transportation. the south bay is getting ready to break ground on a big undertaking. how the vta is making that possible. and another gun buyback event is happening in san jose. the latest on the effort to get weapons off south bay streets. >> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. good saturday to you. let's get you started with a look at the weather with dave sphar. good morning, dave. hey, good morning, stephanie. and good morning. everybody. we're being treated to a little bit of rain going on here. some spotty shower activity. and that's pretty much. >> what you can expect through the day today and quite a bit of cloud cover is what we have is. well, there also appears to be some breaks happening a little bit as we approach noon and early this afternoon, but don't expect too much the way of sun quick radar shot for you to see can see where everything is. looks like a clump of some moderate showers try to work around midday and

along the coast out to the santa cruz mountains a little bit there. and also you can see another clump off to sacramento as well to give the whole picture in the motion. you can see how we're being sprayed from the north. so we're kind of little zone here between some shielding from that high pressure zone that's way out of the pacific. it will be a little play or early next week. and of course, the systems coming in off the pacific. this is relatively mild. and i'll get to those temperatures in just a bit. but your beauty shot right now, if you will, quite a bit of cloud cover, a little bit of an offshore wind from the flag. you will notice temperature check for much more mild due to those cloudy skies and rain and mild air from the pacific. lower to middle 50's. and that puts us way above. we're numbers were about 24 hours ago. look at napa, 70 degrees ahead. fairfield 15, 10 for oakland and 12. meanwhile, 4 a concord. here's a quick look at end of those winds, you can see them are a little bit offshore off to the east bay and the peninsula. and the breakdown today has quite a bit of cloud cover. but again, noting some patches of clear in some rays of sun coming

through tomorrow. looks like to be a little more rain free, but we're not expecting much rain from all those put together. a more on your forecast for the weekend and a peek into next week as well. stephanie. >> all right, dave, thank you. and when the pandemic hit, tech companies hired up significantly, experts say that's why we then saw a massive tech layoffs this year, along with other ripple effects. >> but there are a lot of companies acquired all of extra office space during the pandemic when they were hiring. all these people. so inevitably they're going to have to downsize because they just don't have enough people to fill those spaces. >> as a result, downtown san francisco is seeing its highest rate of office vacancy. 35% according to cbre, which studies how tech impacts commercial real estate and the office vacancy rate in the city is predicted to increase around 5% next year. in the south bay, more affordable housing will be coming to the area in an effort to reduce homelessness and improve housing as kron justin campbell explains the county plans to build hundreds

of units on government own property. >> right now, this lot is for the t a writer's to park and ride. but soon it will be a place to settle down these renderings show a new affordable apartment project that is expected to surround the capital light rail station near capitol expressway. and guadalupe parkway in san jose. really look forward to the day we see all these new residents with their transit passes, able to get light rail. >> or a boss and get to their school, their doctor's appointment to to their jobs opportunities. more than 230 affordable units are being planned for this property. the first of 7 provided by the valley transit authority to help santa clara county create more cost-efficient places to live. the vta has these properties in a development pipeline that could eventually bring thousands of affordable units to the south bay projects that are going to deliver that better future, that more sustainable convenient. >> for a double inclusive

future, an economy for all of our residents. san jose mayor matt mahan considers homelessness. >> and affordable housing on the top of his agenda. he says he appreciates the vta is willingness to lend a hand, not their primary job. but i think it's a major agency. >> on a lot of land, it understands just how critical it is that they step up and play a role in providing housing. the county is hoping mid penn housing which will build and manage the housing will break ground sometime in 2026. >> in santa clara, justin campbell kron. 4 news. >> in the east bay, oakland, police are investigating car break-ins that reportedly happened during the city's tree lighting ceremony. let's take a look at video of the ceremony thursday night shared by the city on its facebook page. look at well, police say at least 2 people, though, had their cars broken into sometime between 5 and 7 near city hall. so this was such a joyous event. it's unfortunate

this happened. each victim said they had a laptop stolen from their car. >> police say that they they managed to find the stolen items in an abandoned boat in bethel island. >> no arrests made yet. a bit of a scare for shoppers in the east bay on friday night. the targeted albany was briefly closed because of a possible hazmat situation. let's take a look at video from the citizen app showing people outside of the store firefighters and police officers on scene. now, this target is near golden gate fields. firefighters were investigating a strange chemical odor, but the source of the smell was never found. the scene was cleared and the store reopened. and other businesses permanently closed san francisco. but not because of crimes or homelessness. autos in the mission posted this sign on its window will get you a closer look at that right there. say that the bike lane actually affected business. that bike lane runs along the middle of of valencia street and sparked controversy among local store

