kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's saturday january the 13th. let's get you started with a look at the weather with dave sphar. hey dave. stephanie, good morning. and good morning, everybody already seen the arrival. some rain up in the north. a little bit here as we wait for the first of 2 waves to play out. the first one is not going to be as inclusive. it's going to miss a lot of the south that you just get just a little bit of a sprinkle going on. >> before we wait for stronger, one marching through probably for most, it will be close to sunset. and then afterwards, here's what it looks like right now. you see a lot of green in the east bay, too. but a lot of this is a ver gets evaporation before striking the ground. reports of ground reports have been sretty much focused on the north bay few pennies, maybe a nickel here or there not a whole lot yet, but the next few hours will continue to collect and it will get san francisco as well. there you have it in the total package. again, we see a break for the middle of the day early afternoon until another line moves through as we get to the

late afternoon early evening. have a lot of fog and pretty much saturated above us. what's amazing, this forgives actually working, but there's a little little layer in the atmosphere. that's a little dry to go through. but not particularly that much. so most of what comes in the most of the sky, we should get. temperatures are mild as you expected win the mild sector and also a lot of cloud cover 40's on the board for right now, 50 san francisco and half moon bay. and that compares for you. by more than half a dozen degrees ahead of were numbers were this time from yesterday. so let's put the rain in the morning. part of the forecast here, taking a breather, as you can see here as we approach around noon shortly in the afternoon until that's secondary line starts to build for the evening and overnight. we'll have more on that part of the forecast coming up in just a bit, stephanie. all right, dave, thank you. >> all right. let's continue our team coverage of that wet weather kron four's tiffany justice is out in the conditions for us this morning in the north bay. tiffany, see you have your umbrella, but it seems to indicate there's some rain falling out there.

>> yeah, good morning, stephanie. i'm staying dry are trying to stay dry this morning. driving here to petaluma. it has been raining all morning long and i would say it's a kind the heavier rain. i wouldn't say it's a sprinkle at this point. have my umbrella. i'm ready to go this morning. so i will say it has i would say, ok, i'm about to this morning walking around as i got out of my car, the rain hasn't been too heavy, manageable, but i definitely have my coat. i got my warm weather gear on and my umbrella ready to go. you can see their streets right behind me in the sidewalks. those are wet as well. so you can tell that the rain has been gathering on the roadways slightly so make sure you are being a little more cautious on the roadways as this rain does tend to build up. but stephen, and we'll send it back out to you and give you some more conditions out here

pennies being collected. meanwhile, couple nichols up towards the north, but this is a weak wave compared to what's coming for us later today. that's going to be much better in coverage. so we're not going to see too much for the south bay today and the east bay and peninsula as well. here's another live shot going on here for the east bay shoreline. kind of that very much overcast, a kind of conditions which linger all day. today. we'll get some clearing, by the way for tomorrow. so hang tough with that 40's on the board. for the most part, that's much higher than this time yesterday, 50 san francisco and also for half moon bay. let's go to the models right now. here it is. this line of rain that we're watching here is the progress of it in and out. it is by the afternoon. then a stronger wave develops as we get to sunset 7 o'clock shortly afterwards it drop south that gets the south bay involve that rain shadow. kind of hard to get that in the santa clara valley, though, but will will pick up a out. and we're going to see from this first wave. then as you can see sunday, that's pretty good skies opening up in even particularly by sunday night. we're going to keep it still variable clouds and because

the cold air aloft and with the moisture at the surface, that sometimes helps kind of fill in those clear patches because the sun comes out of the strikes, the wet ground boom produces more clouds for the afternoon. winds are going to be little a puff here. that happens the afternoon hours. here we go. whack. there are strong southeast wind here. as you can notice by this evening. and then later on a stretch to shift more as an onshore direction. later in the forecast period. getting them and it looks like they're really winds really start to subside, though. so it's very short lasting wind. but we'll be with us as we get into the afternoon evening hours. so cloudy early with rain late developing that rain is for everybody going on here, breezy breezy conditions late with the 50's expected across the board in the same thing expected tomorrow, despite the fact we got variable clouds. so we'll go ahead. still called cool in the 50's hanging in the 50's and then next week showers return late on tuesday and wednesday. that zone, there's noteworthy to the for wednesday morning commuters a little bit there. we take another break. and

