former world series mvp. what they got in return. >> from kpix, this is the late news on cbs news bay area. good evening, i am devon in for sarah tonight. city budgets are not typically the most exciting thing to hear about. important maybe, exciting rarely. but the city of oakland has been getting a lot of attention because it's entire city budget basically hinges on the sale of the oakland coliseum. almost exactly one month ago, city councilmembers debated over a series of budget proposals that seemed like nobody was happy with. >> they are all horrible choices and any of us public council members that complains about the choices and doesn't pick one, that's not okay. >> we are always in a crisis. we need leadership. if we can't get it from the mayor,

we needed from you. >> the city council ended up voting on a contingency plan that would have kicked in if the college deal didn't go through by september. they called for millions of dollars in cuts to police and fire department, including five fire companies and freezing 78 officer positions. but now, the oakland mayor claims they have agreed to a deal to keep police and fire station open. it involves selling the city half of the coliseum to the african american sports and entertainment group. kelsey caught up with in a span and business owner about that move and what they hope it might mean. >> reporter: when it comes to sports in oakland, the last couple of years have been wrought for brian johansen, a diehard baseball fan and co-owner of baseballs last dive bar. that's why he was so excited to hear the city is taking a big step toward a deal to sell the coliseum.

>> this is the first good news that oak lenders and fans of sports and do something good can be happy about. this is the first good news we have had in a few years. >> reporter: the mayor confirmed monday the city has signed a term sheet to sell the oakland coliseum to the african american sports and entertainment group. sending out this brief video. >> this is a huge change not only for the city, but for generations of oaklanders. for an area that has been under invested in. >> reporter: the new owners are expected to pay the city over $100 million for the coliseum. brian says he can't wait to see what they do with the place. >> they are making a huge investment in the area, they have a plan for $5 billion worth of redevelopment and revitalization. so i think the coliseum is going to live on

past the next few years. >> what those years will look like remains a bit of a mystery. they have already made plans to play in sacramento while they wait out a deal to head to las vegas. ryan is hoping to new investors for the coliseum could lead to a new team in oakland. >> it's a strong group, and if they ever decide to put an expansion team in oakland, they are the right people to be there. this is the only shot we would get to ensure we would even be considered for expansion. >> reporter: while baseball fans watch that play out, they still have a sport to see. the oakland soul and roots, two professional soccer teams, are expected to kick off their seasons next year. >> the oakland police officers association doesn't seem so off to mystic. the agency gave

us a statement saying it is doubtful the coliseum sale will solve the major and city councils epic mismanagement. and that it is deeply concerned about the safety of residents and businesses and officers. fire crews have made some progress. this fire is a beast, a monster that has torched more than 370,000 acres across for california counties. it is an area larger than the city of los angeles. but over 5000 fire crews are attacking the blaze and it is starting to pay off. it is now 14% contained after days of basically unchecked growth. some areas have also been downgraded from evacuation orders to warnings. smoke from the prop-- park fire prompted a air-quality

advisory in the bay area. this is a look at hazy conditions across the east bay earlier today. what can you tell us about the weather conditions ? >> the good news is the air quality at ground level, which is what we worry about, was mostly in the good category today. there were a few moderate readings to the east of the oakland health but current air-quality showing green dots across most of the bay area. really concentrated in the eastern half of the central valley. as we had through the next couple days, we might see some bouts of hayes. the conditions around the fire were favorable for fire crews to continue to try to boost containment levels. amateurs in the mid-70s, humidity over 40% and the wind isn't very strong. and that is the factor along with the lack of extreme heat really helping out those fire crews. smoke will be blowing away from us, but in the mid level of the atmosphere it will pivot a little bit and try to redirect some smoke from the fire burning near the sequoia

national forest. trying to blow that up toward the bay area on wednesday. most of it will remain off to the east but we will have to continue to monitor as long as those fires are burning. with the onshore breeze once again tomorrow, one more day of below average temperatures for inland parts of the bay area. after that, we start to heat up away from the water. take a look at all of the region, how much different parts of the bay area are going to heat up. tonight the butte county district attorney insists it was no accident, that it was set on purpose. arraigned today on a charge of felony reckless arson along with several enhancements because of prior convictions. prosecutors say that stout was pushed a flaming car down a goalie. the d.a. says that even have witnesses to back it up. >> this didn't have to happen.