owners because it restricts parking some say in motto is also saw major flooding during pride weekend in june, which forced it to close its basement venue. matos posted on social media back in september saying that incident cut revenue in half. san francisco police are investigating a homicide and the city's pacific heights neighborhood. officers say they found a woman's body after responding to a request for a welfare check a home on clay street just after 7 thursday night. no other details have been released yet. and take a look at this. pima police say they found all of these items in the car, including marijuana and open bottle of tequila. and a lot of cash, as you can see, police say the driver was planning to sell a number of the items you see here and was on probation out of contra costa county for illegally having a gun. now to national news, the loss of a trailblazing american justice. sandra day o'connor, the first woman to ever sit on the supreme court died this week

at the age of 93. she started her legal careers here in the bay area. kron four's dan thorn has the details. >> sandra day o'connor, the first woman supreme court justice is being remembered in the bay area. o'connor kick started her careers with the san mateo county district attorney's office. shortly after graduating from stanford, current da stephen wagstaffe says at the time it was difficult for women to get a paying job as a lawyer. but it was a compelling letter that got a young sandra day. that first job. we still have the letter have been here in my hand and it's just beautiful letter talking about her desire why she wants to practice law. >> and she applied office because heard that the da's office in redwood city would hire women 2 years later day would marry her law school classmate john o'connor, and moved to arizona over the years. her influence grew in the legal and political worlds. and in 1981, president

ronald reagan nominated o'connor as an associate justice on the u.s. supreme court, i think will reeve. we will remember her as being somebody who tried to find consensus. >> tried to find compromise. and with the center of the court that frankly, this point really doesn't have a center loyola marymount law professor jessica levinson says o'connor understood the pressure of being the first woman on the supreme court. the judge was a moderate and the deciding vote on important decisions affecting civil rights, the environment and voting rights among others, her guiding principle was being practical. wagstaff says he's saddened by her death but remembers o'connor as someone who really cared. he was the most gracious, wonderful, a humble person. despite having a person of such importance in the history of the united states. >> that was kron four's. dan thorn reporting for us o'connor, retired from the nation's highest court 2006. the court said in a statement friday that she died from

complications related to advanced dementia and a respiratory illness. in the south bay, the santa clara county sheriff's office is hosting another gun buyback event is today at the reid-hillview county airport. they're offering $100 for handguns, rifles and shotguns. $200 for ghost guns and assault weapons. there is a limit of 5 firearms per weapons must be unloaded and transported in the trunk of your car. you must remain in your vehicle. funds are limited. so it is on a first come first served basis. >> happening now, a crash in the east bay walking lanes of traffic on i-80 of 5.80. this is a live look at the scene right now. again, this is a crash blocking the lanes. some lanes of i-80 and i-580. we can see law enforcement on scene right there as well. some tow trucks. this happened around 06:00am no injuries reported. but you are advised of delays happening as you can see live right there on your screen that are and that area right now, again, a crash blocking several lanes on

>> and there will be no bart service between the daly city and glen park stations this weekend as crews remove potentially hazardous trees near the trackway union samtrans run bus shuttles between 2 stations throughout the closure. but riders should expect delays of up to 30 minutes while traveling through that part of the system. this marks the latest efforts by the transit agency to remove hazardous trees were parties calling the largest tree removal project in the agency's history. >> taking a live look now from mount tam to the san francisco skyline. looking gorgeous out there this morning at 7.13 this saturday, december. the second and quite chilly at that elevation today. it is a look at the cloud cover. it's above us. it's in the lower levels. we've got several layers cooking here. going to be hard to kind of clear that out. it looks like. >> there's a little ray of hope. by the time we get to the mid afternoon, might see the sun poke out a little bit

going on here, but expect a lot of cloud cover the morning hours. certainly lower 50's across the board. and as i showed you earlier, these are relatively mild numbers. way ahead of yesterday morning because thursday night was so clear in all we are able to kind of cool off for a nice to that radio cooling. but we have a different scenario now. this cloud cover. we have some rain showers going on and this is relatively mild air coming in from the pacific. here is shot of the is obviously the lower level cloud cover or noting little bit of a breeze coming off shore. not much of one, but a little bit of that. most of the activity with this system, however, is up towards the north. and that pattern is going to continue. it looks like for the next several days really into next week as well as we're on the southern fringe of all of this action coming in from the pacific. give you an idea here, you can see how drop south kind of fans out a little bit right across the bay with very spotty shower activity, 20's, kind of things. you kind of shuttle the rain a little bit here, rain or go home or, you know, stop whatever is that kind of annoyance type of rain that the sticks around a bit.

