conservative and staunch supporter of donald trump, but also a major opponent of joe biden and has led multiple investigations into the biden administration. >> a lot of people have reached out, asking me to do it. representative jordan's main composition will be steve scalise, house majority leader and number two ranking republican. he has served in congress since 2008. tom amer is also thought to be one to watch. the vote will not be until next meantime, patrick mchenry of north carolina surveying temporarily as speaker. he was on top of the secret list of interim leaders that mr. mccarthy submitted on tuesday, 8 rebellion republicans joined

around for people running for speaker to put forward their vision from running the republican conference. we expected the earliest a vote on wednesday. we see the same thing that we saw in january when kevin mccarthy was elected. lawmakers will stand out one by one on the house floor and say they want as the are. caitriona: while -- as speaker. caitriona: the pocket still ticking on the stopgap measure to you government-funded until mid november and can anything happen with that while there is been speaker? >> the stakes are not just a republican party at odds with self. we cap a stopgap funding bill that will run at in the middle of november. negotiations should start as soon as possible in order to make sure the u.s. government does not shut down next month. you also have the husker currently paralyzed -- house

this is a series of the valves that caught a number of republicans by surprise. it is one of the reason that patrick mchenry said everyone home, so that they could regroup. i would not expect any substantial negotiations on the funding bill and tell a speaker is elected. caitriona: what would happen next for speaker mccarthy? >> that is the question. he took questions from reporters last night. he said repeatedly he believes he can serve a marcotte in some -- serve america in some position that is not speaker of the house, but he did not allude to what he plans to do next. i asked some to listen to mccarthy speak laissez whether he allude to whether he would resign from congress altogether. they said mr. mccarthy did not give any hints one way or another. there is precedent for that.

john boehner chose to resign and relinquish the gavel rather than face an ouster vote on the order like mccarthy justin. caitriona: there will be a new speaker of the house. it seems there is no apparent change to polarize politics. >> the two names that you mention who are currently in pension from becoming speaker -- steve release from the louisiana, as well as jim jordan of ohio -- these are very conservative men. most would say that temperamentally they are more politically conservative than mr. mccarthy. i do not think anyone should expect a change in tone with a new speaker when it comes to how the republican conference operates. caitriona: what will this mean

for aid to ukraine? that extra $24 billion that the president asked for, it was removed in order to getting blown. -- in order to get a deal. >> that is because republicans hear from their voters that many, particularly in very conservative districts, our hearing that voters do not want to see more american money sent to ukraine. it is hard for us to see a new speaker of the house wanting to put some for -- some sort of bill for aid to ukraine on the floor for a vote. several conservative lawmakers were warming speaker mccarthy or whoever would become speaker that that was not a move they should take. you see a lot of republican and democratic lawmakers at the q are quite worried -- at the

capital who are quite worried about aid for ukraine. caitriona: thanks for joining us. the largest nonprofit health care system in the u.s. is experiencing a massive debris strike it is one of several in this country and reserve -- in recent months. tens of thousands of kaiser permanente workers hit the picket lines. workers are calling for state staffing levels and higher wages union representatives calling it the largest health care strike in u.s. history. the strike includes five states and may last up to three days. with nearly 13 million kaiser patients across the u.s., service delays are expected. earlier, i spoke to a former director of kaiser unions to

discuss these unions. thanks for joining us. this has been described as the largest health care strike in u.s. history. it is happening at a company that has long had relations between the employer and the workers. what has changed that has led to this strike? >> the labor management partnership that has been in effect there for 26 years has had many challenges over the last few years. one of which was that the coalition of unions, which was one unit -- once unified, is now divided. kaiser permanente deals with two different works of unionized -- groups of unionized workers. that makes things complicated. i also think that the pandemic had a major impact on the social

psychology, the social relationships in all health care institutions. and kaiser permanente was not the. mark split -- not immune. more specifically, everyone who went to work in health care during the pandemic faced fear and the inability to care for patients the way they normally do. there were no treatments, no vaccines, shortages of protective equipment. it was a remarkably fearful time. that has carried over. very difficult for people to recover from that. and it has been difficult for the organization to get back to being fully staffed as they were prior to the pandemic. those challenges have tested the partnership. partnerships are fragile to

begin with. it is a nontraditional way of labored management to engage with one another. that fragility has been tested. caitriona: 20 look at the demands that heth care staff are making out kaiser permanente, how realistic are they? >> there is a realism to the intent and the nature of the demands. i think what they speak to is a real long-term erosion of purchasing power by the workforce, especially low-wage workers. cars are permanente has, to their credit, always pay higher wages than most competition. but the annual raises have been just at cost of living or maybe

a bit below. when you think about that over a decade and you add to that the last couple of years of high inflation, it is a moment of reckoning for everyone in the health care industry to recognize that many people in health care, especially the blue collar, pink color, white collar workers were not the doctors and nurses, work for wages that are very modest. caitriona: sorry to interrupt, but if kaiser permanente moves to raise wages and conditions, would you expect to see at has to on patients in terms of cost? >> not necessarily. i think that kaiser permanente is an excellent job of managing costs to the consumer. they have been successful in

doing that, keeping a competitive race in the marketplace. -- price in the workplace. i think labor-management partnerships have been an important way for parties to manage cost, be efficient it is important that they get back to that so that they can continue to manage increase costs. i do not think that a substantial wage increase has to be passed on to the members of kaiser permanente because of the unique model that kaiser has, which is to use the margins that they make to be put back into the delivery system. caitriona: not that the staff has staged this strike, do you think there will be a swift resolution of the issues? >> i think that that is the strategy. a brief strike is meant to show

unity but also a sense of care for the patients and the communities they serve. i think there will be high incentive for the parties to get back together and settle this. caitriona: in italy, an investigation is underway after at least 21 people died in the poorest coaching crashed. three people, including the ability, hard-edged the bus was taking passengers from the center of venice to a campsite. >> the spot where the tourist bus natives last deadly journey, suddenly it swerved off the side of the overpass, plunging several meters for the railway tracks and bursting into flames. many died on impact, ukrainians and germans among the victims. some of the bodies are too
