very powerful moment. despite the regional medical center in east san jose deciding not to close down, locals are still worried they will not be able to get the care they need. robbers break into a san francisco nightclub and hold up the cleaning crew at gunpoint. wasn't the only spot that criminals try to ransack. but we will begin with this. the headline the bay area woke up to 80 years ago this week. bay navy ships blew up at port chicago. >> it was one of the worst disasters in u.s. naval history. tonight, the cloud that has been hanging over concorde ever since has it been lifted. >> since the disaster on july 17th, 1944, families of the hundreds of the surviving sailors who refused to go back to work over safety concerns have been fighting to get their names cleared. today they finally got that chance, the annual commemoration today in

concorde. today, a memorial service was held in concorde, marking 80 years since the largest military disaster on u.s. soil in world war ii. >> the explosion of two munition ships in san francisco bay shock the world. >> anything back 80 years ago, the disaster that happened here. >> the ceremony took place on the very site where 230 men lost their lives. most of the dead, young black sailors who loaded ordinance on ships without training. after the blast, the surviving sailors were ordered back to work. 250 refused, citing safety concerns. threatened with court martial, most complied but, 50 men hung out and the port chicago 50 were charged with mutiny. there is justice, a reason to feel relief. it is a bittersweet victory. >> it has been an emotional few days. he announced it on wednesday. >> on hand, u.s. secretary of

the navy, carlos del toro. he signed an order exonerating the convicted sailors -- >> it was a different time in our country's history and there was much discrimination. i think people were be able to looking to accuse them if it was a wrongdoing or a civilian order or mutiny at self. >> also present, thurgood marshall junior. his father, the late supreme court justice was once a civil rights attorney who provided legal counsel to sailors and kept their story alive. juan carlos matos see that come together with a stroke of a pen to undo all of that injustice, very powerful. >> is part of the ceremony, carol jerry was presented in american flag in memory of her dad. one of the chicago 50. >> talking about with the men went through, it was very emotional for us.

>> justice at last. >> in other news tonight, let's talk about the weather. despite the weather cooling off a bit as we can, pg&e is still warning customers about possible power shutoffs to reduce potential fire risks. luckily so far, they have been contained to those spots that you see in the purple in contra costa county. pg&e says it only expects about 500 customers will be impacted. the same goes for alameda county. but, this depends on the conditions staying the same. >> we will have more on that side of things coming up in a few minutes. crews are battling a fast growing fire in the lake near colusa county. it burned 2300 acres, just east of a clear wake near wilbur springs. here is an aerial view of what crews are up against. the planes are pushing northeast. the fire has forced evacuations. part of highway 20 has been shut down. 300 firefighters are battling the flame by grounded by air. at this hour, there is no

containment. less than six months, the trauma center would close a regional center in east san jose. they announced it would instead be downgrading its services rather than closing them. while people welcomed the news, they are concerned about what they will be left with. amanda harry reports. >> reporter: people in the east san jose communities that they were not involved in the decision to downgrade the medical center from a level two trauma center to a level three trauma center. now they are asking the owners of the hospital not to make any more healthcare decisions about them without them. this hospital, if it is owned by hca, whoever it is owned by, it belongs to the community. it has been there as

long as the community can remember. >> reporter: and plans to change medical centers in east san jose were announced back in march, darcy green sprung into action. she is a community activist with the grip, rescue our medical care campaign. but, more than that, she is in east san jose local, living with her son and father. >> my father is a stroke survivor . >> greens father needed care immediately. by the time he got to rnc, just when it's from his home, he already had difficulty communicating and recognizing people. he has recovered now, but if you had to travel further, things may be different. >> east san jose deserves to have life-saving critical services where we are. >> reporter: summit stroke care will be outsourced to other dividers under the new plan. the director of neuroscience, dr. gooped, and other community members to voice their concerns about the downgrade at a town hall on friday. in a statement to cbs bay area, rnc leaders said these modifications underscore regional medical