here's the bigger picture. we have a lot of these lows developing up around the gulf of alaska. that actually is not going to impact us. but the general trend is this west to easterly pattern? but down here, this nice clear space, high-pressure zone. we're just too far north to get a lot of that influence like southern california is getting, for example, let's go through future cast for relatively uneventful outside of what you see here. we see those spotty showers continue through the day. little hope of some clearing happening in here by mid-afternoon. that's almost early evening because it's getting close to sunset. and then the cloud cover fills back up again tomorrow. looks like some spotty showers. still technically in the forecast. but relatively modest in terms of what we're going to get, most of that will way up towards the north and we'll be even lighter than today. so although it may not really open up real nicely for us tomorrow, at least the rain will kind of hold off a little bit more. so and this takes us to monday morning. we're going get a little break by the time we get to early next week because of this high, this frontal pass by temperatures will actually recover. nicely

will actually warm up towards the early part of the week until wednesday. now that's the next day to look for something to happen. but again, number, we're on the southern fringe of everything. this is kind of frustrating for remember during the drought because we get these little waves coming in and they were just so weak. we need something more juicy to help us out today. we've got mostly cloudy, scattered showers, cool, lower 60's going on. thaa's pretty much coast to well inland tomorrow. maybe a little bit warmer. mid 60's variable clouds will call it. that means little bit better. son, but a spotty shower here. and there next week, showers for wednesday as we get a break early into the week, actually warm up a little bit. temperatures will approach near about 70 or so and then unsettled into the weekend. but the weekend looks to be ok from this vantage point. check it out for the day now. 62 san francisco, a few showers afternoon sun for a time. 62 going on for oakland. 65 for san jose. and that's mostly cloudy with a shower. almost like a question mark here. lower 60's for highs going on here. 59 napa. 64 for nevada. win san francisco coming in at about a

60 to not a lot of mercury movement, although we're starting things off. kind of a mild note for today, though, but it's kind of annoyance type of rain is just enough. that just is like kind of need something. but again, feel stupid. it's not raining much. it's like light dusting on your car. but things just a little bit kind of like, yeah, because it's not it's not a downpour, but i think you might have had enough rain to kind of watch the car off a little bit, though, came out that it has been going on all night a little bit. so it helps up and that. >> okay. i will take whatever little bit of moisture we can. we can get around these parts up to >> all right. the shopping season is in full swing and retail traffic is up in san leandro. that means more officers on patrol. but ford's philippe djegal reports. >> the tree is up washington plaza in san leandro and the city hopes people head downtown into the rest of shopping corridors and feel safe spending locally for their gifts this holiday

season. the holiday spirit in sunland risk quite vibrant. mayor juan gonzalez says the police department is taking steps to ensure shoppers are at ease during their visits with the undercover patrols in our retail space being increased. we're doing things to make sure that shopping and sally is both fun. >> and safe near gonzalez says the officers are also heightening their responses to license plate readers reporting hits and stolen cars and intentionally making uniformed officers more visible during busy shopping hours. see have safety, including ambassadors working. >> 7 days a week from 07:00am until 09:00pm executive director of the downtown san leandro benefit district morgan max rose says those ambassadors can help escort shoppers to and from their cars by request. >> just flagged them down there all through the core of downtown leandro hearing. tyson carries a safety whistle just in case she finds herself in trouble but feels confident she can shop. >> without becoming a victim of crime. it is the holiday

center tracking it all for a sunday. lot of people waking up to a bit of a damp morning. >> yeah, it's kind of spooky type of the day as we take a look at kind of gloomy going on here. but it's not all last. we'll see some rays of sun going on for this afternoon. and, yes, some spotty shower activity that is almost more trouble worth. but there you see what's going on. we have a layer, some thick, saturated air above is probably the best way of phrasing it. if you just go up a couple 100 feet, it is saturated for thousands of feet. beyond that. it's almost like a very, very thick fog. here's a live shot coming in from our sutro camera. you get the idea there's no golden gate. we can see it from this vantage point because it stuck into this while almost like a fog bank. but basically this layer of moisture that we're talking about 50's across the board right now as we speak, those are very mild or almost lofty numbers, particularly compared to yesterday because we have a different air mass in place. we didn't have the clear skies like we did thursday night into friday. so hence our temperatures. double digits ahead of where they were this time from yesterday.

