>well, i think it is good planning, bad execution, a decade behind schedule, billions over budget. bart is expanding in the south bay. >this project is a multigenerational, long term investment. but will it be worth the wait? >i find the public transportation system in the bay area to be light years ahead of chicago, and in terms of the safety measures and accessibility, and will people actually get on board? >i still am supportive, but i'm very disappointed >liz>i'm anne makovec in for liz cook. plenty of frustration over the delays in getting bart farther into the south bay. transit officials say it is coming but it's definitely at a cost. we're going to talk with them about the ballooning price tag and asked, when are we
3:02 pm
really going to see more progress? we're going to have that conversation coming up in just a few minutes. but first, some breaking news. our chopper is live over a crash on the bay bridge right now. and we've just learned that somebody was killed. you can see honda accord there. it smashed into the back of a big rig. this is in the eastbound lanes by the toll plaza. the big rig driver is okay not clear what caused the crash, but traffic heading out of the city is probably going to start building up. as we get closer there to the evening commute. other news headlines today, the san jose police community service officer, who was killed in a crash over the weekend, has been identified as long pham. it happened saturday night in the community of coyote. police say the officer and his partner were on traffic control when a driver hit them. a driver was arrested on suspicion of dui. the other officer survived. crime scene tape and evidence markers on the street in the area of eighth and center streets in oakland. police say there were multiple shootings

there this morning, and several people were taken to the hospital. no word on their conditions right now. this is right outside of zion. first church. the oakland a's have agreed to sell their half of the coliseum to the african american sports and entertainment group. the price tag $125 million. last week, the city agreed to sell its share of the site to the group for $105 million. the investment group says it will now move forward with plans to convert the space into housing, restaurants and community entertainment spaces. vice president kamala harris is expected to officially announce her running mate tomorrow. yesterday, she interviewed some of the top contenders, including pennsylvania governor josh shapiro, minnesota's governor tim walz and arizona senator mark kelly. the latest cbs news poll shows harris is virtually tied with former president trump in battleground states and within the margin of error nationwide. major legal setback for google a federal judge ruled the tech giant violated us antitrust laws with its search business. the company has spent tens of

billions of dollars on exclusive contracts to become the dominant search provider on smartphones and web browsers but the government said those contracts helped block rivals. google says it plans to appeal x planning to close its san francisco office in the next few weeks. that is according to the new york times. it obtained an internal memo that said employees at the mid-market location would be moving to offices in san jose and palo alto. last month, ceo elon musk announced the company's headquarters would be moving to texas. first alert weather now on a monday, more heat is around the corner. meteorologist zoe mintz shows us where and where you can get a break from it. zoe. >darren>well as usual this time of year, it's the coast. it's here in san francisco that we're seeing that fog. it's been sticking around all afternoon long, especially on the west side of the city where salesforce tower just barely snuck its head out of the clouds for a couple minutes early this afternoon. but you are still seeing those clouds sticking around for a lot of us, especially in those higher elevations lower elevations,
3:05 pm
though, it's mostly clear it's not seeing that mist that we saw early this morning temperatures right now again here in san francisco. and closer to the bay, that's comfortable. places like oakland, 65 degrees right now. that's not too shabby. places like san jose, though you're in the mid to upper 70s santa rosa, mid 80s. then you get up to places like concord or inland east bay, communities that are rising into the upper 80s and 90s this afternoon, and it's only going to get hotter into tomorrow. so if you have any outdoor plans, maybe do so today where you're are dealing with a little bit more cloud coverage. those clouds will continue to push into our inland communities overnight. playing that dance as we always do this time of year. that fog rolling in and out, in and out. we might see a little bit of coastal mist early tomorrow morning as well. before even more sunshine across our inland communities and that includes san francisco, where we'll all be seeing warmer temperatures by tomorrow. as another heat dome makes its way overhead. today though, again, heat safety was not really top of mind not top priority. it's been a beautiful day across the bay area. a great night to head out. maybe enjoy the a's game.