supervisor set new limits on short-term rental properties. the board said a limit for the county of 1200 licenses. the majority of the license rentals are in west under the new rules licenses must be renewed by property owners every 2 years. the board first placed a moratorium on short term rentals in west marin county. back in 2018 the u.s. supreme court has agreed to review a case which will dictate what cities can and cannot do to address homeless encampments as four's dan kerman explains the case could have significant impacts in san francisco. >> the u.s. supreme court will review a lower court ruling, which is limited 9 western states from enforcing laws to remove people from homeless encampments. that decision by the 9th circuit court of appeals in grants pass oregon indicated removing homeless individuals from the street with no alternative shelter was available, amounted to cruel and unusual punishment. and the ruling has been cited in a san francisco case, which is also limited the city's

ability to enforce certain laws. that's why san francisco officials are pleased the u.s. supreme court will now weigh in progressive cities throughout the west coast have all supported judicial review of this case beca >> cities from seattle to portland down la and san diego's. well, san francisco, we've all been and strong in our ability to grapple with homelessness and this grants pass case has left our cities without the tools that we need to deal with this and keep our streets safe and accessible. city attorney david chiu says among other things, the high court must clarify. cities do not have to have a shelter bed for every unhoused person in that city in the 2023 report, san francisco reported offering 52 temporary shelter in overflow beds per 100 homeless persons in 2022, i think we need to focus on the campus. governor gavin newsom has been a big proponent of the supreme court getting involved in a statement friday. he said california has invested billions to address

homelessness, but rulings from the bench of tied the hands of state and local governments to address this issue. the supreme court can now correct course. and then the costly delays from lawsuits that have plagued our efforts to clear encampments and deliver services to those in need. it's disappointing to see governor newsom and the city of san francisco >> push that narrative. attorneys representing the coalition on homelessness and the san francisco case are hopeful the supreme court will uphold the lower court ruling in the oregon case solution to our street. homelessness crisis is temporary shelter and ultimately affordable housing cities know this. san francisco knows this. >> and so we encourage the city's 2 implement those solutions rather than continuing to try rely on. they'll solutions such as criminalization or scapegoat. and house spokesperson for problems that are decades in the making and involve really systemic issues that are not fault of no one on house community. the supreme court is expected to hear arguments in the case and i did the

and welcome back to kron. 4 morning news out monitoring snow as we go to with this because the storm system is producing snow. as you heard up in the mountains now. >> at lake level up in tahoe, this is just somebody but you get an idea what's going on and our mountains throughout the same kind of deal with snow. but they're also winds which you don't get from this picture here. in some cases, they can get a pretty hefty over 50 miles per hour. that's very high level. say 8, 9,000 feet above. but lake level to only a few inches they're getting with this. maybe even up to half a foot yet to get up to about 7,000 feet. before we see a lot more. so not particularly a cold storm and we can see that on the home front because it's so mild with this rain happening still in the 50's. but as a

formality, winter storm warning that is as you can see the coverage area until 04:00am tomorrow. and meanwhile, there's the watch that's been posted to elsewhere around the range. we don't have up here also that it is included in a with wind advisory rather. it's also covering portions of the mountains there. but you got winds over 50 miles per hour. that's a given we obviously have that. so what does it look like in tahoe starting tomorrow, improving? it's a mixed bag, a sun and clouds monday, tuesday looks like some rain getting back in the forecast because these highs are still well in the business of the 40's. so we need some quarter stuff to bring those snow levels down a little bit. that also means a melt in the next couple of days, a little as well. so if you're headed to travel up there today, kind of messy. if you get there tomorrow, you've got not just tomorrow, but a few days before anything happens again, 40's on the board locally. this one i just mentioned before we are warmer this morning. we were from yesterday by good clip 50 meanwhile, san francisco and also for half moon bay. here's the big picture. this the first morning wave. then we'll

