the u.s. pushes hard for a cease-fire deal. could a truce be the answer to stop iran from attacking israel? and a victory for the squad. minnesota congresswoman ilhan omar, a vocal israel critic, fends off a primary challenge and breaks a squad member losing streak. good morning, and good to be with you. i'm anne-marie green. breaking overnight, tropical storm ernesto is pounding puerto rico right now, and it's expected to strengthen as it moves through the caribbean. puerto rico is getting hit with torrential rain and powerful winds as the storm brushes past the northeast coast. the governor activated the national guard as residents secured homes and businesses and prepared for possible flooding and power outages. forecasters are warning of waves up to 20 feet and possible landslides with up to eight inches of rain in puerto rico and the u.s. virgin islands, and ten inches in isolated areas.

ernesto could hit bermuda west -- on saturday as a hurricane. large waves and rip currents are going to occur friday into the weekend. now to a middle east on the brink. two weeks after threatening retaliatory strikes for the assassinations of hamas and hezbollah leaders, iran has still not responded. president biden is hoping a cease-fire and hostage deal could be the answer. right now only one side plans to be at the next round of talks tomorrow. cbs' jarred hill is joining us from new york with the latest developments out of the middle east. good morning. >> reporter: president biden said it yesterday, that reaching a cease-fire deal is getting hard, but he said they're not giving up. meanwhile, cbs news is learning why hamas will be a no-show for tomorrow's talks as the deadly war in gaza claims more innocent lives. another setback for middle east cease-fire efforts. a hamas representative confirms to cbs news that it will not

send a delegation to tomorrow's planned talks. the group is accusing israeli prime minister benjamin netanyahu of not negotiating in good faith and using talks to prolong the war. yesterday hamas released video of rockets launched toward tel aviv, though israel's military says they did not reach their targets. meanwhile, officials in gaza say over a dozen palestinians were killed tuesday by israeli strikes, including a mother and her twins just four days old. >> i'm not giving up. >> reporter: president biden and european leaders this week pushed both sides to return to the negotiating table as iran re-upped its threats to attack israel. retaliation for the recent assassination of the top hamas and hezbollah leaders. yesterday president biden told reporters he believes a cease-fire deal could prevent a broader war. >> that's my expectation, but we'll see. >> reporter: u.s. ambassador linda thomas-greenfield echoed that message at the u.n. yesterday. >> the united states' overall goal remains to turn the temperature down in the region.

that starts with finalizing a deal for an immediate cease-fire with hostage release in gaza. >> reporter: all the while the pentagon is rushing more military assets to the region, and yesterday the u.s. announced a $20 billion arms sale to israel. that sale includes dozens of fighter jets, missiles, and other ammunition. they are not expected to get to israel any time soon. we're talking about 2026 for the earliest deliveries. the biggest portion, though, likely not until 2029. back to you. >> all right. jarred hill in new york. thank you. there are reports that russia is pull something troops out of ukraine to respond to kyiv's military incursion into russian territory. ukraine says it controls 400 square miles of land since it had a surprise attack in the kursk region. ukraine says it's seized control of 74 russian towns and villages. russia has it has evacuated

nearly 200,000 civilians from the region. a member of the progressive democratic congressional group known as the squad has won her primary election. minnesota representative ilhan omar defeated former minneapolis city council member don samuels in yesterday's primary. omar is a vocal critic of israel's handling of its war with hamas. two other squad measures, cori bush and jamaal bowman, lost their primary races earlier this year against candidates backed by pro-israeli groups. in the presidential race, donald trump is working to grab attention back from kamala harris. he will hold two campaign stops in battleground states this week, while democratic vice presidential nominee tim walz is on the trail solo, pushing for union votes, while defending his military record. cbs' skyler henry reports from washington. hello, los angeles! >> reporter: minnesota governor tim walz addressed a labor group in l.a. as he made his first solo campaign stop for the democratic ticket.

[ cheers ] >> reporter: on friday vice president kamala harris is set to roll out her economic campaign platform during a speech in north carolina. the democratic nominee is expected to announce she will make tackling inflation a day-one priority if she wins in november. >> vice president kamala harris grew up in a middle-class family, picked up shifts at that mcdonald's as a student. i keep asking this to make a contrast here -- can you simply picture donald trump working at a mcdonald's trying to make a mcflurry or something? >> i want to thank you -- >> reporter: during a two-hour live stream conversation with elon musk on x that was delayed by technical issues, former president donald trump railed against harris for proposing last weekend a campaign promise he unveiled in june. >> no tax on tips, and all of a sudden she's making a speech saying there will be no tax on tips. i said that months ago. >> reporter: trump is ramping up

