president biden set to address the nation tonight on his decision to quit his re-election bid. vice president kamala harris hits the campaign trail on a wave of momentum as the likely democratic nominee. israeli prime minister benjamin netanyahu speaks to congress today amid a backdrop of high security and protests. and -- a whale slams into a boat with two men on board. we will hear their harrowing tale. good morning, and good to be with you. i'm anne-marie green. president biden will deliver his first speech since his surprise announcement that he's quitting the presidential race. biden will speak from the oval office in a primetime address tonight and lay out his plans for the rest of his term. he returned to the white house yesterday after testing positive for covid last week. biden is also expected to talk about his endorsement of kamala harris who has hit the ground running as a democratic presidential candidate.

jarred hill has the latest. good morning. >> reporter: good morning. and we are getting a clearer idea of what vice president kamala harris' presidential campaign -- campaign will look like after her first round at the top of the ticket yesterday, framing the case as framing it between a prosecutor and a felon as she is linked to a biden term that will soon come to an end. back in washington, joe biden is entering a new phase of his presidency. tonight set to address the nation about his decision to exit the race. >> she wants to talk to directly to all of you, to the american people, to talk about what's next. >> reporter: it comes a day after vice president kamala harris held her first rally as a 2024 presidential candidate. packing out a gym in a key swing state. >> we have earned the support of enough delegates to secure the democratic nomination! former president donald trump accepted the gop nomination, harris pledged to take him on. >> i will proudly put my record against his any day of the week. [ cheers ] >> reporter: harris' momentum fueled by an influx of cash and major endorsements including the top democrats in congress. majority leader chuck schumer and house minority leader hakeem jeffries. >> we're going to hold the senate, win the house, we're going to elect kamala harris as our next president in november. >> reporter: yesterday trump appeared to sharpen his barbs against his new likely opponent, harris. >> she's far more radical than she wants open borders, she wants things that nobody wants. >> reporter: that line of attack echoed by trump's running mate, ohio senator j.d. vance. >> the biden record is the kamala harris record. >> reporter: trump will rally in north carolina later today while harris will address a sorority's black convention in indianapolis. one question is will we see trump and harris on the debate stage. he was scheduled to debate joe biden again in september on abc.

on a call with reporters yesterday, the former president said he's not thrilled with the network, but he would like to do more than one debate with the vice president. also this morning we're learning that they're challenging some of the money transfer between the joe biden campaign and now the harris campaign. we'll have to see how that shakes out in the courts, as well. >> indeed. thank you. cbs news will have special coverage of president biden's primetime address to the nation starting at 8:00 eastern on cbs and then streaming on cbs news 24/7. in the meantime in washington, prime minister benjamin netanyahu is set to address congress today. security is tight around the capitol where multiple demonstrations are planned today for netanyahu's speech amid the israel-hamas war. families of some of the remaining hostages in gaza held a protest vigil last night near the capitol demanding that netanyahu reach an agreement with hamas to free their loved ones. on monday the israeli leader told families that a deal could be near. netanyahu is also expected to

meet separately with president biden and vice president kamala harris tomorrow and with former president donald trump in florida on friday. and there are new details in the investigation into the attempted assassination of donald trump. the head of the pennsylvania state police testified before a congressional committee yesterday, and it came on the same day the director of the u.s. secret service stepped down. cbs' scott macfarlane reports. >> reporter: ten days after the historic failure in butler, pennsylvania, kimberly cheatle resigned as u.s. secret service director writing to colleagues, "this incident does not define us," and she didn't want to be a distraction. in a statement president biden said she had shown incredible integrity. >> i take full responsibility for any security lapse. >> reporter: a nearly 30-year veteran of the agency and director since september, 2022, cheatle frustrated a u.s. house panel monday. >> i believe your horrifying ineptitude is a disgrace. >> reporter: declining to answer

questions about what went wrong. >> i lost all confidence in her in that hearing. >> reporter: more revelations the pennsylvania state police commissioner revealed two local police snipers were posted with a view of the roof used by the gunman but left their posts to search for him, and that a local officer came face to face with the shooter minutes before the gunman pulled the trigger. >> it was minutes. it was a very short period of time. even for his ability -- >> but not seconds. >> i would say minutes. >> reporter: despite that encounter and rally-goers pointing out thomas crooks on the roof, he was still able to open fire, killing one and wounding three others including president trump who posted on social media the biden/harris was ain't to help me. >> it was a slap in the face that their safety was put on the line from their lack of competence. >> reporter: and acting director ron rowe will lead the agency in

the meantime. the u.s. house has launched a bipartisan task force to investigate the assassination attempt with the secret service's own internal review expected to last two more months. scott macfarlane, cbs news, the capitol. new jersey senator bob menendez says he will resign august 20th after his federal bribery conviction. the former head of the senate foreign relations committee was found guilty earlier this month on taking bribes including gold bars and more than $480,000 in cash to aid the qatari and egyptian governments. menendez maintains his innocence, though. he is slated to be sentenced on october 29th, and he's vowed to appeal. the department of transportation has launched an investigation into delta airlines. the company is struggling to recover from the global tech outage that grounded planes around the world. cbs' kris van cleave reports. >> reporter: inside delta's mega hub in atlanta, the airline is still struggling.