of course, we'll start to close the gap on that as we get later in the morning hours. winds are kind of a little bit offshore a bit, not having much in the way of an impact. we don't see really any winds over the next 48 time period. we're on the southern fringe of most of what we're seeing and what we will see getting into the early next week. but for today, let's going call kind of mostly cloudy again, thrown in a few spotty showers throughout the day. we some patches of clearing going on in the early afternoon to mid-afternoon. we'll get more into that and also checking your longer range forecast in a bit. stephanie. all right, dave, thank you. police arrested 3 15 year-olds in connection to a fight at a mall. >> santa rosa police shared an image of a ghost gun found on the team. they say police say this unregistered weapon was loaded in total, 18 teens were involved in the fight yesterday at the santa rosa transit mall on second street. officers say the group were wearing clothing consistent with active gang participation and we're yelling gang one another most of the group ran off when police showed up.

montgomery high school in santa rosa faces a lawsuit in connection to a march stabbing that left one student dead. sixteen-year-old jayden pn to was stabbed multiple times inside our class in front of his classmates and teacher. the teen's parents have filed a wrongful death lawsuit against the school and district. the lawsuit accuses school staff members of failing to help the teen. a 15 year-old was arrested in connection to the stabbing. earlier this week in juvenile criminal court. a judge ruled the 15 year-old was not responsible for manslaughter because he said he had to was the aggressor up the fight and orchestrated the attack. we have reached out to santa rosa city schools for response to this lawsuit. we have not yet heard back. >> florida, we show the conservative principles work. this country must choose freedom over failure. you attack, you to communities. we view it at we made sure they and blacks. i can handle it. i'm used to bully. you're nothing but a bully. your

understanding? >> well, that's what it sounded like for much of the 90 minute debate between governor newsom and desantis thursday night. that event moderated by conservative political commentator sean hannity. now the debate is over the fallout and fact checking continues. and that includes a claim made by governor desantis about how california law regulates health care for trans children. that claim left state senator scott wiener of san francisco pretty upset four's catherine heenan reports. >> senator wiener is saying he's not surprised, but discussed it. the flurry of post-debate analysis and reaction is always heated. but here is a specific claim about california that has him upset. florida governor ron desantis said and later tweeted, if you are a parent and iowa or new hampshire or south carolina, your minor child can go to california without her knowledge or consent and get hormone therapy. puberty, blockers change operation.

that is extreme. that is an assault on parents rights. senator wiener was watching and listening. he wrote the bill in question asked b 107. he quickly shot out this tweet saying desantis cannot stop lying about lgbtq people. i talked to the senator to explained why the claim is inaccurate. >> ron desantis completely straight wide about 01:00:07am, you want to 7? no such thing. certain red states like texas and other states we're literally threatening to arrest and criminally prosecute the parents of trans kids because those parents, we're supporting their kids and accessing gender affirming care. the age of consent is 18. you need the consent of your parents or guardian. if you are under 18. and so if

there is increased concern about the fate of the remaining hostages in gaza, including 8 americans. >> we remain intensely focused on getting everyone home, getting hostages something that i also worked on the day. so we were still at this. >> all right. now negotiators are working with israel and hamas over the potential release of hostages from gaza. and just days after to jewish groups filed a lawsuit against the university of california for alleged unchecked spread of anti-semitism. the president of the uc school system faces backlash over a new proposal about how to train faculty on how to teach about the middle east. the program would present a, quote, viewpoint, neutral history of the middle east. now in a public letter, 150 uc professors condensed the school system, president michael drake, the letter accusing drake of questioning the, quote, academic integrity of university of california

scholars already engaged in the historical study and teaching of the middle east. the letter going on to say drake statement has worrying echoes with other countries governments have attempted to introduce policies that would punish critical speech. letter comes after drake earlier this month announced 2 million dollars to help schools develop educational programs to understand anti-semitism and islamophobia. the university of california responded to the letter in an emailed statement saying in part, quote, the president's remarks were referencing voluntary educational programming on our campuses, not classroom content or curriculum. we're working with our campuses to determine how to distribute these funds in ways that benefit our campus communities. in national news. police are investigating a deadly shooting that killed at least one person and wounded 4 others friday in las vegas. all of the victims were homeless. that shooting happened around 5.30 friday night near the u.s. 95 and

