it's tuesday, all 27th, 2024. this is "cbs news mornings." summer swelter. blazing temperatures bake the country's midsection. more than 40 million americans are under heat alerts. lift-off scrub. the problem that prompted spacex to delay its historic mission taking civilian astronauts high above the earth. the debate of the debate. donald trump planning to skip the campaign as the two campaigns argue over hot mics. well, good morning and good to be with you. i'm anne-marie green. we start with the race for the white house. we are just two weeks away from the first presidential debate between kamala harris and donald trump, but the big question, will trump even show up? the former president is casting doubt about his participation as both campaigns fight over the rules. cbs's jarred hill is joining us now with the latest from the campaign trail. jarred, good morning.

>> hey, good morning, anne-marie. so the big issue now, at least according to the former president, is the network that would be hosting the debate, but there's also this question about one rule in particular. former president donald trump casting doubt on his first debate with vice president kamala harris, just two weeks before the two are set to go head-to-head. >> i said let's do it with another network. >> reporter: trump slamming the host network as harris pushes for changes of her own. harris's campaign says trump's handlers prefer a muted microphone because they don't think their candidate can act on his own. it was supposed to be a debate between former president trump and president biden. chaotic withdrawal from

afghanistan. he laid a wreath at arlington national cemetery and campaigned in michigan. >> the humiliation in afghanistan set off the collapse of american credibility. >> reporter: harris released a statement saying those who died in the kabul attack represented the best in america. she's prepared to campaign this week while surrogates hit the campaign trail monday. >> kamala is going to help america's working families, america's middle class. harris's team thinks the microphone issue is now settled, but we have the see if both show up on september 10th. meanwhile, anne-marie, the two vp candidates are set to debate here on cbs news on october 1st. special counsel jack smith is urging a federal appeals court to revive the classified documents case against former

president donald trump. last month judge aileen cannon dismissed the case ruling it was unconstitutional. smith claims it goes against longstanding justice department practice, previous court decisions, history, and it should be reversed. it's just unclear how long it will take for the appeals court to issue a decision though. more than 40 million people in the midwest are under heat alerts. visitors at the minnesota state fair sought relief at misting stations. high temperatures and oppressive humidity made it feel well over 100 degrees throughout america's heartland. thunderstorms ripped through minnesota leaving thousands of people without power. temps are expected to break records today with the highs hitting upper 90s in chicago and louisville. the heatwave expands to the east tomorrow. the highs are expected to reach 100 degrees in nashville and upper 90s in washington, d.c.

in alaska, a deadly landslide triggered by heavy rain crashed into homes in the city of ketchikan. a city public works employee was killed and three people were injured as a wall of mud and debris rupped through neighborhoods sunday. >> there was a big flash that came on i seen through the window. i thought it was lightning. then all of a sudden our house started shaking. that was from the landslide and the house coming down into our yard. so that's when it stooc, and i realized at that time there was shg bigger that was happening. >> the alaska governor declared an emergency for ketchikan. geologists are surveying the area amid concerns that more landslides could be imminent. russian forces launched their largest air assault in the war against ukraine,power plant. at one point the country was under an air raid alert and residents told to take shelter.

cbs's ian lee just returned from the front lines in ukraine. [ bleep ] >> reporter: russia unleashed a day of terror across ukraine. residents of kyiv hunkered down in the city's subway as more than 200 drones and missiles targeted critical civilian infrastructure according to president volodymyr zelenskyy. it was one of the heaviest strikes, a combined one, he says. russia's main target was ukraine's power grid. one missile missed, but another hit a dam providing electricity to kyiv. its destruction would flood the capital, putting millions at risk. there are now reports of widespread power outages. the barrage also destroyed homes like igor's. there's nothing left, he says. it was razed to the ground. the attack is seen as an retaliation for ukraine's

offensive in russia's kursk region. last week cbs news visited near the border. we saw vital supplies flowing in to russia to support the incursion. its advance two more miles, seizing two more villages. but in eastern ukraine, russians grinded forward. one of their safety advisers was killed and two journalists injured when a missile hit the city. russia's main focus is on a key town. kyiv says it's reinforcing that front to defy moscow the prize. ian lee, cbs news, london. and now to israel where it's still under threat from iran and two proxies and the u.s. is keeping two aircraft carriers in the region a little longer. iran's top general says retaliation is certain and the

country will decide how and when to respond to israel for last month's killing of the hamas leader in tehran. during a visit to israel the u.s.'s top general says that the risk of a broader war has eased slightly after israel and hezbollah exchanged one of its biggest clashes sunday, but the calm has not resumed long as fighting resumed yesterday. meanwhile israel is planning to launch a mass vaccine polio campaign after cases were confirmed last month. the vaccines arrived in the territory yesterday with millions more expected in the coming days. the state of massachusetts began spraying pesticides to prevent the spread of illnesses by mosquitos. planes and trucks are targeting more than a dozen high-risk communities in two counties. this coming after an 80-year-old man tested positive for eee, a very rare, potentially fatal disease. cases of the west nile virus are

those are the headlines on the morning newsstand. the "associated press" reports a federal judge in texas ordered a temporary pause on the biden administration's new program offering legal status to spouses of u.s. citizens. the policy allows spouses without legal status who meet certain criteria to apply for a green card and stay in the process. the decision comes after 16 states led by attorney generals filed a lawsuit challenging the program. the government started accepting applications for the new program last week. the "atlanta journal-constitution" says a lawsuit supported by kamala harris's presidential campaign and georgia democrats is challenging the state's new election certification rules. last week the republican-controlled georgia election board approved new rules creating additional steps before results can be certified. democrats say that could create chaos and allow county election boards to delay certification if they do not like the results. supporters of the new rules say they're necessary to ensure votes are properly counted.
