from cbs news bay area, this is the evening edition. now at 11:00, despite budget cuts, local police say they are wrapping up their presence this summer, but is it enough to really make things safer? it is getting very worse for us. when it comes to this. >> it is in a critical stage.

we will be making sure we have all their areas covered. and creating space safe spaces as celebrations are in full swing and the big parade is just hours away. it is just like show how strong the community is, especially the lgbtq+ community. and the people in oakland protesting budget cuts to public safety yesterday while at the same time the police department today said they are actually increasing their presence across the city. >> specifically, they say the summer safety plan will mean more foot patrols in certain areas and increased enforcement efforts, but many residents tell us they are worried about the city's ability to fight crime. >> oakland police stepping up a presence as part of the summer safety plan. this district restaurant owner is alerting

the officer for a look out for a few who has reportedly broken in. he has asked the same man broke into his restaurants twice, last month and again on friday morning. >> it is getting very worse for us. when it comes to safety. so, if they let all of these police officers off, they will not be able to get to our needs right away. >> reporter: senior williams, wonders how budget cuts will affect this type of operation. opd says on saturday residents will see more foot patrol officers in the business district. he will also conduct undercover operations on international boulevard. >> we are working with the california highway patrol , the allegheny sheriff's department as well as the traffic enforcement unit to make sure that we are conducting traffic enforcement in the areas that we have seen , unfortunately fatalities as a result of reckless driving.

>> the new police chief, floyd mitchell at the budget meeting on the city council cuts to his department will hurt public safety. >> we go down to 610 we are at a critical stage and it is truly going to be making sure that we have all of our areas covered with a police officer. >> the city says it is facing a $177 million deficit for the next fiscal year. oakland had a record high of 856 police officers in 2009. right now the department has 709 officers. the council is looking at an option to get the police force dr. 610 officers. chief mitchell says they have 70-80 officers on leave at any given time. so, 610 officers really means low 500s. >> oh my god, it is going to be even worse than time for them to come for gunshots. >> even those who support the police state is a big dilemma and if they are forced to pick, some say they would rather save

recreation centers and youth programs. >> kids are more of a priority. kids and seniors. if you keep the kids out of the streets and just give them resources-- >> reporter: that doesn't have a budget solution, but says any cuts to the budget crisis will hurt them even more. >> i seniors we would feel unsafe. >> reporter: the city council has a few options to close the budget out. they say all of the options suck, because they all involve cuts to public safety. the public cancel plans to meet again on tuesday to talk about the budget. and oakland is planning to sell its portion of the coliseum. they would use the money to help with the budget, but the city council admits that doesn't solve the long-term deficit. live look at the state capitol, where today, governor newsom signed a new state budget into law. that include 16 billion in cuts and it closes a $47 billion deficit. 8% was cut from each department's budget, but that wasn't enough. so they had to raise taxes on businesses in

the state that make more than 1 million in revenue. total budget is now nearly $300 billion with 22 and half alien left in reserve . lawmakers will also try to change the state constitution so california can import more money in reserve for future shortfalls. and we will shift over to whether now, with darren peck. >> it is going to be a very hot week. it will come on fast andrea. so, this is a heat wave. we have got a couple of heat spikes that have happened so far this season, but the upcoming real fast, they have gone on quickly. this one will be hotter, hottest temperatures we've had so far this season is going to last longer. so, the headline graphic shows you where the excessive heat watches. everything and read here is included. you can see the city and the coast or not. so that is one small victory and in san francisco we go up to 80 on tuesday and wednesday. but let's go through each day from tomorrow all the way to wednesday. pick out your part

licenses. before it got dark, thousands of people filled the dolores park to celebrate pride and enjoy the beautiful weather the day before the city's pride parade. >> centers plaza official pride parade kicked off with a festival, where folks got the chance for performances, drag shows and could catch a free . >> it is community, it is camaraderie. everybody is sharing, having fun. it is just so nice to be able to see everybody living their lives the way that they wants to. >> the party is still going on and the castro saw hundreds of people out in the streets and at bars, enjoying all of the pre-parade celebrations. similar seen that the great northern and design district saturday block party which was loaded with art and music and amanda hari reports that safety was also a key part of the celebration. >> reporter: the pink saturday block party was filled with

people having fun and expressing themselves. they say it is important to have spaces like this, where they can feel comfortable truly being themselves. >> people here can be free without feeling judged. >> the big saturday block party has been providing a safe and supportive place for the lgbtq+ community for decades. and many people have continued to attend it, year after year. andre used to live in san francisco. he now lives in l.a. but still comes back to this block party for the weekend. >> it is like this to just show how strong the community is, especially how the lgbtq+ community is. >> he says, when he looks around all of the love and support gives them hope. >> being able to just get him out of the street sometimes dressed up crazy it just shows how the world , even though we are not in the perfect place it