get to the noon looks like the rain will be less of an issue tomorrow, although it's still a nuisance factor. kind of out there a little bit. we'll get more into your forecast coming up in a bit, stephanie. all right, dave, thank you. and many offices around san francisco are sitting empty with new data showing the city's vacancy rate. >> is at an all-time high cbre, a company that studies how tech effects commercial real estate says around. 35 1% of offices are vacant in san francisco kron four's rob nesbitt reports. >> the office vacancy rate pre-pandemic was around 4%. so covid has clearly had an impact on san francisco's downtown from tech layoffs to work from home. the pandemic brought changes for everyone, but tech companies over time hired like crazy president of technologists research. bob o'donnell says that's why we saw massive tech layoffs this year along with other ripple effects as well. a lot of companies acquired all of extra office space during the pandemic when they were hiring. all these people. so

inevitably they're going to have to downsize because they just don't have enough people to fill those spaces as a result. downtown san francisco is seeing its highest rate of office vacancy. 35% according to cbre in about a 30% increase from pre-pandemic years. jeff belisario from the bay area council economic institute says work from home still present a challenge for companies questioning if they should keep office space in the city work from home trends correlate pretty well at the office vacancy numbers of places like san francisco that have a high proportion of tech jobs or office jobs. >> those are the same places with a high proportion of people working from home. rios as homelessness and crime are top concerns for employers looking to recruit new workers to san francisco. but it's not all doom and gloom. the tech expert says more empty office spaces will result in lower rent prices as going to top off and that they can see rate rents will come down. i do think that provides an opportunity now as we think about the next wave growth allows us to plan for that in a better belisario predicts and even higher office vacancy

break-ins. that reportedly happened during the city's tree lighting ceremony. let's take a look at video of the ceremony itself thursday night shared by the city on its facebook page. police say at least 2 people when this happened, had their cars broken into sometime between 5 and 7 near the city hall. now each victim said they had of laptop stolen from their car. police managed to find the stolen items in an abandoned boat in bethel island. no arrests have been made yet. a bit of a scare for shoppers in the east bay on friday night. the target in albany was briefly closed because of a possible hazmat situation. video from the citizen app shows people outside the store with firefighters and police officers on scene. this target is near golden gate fields. firefighters were investigating a strange chemical odor, but the source of the smell was never found. the scene was cleared and the store reopened. another businesses permanently closed francisco. but not because of crimes or homelessness. autos in the mission posted this sign on its window. let's get

a closer look at that right there saying the bike lane in the neighborhood is affecting business. that bike lane does run along the middle of valencia street and it sparked controversy among local store owners because they claim it restricts parking. in addition, tomatoes also saw major flooding during pride weekend in june, which the business admits forest it to close its basement venue. autos posted on social media back in september that the incident cut revenue for them in half. francisco police are investigating a homicide in the city's pacific heights neighborhood. police say they found a woman's body after responding to a request for a welfare check at a home on clay street just after 7 o'clock thursday night. no other details have been released. we'll take a look at pima police say they found all of these items in a car. they include marijuana, an open bottle of tequila and a lot of cash, as you can see, police say the driver was planning to sell a number of the items you see here and was on probation

out of contra costa county for illegally having a gun. now to national news, the loss of a trailblazing american justice. sandra day o'connor, the first woman to ever sit on the supreme court died this week at the age of 93. she started her legal careers right here in the bay area. four's dan thorn 100 o'connor. the first woman supreme court justice is being remembered in the bay area. >> o'connor kick started her with the san mateo county district attorney's office shortly after graduating from stanford, current da stephen wagstaffe says at the time it was difficult for women to get a paying job as a lawyer. but it was a compelling letter that got a young sandra day. that first job. we still have the letter have been here in my hand and it's just beautiful letter talking about her desire why she wants to practice law. >> and she applied office because she heard that the da's office in redwood city

>> maverick join the team at the santa rosa fire department about 2 weeks ago. he's expected to help alleviate short-term anxiety and lessen the effect of experienced trauma. the dog was trained by the national institute of canine science and training. that's designed to help improve the psychological well-being of first responders. they say just petting a dog can reduce the stress. chemical called cortisol. he lives with his handler. captain corey record and together they're spending 6 months bonding before they graduates it breaks up this the >> the seriousness of the situation and you have kind of a dog. is there staring at you asking to play? not. rick is taking on a crucial role. >> firefighters with the santa rosa fire department respond to emergencies every day. but for the last few years, there have been significant traumatic back-to-back wildfires leveled neighborhoods like the one fire marshal paul lowenthal has had to rebuild. went through a lot. obviously 2017 and subsequent fire since then. one of our goals has been better. not only are our community for how we respond to wildfires and disasters.
