the hurricane picking up strength, now a category two as it barrels toward bermuda. we'll have the latest. matthew perry's death charges. five people including two doctors are accused of providing the "friends" star with lethal doses of the drug ketamine. the evidence, the text messages, and how prosecutors say they tried to cover it up. and london calling. taylor swift returns to the stage for the first time since the vienna terror threat with a little help from a friend. good morning, and good to be with you. i'm anne-marie green. we start with the race for the whitehouse. kamala harris will travel to the battleground state of north carolina today to give her first economic policy speech as the 2024 democratic candidate. it comes after the vice president joined president joe biden at an official event in maryland yesterday. meanwhile, former president donald trump held a news conference at his new jersey golf course where he was

supposed to talk about the economy but spent much of the time attacking his opponent. cbs' jarred hill joins us now with the latest on all of this. good morning. >> reporter: good morning. and former president trump actually tried to offer an explanation for why he should be able to make those personal digs at vice president harris. speaking of, harris' announcement today adds policy to a campaign that has been riding high on vibes. one day after her first joint event with president biden since becoming the democratic presidential nominee, vice president kamala harris is set to lay out her first major policy proposal in battleground north carolina. the economic plan focused on lowering prices and ending price gouging. >> my entire career i've worked to hold bad actors accountable. >> reporter: at yesterday's official white house event in maryland, president biden praised his vp. >> she's going to make one hell of a president. [ cheers ] >> reporter: and threw in some personal digs at his predecessor. >> the guy we're running against, what's his name?

donald dump or donald -- whatever. >> reporter: at a news conference at his golf club in new jersey, trump focused on food prices and lobbed insults of his own at harris. >> i think i'm entitled to personal attacks. i don't have a lot of respect for her. i don't have a lot of respect for her intelligence, and i think she'll be a terrible president. >> reporter: trump also defended his running mate, senator j.d. vance. >> she called j.d. and i weird. he's not weird. he was a great student at yale. >> reporter: vance and pdemocra candidate tim walz are now both confirmed for cbs news' vice presidential debate on october 1st. meanwhile, we're getting our first look at the stage of the democratic national convention in chicago where harris and walz will formally accept their party's nominations next week. former president trump is also going to be headed back out on the campaign trail literally after his attempted assassination. sources say the secret service

has arranged for new measures to make outdoor rallies safer like bulletproof glass around the stage. back to you. >> all right, jarred hill, thank you. and of course we will have full coverage of the democratic ntional convention starting monday right here on cbs and on 24/7 streaming. hurricane ernesto has strengthened into a category-two storm as it moves closer to bermuda. it will be near or over the island tomorrow, but its effects will be felt today with heavy rain, powerful winds, and the possibility of flash floods. ernesto tore through the caribbean earlier this week. hundreds of thousands of people are without power or water in puerto rico. the u.s. east coast will see heavy surf and dangerous rip currents. nearly ten months after actor matthew perry died of an overdose, five people are now facing criminal charges for allegedly providing lethal doses of the drug ketamine. among them two doctors, his personal assistant, and the so-called ketamine queen. the u.s. attorney says the group took advantage of the actor's

addiction for one simple reason -- money. cbs' adam yamaguchi has details from los angeles. engine 23, rescue 23, radio respond to the drowning -- >> reporter: in the days leading up to his death, matthew perry was spiralling out of control according to investigators. >> in the fall of 2023 mr. perry fell back into addiction, and these defendants took advantage to profit for themselves. >> reporter: five people have been charged with conspiring to distribute the ketamine that killed him, including two doctors and perry's personal live-in assistant. the 54-year-old "friends" star long battled substance abuse and first received ketamine infusions to treat depression. he later sought out larger, illegal doses from doctors and drug dealers. >> ketamine at low doses is a sedative. but at high doses becomes an anesthetic. like many things in pharmacology, the dose is the poison. >> reporter: court documents have texts between the doctors saying i wonder how much this moron will pay and let's find

out. >> over two months from september to october, 2023, they distributed approximately 20 vials of ketamine to mr. perry in exchange for $55,000 in cash. >> reporter: investigators allege perry's personal assistant who found him unresponsive had given him multiple shots of ketamine for five consecutive days, including the day he died. on another occasion, perry was injected with a large dose that caused him to freeze up and his blood pressure to significantly spike. >> that's not something that would happen if you were receiving this medication in the appropriate clinic care. >> reporter: perry's family said that while they are heartbroken, they look forward to justice taking its course. three of the defendants including perry's assistant have agreed to plead guilty. >> that is the message -- breaking the law is breaking the law, and you are dangerous and jeopardizing lives. >> reporter: adam yamaguchi, cbs news, los angeles. los angeles police have arrested four suspects in the murder of former "general hospital" actor johnny wactor.