centers continued commitment to providing a comprehensive range of healthcare services for san jose on the east side, including more than 20 specialties on site. the hospital is dedicated to delivering high-quality healthcare now and into the future. but, greenest all concerned about the reduced services. she is also worried that it is only a plan. services are scheduled to begin on august 12th that there are no guarantees. >> because they put out the press release does not mean that they automatically now have a level three trauma center. they need to submit formal requests to do that. as of today, as far as i know, they have not. they have not submitted a formal request to do that. >> green and other community members do have a meeting scheduled with the leaders of the hospital. that will be on wednesday. they want to find out how they are going to continue to keep the people here in east san jose safe. out in vallejo, where a police officer shortage, two

people have been killed and two separate chilies -- police chases in a couple of months. they are asking the state to step in and deal with what they say is skyrocketing crime on city seats. john ramos has the story. >> reporter: residents say this street that runs through the middle of town has become a magnet for everyday crime in the city. but they point out, as a state highway, it is also the state's jurisdiction and they are demanding that the state supply law enforcement to patrol it. there have been so many sideshows at the corner of sonoma boulevard and lemon street, the burnt rubber has obliterated all of the white sidewalk paint. workers applied their trade openly in the downtown area and the north end of sonoma boulevard has become a frequency of high-speed chases and often leading in tragedy. on this day, a small group gathered to remind the state of its responsibilities.

>> we have another freeway, it is not as famous as highway 80. it is not as famous as 780, or even 37. but, it is a highway. we need help. >> sonoma boulevard is a part of state highway 29 in the residents city state needs to supply help keeping some kind of order on it. so, they formed a car caravan through the town in the golden gate division headquarters. >> we have a freeway that cuts right through our town and is neglected. i do not buy into the understaffing. it seems to be the catchphrase of the day. i don't believe that. i believe that they can spare a handful of officers to patrol a greatly needed street. it is very dangerous. >> reporter: city councilmembers who organized the demonstrations say they are tired about hearing governors

and sending hundreds of officers to protect oakland and san francisco from urban crime, especially when highway 29 in vallejo is left unprotected. >> up our police department is actually understaffed. 21 officers, on-duty in vallejo for a city of 125,000. >> the group said they are also having to fight apathy. >> numbed by the sound of gunshots every night and had given up that vallejo can be any better. >> there have been research to show that where you live greatly impacts your mental health. living in a time where you cannot feel safe to drive down the road is something that impacts my and my partners, my family is. my parents worry about me all the time. >> it is ptsd. you know? you have to change the way you live. everybody is on edge,. we have no protection. we are not

even asking the chp to protect us. we are just asking them to protect that corridor. >> reporter: they are asking that a small group of officers, maybe four, patrol up and down sonoma boulevard. just the sight of a black and white patrol car in the area may have a real impact, more than ever would in oakland or san francisco. >> i love this town, but it is shameful to feel like i would not want to invite my grandpa to come and be here. i would worry about him driving and getting carjacked or shocked, or something like that. it is wildly unsafe. >> reporter: the residents they they only want the help until they can bring the staffing back up to a reasonable level and they are only asking the state to protect the roadway that it actually owns. still to come tonight at 11:00, a prominent south bay democrat joins supporters calling on president biden to suspend his campaign. ransacking a nightclub in san francisco. what they took

at the high-resolution forecast over the next 24 hours in the general, the wind will not work in our favor. it should not be any worse than it was today. i don't see any real clean pattern in the atmosphere that will come and blow most of the stuff away, but it is not going to get worse. look what does show up tomorrow morning, the marine layer. we wake up tomorrow at 7:00 a.m., this is not an overwhelming july. we really have not had much about this july. it has been a weak month for the marine layer. we got it. it will be there tomorrow. there is not much to it. it will come back just enough to cool us down. some of us look 10 degrees cooler tomorrow. the numbers were brick in the mid and upper 90s. this is the bottom for at least the next five days. mondays through 100 there is an
