. now at 11:00, oakland in a middle of a crisis. could slash public safety money. community leaders have a lot to say about it. >> the lawlessness has gone too far. what is happening right now, not acceptable. >> those cuts go through. residents will not like what happens next. plus, firefighters have their hands full on opposite sides of the bay. and a rescue against all odds. what it took to save a horse trapped in a dangerous spot after a ride went very wrong. from kpix this is the late news with sara donchey on cbs news bay area. hi, i'm sara donchey. we have been talking all week about some of the problems facing oakland. tonight, another big one on the horizon. at the time the mayor is facing

a recall about violence and crime. the city is actually considering a plan that would cut dozens of police officers and fire stations from its budget. the city has until friday to pass a budget and it is working on a sort of plan b. in case of sale of the coliseum falls through. millions of dollars of public safety. by freezing two police officers and two academies. and the police academy is not happy to hear that. neither are some community leaders who tell andrea nakano it feels like oakland is at a breaking point. >> bishop jackson with the gospel church sees the impacts of crime every day in this community. it really hit home when he received this terrifying news. >> one of the young men that

are, that go to the church, our pastor, he went to the movies last night, coming out of the movies he was shot. just by the grace of god he was not killed. >> reporter: when he hears about cuts to public safety he worries about how much worse crime can get. >> going in, it has to be restored law and order, the lawlessness it has gone too far. >> reporter: according to the oakland police officers association, one trims the force down to 678 from 712 officers or all of the way down to 628. >> i can not see a solution how we can even effectively handle crimes and handle the calls in the city. >> reporter: the department has lower staffing levels than it did 25 years agoing when there were 50,000 fewer residents. >> they are asking what is difficult for a police officer to work here, it is difficult for citizens to live in this city. that is the question we

have to ask, isn't it. at what point is enough enough. >> reporter: that is a question that bishop jackson thinks about frequently. he is demanding elected officials at city hall make the city safe. >> we have to have public safety. it has to be priority one. if your city is not safe it is not safe to live in your home, not safe to go to the store. not safe to go to the movies. my god, why are you living in the city like that? >> reporter: with mayor thao fighting for her own political career bishop jackson does not have faith in the current loadership to get the job done. >> -- leadership to get the job done. >> absolutely not. >> the deadline is july 1st. a possibility of extending the deadline if an agreement can not be reached.. >> the city could approve cuts to the fire department by freezing five fire engineers the firefighters union told me

tonight, they don't have and resources to spay. closing one fire station can call trouble for oaklanders that call for help snow we are reaching at the tipping -- help. >> we are reaching the tipping point of not being able to do the job we are so busy and responding to so many calls. by making it worse it will have catastrophic effects on the citizens of oakland. >> as we mentioned at the top. the biggest piece of the puzzle is the sale of the coliseum. the city owns half of the land. as wilson walker reports, the city has to make a deal happen to avoid the $60 million of budget cuts. >> so, basically almost impossible for a city council to support those things. but, i suppose if the coliseum deal is not real or falls through i don't know what choices they have. >> reporter: former city manager says the real budget problems are systemic, namely a

reliance on parcel transfer taxes and the one time relief of the coliseum sale. it is a kind of band-aid. >> i don't begrudge using the coliseum money if it is part of a plan to buy time and we are going to do x, y and z moving forward. but if you are just going to balance the budget by selling the coliseum and not do anything else then you are just kicking the can down the road a year and then you are in a disaster. >> the purchase price of $105 million with at least $60 million received in the next fiscal year. >> reporter: the sale negotiations are conditioning every single day but there is no timetable and there are more questions about how the payments would be delivered. >> and so what i like to know based on what we have heard is that, you know, on the first escrow deposit you are only going to get x, y, z. on the

second one this amount. on the third one, you get that amount. >> there may be multiple payments that satisfy the 60 or more but it is subject to negotiation that is ongoing now. members of the group were on hand but they, too, offered no time frame for a deal. >> there is an opportunity for us to create jobs, to create something new, to create opportunity for the most impacted communities in our city. and so we are very much supportive of it. >> again, as of now, the budget deadline is set for friday. we are hearing that council could give itself five extra days. >> it was smoky in part of the south bay today thanks to the brush fire that started in the communications hill neighbor hod in san jose. it burned about 30 acres, luckily firefighters got it under control and they are still mopping it up tonight >> across the bay, firefighters were battling a larger brush fire. they are still doing that right now. just west of brentwood. the fire started

. a man has been identified in a bay area cold case after his remains were found more than 40 years ago in 1982 the body was found in the woods at

the golden gate recreational area near the deer park trail. his identity could not be decided as they are giving the detectives new leads. swedish immigrant that moved to the u.s. in 1926. >> rescue crews called in reinforcement after a force fell 30 feet into the revinet. happened on tuesday in the remote part of the seashore. marin county says the horse and rider slipped off of the trail. fell into the beam below and could not stand up. >> wow, after seven hours rescuers were able to clear a path and use the ropes to pull the horse to safety. thankfully it was able to walk off once they pulled the horse up right. unbelievable. i don't even know how they pulled that off. >> all right, paul. >> i know that we had fires break out today, obviously this time of the year that is always a bit of a concern. we did see the fog burn off in san

francisco today, are we looking at a warm up any time soon? >> a big warm up next week. enjoy the average june temperatures while they last. but, even with average, slightly below temperatures today we had the couple fires that broke out. it is a concern no matter what the temperature pattern is. at least for comfort levels we are going to enjoy the temperatures for a couple more days. day to day changes. even heading into the weekend modest for the weekend. the real heat does not arrive until monday, tuesday, wednesday, and onward next week. clear skies in san jose. not even a hint of fog right now. 50s and 60s. 62 degrees in san jose. concord, otherwise, we are in the middle to upper 50s. we will see fog redeveloping heading through the rest of tonight. not as widespread as it was this morning. what fog makes its way into the inland valleys will not last long. along the coast, it will be tough to shake the

