inundating roads and creating a travel nightmare. war games. a nuclear-powered russian submarine and three russian ships pass within 30 miles of the u.s. coastline on its way to cuba. what those warships are doing on this side of the atlantic. and remembering jerry west. how the nba pays tribute to the basketball hall of famer who inspired the nba's logo. good morning, and good to be with you. i'm anne-marie green. more than two million people in florida are under flood warnings and alerts with streets and entire neighborhoods under water. people are being told to stay indoors, off the roads and away from dangerous moving water. governor ron desantis declared a state of emergency in five counties including miami-dade and broward. some areas could see more than two feet of rain before it's all over. cbs miami's larry seward reports from dania beach, florida. >> reporter: relentless storms

pounded south florida dumping more than half a foot of rain from coast to coast on the already water-logged state. fash flood warnings were issued for parts of miami-dade and broward counties where rainfall rates of several inches an hour submerged vehicles and snarled traffic. massive flooding causing a massive headaches on interstate 95. officials shutting part of the highway after it became too dangerous. cars in hallandale beach had trouble keeping up. waters stranding drivers on the sides of roads. while in nearby hollywood, blinding downpours inundated entire neighborhoods. the rain forcing ground stops at both miami and fort lauderdale airports, causing delays in excess of seven hours. >> we were looking at renting a vehicle to try to make it even to orlando, maybe get on a flight, but that isn't going to work either. >> reporter: in lee county on the gulf coast, emergency officials had to rescue at least one driver from floodwaters. while further north, a possible tornado brought down trees and power lines in martin county.

the storms are part of a stalled system that's pummelled the sunshine state, dumping a month's worth of rain in just 24 hours. on tuesday, the city of sarasota was swamped, a record nearly four inches of rain fell in one hour. a once in a 1,000-year event. i want to walk you around the corner if i can. look at southeast 2nd avenue. there have been some scars stranded out in the street. we've seen fire officials come by and check on those drivers. we've seen sheriff's office -- we saw an ambulance trying to answer a 911 call, wasn't sure where to go. this is an emergency in dania beach. they want people to find high ground or if you're in your house, stay there. for now live in dania beach, larry seward, cbs news, miami. this morning the biden administration is closely watching a small fleet of russian ships and a submarine that arrived in cuba for military exercises. for some in the u.s. the scenario may bring back memories of the cuban missile crisis from

the 1960s. though the pentagon says the warships do not pose a threat to the u.s. cbs' duarte geraldino joins us now with details on this. good morning. >> reporter: good morning, anne-marie. washington is trying to downplay this military exercise, but given the u.s. support of ukraine and its war with russia, actions speak louder than words. the u.s. has deployed what is often called a destroyer. these are ships that are prepared to use force if necessary. a 21-gun salute welcomed three russian ships and a nuclear-powered submarine to cuba wednesday for what the u.s. expects will be russia's largest military exercises in the caribbean in five years. u.s. officials say the exercises will also include flights by russian long-range bombers along the east coast. >> we of course take it seriously, but these exercises don't pose a threat to the united states. >> reporter: the pentagon and other white house administration officials note that the exercises, which come as president biden is in italy for the g7 summit, are no surprise,

so they follow the president's recent decision to allow ukraine to use u.s. weapons to strike inside of russia. a small u.s. navy task force that includes ships specifically fitted with sonar for tracking submarines, patrol planes, and sail drones, is shadowing the russian fleet. >> we're always constantly going to monitor any foreign vessels operating near u.s. territorial waters. >> reporter: the russian warship in havana has previously been used to test fire one of moscow's newest hypersonic missiles. the submarine is also able to carry guided missiles, though the u.s. does not believe it is transporting nuclear weapons. the russian fleet is expected to stay in cuba until next week. after that, it could move on further south to venezuela. when it does, u.s. officials say the navy will again shadow the vessels. according to russian news agencies, the submarine can carry hypersonic missiles. these are weapons that can travel about 7,000 miles per hour. so to put at that in

consequential terms, a missile fired from havana could strike the u.s. in seconds. >> that is concerning. duarte geraldino, thank you so much. president biden is expected to sign a ten-year security pact with ukraine during the g7 summit in italy. biden is set to meet with ukrainian president volodymyr zelenskyy to sign an agreement committing the u.s. to ukraine's security without american troops. the g7 nations have also reportedly agreed to a u.s. proposal for a $50 billion loan to ukraine backed by frozen russian assets. the republican-led house voted to hold attorney general merrick garland in contempt of congress. it comes after garland refused to turn over audio of president biden's interview with the special counsel in the classified documents case. garland said the justice department has provided republicans with a transcript of the interview. to the israel-hamas war now where the cease-fire and hostage deal appears to be stuck in limbo again. secretary of state antony