3:06 pm
you'll be seeing temperatures in the upper 60s with a bit more cloud coverage. getting down into the mid to lower 60s by the end of the game, and again, those clouds will stick around overnight and into tomorrow before those clouds clear all across the bay area tomorrow and allow our temperatures to warm up. and you notice those areas in red in our inland east bay communities. that is a higher heat risk. and that does mean anybody that's sensitive for this type of heat, maybe anyone that's a bit older, a bit younger, it's that time of year where you do have to practice heat safety because again that area of high pressure, also known as a heat dome, is going to begin moving overhead tomorrow. that's going to allow our temperatures to rise. you do notice it centered a little bit further to our east. so that means again, it's our inland communities that are going to be impacted the greatest by it, closer to the coast in the bay. it's not going to be nearly as bad. so that's something that's good. even though another mini heat wave is on the way, it is not going to be nearly as unbearable. nearly not as record breaking as those heat waves that we saw in july. as again tomorrow afternoon high temperatures. yes, we will be getting to the triple digits,
3:07 pm
but low triple digits again not record breaking for this time of year is down in the santa clara valley that we are expecting heat advisories in effect, as those temperatures are going to be a bit above average as inland east bay communities again tomorrow. that's when the heat is really going to continue to rise where we are in that high to more elevated risk of heat related illness, it will be going back down by wednesday, though. so there is good news on the way. it's not going to stay hot forever. it's tomorrow that we are really concerned about when it comes to that heat. but for places like san francisco, but our inland east bay communities, it is going to be the heat tomorrow afternoon that we are more concerned about. and our coastal community is going to be filled with cloud coverage, going to be seeing more comfortable conditions closer to the north bay communities. that's when we'll be seeing our high temperatures getting into the mid to 80s by tomorrow or by excuse me mid 90s by tomorrow and then 80s by wednesday and into thursday. similar conditions down in san jose. but again, 90s this time of year. it is pretty hot. and that is going to be something that will be keeping our eyes on san francisco. this is where we'll be seeing the more comfortable heat. so if you do
3:08 pm
live inland, you want to escape it, head on over to san francisco where the coast or maybe even the bay. upper 70s? yes it's hot, but it's not record breaking for this time of year back to >liz>you, love. we always have those options zoe. thank you. well, it is welcome news for people waiting to get on board bart in the south bay. vta is celebrating the more than $5 billion federal grant. they just got to fund the extension. but that does not cover everything. funding for the six mile extension from san jose's berryessa station through downtown and into santa clara is still $700 million short. san jose mayor matt mehan hopes they can make up the deficit by working with contractors to try to find a way to close that gap we have to make sure that what we want matches the resources we have and that we come together and through shared sacrifice, get this project to be within the scope of our budget so we can get
3:09 pm
going and deliver this historic infrastructure project for our community and generations to come. >liz>construction for that project is expected to be finished by 2036, so how did this all get so far behind schedule and so much over budget? devin fehely shows us the twists and turns and looks at what it's going to take to get back on track i do like the convenience factor of the train able to get from point a to point b, you're not driving since moving to the bay area a few years ago austin kleppin has lived in san francisco but worked in the south bay, commuting three days a week on bart. for me personally, i always wanted to live in san francisco and the bart really kind of gave me the opportunity for transportation because it's just myself. my two feet and my bike riding bart, he says, saves him time, steers him well, clear of the headache of
3:10 pm
traffic and spares him the expense of owning a car at all leaving the apartment to walk into the office is pretty much about, i would say, an hour of ten hour or 15, which really isn't so bad when you consider the amount of people that sit in traffic in their cars. but austin's experience is more the exception than the rule i still am supportive, but i'm very disappointed. johnny kemmis is a former member of vta's board of directors since after being intoxicated by the idea of bart for decades, now that it's arrived in santa clara county the sobering reality is it is woefully underutilized. and to understand why, we may need to turn back the clock a bit two and a three. i feel very much exhilarated about today. santa clara county was not on the guest list for bart's opening day celebration on september 11th, 1972, having opted out of the system years
3:11 pm
before. it would be more than 47 years, 17,441 days to be exact, before the county belatedly joined the party and at quite a cost, $2.3 billion to extend the bart system first into milpitas and then to san jose. we have to plan for the future. the future of san jose is more business and more housing in the downtown. that's where the station is planned to go. so i think it is good planning, bad execution camus says he is deeply troubled by the rapidly rising cost of the final leg of the extension that will bring bart into downtown san jose and on to santa clara the project was supposed to cost $4.7 billion and be completed in 2026, but the price ballooned first to 6.9 billion, then to 9.1, and
3:12 pm
now to a whopping $12.2 billion. >and >>it's going to take longer to ten years longer projected to open sometime in 2036. but carolyn gonot vta's general manager, says it would be a mistake to let cost overruns and construction delays derail the project this project is a multi generational, long term investment. how much is it? too much? we don't know. it's never going to be cheaper than it is now. it's been a major plan in this bay area for over 40 years. and we're just about to start digging so i don't want to hold it up any longer working in the world of tech and finance, austin clapin says he understands the concerns about a project that's behind schedule and over budget but when it comes to better, more connected transit, he's completely on board. i used to grow up in chicago and i find the public transportation system in the bay area to be light years ahead of chicago. and in terms of the safety measures and accessibility
