reagan, if you want more of something, subsidize it. and it's also playing out on the national stage with former president donald trump citing san francisco as a reason not to elect kamala harris, who used to serve as the city da for president. >> we are not going to let her turn the united states into communist san francisco. you know, 15 years ago, san francisco was perhaps the greatest-- greatest city in the country. and now it's unlivable. >> there's been a tug-of-war on how to handle the homeless crisis in san francisco for years. and the city recently faced an injunction that barred them from clearing encampments. but, a few weeks ago a federal appeals court cleared the way for san francisco to clear encampments. just as long as residents can recover their personal property. and, during a mayoral debate earlier this month, breed said city hall was ready to crackdown. >> we are going to be very

aggressive and assertive in moving encampments, which may even include criminal penalties. >> so, now starting at 8:00 a.m. wednesday morning san francisco will start clearing more encampments without court ordered restrictions. our kelsey thornton spoke with people who say it will make things worse. >> reporter: san francisco officials haven't wasted any time sweeping homeless encampments across the city, and she's not happy about how she says it's being done. >> what we have seen is much more aggressive treatment of homeless people. we have seen arrests, we've seen illegal confiscation of their property. >> reporter: the governor announced his executive order requiring state agencies clear encampments on state land. that order also encouraged cities to do the same. on monday, almost exactly 72 hours later the

amount of time required to give notice of the sweeps, they started happening here in san francisco. >> they have done around the dmv, they have done an area south of market. they did an area in the mission near folsom and 16th-ish . >> reporter: sure enough, the encampment that had been here for years, if not months, was gone. the notice of the sweep stapled to a nearby tree your jennifer worries those kicked out have nowhere to go. >> it's this forced march from place to place. because it's being done in such a harsh manner you know, people get really upset and are further destabilized if they lose their survival gear they are very devastated by that. >> reporter: the city claims it has no other choice. they say

more than two thirds of those offered shelter services refuse. under the new rules the city is still offered shelter to those being swept, but if people refuse the city doesn't have to reoffer shelter the next time the person is kicked out of an encampment. jennifer says she doesn't believe that approach will solve anything. >> none of those actions have decreased homelessness. in fact studies show these kinds of operations exasperate homelessness and make it worse. >> reporter: for now the city is sticking to this approach. they scheduled about three encampment sweeps each day this week and plan to also target smaller encampments on a daily basis. >> daniel lori released a statement calling the plan a public city stunt. he went on to say it will just push tents further into the city and is set to fail, because there are not enough shelter beds. we saw sweeps on a smaller

scale, caltrans, clearing 9th and bryant. the people there told us they were contact did by city outreach workers and are on a wait list for housing. it was supposed to be moving day for tents lining a stretch of 10th street. when we went to check out the encampment was untouched. some campers told us they had been given advanced notice the city and offered shelter space, but not everyone wanted to take advantage of it. >> that isn't going to work for me. there are dogs running around there, the dogs are going to kill my dogs. it's bad situation. anything more private, tiny houses over there, i was begging them, me and , begging them for three years to go in one of those, and they just went. >> this whole thing begs the question, how did the city get to this point in the first place? we dug into our archives. >> the public are demanding action by the lease department

and me as the mayor of san francisco. >> they are saying let's sweep at everybody that looks homeless. >> we have drug treatment on demand. >> reporter: some advocates say things are worse now for the homeless than ever. >> it's about getting out of the shelter business to the extent we can. >> it's a crisis practically every city leader has had to handle over the past few decades. but, it seems like nobody can agree on what to do, and how to move forward. >> it is not humane to let people live on our streets in tents , use drugs. we have found dead bodies. >> if i look back at this city today what we thought then is that homelessness would not be chronic. >> i think we are getting to a point where you can't say you can be on the streets without a condition. >> when it opened up its first

navigation center, the idea being it was a shelter with fewer restrictions to funnel people into more permanent housing. and in 2016 leaders even floated a proposal to turn an old naval carrier into a homeless shelter, but that plan never made it out of the harbor. we have seen people take matters into their own hands to keep tents from popping up. in 2019 clinton park residents got attention for landing a sidewalk with boulders to stop people from putting up tents. more recently we have seen controversy over plantar boxes popping up on sidewalks built as something to beautify neighborhoods. the department of energy emergency management tells us tomorrow's sweeps are expected to take place on stevenson between 14th and clinton park. more sweeps are planned for the area on 18th between folsom and tree, 19th between harrison . still ahead, a man convict

iranian media is reporting a top leader of hamas has been killed in tehran. hamas claims he was killed in an airstrike carried out by israel shortly after the hamas leader attend the inauguration of iran's new president. hamas labeled the killing of zionist raid. the incident is under investigation, and israeli officials have yet to comment. back here in the bay area. a man has been convicted of killing his girlfriend despite her body never being found. ashley sharp explains how prosecutors were able to win the case without key pieces of evidence. we mac have that story in a moment. let's get two crews battling the historic park fire. hoping the progress they have made isn't in vain. this, as temperatures are expected to creep up this week. right now the fire is about 14% contained. some evacuations in

butte county were lifted. firefighters have been able to get things a little more under control. the fifth largest wildfire in state history has made a lasting impact on some with others afraid they could be next. as we told you the story of the helicopter pilot that made a daring rescue in the burn zone to save the life of a rottweiler and her four puppies. tonight, lauren cooper shows us what's next of the four-legged family. for volunteers with north family animal disaster group this sound, has been music to their ears. as the park fire continues to devastate communities in northern california. >> the night of the fire there was a lot of confusion on the hill. people trying to get out. >> six puppies and a mother had to be abandoned in a car when it broke down in the fast-approaching fire forced the owners to make a run for