have another one as we get to the afternoon the evening hours and then more into the middle of the week with that big system where watching for next weekend, potentially how much we collecting from this? well, this morning's wave will give us about a dime up north, getting up to about a quarter far up north, but mostly to the east bay adeiny maybe a dime nickel or so. and then at the secondary wave in here. yes, sir. but it gets a lot more. there might be talking about some half inches along the east bay shoreline and maybe even down to san jose half a dollar. so as we look for over the week here, here comes that other wave. i mention tuesday, wednesday morning, it looks like the timing of this thing here. break. and then another dose heading into next weekend. it looks it's a lot coming from the south. that means not particularly a cold system that pushes the snow levels down a little bit or does cause some melting with all that they've collected. but saturday, unfortunately, sunday looks like a lot coming from out to sea and it's a good western to eastern pathway. we're not getting that colder air as much in the next highs today. we're going

to go for the middle 50's pretty much the same deal you can expect for tomorrow with improving sky conditions will called verbal clouds and that front take a breather. middle the week again, more action. but again, the mother load as we head into next week, it looks like they'll be at least 2 biggies to watch. and that will be saturday and sunday. okay. all right. bundle up. thanks a lot, dave. >> well, francisco is installing 400 automated license plate readers throughout the city. cameras will be installed in 100 intersections. the mayor's office says they're working with the mta public utilities commission to get these cameras set up as quickly as possible. the bay area's getting 30 million dollars from federal government from the federal government to build electric vehicle, charging stations contra costa county and the bay area. air management district. each get 15 million dollars. 15 libraries in contra costa county's low-income communities. get new ev stations. the air district plans to spend its money on

projects in underserved areas. for the second consecutive year. a bay area lawmaker is calling for the state adding new wealth tax. but the proposal faces serious opposition, including from governor gavin newsom. kron four's a tom wallace reports. >> remember alex lee using jars of eminem's to make a point about his proposed. well test. it calls on the state to add a one percent tax on the assets of california to have a global net worth above 50 million dollars. and a 1.5% tax on the assets of california in 2 of the global net worth more than 1 billion dollars. those assets can include things like stocks and owned properties to 1 million dollars and have announced. and here is a 1.5% that. well. >> as 1.5% of the bill. that's why it's imperative that we tax the rich. >> we also maintain our

commitments and our investments in our community. during a one-on-one interview, le urge support for his tax proposal noting it will impact less than 0.1% of californians all while raising more than 20 billion dollars in revenue for the state. he says that's significant. given the goiernor's estimated 37.9 billion dollar project, a deficit, a deficit, the non-partisan legislative analyst's office or believes will be even higher at 68 billion, especially now given the budget deficit. we have to be smart. >> yes, we can tighten our belt. we can take from the reserve. we can cut some here and there, but the fundamental promise of the democrats is that we're here for the working people. we cannot scale back our school funding our social safety net climate change efforts because it will only hurt the working class will hurt the planet. and so we can't afford to do that. but the legislation faces several uphill challenge is just to get to the finish line. first, a similar effort last year did not succeed in the legislature. second governor gavin newsom is in strong opposition, so much so that during his budget

presentation this week, he specifically called out the wall street journal editorial board for what he said incorrectly implied he's in support of the proposal. you supporting a wealth tax, know yet again. what the do you keep writing about that? republicans also expressing opposition. the more money can stay with the people who earned it. the better it is for our economy. the better it is for people are better stewards of their own money. then the government i've never seen the government spend money better than the way people with themselves, but perhaps the biggest challenge right now held and suspend the assembly, revenue and taxation committee put the legislation on the suspense file, meaning it will be held up at least for the time being. still, lee says he's not giving up my priority is the 99.0. 9% of people not the top 0, 1%, of people that would be taxed by this bill. the proposal needs at least two-thirds support from the legislature. and only then can and head to the ballot for voters to have the final say play tom wallace kron. 4 news. >> that a bay area sports, the warriors are looking to get

the south bay. again, you'll get your shot later for the secondary wave. again, here we have it. it looks like it's approaching almost hits a peak of performance, if you will, then waiting as we go into the later morning hours. that is this little wave going forward. it's also producing some snow showers and there is a winter storm warning up in tahoe to make no doubt there's the east bay shoreline. you see the fog in the overcast sky conditions. temperatures still holding into the 40's and it should be remembered with this mild air at work here that is substantially above where these temperatures were from yesterday. that also means for the mountains up in tahoe. snow levels are very high. and as far as where the warning zone as you get up to about 7,000 feet to start picking up those feet of snow in that gets up to 8,000 feet and so forth. so 49, as we get to 11 o'clock as you'll notice, the rain starts to taper off a ticket for the east bay. it will shut off in the north a little sooner. and then the secondary wave is expected for this evening tonight. more on that in the timing of all of this coming up in just a bit. 70. all right, dave, thank you.

