downing trees, and knocking out power to half the island. cbs' manuel bojorquez is in san juan, puerto rico, with the latest. >> reporter: ernesto blew past puerto rico leaving rivers on the island swollen after nearly ten inches of rain. and roughly half of all power customers in the dark. you can see the problem here behind me. this power pole came down during the storm. the lines are strewn about. and while authorities have blocked off access to the road, we're not yet seeing power crews. at least 20 hospitals were operating on generators while all schools were closed. this car was swept away. while in manati, emergency workers rescued three people including this elderly couple trapped by floodwaters. using ropes and a stretcher to carry them up a steep hill to safety. officials were forced to open floodgates at a dam along the la plata river. sirens warned residents in nearby areas to evacuate their homes in case of flooding. some came to shelters like this

one where we met this woman who fled with her dogs after water rose behind her home. how has this been? [ speaking in a global language ] >> reporter: you cried. puerto rico's power grid was wiped out by hurricane maria in 2017 which slammed the island as a strong category-four storm. it took nearly a year to restore power to all residents. the electric company faced a major test. >> the government today is much better prepared. we have a plan that you can go to our website and look at the plan. >> reporter: there are road closures across the island due to flooding, fallen trees, or fallen power lines. in this neighborhood, power crews have now arrived, but the question everyone has is when will the power be restored. manuel bojorquez, cbs news, dorado, puerto rico. the economy is taking center stage in the presidential race. vice president kamala harris joins president joe biden today

carolina is set to hold a news conference today at his golf club in bedminster, new jersey. during a speech wednesday, trump's focus split between attacks on harris and his economic agenda. >> there will be no tax on social security. we're going to stop it. i'm going to keep the "affordable care act" unless we can do something much better. we'll keep it. it stinks. >> reporter: that second promise a reversal from his time as president when he vowed to repeal and replace the obama law. harris heading to north carolina tomorrow to lay out her own economic agenda including a plan to combat price gouging. it comes as a recent poll shows more americans say they'll be financially better off if trump wins the election. harris supporters in the tar heel state say they hope she'll set herself apart from trump and biden. >> kamala harris is a fresh face, and more of a blank slate. and she has time to put her spin on different policies.

>> reporter: the vice presidential candidates are also on the campaign trail this week. trump's running mate, j.d. vance, campaigned in michigan. while governor tim walz is fundraising in the northeast. speaking of the vp candidate yesterday governor walz accepted cbs news' invitation for a vice presidential debate on october 1st. senator vance hasn't confirmed, but during an interview last night he said that he will talk to cbs and strongly suspects that he'll be there. back to you. >> all right. jarred hill in new york. thank you. all eyes on the middle east today as talks resume to revive the stalled cease-fire and hostage negotiations. the high-stakes meeting will include cia director bill burns and middle east envoy brett mcgurk. israel is sending a delegation, but hamas has said it will not attend. negotiations have taken on new urgency with iran and its proxies threatening to attack israel for the killings of hamas and hezbollah leaders. as the fighting rages on, the lives of innocent civilians are

"i was away to get their birth certificates," he said, "i didn't even have time to celebrate them." now he must bury them. his family among the nearly 40,000 gazans killed since october 7th, says the hamas-run health ministry. >> we need to focus a deal. >> reporter: in israel this man is angry. he wants a cease-fire now. >> and everyone says that except

"the las vegas sun" reports on the trial of a former nevada politician accused of killing a las vegas investigative reporter outside his home. former clark county official robert telles is accused of murdering reporter jeff german in 2022. german had written articles critical of telles. yesterday in court prosecutors showed surveillance video they say showed telles dressed in a neon jacket before he allegedly stabbed german several times. he claims he was framed. "the texas tribune" says state attorney general ken paxton is threatening to sue the city over a gun ban at the upcoming state fair. paxton said that he could seek

civil penalties if the ban is not rescinded by the time the fair opens next month. fair officials and law enforcement announced the ban last week. it was enacted after a gunman shot and injured three people at the fair last year. fair officials say they will not back down. and cbs minnesota says surveillance video shows an 8-year-old girl using a baseball bat to help her father fight off an armed robber at a liquor store. the store manager says that a man wearing an amazon uniform took out a gun saturday, asked for all the money, and walked behind the counter where the girl was standing next to her dad. the father said he wrestled the suspect to the ground when unbeknownst to him his daughter decided to help. >> i come to the rescue. >> that day i would say i just want to cry when i see the video. i don't expect she do that. i expect a little girl crying or screaming. >> the amazon delivery man was