it. that is where trevor, disaster response volunteer with northern valley animal disaster group, flies in. >> i went out there to see if they were still around. it's hard, animals will wander and try to do survival things. >> but little signs of life led the way. >> about a third of a mile away i saw paw prints that were encouraging. >> he heard a growling puppy protect ting his mom and siblings hiding under a car. >> it was so joyous to have that outcome for these animals. you know, it's easy to get how caught up in how sad an event like this can be. but, it was a silver lining. >> three girls, two boys mama 10-12 weeks old, and as sweet as can be. the puppies were kept alive by their brave mama,

found dehydrated and lethargic, but after food, water, love , and play, they are starting to feel like their old selves again. just in time for an emotional reunion with the owners, who were grieving the loss of the other mother dog , who passed away. north valley animal disaster group is still looking for the other two missing puppies , but the small win, they say, is giving them motivation in their search and helps these volunteers continued their tough work during this time of desperation. >> i knew it was going to help our organization raise morale and help us out of something so terrible. >> ashley archer adopted one of the puppies during the reunion. >> after meeting these guys in meeting their mother and seeing the wonderful dogs they are i fell in love. i certainly didn't expect a gift like

this. but, it's been a good day. >> as for what she will name her puppy, archer tells me that's for her kids to decide. >> way to pull at our heartstrings. i want to find out if that reporter took home a puppy. >> yeah, i mean, hopefully they are able to track down those two puppies. i hope so. after such a huge fire the odds of any of them being found are amazing. let's take a look at conditions run the park fire, which continues to earn in the northern end of the state. let's zoom in closer to the vicinity of the park fire, the fifth largest in company history now. the temperature is close to 80. humidity has gone up over 30%. here's the good news. winds are light out of

the east, blowing downslope, resisting the upslope movement of that fire. that is helping crews with the park fire. not the only fire we have to worry about. one broke out and rapidly grew to almost 3000 acres. this is called the pedro fire, burning out of tuolumne county. winds gusting around 10 miles an hour. and the winds there are out of the northwest. those are surface level winds. the problem is the wind is blowing in the opposite direction out of the east which means the smoke will try and move into parts of the bay area tomorrow. particularly the east bay and north bay. the district has issued an air quality advisory, not a spare the air alert, but you'll notice haze on the horizon, maybe a faint smell of smoke at ground level. a lot of what determines how much smoke heads our way is what produces it and blows in our way. hopefully crews will

be able to boost containment levels. we will shift thursday and direct the smoke further from us as well. no smoke right now. it is just fog , lots of fog as the heat dome compresses the atmosphere overhead and really squishes the marine layer, but that concentrates the fog at ground level, so we are talking thick fog and drizzle. temperatures are in the 50s downtown in santa rosa. numbers won't drop a whole lot area wide by early tomorrow morning, as dense as the fog is it won't make a huge push into the inland valleys by early tomorrow morning. santa clara will have to deal with some of it into the north bay as well, but terrain obstacles around the bay tend to resist the shallow layer of fog as dense as they might be. temperatures will warm up quickly inland as the fog retreats to the coast. i don't think you will be able to shake it along the coast, but you will get use to gray skies overhead over the next

several days. let's check out high temperatures tomorrow, starting in santa clara. you have a fog right now, but your temperatures will make it into the mid-80s in san jose, upper 80s and your 90 at morgan hill. inland and the east bay, into the low to mid 90s on a widespread basis. only running a few degrees above average. upper 60s and low 70s for san francisco and oakland, and temperatures in the north bay mostly in the 80s until you go further inland where it goes to around 90 four so. our seven-day forecast shows consistent temperatures for all parts of the bay area. inland consistent in the 80s and low to mid 90s, which is hot, but it's not crazy hot like early in july. this will be the case tomorrow and into the first several days of august. temperatures around the bay are also consistent, in the low to mid 70s instead of the 80s or 90s. fog giving way to sunshine each and every day while on the coast it's the same old story. morning fog giving to

afternoon, evening, overnight fog. temperatures are where they are supposed to be in the low to mid 60s on some of the mildest days. a man has been convicted of killing his bay area girlfriend despite her body never being found. ashley sharp explains how prosecutors were able to win the case without the key piece of evidence. >> reporter: even without erika brown's body key evidence in this case came down to blood, dna, and testimony from mike rendell's mistress that resulted in him being found of first-degree murder. >> she was my best friend. so to hear that was devastating. >> reporter: megan armstrong our close child friends of erika brown. they remember her as a smiling, laughing woman, who was a loving mother. >> she lived her life to the fullest, you know. she lived every day like it was her last.

>> reporter: her last days are a mystery, only starting to come to light inside a solano county courtroom. erika's live-in boyfriend, mark randall, was found guilty of murdering her, but her body has yet to be found. for erika's loved ones there is no peace without that final goodbye. so how did prosecutors pull off a conviction without erika's body? they tell cbs it came down to dna linked to mark randall found in a burned-out car. mark and his mistress staging the car to load erika's body, and another vehicle linked to randall found abandoned, with gas containers still inside. >> it's like living a real-like horror film. >> reporter:'s randall's mistress testified she came to his home, and he admitted he

a man walked into a southern california firehouse with a cat, attire, and a big problem. the man said he had been feeding a stray cat for a while when it got its head stuck in the tire. orange county firefighters had to get very creative to free the cat from the ultimate "cone of shame." >> reporter: it was a technical rescue of a very delicate kind as firefighters in orange county worked to free a kitten who had managed to wedge itself in the rim of a spare tire. >> from cats to dogs, to large force rescues, we are here for
