity of the woman who died, but her death is being investigated as a homicide. in antioch we have talked a lot about the police department staffing crisis. the city has been dealing with the fallout from state and federal investigations into officer misconduct. that put nearly half the department on temporary relief. but in a small sign of progress, a traffic officer is patrolling the streets again. more than a year. wilson walker caught up with the unit of one who is working hard to keep the roads safe. please of these marks, that indicate the entire friction mark of the motorcycle then slammed on the break and

it goes for 120 feet. >> reporter: robert green is literally picking up the pieces after an accident that seriously injured a motorcyclist who collided with one car before being hit by another that left the scene. >> had a motorcyclist and actually dragged the motorcyclist. so now i am trying to find any evidence and any cameras or anything in the area that could help me get the vehicle. >> reporter: the investigation is now in sergeant greene's hands as he is the sole member of the newly relaunched antioch police department traffic unit. >> yeah, i am responsible for doing traffic enforcement during the day. i also get called in when we have a significant crash like this. >> so it is back to the station for the investigative part of this incident. >> so this is the car . out of everyone else, this is the car i need to find and figure out why it didn't stay on scene. >> reporter: really is doing it all. he pulled together the funding for the new bikes and

lidar equipment. >> these are much smaller. just look through the viewfinder. >> reporter: picked up the investigations into major accidents, single-handedly rebooting the traffic division after it was closed for more than a year and a half because of staffing issues >> i end up recovering a lot of stolen cars. it is not a secret right now we have a lot of stolen cars in the city of antioch. >> reporter: he is part of antioch's ongoing against sideshows. >> they do it in the day, too. kids are playing. you see kids walking up and down the street doing a child dropped the ball on the street and you don't know what is coming. >> reporter: i think of the covid there has been no backing us up. there has the data that shows there has been more dangerous driving after covid. only because there wasn't any patrolling or any traffic laws during that time. >> reporter: greene says he does get help from within the department and beyond. >> anytime i sent out a social

media post or put anything out, i will get tons of calls and i have community, people in the community that . me in the right direction . so i am not by myself. the community is invested in this , as well. they're very invested in traffic safety. >> he doesn't mind picking up the extra slack, he is is happy to see the unit up and rolling in. please sergeant greene should be getting some reinforcements. antioch pd hopes to have a second motorcycle officer sometime in the next few weeks. the long-term goal is to have four officers in that unit. as we wrap up memorial day. here's what it looks like on top of mount diablo tonight. the ceremonial beacon lit in honor of those who lost their lives serving our country. it is traditionally lit only on pearl harbor day. in recent years it has been used for both memorial day and veterans day. one of the states largest and oldest memorial day ceremonies at the san francisco national cemetery. photojournalist spoke to some of the people there about what this day means to them.

it was kind of a rough memorial day weekend for one dog in san francisco after he fell right down a cliff this was in potrero hill. campuses go firefighters believe the dog, named cushy pup was being taped taste by raccoons last night . the rescue crew was able to pull him up by a rope. they say he wasn't hurt and he is back with his owner.

it is no secret that insurance is getting very hard to come by for a lot of homeowners in california, as major carriers leave the state. but it may be heading businesses even harder, especially those in wild fire prone areas. john ramos introduces us to a business owner in the north bay who says chasing after insurance is making it hard to pursue his dream. >> reporter: it is another beautiful memorial day on the russian river and the streets of her and bill are bustling. that should make this a profitable weekend or bryce schofield bed and breakfast. but instead it may be just enough for him to breakeven. >> switching careers and going into a totally different industry and buying a property like this, you have a lot of worries insurance was not on the list, to be honest with you. >> bryce opened in 2019, just days before the kinkaid fire broke out in a few months before the pandemic closed things down. but as those obstacles passed, insurance became the biggest problem. >> and we noticed right away that the prices were going up exponentially. so we have seen , it has been 222% increase

since we bought the place. >> while there are plenty of trees on the property and in the neighborhood rices if you like it is a particularly dangerous location. he has installed a 5000 gallon water tank with sprinklers on the roof and all over the three acre lot. the land is surrounded on three sides by the winery vineyards and sits right next to a cal fire station. he has had his insurance dropped by a number of different companies and is now joining the over branded california fair plan as the insurer of last resort. >> i think we have just gotten caught up in this fire bureaucracy . and them just wanting to pull out of the market. >> insurance broker. as that is things may be for homeowners, it is even worse for businesses because there are fewer carriers offering that kind of coverage. efforts now underway in sacramento to reform the way insurance is priced made me more competition back to the state market. >> the good news is, i can take