his campaign schedule with a rally wednesday in asheville, nuclear, slated -- north carolina, slated to focus on the economy before rallying supporters on saturday in northeastern pennsylvania. two days before the democratic national convention kicks off in chicago. skyler henry, cbs news, washington. and of course we will have full coverage of the democratic convention starting monday on cbs and on 24/7 streaming. as president biden's days in office wind down, he announced a shot in the arm for his moon shot initiative to fight cancer. biden and the first lady toured medical facilities doing cancer research at tulane university in new orleans yesterday. the president announced $150 million in grants to eight research teams across the country working on ways to help surgeons remove cancerous tumors. >> it's fair to say one of the most devastating words anyone can hear, and this is not hyperbole, is cancer. we're moving quickly because we know all families touched by

cancers are in a race against time. >> president biden's son beau died from an aggressive form of brain cancer in 2015. important news for parents who allow their toddlers to use ipads or other tablets. a new study finds too much tablet time could have unintended consequences. here's cbs' janet shamlian. >> reporter: farrah butler is a busy atlanta mom who occasionally lets 3-year-old oliver play on an ipad. >> when i need a break. mainly in the mornings when i'm trying to unload the dishwasher and in the afternoon when was i'm trying to cook dinner. >> reporter: do you try to limit screen time with oliver on the ipad? >> of course. i try. yes. as best as i can. >> reporter: it's hard. >> it is hard. it is hard especially when you're a mom, you need a few minutes of a break. >> reporter: some say moms and dads are using tablets as a digital pacifier to soothe children as they cope with parenting challenges. but at what cost? a new study finds preschool-age

children logging 75 minutes or more of daily screen time displayed more anger and frustration as they got older and had trouble regulating emotions which often resulted in parents giving them even more screen time by age 5. the author of the study, carolyn fitzpatrick, said she conducted it during the pandemic. >> allow parents to immediately avoid a temper tantrum. in the long term, repeated use of this kind of strategy does not allow children to develop strong internal emotion regulation skills. >> reporter: what's his reaction when you take the ipad away? >> he is not happy. he is not a fan of getting the pad taken away at all. >> reporter: butler who has three children said she and her husband briefly took tablets away from their kids and may do it more often. >> we saw their behavior improve all around, and they didn't really seem to mind too much. they found other things to do with their time. so all in all it was a positive experience.

killer. those are some of the headlines on the "morning newsstand." the "raleigh news and observer" reports a $25,000 reward is being offered for information leading to the capture of an escaped murderer in north carolina. ramone alston escaped from a prison van yesterday after arriving at a hospital in hillsborough for medical treatment. authorities say he broke free of his leg restraints and ran handcuffed into the woods. he is serving a life sentence for the murder of a 14-month-old girl during a drive-by shooting in 2015. "the columbus dispatch" says a ohio officer was charged in the shooting of a black woman suspected of stealing alcohol. body cam video shows blendon township officer connor grubb approaching ta'kiya young in her car in a grocery store parking lot last year. another officer ordered young out of the car, but she rolled her car toward grubb who shot her in the chest. young and her unborn baby died.

talk about a view that is truly out of this world. nasa astronaut matthew dominick posted this time-lapse video of the aurora borealis from the international space station. you can see the glowing green and red illuminate the sky while the station orbits the earth. an unusual food collaboration, and a shakeup at starbucks. here's your cbs "moneywatch." >> reporter: the government's latest inflation report showed a broad and steady slowdown in price increases pushing wall street to one of its best days of the year on tuesday. the dow gained 408 points. the nasdaq was up 407, and the s&p 500 gained 90 points. starbucks has a new ceo. the coffee chain ousted ceo laxman narasimhan and named brian niccol to take over. he's the former chairman and ceo of chipotle and before that the ceo of taco bell. his big challenge will be to get inflation-weary americans back into starbucks stores.

the latest artwork shows a gorilla prying open a gate at the london zoo to release birds and a sea lion. the others included a goat, wolf, pelicans, elephants, monkeys, fish, a cat, and rhino. all of the images were posted on banksy's instagram with the hash tag londonzoo. there's a new twist as american gymnast jordan chiles and the u.s. olympic team try to reclaim her bronze medal from the floor exercise. "new york times" is reporting the head of a panel that ruled that chiles had to give up her olympic bronze medal in favor of a romanian athlete has actually represented romania for almost a decade in arbitration cases. meanwhile, rapper flavor flav who was at the olympics created a bronze clock necklace for chiles to make sure that she didn't go home empty-handed. extra security measures are being taken ahead of taylor swift's concerts at london's wembley stadium this week. authorities telling fans who do not have tickets that they can no longer tay-gate or gather outside the london venue.