3:13 pm
the valley transportation authority, hoping that a project much delayed, does not ultimately become a project derailed >liz>well, still ahead, we are talking with the deputy director of rail and facilities at vta about all of this. plus see how another transit agency is moving forward toward more eco friendly options
3:16 pm
>liz>well, santa clara vta just got a boost in its effort to expand bart further into east san jose. but the whole project has been a long time coming we've had projected cost tripling over the years. joining me now to talk about it is ken rossi. he's the deputy director of rail and facilities at vta. thanks so much for being here today. now, i understand you're not, you know, in charge of the bart extension but vta is planning on meeting up with bart once it does arrive. is that correct >live>yeah, as a matter of fact, that is the project i am involved in is the east ridge light rail extension. that that's real main purpose is to provide just that. a good connection between the downtown area and the east valley area in san jose to bart at the milpitas station. >liz>okay. so how is your project looking at this point? >live>well, our project's
3:17 pm
looking pretty good. we are excited that we're in construction. so this has been a long time coming for 20 years we've been promising this community a very important project, and now we're delivering so we are now in construction. it's a pretty exciting project. it's 2.4 miles of a light rail bridge, >liz>so >>it will go all the way from the current end of the line to the eastridge transit center with complete grade separations and a alignment that has an aerial station at story and an at grade station at eastridge so we're very excited to bring this to the community. >liz>yeah okay. so now earlier in this broadcast, we were talking a lot about the challenges for the bart extension. what does that mean for your project? if things with the bart extension fold, or maybe have to change? >live>yeah. so for us, you know, the bart extension cost increases aren't unique to any. you know, bart project. there really are, an infrastructure dilemma we have in the hall, the all of the projects. we actually had that on the extension that i'm working on, and we're able to bridge that
3:18 pm
gap with some regional funding that we were able to get to get us to the extension that is now at milpitas i say that because i trust that the bart program will continue to explore ways to bridge the gap, as we did on this project, and the extension that we're providing will provide connection to the existing bart. and then will only be enhanced when bart continues down to downtown san jose. >liz>okay, so we're not at a risk of, you know, line a rail line to nowhere here because that's obviously everybody's concern. >live>yeah, >>you >>have >>one piece of the puzzle there and the other nods. >live>on the contrary, we're actually excited to bring this project. it's been long overdue. as a matter of fact it's it's been super well received and we're excited to bring it. it's needed now to connect to the existing bart. it'll connect us to the to the silicon valley and sent us, down in san jose and also in mountain view and sunnyvale and we are excited to deliver it.
3:19 pm
and we the sooner we deliver it, the sooner we can enjoy it. >liz>yeah. what is the timeline here? >live>yeah. so we expect to be done with construction in the fall of 2027, with a few months of then safety training and testing our operators, we hope to be open as early as early 2028 with revenue service >liz>okay so what do you tell the taxpayers who, you know see what's going on with the bart thing? we've seen what's going on with high speed rail in california, and we see all these projects sort of changing, evolving and getting way more expensive over time. do you think there's a chance that that could happen with this line >live>well, i think there's always a chance that infrastructure challenges, will affect budgets for for projects large projects like this. for us, though, we've done a really good job to ensure that our costs are are good. we've awarded a contract so it isn't like bart where they have not awarded a contract. we are in construction and so we are. well past that risk. and as far
3:20 pm
as overruns during construction, we have a standard level of contingency that we've applied, and we've worked hard to minimize the risk. so, for example, all the utilities are out of the way. all the properties acquired. so many of the challenges that a project like bart may face that are ahead of them are behind us. >liz>hum. okay. good news there. good luck with everything. ken ramsey with vta. we appreciate your time today >live>thank >>you. yes, bart has been dealing with its share of issues on its current system. a power outage, shutdown for stations in oakland about a week ago and then there were lingering problems on bart's red line last monday, a fire near the tracks between pleasant hill and concord caused delays of up to an hour on bart's yellow line bart is hoping to crack down on fare evaders as well with its new fare gate, civic center is the latest station to get them. those gates have taller swing barriers, making it more difficult to push through or jump over. civic center is the second station after west oakland, to have those gates installed
3:21 pm
>well, this is something that our riders have been telling us they want. they want our stations to be hardened. they don't want to see other people not paying when they're paying to get into the system. and it's something our riders, our staff, our directors have been clamoring for >liz>bart hopes to put up the new fare gates at all 50 stations by the end of 2025. and as we talk today about transit in the bay area, two counties are getting some federal funding for new electric busses. ac transit will be getting $15 million to bring in new hydrogen powered busses and phase out diesel busses. western contra costa transit will also get some funding. they're getting 12 or $20 million rather for electric busses in the north bay, there is a different type of transportation geared toward tourists coming up. how you can enjoy the sights and sounds using your own pedal power