the first time in a really long time that in the next several months, quarters, or certainly earlier next year . it will be dramatically different insurance market then we see right now. >> reporter: bryce may think that insurance more available he is skeptical that will ring the cost down. he really doesn't have much choice. >> there is a . where how much can i take of this? how long can i stay committed to this endeavor before i started the first place. >> the plan to inform the insurance strategy will be finalized by the end of this year. governor newsom announced some parts of the plan could be implement it in the next month or two. nearly two dozen people have been killed and hundreds hurt by powerful storms ripping through the central u.s. this gas station in texas was nearly destroyed but incredibly, more than 125 people survived inside of it. this was in valley view,

about 60 miles north of dallas. officials said that wind speeds in that era got up to 135 miles per hour. and that ripped away the walls and tossed semi trucks into the side of the building. but thankfully, because people kept shelter in the middle of the building, nobody there was killed just a another reminder, darren, that most of our conditions this time of year are mild . elsewhere in the country, not as much. >> and that big blanket of marine layer is such a big part of that. so is the fact that we live right on the pacific coast these water temperatures are so cold out here, they inhibit the ability for storms to get anywhere near as intense as they do. in the midsection of the country. at the same time, all this cold water gets lifted into the air and then the strong winds, we're looking at streamlined on hear from today. those strong winds that pick up the cool, damp air and bring it right over here to the golden gate and push it right through. that is why san francisco can always feel so darn cold and windy. like you did today. 30

mile an hour gusts. it might not be the most comfortable there but the benefits of the on shore breeze today and tomorrow is all that momentum keeps that cool air going and daytime highs today for inland locations were in the 70s. let's stay here for one second because i want to show you the impact this has had on daytime highs. we're going to use tomorrow as the example. san francisco will go to 62 tomorrow. that is like two or three degrees warmer than you were today. but you are still going to have a 30 mile an hour wind in the afternoon, and that 62 is going to feel cooler than that. or like in the low to mid 50s. meanwhile, because of all of that cool air and wind, the momentum is going to keep that cool air going inward and you still get to stay in the 70s for inland contra costa county tomorrow. so the benefits will be felt in terms of temperatures that are still kind of either at or below average tomorrow, thanks to the winds we see in the

streamlined. look at san jose. you're still going to be in the 70s tomorrow, as well. this is the last day like this because by wednesday, numbers are going to jump and then thursday and friday , those are the two days where they are going to peek. we got a little bit of a warm-up coming our way. and thursday and friday, you feel it the most. you will see that in the seven-day forecast. here is tomorrow. we still get the marine layer tomorrow. so we're going to wake up tomorrow morning and a marine layer will be much like we are seeing from our live cameras at this .. it is out there now. but it is not a total bay area gray out . it just kind of filters into the immediate ebay. i think many locations , at least in the far north bay and even in the santa clara valley. we will get the start out right relatively clear tomorrow. but in either case, by the time you get to late morning, everybody is sunny tomorrow and you will have blue sky to take you through the afternoon tomorrow. watch the wind turn on again, though. there is san francisco, sam brenner on the front lines.

it is tomorrow afternoon. that is not going to be fun. it is going to feel cold there. of course, for concord with a 15 mile an hour breeze, 77 for the daytime high. that is pretty nice. okay, so the pattern shifts. by the time it's a thursday and friday, if we just look at the big picture on this. for the last few days, including yesterday, today and tomorrow this will trough right here. that is what is keeping the temperatures right where they should be. it is increasing that onshore flow. you can see it is pushing things towards the coast. it has allowed the marine layer. here's how that changes. watch that trough gets replaced by late wednesday with this. big red bull's-eye built in. now that is different. that is the center of high pressure. it is going to really quiet down the onshore wind. it will turn off completely but it will require it. it will squelch the marine layer and it is going to crank the numbers. so let's, we'll say goodbye to the virtual map and bring in the seven-day forecast. you start out with our inland microclimate. you will see that warming trend the most. look at this number on

thursday. now we are back up to near 90. friday, you're close to it. and then we will cool back down going into the weekend. none of these are dramatic swings. we have been that hot so far this year. but just if you take the little microcosm of this week, it does end on thursday and friday. noticeably different than where we are starting. one last thing, look at our bay microclimate. there is no clouds there. so the marine layer gives us a break, even in the immediate bay for wednesday and thursday we shouldn't even start out with clear skies. turn it over to you. straight ahead in sports. bill walton, the player, the man. special night for the last team he played for. what a time to enjoy the san francisco giants. fans still savoring his performance against the team with the best record in the biggs.

, finally tonight, file this one under bad ideas that are horrible and also pretty dumb. all right? we have an ongoing file. a new zealander was recently slapped with a fine and put on blast on social media after the country's department of conservation saw him doing this in a video. yes, that is him trying to body slam in orca . that video is part of what happened when you jumped off the boat and almost on top of the whale new zealand wildlife officials called it stupid, irresponsible, and a shocking disregard for the orca's welfare obviously this video got a lot of attention ,