blinken who was in qatar yesterday questioned whether hamas is proceeding in good faith after the terror group responded to the u.s.-backed plan with amendments. >> some of the changes are workable. some are not. but hamas cannot and will not be allowed to decide the future for this region and its people. >> the attacks along israel's northern border are also escalating. overnight israeli fighter jets struck several buildings used by hezbollah in southern lebanon. that's after the terror group fired more than 200 rockets into israel yesterday in response to an streak that killed -- skbrar strike that killed a senior commander. and we are learning new details about how the rescued hostages were treated in captivity. the parents of andrey koslov, one of the four rescued last weekend, say he told them that there are things he will never divulge. but what he has shared, they described as psychological torture. he was made to believe that

israel wanted to kill him, and he was forced to live in harsh conditions with his hands and feet bound for the first two months. the sports world is mourning the loss of jerry west, the hall of fame basketball player and executive who was the inspiration for the nba logo. the nba and fans paid tribute to west with a video montage and a moment of silence before last night's finals in dallas. the basketball great died earlier wednesday at the age of 86. cbs sports "nfl today" host and special correspondent james brown looks back at his life and his legacy. >> reporter: jerry west was a 14-time all-star. part of the los angeles lakers squads that went to nine nba finals including winning it all in 1972. he was named finals mvp in 1969, despite losing the series. the only player to have ever earned that distinction. west went on to become the

general manager of the lakers, helping build the showtime dynasty and winning eight nba championships. later he worked as an executive for the memphis grizzlies, the golden state warriors, and the los angeles clippers. in 2019 he received the presidential medal of freedom from then-president donald trump. >> i was a dreamer. my family didn't have much, but we had a clear view of appalachian mountains, and i'd settle on our front porch and wonder if i ever would make it to the top of that mountain, what would i see on the other side. i did make it to the other side, and my dreams have come true. >> reporter: reaction is pouring in. lebron james expressed his condolences tweeting, "my mentor, my friend. hopefully i continue to make you proud. you're already missed." west, whose statue is displayed outside the crypto.com arena in l.a., is also notable for being the inspiration for the nba's logo.

this motorcyclist is one lucky guy. he managed to escape with only minor injuries after an suv ran over him and the bike when it stopped at a traffic light in louisiana. police say the driver of the suv got distracted by her dogs in the back seat.

an alleged mass shooting plot was averted, and the bizarre turn in a bus hijacking. those are some of the headlines on the "morning newsstand." the "atlanta journal-constitution" reports the suspect in a deadly bus hijacking was a witness a short time earlier to another shooting at a downtown atlanta mall. joseph grier gave a rambling interview to reporters tuesday outside that shooting in the mall's food court. >> i'm in a manic episode. >> authorities say about a half hour later grier hijacked a commuter bus with 17 people on board. they say he got into an argument with one of the passengers who pulled out a gun. grier allegedly took the gun from the passenger and then killed him. police say he ordered the driver at gunpoint to flee the scene, leading police on a high-speed rush hour chase. police stopped the bus and arrested grier. "the arizona republic" says a federal grand jury indicted a firearms dealer for allegedly

selling guns to help incite a race war. authorities say mark prieto told -- sold two rifles to what turned out to be an undercover fbi agent earlier this year. he believed the agent would help him carry out a mass shooting of minorities at a bad bunny concert in atlanta to incite a race war ahead of the presidential election. he faces several charges including firearms trafficking. and "the oklahoman" says the state supreme court dismissed a lawsuit filed by survivors of the 1921 tulsa race massacre. the two survivors now more than 100 years old were seeking reparations from the city of tulsa and others for actions taken against their community. a white mob destroyed a once-thriving black district known as greenwood. as many as 300 people were killed. the court said the grievances are legitimate, but do not fall within the scope of the state's public nuisance statute. still to come, a hairy situation. how a puppy got stuck in a vent.

>> reporter: the stock market was mixed wednesday as investors were reassured interest rates will likely be cut later this year. the dow lost 35 points. the nasdaq gained 264, and the s&p 500 was up 45 points. new data from the department of labor shows inflation cooled slightly in may. consumer prices were up 3.3% last month from may of last year, and economists expected the reading to come in at 3.4%. this offers the federal reserve some breathing room as it now debates cutting interest rates amid a stubbornly robust jobs market. sony pictures has acquired a dine-in movie theater chain. the studio giant bought alamo drafthouse cinema which has 35 locations in north america. the deal also includes sony taking over the genre film festival fantastic fest. and social media platform x is now hiding your likes. the company formerly known as twitter said as of wednesday it
