and more trouble for clarence thomas. the supreme court justice gifted additional luxury trips than previously known from a gop mega donor. good morning, and good to be with you, i'm anne-marie green. we start with the disaster taking place in south florida. the torrential rain has turned deadly. two people were killed in a weather-related crash. some places got as much as 18 inches of rain since tuesday, and they could see another eight to ten inches before the tropical system moves out. five counties are still under a state of emergency, and a flood watch remains in effect through tonight. cbs' manuel bojorquez reports. >> reporter: heavy rain slammed south florida for the fourth day in a row dumping on average four inches of rain per hour. the drenching downpour has left parts of miami-dade county impassable, with cars submerged and entire neighborhood under water. >> like it's crazy. look at my pants.

look at me. i'm wet. every time i walk in the street, the water's right here. >> reporter: the storm system now centered over the atlantic has companied more than 20 inches of rain in some areas. waist-high water meant some residents waded, kayaked, or wake boarded to get around flooded communities. in dania beach, first responders rescued at least 40 people from floodwaters as homeowners sought higher ground. officials are warning residents to stay off the roads. >> more than half of the deaths from flooding each year occur in vehicles. so the message is turn around, don't drown. >> reporter: in hallandale beach, this person drove right into a canal, mistaking it for a road. schools in all of broward county were closed today. >> oh [ bleep ]! >> reporter: here in hollywood, florida, eric aragon's home flooded. they had to evacuate through a window. he's concerned about what's next. >> it's only going to get worse. honestly, i don't want anything

to happen to myself or my family. so yeah, we're going -- we've got to leave. >> reporter: his house is just down this street where as you can see the flooding had not receded before the new round of rain began. further south, the city of miami beach has opened up nine public parking garages so that residents can move their cars away from low-lying areas. manuel bojorquez, cbs news, hollywood, florida. today the nation's second catholic president is debt to -- is set to meet with pope francis for the second time during his presidency as the pontiff visits the g7 summit. yesterday brought a new deal for ukraine's security and the president's comments on his son's conviction on drug charges. jarred hill joins us from new york with all the developments. good morning. >> reporter: day two of the g7 is just getting started. as you mentioned, yesterday ukraine came out with a number of wins from these world leaders designed also as a message to russia. today president biden is

preparing for a meeting with the pope who's expected to push for peace in ukraine and gaza and talk technology. on day two of the g7 summit in italy, president joe biden is set to meet one on one with pope francis. a devout catholic, mr. biden also met with the pontiff in 2021. the visit to the g7 is a first with plans to stay with us the implications of artificial intelligence. yesterday the leaders of seven of the world's largest economies were joined by ukraine's president, volodymyr zelenskyy, as they agreed to give his country a $50 billion loan to be paid for with interest from frozen russian assets. >> today is a truly historic day. >> reporter: president biden and zelenskyy also signed a new security deal committing u.s. military aid and training to ukraine for the next ten years. the u.s. is also imposing new sanctions on foreign banks that do business with russia, and president biden announced that he's received commitments from five countries to send batteries of patriot missiles to ukraine soon, as well.

>> we'll be with ukraine until they prevail in this war. >> reporter: at a news conference, the president also made his first on-camera comments about his son hunter's recent conviction for lying on a federal form about his drug use when he bought a gun back in 2018. >> i will abide by the jury's decision and will not pardon him. >> reporter: president biden said he would not commute the sentence. and has not yet been issued by the judge. so while ukraine was the focus of day one, china is likely to be emphasized today. leaders are expected to raise concerns about china's industrial capacity which some argue is impacting global markets. back to you. >> all right. thank you so much. donald trump returned to the u.s. capitol for the first time since the january 6th riot, and republican lawmakers rolled out the red carpet, embracing the former president, even those who were critical once. here's cbs' robert costa. >> reporter: rousing displays of republican unity around the party's presumptive nominee.