>> o welcome back to kron 4 morning news. good morning, get through and got some light. rain showers working its magic across the east bay. little bit heavier up to the north bay. this the morning call. we have until watch the secondary dose drop south. by the time we get here to say 4 o'clock or so. and that's going to give a much better dose of the east bay in the south bay with that amount. we're looking at east bay shoreline. you can see very much covered with overcast right now and fog temperature check for the most readings in the 40's for right now. that's above where the numbers were this time from yesterday. and

when you think about this precipitation, the mountains you out snow in all, there's a winter storm warning. in fact, there. but remember, the snow levels are a little higher at lake level. they're talking 4 inches, 5 inches and so forth. and it's really 7,000 feet is where that warning kicks in. there and further higher levels that we're going to get. maybe a foot but the half and all that. however, a lot of it's being lost to rain at the lower levels and some melting occurring as well because temperatures may still manage above freezing for today. so interesting to note that this is not a good solid cold nor norther storm dropping south incorporating a lot of moisture in the mid latitudes. here you have it for right now. going forward break, although mostly cloudy, maybe some light rain showers. and here's the heavier dose looks to be a little later than earlier projections. so it could probably be after sunset dropping south. that's how you get the south bay involve. looks like hangs there for a little while to in the santa cruz mountains. we don't have any flash flood watches have been posted at all now and it looks like tomorrow. we get a nice little break here and that's by tomorrow evening. but still see the skies open up and you

get some variable clouds. now we're still going to be fighting with little bit cold air upstairs a bit. and when you get that evaporation from the sun and it's a direct transfer, it's water. the ground cause of operation that clouds back again. so we'll fill in some broken spots. pulse, a variable clouds expected for your sunday, at least turn off the much rain. emptied the bucket. when we start this. so this is this morning's call. all right. it's going to be again tapering off in the early afternoon. not much, very struggling to get a dine. maybe 2 up to a quarter up north. you can see santa rosa here comes the second wave right there. that's for this evening. so we hear the rain coming this evening. this is a bigger dose and it also gets a much better dose. few folks down south in the east bay, but it's going to be hard get more than maybe a quarter and sometimes with now the winds, we do see a pop-up with the winds. that's what you may also hear, too, particularly by the evening, the secondary wave has a good, strong onshore wind up the coast, at least although notice elsewhere, it's still offshore and at least coming in from the south that he's being from

the south. you'll notice all the way up in the north bay, too. so the onshore appearance will only be felt really. san francisco in coastal areas a little bit up to sonoma county, too. then it turns off a little bit for your sunday, not bad for sunday in terms variable clouds and not a whole lot. the way of wind sometimes when the systems move through, you have the winds lingering the whole next day. there's a shot from the airport. sfo, cloudy, early and rain early. and then another dose happening later today, breezy late. that's the winds of the show temps in the 50's. let's do it again for tomorrow with those temperatures but variable clouds in cool and pretty mild to start next week off things get exciting as we get to tuesday into wednesday that some of the dose make note of take a break again and then by the weekend and next weekend looks to be an like this one both days being covered in this. that will be like a one-two punch. both of them look like in the long range forecast models will show you that later the broadcast. but are coming in from the mid latitudes again. so it's very moist and very wet storm.