shows that the world has been evolving and things have been changing to the better. >> and he isn't the only person who travel to celebrate and dance in the san francisco streets. alexander is visiting the city. he says he appreciates how lgbtq+ culture is celebrated in san francisco. >> i mean it is quite different from berlin, i would say and from europe. it seems really organized, which is really nice, and it seems like people put a lot of effort into putting the parties together and the decorations, costumes to the outfits. >> reporter: the effort is something the event coordinator says she is happy to put in to make this event happen for the community. >> i think it is really important that camino, people who , you know, you know, don't always have the same opportunities as other people are get treated differently for whatever reason, like we have got to look at the people around us and you know, i am so happy to be a part of

and a lie look now at the airports in the bay area. tsa says they have already! millions of travelers ahead of independence day. san jose said that yesterday was the busiest day of the holiday period. we saw some crowds at sfo today, but everything was moving smoothly. aaa recommends getting to the airport two hours early for your flight and if you are driving , they think that tuesday is going to be the busiest days on the road. and berkeley is hosting its own fireworks show this independence day. which means the city will be closing grizzly peak boulevard from centennial drive to skyline boulevard on july 4th. the city says it is so people can walk up and enjoy the hills into the hills to enjoy the show without having to worry about traffic in the area. the event should be the only fireworks going off in the city that night, because you are there. >> it will be the only place you will see them, it they are not going to happen anywhere else. >> nowhere else. >> that is the official

statement on this. >> the marine layer doesn't look like it will be a problem. >> the heat will be a factor going into this. and we will start right there, because wednesday is the peak of this heat wave. so i want to pick up the forecast where i left off and show you how even though that is the peak thursday is not that much better. let's go back to wednesday right now. you see what the daytime highs look like on their. it does a 109 in concord, 109 on livermore. that is really the focus of it there in the inland east bay 104. let's just pull a little more detail for the real trouble spots down 680 101, 103 in dublin. so, this is the peak. we will just pause on wednesday for one moment, because in addition to the daytime highs we will use that other methods we have been sharing on and off during the intense upticks in heat. the heat risk map, which is a good way to visualize the greatest areas of concern from heat related health impact. most of us are falling in orange on these maps so, you are at a

moderate risk of heat related health impact. but look at the wider view on this. the mountains skip way past red and go to purple. a very high risk of heat related health impact. why would the mountains be so much worse. normally, when you think of the mountains you get higher it is supposed to be cooler and that is true in most cases, but here in the bay you are insulated done at the lower elevations with the marine layer. it is cooler if you can get any access to the marine layer. you are getting access that is cooler than the air above it. and if we get to this heat wave on wednesday, that marine layer, that cool batch of air coming off of the coast will only be a couple of hundred feet high, which means it can't get inland, which means it can't call you down and it also can get to the mountains. anything about 1000 feet will really be feeling the surrounding atmosphere set up. which really wants to produce a lot of heat, which is really what the atmosphere is doing in california. if you are in the marine layer you are kind of

like obliviously unaware and blissfully unaware of the worst. why everyone will be coming to san francisco, 80 degrees. all of the sudden it sounds like a blessing but that will be a hot day in the city, so you still need to take that seriously, because they have air conditioning into the city it will be in the day by the way. so thursday is better. you see less fuchsia out there for the inland valleys, but you are still in the triple digit range. so we really don't get out of this as we saw for an excessive heat watch on friday. and when you look back towards saturday, san francisco and oakland the numbers are not super dramatic. let's take a look at this now from the north bay valley and yes, we have does it needed tuesday and wednesday is first alert weather days, because of the intense heat that happened on tuesday and wednesday for the north bay valleys, and you will go down to 95 on saturday. so it is better, same with the inland east bay, 107 tuesday, 109, wednesday and by next weekend we will get you back out tonight at 80 degrees. andre over you. >> thanks, darren. giants fans are mourning

the loss of another baseball great. today, as orlando died at the age of 86 yesterday outside of oracle park there is a growing memorial the statue, near the second street entrance, even former house speaker, nancy pelosi stopped by with hours. >> it is big for us, there is a certain inevitability to it. this was a dear, sweet lovely, precious man, he will be greatly missed and his passing on the heels of losing really just makes it very sad for us. >> the baseball hall of famer was unanimously selected as the national league mvp in 1967, when he was with the giants, and in ducted into the hall of fame in 1999. vans telus he will be missed. >> we have always taken pictures of him every time we came down here. it is kind of a tradition but it has more meaning now, yes.

congratulations to tony's pizza as they reported the second best pizza in the entire country. it was decided by a group of italian pizza chefs and owners at the website , 50 top pizzas. tony's is the only pizza from the bay area selected in their top 50. no surprise to anyone who has been to north beach mainstay at the corner of washington. and more than 1000 athletes finish up their second day of competition at this year's northern california special olympics summer games. the competitions range from swimming to both chief to track and field. the games are such to continue tomorrow morning, starting at 9:00 in the morning at santa clara university. here we are, another weekend and another sunday tomorrow. san francisco's free concert series continues with thousands packing the outdoor amphitheater again for the second week of the stern row