the 37-year-old was fatally shot in may while trying to stop thieves from taking the catalytic converter from his car. the suspects range in age from 18 to 22. three were booked for murder, and the fourth as an accessory. in the middle east now, negotiations continue today to try to stop the israel-hamas war and secure the release of the remaining israeli hostages. white house national security spokesperson john kirby said a lot of work remains given the complexity of the agreement. cbs' ramy inocencio reports from tel aviv, and we do want to warn you, some of these images are graphic. >> reporter: now, now chanted supporters of hostages still in gaza. this protest coinciding with the start of cease-fire talks in qatar, billed as the last chance march. >> i'm angry. >> reporter: ifat kalderon is the cousins of afer kalderon. one of an estimated 115 hostages alive and dead.

if a cease-fire does not happen soon, what will happen to the hostages? >> i believe that they're not going to survive. >> this has to be the last israeli-palestinian war. we've been killing each other for more than 100 years. >> reporter: this is a former israeli negotiator. >> we forget there are human beings on the other side. >> reporter: on that other side is 7-year-old sela hoso. shrapnel scarred from an israeli strike, she nearly died. "it hurts here and my eye," she whispered, lines of staples and stitches in her head. one of more than 90,000 gazans wounded since october 7th. looking at her past, sela hopes for her future. "i wish to be a doctor to treat other little children. i wish to get married, and i wish to have a dog." we are monitoring reports of israeli settler violence against palestinian villagers in the

violent arrest. those are some of the headlines on the "morning newsstand." "the anchorage daily news" reports two alaska state troopers used excessive force on the wrong man. they're accused of pepper spraying, beating, tasing, and using a police dog on a man for failing to serve a ten-day sense for driving with a revoked license. the man was wrongly arrested and was the suspect's cousin. he suffered a fractured shoulder, cuts to his head, dog bites, and he needed surgery. the "detroit free press" reports a city judge says he's received death threats after detaining a teenager for sleeping in his courtroom. a 15-year-old girl was on a field trip to the courthouse tuesday when judge kenneth king says that he noticed her falling asleep. he says that he warned her not to sleep in the courtroom, and did not like her attitude. he ordered the teenager to be handcuffed, had her change into jail clothes, and detained her for two hours.

a young humpback whale has decided to make boston harbor its new home. whales have been known to make their way into the busy harbor, but they rarely stay. this one has been seen since july. biologists hope the animal will soon follow its food into safer waters. dr. seuss is reaching tout a new audience, and did hackers steal your social security number? here's carissa lawson with today's cbs "moneywatch." >> reporter: a winning streak on wall street after positive data about retail sales showed investors the economy is doing better than expected. the dow jumped 554 points. the nasdaq soared 401 points, and the s&p 500 gained 88. it could be the worst hacking breach ever. the social security numbers of nearly three billion americans may now be in the hands of hackers. according to a class-action lawsuit, the hacking group

usdod claims it stole the personal records from national public data. a background check company in april of this year. the lawsuit says national public data failed to properly safeguard information. npd has not yet commented on this lawsuit. trader joe's is recalling more than 650,000 mango tangerine-scented candles because the wax can catch fire. so far the chain received 14 reports of incidents of the fire hazard. three of those complaints include minor property damage and two reports of minor burns. if you have a candle, you can return it for a full refund. and dr. seuss is going beyond the books for its youngest fans. dr. seuss enterprises and random house children's books is launching the dr. seuss babies line. it features interactive board books of video series on learning to read and a line of diapers, onesies, and feeding solutions, too. that's your "money watch" report for this friday morning. i'm carissa lawson, cbs news, new york.

police said was a foiled terror plot. security was extra tight both inside and outside the venue. >> every major event that goes on is continually assessed all the time. if it was deemed not to be safe, it wouldn't be going ahead in the uk. >> reporter: security expert ben knott tells cbs news new measures have been put in place after the bombing at the ariana grande concert in manchester, england, that killed 22 people in 2017. fans we spoke to say they're shaking off any anxiety. >> i'm not nervous at all. >> we're going to be vigilant, but we're going to have a lot of fun, as well. >> reporter: in her 2017 song "london boy," swift sang "home is where the heart is, but god, i love the english." and her english swifties here love her right back. >> she's got this whole community around her. it's amazing. >> reporter: what is it about taylor swift that's so exciting? >> that her songs represent what's happened across her life, and that -- and that they engage people.
