>> reporter: ramsey works at a salon across from the inclement. people return after each removal. >> what good is doing that if there is no long-term solution for these individuals? be more aggressive but have a sustainable system. >> reporter: at nearby fulsome street, these people tell me the city cleared their tents several days ago. >> i have been watching this happen for a long time. >> reporter: the same situation on willow street in the tenderloin. city workers removed tents multiple times last week. police made one arrest, this is how it looks now. a few tents and a lot of people, some doing drugs. >> they have been ramping up the consistency and time frames. >> reporter: anthony is on housed. >> not everybody wants help. it

is sad. some people are just not ready. >> reporter: he said he declined a shelter that was offered before because it feels like jail. others said they one apartments, not rooms they have to share with strangers. neighbors say a permanent fix will require more housing, caseworkers and ultimately a lot more money that the city may not have. >> all of the candidates are talking about the homeless but nobody has a way to figure out how to get more places for these people to go. >> reporter: ramsey says he appreciates stepping up their efforts but he wants a long-term six. >> boom once you are elected things drop again. >> over the first four days city workers contacted 235 people on the street , they removed 81 tents, made eight arrests. only 24 people agreed to a shelter but 90% of the

homeless, 195 people refused shelter. the police department is mourning the loss of a community service officer who was hit and killed by a car last night. in the unincorporated community of coyote. the police officer and his partner were on traffic troll for a separate incident when they were hit. that driver was arrested under suspicion of driving under the influence in the second officer is still in the hospital. police say this is the first time a community service officer was killed while on duty. the mayor released a statement saying his prayers are with the officers, their families and the police department. i assure you this selfless reckless act will not go unpunished. five people shot at a sideshow early this morning .

help crews battling the 85 wildfires burning in the region. evacuations have been ordered in 20 one of the fires, chief among them the park fire which is still only 31% contained. kevin has the latest. >> reporter: stray cruise at the park fire attacked the flames from the air. as ground crews cut down giant trees. to slow the spread of the nation's largest wildfire. >> to get as close as we can to the active edge of the fire and try to stop it where it is. >> reporter: nervous homeowners are also protecting the property by using rocks, removing landscaping and adding sprinklers. >> we got a sprinkler system which i deployed 24 hours before the fire hit so everything in that circle was saturated. >> reporter: the massive inferno which began less than two weeks ago has burned more than 625 square miles and

destroyed at least 564 structures. the park fire is especially devastating for rick. he lost homes in both this and the historic 2018 campfire in nearby paradise. this time the flames also took his beloved pet. >> he was family. neither my wife or i had kids. he was her youngest. >> this is just one of 85 large wildfires currently burning in the u.s. >> it is hard to think i may not see my home again. >> for many the true scale of the devastation remains unknown. over 10 million people along the florida gulf coast are under some kind of storm watch or warning as hurricane debbie bears down on them. at the moment it is a 1 but it will get stronger as it approaches the coast. wind is

expected to reach 75 miles per hour. more than 1500 flights have been canceled nationwide. the main threat will be rain. record amounts and flooding but storm surges that could reach as high as 10 feet. >> this is not necessarily going to be something that just passes and we will not see any effect. you can continue to see flooding and you may see a rebound of the storm. >> reporter: thousands of workers are standing by to handle the damage and biden has already approved a emergency declaration to provide more federal resources. >> we will see cooler temperatures here but that is a lot of rain in that region. >> there is a telltale feature about debbie which fits in to what we see these storms do more often. which is slow down there forward progression just as they start coming onshore. if we go to the satellite imagery i can show you where debbie is now. it came out of

nowhere that this is intensifying into a category 1, while that is always a important aspect of any storm making landfall, overwhelmingly, the impact we will see from debbie is from a storm that slows down and continues to drop large amounts of rain as it takes its time. the intensity at the center of the circulation will weaken as it moves over the next 24 hours but the rain is not going anywhere. if you look at the totals on here that could be as much as a foot of rain for savannah. for that location in georgia now it appears to be under the bull's-eye for what could be the biggest impact from that storm. it will be a tech story nationally. let's come back home, we were looking at the marine layer onshore, look at how it builds back in tomorrow morning and by the time we get to 7:00 in the morning when it reaches maximum extent, it fills in the south bay, it has the entire rest of the immediate bay. north bay valleys are waking up to gray.

let's get a close look at the tri-valley. you can see the urban great out there. coming down 680 and going up 580. that will not get great over tomorrow. you wake up with clear skies tomorrow and as a result your temperatures will be warmer. i have daytime highs for the tri-valley going up to the low 90s tomorrow. where as if you are in the immediate bay and you are getting the benefit of the marine influence the temperatures will stay closer to average. these are tomorrow's numbers. pick out your part of the bay. i will remove the clouds to get a better view of the daytime highs. 84 in san jose, just 1-2 degrees above average and if we pick up the northbay numbers you will stay in the 80s. santa rosa in the mid-80s tomorrow. that covers monday. a cloudy

start in the morning. more sunshine than anything else. let's get into the seven day forecast and we will go to the in the and microclimate. there is a quick spike in heat that shows up on tuesday. after doing low 90s on monday you have to jump up to close to 100 for the daytime high on tuesday but it does not last long. by the time we get to next weekend that 88 degrees is average. we have not done much of that lately so it will be nice to get a daytime high that comes all the way back down to our average which is 88 four inland valleys. 88 is a good generalization if you are in the inland valley. in the bay same story. marine layer with gray morning, afternoon sunshine and temperatures falling to the low 70s by the end of the week. back to you. next a bookstore in the east bay finds a new home. why

a new beginning in the heart of downtown oakland for that decades-old bookmark, bookstore. they tell amanda it is still the same store just a new chapter. >> get out of the house, buy a book. >> reporter: eric is passionate about exposing more people to the thousands of adventures you can have flipping through a book. he has worked for the book mark for two years. it is run by friends of the oakland public library. the community group was formed in the 50s to support the main branch of the library. right now the branch is being renovated all of the