>> i'm with them 1,000%. they're with me 1,000%. >> reporter: and a notable show of a truce between trump and his longtime foil, senate gop leader mitch mcconnell, after not speaking since late 2020. for former president trump thursday's washington tour was a chance to play up his poll numbers and reassure his party after becoming a convicted felon last month. >> this was a great meeting. there's tremendous unity in the republican party. >> reporter: in a closed door meeting with house republicans, sources say he lashed out at the justice department, calling it dirty along with an expletive. he also criticized milwaukee, host to the republican national convention next month, calling it horrible. a spokesman said he was referring to crime and voting issues. wisconsin democrat gwen moore shot back saying once he settled in with his parole officer, i am certain he will discover that

milwaukee is a wonderful city. this was trump's first trip to the hill since the january 6th attack in 2021, and republicans today avoided the topic. did january 6th ever come up? >> it did not. >> on january 6th donald trump lit a fire in this country -- >> reporter: meanwhile, the biden campaign highlighted trump's return, releasing this ad as a mobile billboard was seen playing video of the january 6th attack across capitol hill. trump has said he would pardon rioters. >> they ought to release the j6 hostages. they've suffered enough. [ applause ] >> reporter: as i stood outside the senate gop conference room, i heard cheer after cheer, laugh after laugh. this wasn't a reckoning but a republican embrace of trump despite all of his challenges. robert costa, cbs news, washington. in a unanimous decisions, the supreme court rejected an effort to limit the use of the widely used abortion pill mifepristone.

the justices ruled the abortion rights opponents lack the legal standing to sue over the fda's approval of the drug and its actions to access it. it was the high court's first abortion decision since it overturned roe v. wade two years ago. and there are new details about the trips taken by supreme court justice clarence thomas paid for by republican billionaire mega donor harlan crow. the interstate judiciary committee uncovered at least three more trips and at least six flights on crow's private jet that thomas failed to report on financial disclosure forms. thomas has maintained that he doesn't have to disclose the trips because he and his wife are friends with crow. to the middle east now where top hamas officials say they do not know how many of the 120 israeli hostages are still alive in gaza. in an interview with cnn, osama hamden said any deal to release them must include guarantees of a permanent cease-fire and the complete withdrawal of israeli forces from gaza.

president biden said yesterday the biggest hang-up on the cease-fire deal is hamas refusing to sign it. he said that he has not lost hope but, quote, it's going to be tough. meanwhile, benny gantz who resigned from the israeli war cabinet, indicated in a tv interview that israel is aware of the fate of the family that includes two young red-headed boys. but gantz would not elaborate. and the fighting is intensifying on israel's northern border with lebanon. hezbollah launched rockets and explosive drones for a second day in retaliation for the killing of a senior commander. israel's iron dome intercepted some, but some fell and ignited brush fires. coming up, the phoenix police department under fire. the new findings by the justice department. and rumbles in new york city's subways. why riders may soon be required to take off their masks. this is "cbs news mornings." [♪♪] a manhunt is under way in houston after an inmate escaped from custody at a courthouse. authorities say 35-year-old joshua sanders was being held on burglary and unlawful possession of a weapons charge when he escaped yesterday. they say that he held a court employee at knifepoint, fled the courthouse, got into a woman's car, but she crashed within a few feet. he then ran away. no one was hurt. why new york city wants to reinstate a subway mask ban, and disturbing accusation against phoenix police. those are some of the headlines on the "morning newsstand." "the arizona republic" reports the phoenix police department systematically used illegal, excessive, and sometimes deadly force according to a justice department investigation. the federal report released yesterday says phoenix police targeted people of color unlawfully, detained homeless

people, routinely violated the rights of protesters, and discriminated against people with mental health issues. city leaders plan to review the findings. the police union said the report is full of half truths, and unsubstantiated accusations. the "wall street journal" says american journalist evan gershkovich was indicted in russia where he will stand trial on espionage charges. the "journal" reporter has been held in moscow -- in a moscow prison for more than a year. russia claims he was gathering secret information about a defense contractor on behalf of the cia. gershkovich, the "journal," and the u.s. government deny those allegations. russia has not presented any evidence to back up its claims. no word on when a trial would begin. and "the new york post" says governor kathy hochul had a -- considered a partial ban on face masks after a rise of anti-semitic incidents involving people wearing masks.