fog tomorrow white the rest of us are going to see abundant sunshine heading from middle to late morning. the temperatures tonight, not falling farther than they have already. into the middle to upper 50s for most of the valley. cooler farther inland around morgan hill. east bay, warmest spots around antioch. staying near 60 degrees. all of them are within a degree or two of normal this time of the year. even on the color end. the temperatures in the north bay dipping down to 50 degrees in santa rosa and napa. and petaluma, dipping down to the 40s to start the day. temperatures will warm up, nice weather for the cubs and giants game. the giants finishing off their four game series against the cubs with a matinee effort. first pitch, temperatures reaching up into the middle 60s and that is exactly normal for this time of year. that is pretty much the theme of that temperature pattern for thursday. everybody within a degree or two of

average high. 62 degrees. 60s and 70s. hottest spots, staying below 90 degrees. influence, the lack of the heat dome pressing down on us. the breeze, it will be noticeable during the afternoon. the next couple of days, these are the wind gusts every six hours, 11:00 a.m., until 5:00 p.m. on friday. middle to late afternoon and early hours will be blustery. not as many on friday. the onshore breeze already starting to back down a little bit to finish the workweek. that trend continues over the weekend. the temperatures will warm up, the 10 day warm up in livermore, the most variation, the most up and down this time of the year shows us returning to slightly above normal temperatures, but only four or five degrees above normal. then, the heat arrives, temperatures near or above 100 degrees at least, monday, tuesday, wednesday, independence day is next

thursday. looks like it will be hot with the temperatures running in the middle 90s. not record setting but toasty. be prepared. we keep emphasizing. enjoy the pleasant temperatures while they are here. transition day arriving for inland parts of the bay area. temperatures climbing into the 90s, the heat settles in with the abbreviated heat. temperatures around the bay will warm up, not quite as quickly. the temperatures on sunday, still close to normal in the middle to lower 70s. into the middle to lower 80s for monday, tuesday, wednesday, along the coast, the warm up will not be as noticeable. not having the winds to drive the air down the coast and displace the marine air. middle to upper 60s for highs. what you will see is the lack of abundant cloud cover that we see in late june and july. more sunshine for the abbreviated workweek. >> i love an abbreviated workweek. i mean, it is not

. vern, what did you do to this pitch? >> my gosh. it looks like it came from the disaster movie. a giant hole, cratered in the middle of a soccer field. it was a sinkhole that formed today at a city park in illinois. security video caught the moment that it happened. the ground started to give way, swallowing up an entire light post, sending a cloud of debris. there it goes. boom. thankfully the field was empty. the sinkhole, though, 100 feet wide and 50 feet deep. the field was built above an under ground mine that ended up collapsing that i don't know much about building soccer pitches, but above a mine is not the place to be. >> it reminds me of that batman movie with bane, the field that was collapsing. >> i was not paying attention

the ashes. we founded it in 2015 >> sometimes you just need a beer before opening up about your past. >> it is great. i obviously love it. >> reporter: we are standing in front of what used to be our local brewing company, our brewery location at 69 blossom street. >> reagan long, co-owner of the brewing company remembers the good old days >> it was known as the go to local spot. we would get a lot of the giants crowds, season ticket holders as well as the tech community. >> and a local business that was breaking barriers. >> we ended up being local in 2015. the first ones it was remarkable to us. reagan long business model focused on more than just good beer. and inclusion and acceptance.

fire was devastating. >> because of the pandemic we all got used to hearing, you know, news after news of closure. when something like that happens outside of the usual reasons why it feels like, come on, can't the universe give her a break? >> today, the journey to rebuild the brand. >> definitely to south and market. it means a drive to the east bay where twice a week she travels to richmond, contracting with east brothers brewing to make a beer. we are able to get up and running in this location brewing our beer within eight months of the fire. >> including a beer she takes great pride in producing. >> cheers >> cheers >> what are we drinking right now? >> this is the tropical blond. this will be gay crush, our pride beer for 2024. >> we tried to make it where it

fishing rodeo. arkansas bring in the new year by dropping a fake gold painted pig instead of a ball. in southern california they love to have the office chair races every fourth of july. city leaders are trying to squash it this year saying it has gotten too out of control. >> here we go. >> reporter: office chairs, bikes, sofas on the wheels go down the streets of san clamete. it is the fourth of july tradition here. hundreds of people line two streets in the city as chairs race by. >> so many people. >> water balloon fights break out. >> it felt really american >> it has always been a lot of fun. >> despite the fun this year the city is banning the event >> it definitely got a little crazy just in terms of safety. i still think it was fun. >> a little bit of a disappointment. tradition going on for years. but i understand

it got destructive last year. >> reporter: tim watched the races since it started more than a decade ago. last year someone damaged his home. >> we had a different garage door with windows in it that was broken. i believe next door some of their windows go the broken. >> someone doing donuts >> yes, someone ripped up my lawn with their car, that was nice >> 60,000 people attended the event not permitted by the city. they said it was a hazard for firefighters and police. and a lot of trash left behind >> in light of that we have heard an outcry from the neighbors and the residents that live in that area. they want their street back. >> there were people with paint ball guns and frozen water balloons and, you know, we got kids and pregnant mamas. >> reporter: they are relieved the city is stepping in. even with damage to his home, tim was looking forward to this year's office chairs races.