palestine. according to the organizers, thousands of people are expected to attend this protest throughout the day. this is not the first time the port has been the target or the scene. the backdrop of demonstrations back in november. protesters tried to prevent a u.s. military ship from leaving the sport. well, ask a united airlines are canceling more than 100 flights each day over a federal grounding order of boeing 7.37. max, 9 planes. federal officials say they are investigating whether boeing followed safety standards. this isn't this is all coming as new footage is shared from a passenger on that flight showing the damage happening from just a row away. the passenger says his friend who was seated closer to the blowout had his socks, shoes and cell phone hold off of him. >> opened my eyes to a giant hole in the plane and i see the city lights. same thing to

died friday morning. it happened along carlson boulevard near florida avenue. police believe speed was the most likely factor here. no victims identities have been released yet. in the north, a marin county supervisors set new limits on short term rental properties. the board said a limit for the county of 1200 licenses. the majority of those license rentals are in west marin under the new rules licenses must be renewed by property owners. every 2 years. the board first placed a moratorium on short term rentals in west marin county. back in 2018. and the u.s. supreme court has agreed to review a case which will dictate what cities can and cannot do to address homeless encampments as kron four's. dan kerman explains the case could have signet significant impacts in san francisco. >> the u.s. supreme court will review a lower court ruling, which is limited 9 western states from enforcing laws to remove people from homeless encampments. that decision by the 9th circuit court of appeals in grants pass oregon

indicated removing homeless individuals from the street with no alternative shelter was available, amounted to cruel and unusual punishment. and the ruling has been cited in a san francisco case, which is also limited the city's ability to enforce certain laws. that's why san francisco officials are pleased the u.s. supreme court will now weigh in progressive cities throughout the west coast have all supported judicial review of this case because >> cities from seattle to portland down la and san diego's. well, san francisco, we've all been and strong in our ability to grapple with homelessness. and this grants pass case has left our cities without the tools that we need to deal with this and keep our streets safe and accessible. city attorney david chiu says among other things, the high court must clarify. cities do not have to have a shelter bed for every unhoused person in that city in the 2023 report, san francisco reported offering 52 temporary shelter

and overflow beds per 100 homeless persons in 2022, i think we need to focus on the campus. governor gavin newsom has been a big proponent of the supreme court getting involved in a statement friday. he said california has invested billions to address homelessness, but rulings from the bench of tied the hands of state and local governments to address this issue. the supreme court can now correct course. and then the costly delays from lawsuits that have plagued our efforts to clear encampments and deliver services to those in need. it's disappointing to see governor newsom and the city of francisco >> push that narrative. attorneys representing the coalition on homelessness and the san francisco case are hopeful the supreme court will uphold the lower court ruling in the oregon case solution to our street. homelessness crisis is temporary shelter and ultimately affordable housing cities know this. san francisco knows this. >> and so we encourage the city's 2 implement those solutions rather than continuing to trying lie on.

>> welcome back. taking a live look at the sierra this morning. word is looking pretty darned cold out there. and that's to be expected because tahoe got white a bit to snow and it's expected to get some more. they. >> that's right. happening right now as we speak. good morning, stephanie. good morning, everybody. as you notice the wet roads there, give you an idea that the bit on the all the wet. it's a little bit on the mild side. so it's sending the snow a little bit to higher here's what it looked like on radar. we're getting the rain, of course, in the home front in it is mild with that 2 terms of temperatures, santa cruz mountains notice not getting much from this. you'll get the get in the second dose. that's where you're going to hit up in the north bay is where most of the line shares been but now spreading out to the east bay and the peninsula for

right now sending you to use 70 with this. and we're showing you earlier before we could see the mountains off to the distance will now that fog is kind of cover that up. so certainly a lot of moisture. but again, mild for those temperatures. enough, though, for a winter winter storm warning now at the lake there looking for maybe a half a foot of snow with this. but you get to higher levels is 7,000 feet. and so for this starts to get into the feet department a little bit and certainly higher up. we've got winds working with this as well. and that will be with us through tonight. now, this expires at 04:00am tomorrow. there's more to be had middle of the week. what to look for and also towards the weekend. however, forecast looks to start off with rain, but we might turn that the snow by wednesday morning temps remain mild, though, in the 40's. you can see a nice break tomorrow and monday, by the way, with all this temperature checks were mostly in the 40's. we slipped to 49 san francisco, mild 52 for half moon bay. but this is well above those numbers from yesterday. so here's the break before the