more than 5,400 flights have been canceled since friday, also how long bradley ripple has been trying to get out of there. >> the delays have been one after the other, and then it gets canceled every night. >> reporter: at new york's laguardia airport, tiffany osborne and her 13-year-old daughter olivia were stuck since saturday. they're finally headed home to birmingham. >> offer something. offer a snack, a meal, something. but we had nothing. >> reporter: after more than 3,000 complaints, the department of transportation is hoping its investigation will provide answers and accountability. >> we're concerned about how the outcomes for passengers on delta seem to be so different from what we're seeing across the airline industry. >> reporter: transportation secretary pete buttigieg -- >> stories about people in lines of more than 100 people with just one customer service agent serving them at an airport, that's completely unacceptable. >> reporter: and the fallout from the crowdstrike software outage isn't limited to air travel. the backlog now includes hospitals and courts. the company has more than 29,000 global clients, in california thousands of medical computers

the first landslide hit sunday night. on monday a second landslide engulfed hundreds of people who gathered to help search for victims from the night before. wildfires in canada sent thousands of people fleeing from a national park, and a geyser explosion at a u.s. park sends tourists running for cover. those are some of the headlines on the "morning newsstand." "usa today" reports on a surprise hydrothermal explosion at yellowstone national park. video shows people running for cover yesterday as steam, boiling water, rock and mud shot dozens of feet into the air. it happened at a popular tourist spot two miles north of the old faithful geyser. the eruption damaged a boardwalk. no one was hurt, though. the area around the explosion is temporarily closed as geologists investigate what happened. "the des moines register" says iowa's strict new abortion ban goes into effect monday. the law passed last year bans

most abortions after six weeks of pregnancy and before many women know they're pregnant. there are exceptions for rape, incest, and to protect the life of the mother. yesterday the judge ruled the ban would start next monday after the state supreme court reiterated next month that there is no constitutional right to an abortion in iowa. the "associated press" says wildfires sent about 25,000 visitors fleeing from the canadian rockies' largest national park and a nearby town. people escaping jasper national park in the town of jasper traveled through darkness and soot yesterday following the government alert. those trying to get away were ordered later to make a u-turn east in they needed a place to stay because hundreds of wildfires burning to the west. it comes during a busy tourist period. up next, halloween in july. target gets an early jump on the holiday with the return of lewis the pumpkin ghoul. the pumpkin ghoul.

u.s. stock indices closed lower tuesday as investors weighed early earnings reports. the dow lost 57 points. the nasdaq was down 10, and the s&p 500 lost 8 points. new numbers show tesla profit plunged in the second quarter dropping more than 40% from a year ago. the tumble comes as the company is seeing more competition in the ev market and cooling demand. despite this slump in profits, tesla ceo elon musk said the company plans to unveil a long-anticipated robotaxi in early october, two months later than originally planned. red lobster could soon have a new owner. the chain filed for chapter 11 bankruptcy two months ago. according to court documents filed monday, a stocking horse bidder listed as rl purchaser llc will bid $376 million to acquire the company's remaining assets. and target is unveiling its

here's a look at the forecast in some cities around the country. ♪ heavy rain brought flooding and storm damage to parts of georgia yesterday. about a dozen residents were rescued outside atlanta. we are hearing from two men who were thrown into the ocean off the coast of new hampshire after a whale suddenly crashed into their fishing boat. mike sullivan from cbs boston reports. you know the risk when you come out here, it's unusual what happened to us this morning. >> reporter: craig packet and ryland kenney were fishing off the waters of rye, cruising out no different than now. only then their boat had been capsized by a whale. >> it was slow enough that i could swim out away for it before it completely capsized. >> reporter: colin and wyatt

yager were fishing nearby when it happened. >> we saw it come out a few more times. >> reporter: the while was feeding off pogies below, colin had his rod in one hand, a phone in the other. >> unreal. completely unreal. >> reporter: he snagged a striper on his line as he hit record on this video. >> all the sudden right there. >> reporter: the whale leaped out of the water, cresting over greg and ryland's boat. >> he had a mouthful of fish and crashed down on the back of the boat. >> reporter: the bow rose into the air submerging and rolling their boat. >> not much time to react. i took a few steps up and basically did a superman off the boat. >> reporter: it took ryland several frantic moments to even find greg in the water. >> i didn't think we were in the water a minute if that. >> reporter: that's because the two boys came to their rescue. >> instinct immediately. just kind of started diving over -- i didn't have a line in the water. >> reporter: both men made it out safely. the boat and their belongings not so much. >> yeah. i tried to find my iphone.