this is where the fire started. the car is right here. he was highly intoxicated at the time. and into the grass and trying to get out of the grass by making a concerted effort to rev up the engine, causing a fire. that has grown to be this monster. >> stout is apparently claiming that the whole thing was an accident and that his car got stuck on the grass in the side of the road. and he ran from the scene when it caught fire. the district attorney says if he is convicted and the fire causes serious injury or death, it would be his third strike. in 2001, he was convicted of lewd and litigious acts. robbery with great bodily injury. he was also arrested for a dui while he was on parole. so far, the park fire has destroyed over 100 structures and as medicine reports, the fire has had an

especially difficult poll on one family in particular. >> reporter: this was the fiery scene last wednesday. before the park fire threatened for counties and cracked the states top 10 largest fires in history. it ripped through the county. >> we found out our house was gone, it was just all my gosh, what do we do next ? >> her family's home and grandma are among the extended family. >> so many people are now just trying to regroup and find themselves, and see what can i do to get my life back on track ? >> reporter: they have turned to gofundme, specifically the nonprofit part of the company. launched to get money into the hands of people impacted by natural disasters. like wildfires. in fact, you may have seen this billboard in

a 22-year-old woman is in the hospital tonight with serious injuries after being

hit by a police cruiser while crossing the road. it happened at berry street and washington street around 7:00 this evening. investigators say the woman was flown to the santa memorial hospital. hewitt police are investigating a shooting that killed a 16-year-old girl and city leaders say as part of an alarming trend. the victim was found shot yesterday morning. it was the city's eighth homicide this year. but more disturbingly, it was the fourth this month alone. police are investigating whether the victim was targeted or just caught in the crossfire. the mayor spoke about the rising youth violence and efforts to curb the issue. >> there are concerns involving violent crime right now, that is something that we are trying to strategize around. >> the president of cal state east bay for the president of the college and our school superintendent, i have been working with them to develop

ways to keep youth engaged in activities, especially during the summer that are substantive and enriching. >> the victim's name will be released after an autopsy, so far there is no information on the motive and no word on any arrests. san francisco is considering another tool to ease the city's drug crisis, money in return for sobriety. wilson walker on the plan that they are calling cash, not drugs. >> reporter: this legislation will create voluntary sobriety and recovery incentive that will offer eligible recipients and general assistance in san francisco. a bonus of up to $100 if they test negative for illicit drugs. a reward for a clean drug test, the plan is that simple. and it is based on a treatment strategy known as

contingency management. >> where patients received tangible incentives to reinforce positive behaviors. like abstinence from addictive substances. or adherence to medically assistant treatment. >> reporter: san francisco voters approved prop f, which meant drug screening for those who receive money through the general assistance program. that is pretty much how this would work. those who are received-- referred to treatment would be eligible for the money and would receive it if they test clean for drug treatment. >> i want to make it easier, just as easy to get treatment as it is to go out and buy dope. >> reporter: the mayor london breed is on board along with the increasingly vocal recovery community. also in support, one of the verses that opposed prop f. >> italy seems to be the default on we will take care of this, it is almost always some

be a major issue. we have an update on two tigers who got a second chance in the bay area as after being rescued from the roadside zoo in oklahoma. the zoo says they were living in squalor and developed lifelong health problems from malnutrition. but the zoo says they are doing a lot better today. they want them to live here for

let's try this again. as i was saying, the fog has largely swallowed up buildings of downtown tampa disco and we have one more day of slightly below average temperatures in store inland before the heat starts to build. temperatures are a mix of 50s and 60s, those aren't going to drop substantially tonight. only by about a degree or two. not

changing much, because that blanket of fog will continue to spread out across more and more of the bay area. it is going to be another morning of widespread gray skies overhead, fog right at ground level or at least that low cloud cover. that puts the brakes on the warm-up that is going to kick in tomorrow. tomorrow's high temperatures will be slightly warmer than what we had today but still running about one to three degrees below average. let's take a look at those forecast highs for tomorrow, santa clara valley will be about 80 degrees in san jose, the low to mid 80s on a widespread basis inland to the east bay, some of the hottest spots around brentwood and fairfield. getting into the upper half of the 80s, but that is normal for late july. half moon bay, that will not change at all the rest of the week. upper 60s for san francisco with low 70s for oakland and 70s in the northbay until you

go farther inland. santa rosa with temperatures around healdsburg hitting up to around 90 degrees. you will have plenty of company in the 90s once our temperature start to warm up. once we do return to those above normal highs, it is likely the heat will make itself at home. we are not talking about crazy heat like we had the first half of july. the triple digit temperatures will be pretty few and far between, even in areas far inland. but the six to 10 day outlet-- outlook both show a good chance of above average temperatures are going to continue right through the first days of august and likely through the first half of the month. we just have to be ready to deal with the heat away from the water. let's take a look at the seven-day forecast. inland, temperatures are going to return to the 80s on a pretty widespread basis. 90s, excuse me. low to mid 90s from oath in the-- most inland communities. temperatures around the bay aren't going to

change much at all. low to mid 70s across the board, a baby warm-up into the beacon but only by a degree or two. morning fog, afternoon sunshine, that is not going to change. on the coast, the pattern is not going to change. morning fog, afternoon fog evening fog, overnight fog, you get the idea. not much more than a trace of moisture even when the fog is at its thickest. it keeps temperatures in the low to mid 60s across the board. i am joined by matt lively. football season in earnest right around the corner. >> we can say that football has begun because the pads are back off. some of that frustration from last year's super bowl, they are facing each other and you don't want friendly fire. but even if there were hard hits at training camp, the offensive starters would've been safe. brock purdy and diebel samuel suited up in pads, george kittle and other veterans were held out of team