with a look at some healthy options for you is livermore chef leslie dabney. >> of course the vineyard. ma. good morning to you. good morning, stephanie. thank you for having me. it's always new year. happy new year to you. always a joy to have you on in the morning. so tell us a bit about what you're thinking of showing us today. well, you're right. it's one of the biggest new year's resolution is let's eat healthy. so >> especially with the weather like this. i have some great recipes. so we're going to make a little that are delicious and kind of what you're going to stick to this. i think your route it's not just going to kick kick us off. we're going to start off with a soup. i minestrone soup and on a day like this, how perfect with the we need that nice warm goal is exactly what i mean. just gotten over this awful cold right. this is going help cure my problem. i think it will because healthy, too. so i already started the super off. i have some carrots, celery, onion and garlic. and i was just i mean,

it already smells delicious. so to the base of this minestrone soup, i am going to add some italian seasonings, which is really just basil and oregano, some salt and pepper and our base is going to be veggie stock. again, another way of staying healthy as we're going to use the veggie stock instead of you know, beef or chicken stock into that. we're going to add are crushed tomatoes. and that's going to give us so much flavor along with all that seasoning. it's going to be fantastic. but we're going to even more to it. have to keep it healthy. i'm going to add some farrow. are you familiar with this cream? no, i can't say i am okay. so it's a nice substitution from using that elbow macaroni you might put into okay. it is a grain. it's are we it's it's a type of week rain and it's high in fiber and potassium great. so it's really good for you. so we're staying away from the carbohydrates on this one. and it cooks really well in the soup and really adds a lot to

it. worked in one find farrow is at the farmers market or you can get at the farmers market. most grocery stores do carry it and yet when you're going into where you see your beans and your grains and it's delicious you can use hold on to it for a while. and the pantry and it lasts for a long time. adding to the protein i put in some chick peas, i mean, delicious. and then at the end, i'm going to add even more flavor. and it's really healthy. 4, you some good spinach. yeah. and this soup will only cook for about maybe 15 or 20 minutes and you have got a delicious soup that is so and it's good for and to go with it. what about a salad? that sounds a good. that's the to to exactly. so i just have some mixed greens here and i'm adding some really good flavor. i call this my country salad because i'm putting some chicken ornament tomatoes. so to this already added my tomatoes, i'm adding some

chicken that i just grilled. if you have any leftover chicken, that's great. i'm also can add some his we all love. avocado so good for you. loves all goodness, right? i could put it on everything, i actually i think i probably do >> and then if you could add some coin to that well, but let's put it all. and because that's going to be really healthy for us to and at some more color and flavor if you had at some onion. i just like the color of that purple onion. it's a little milder. and stephanie, if i can make one suggestion for the new year, tried make your own salad dressing instead of buying it. that's a great idea. it's really a lot better for you because you can watch the salt and the sugar. it doesn't. if you make it yourself, you're not going to have to worry about that. so in this jar making my out, i to make it healthy. instead, i'm making a ranch dressing. been using greek yogurt. okay. so that's really nice to thin it out. a little bit of fresh.

really nice. fresh lemon juice. and all i'm going to do is add some fresh herbs to this as well. a little dijon mustard and i love these jars. so you can just shake your dressing. are you now and that way? you only have this much dressing in your refrigerator instead of 4 or 5 bottles that said usually uses. healthy. you know what you put in that it is and you can make the amount that you need and then after a quick shake. yeah, all you have to do is open back up and just pour some on this beautiful salad, right? and you can control the amount of dressing you want to put on it that this is just, you know, with greek yogurt. you're just doing yourself a favor doing the you know, calories for this. and so the ingredients in the ranch dressing again were the greek yogurt greek yogurt? a little bit of fresh lemon juice, dijon mustard. and i added some chives. i also added some parsley, just everything that's nice and fresh. that would seem like a

ranch dressing, but not with those calories. yeah, exactly. and again, i love that. you know exactly what you put in there. and preservatives, no preservatives. no sugars. yeah. that's a big one, too. that when you make it from homemade, it's, you know, doesn't have the sugars in it. and i bet you most of you have these ingredients in your pantry at so if you have a few things you can make your dressing and you're ready to go. but sometimes we like to have a little bit of a treat. all right. even if you we're eating healthy, but we could still have us now. yeah, yeah. so what i made here is it comes freeze and i make it bark. >> it's a strawberry yogurt. chocolate okay. and it's really simple to make. what i did was i took some creek hilgert again. did a little bit of honey just a little bit. and some vanilla and i put it on a just she pan and i put some fresh strawberries a
