>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's sunday january, the 14th. let's get you started with a look at the weather with dave spahr. hey, good morning, stephanie. good morning, everybody. so let's take a little break from the rain. we shall we shall do. so for today, looking kind of like a mixed bag of some sun and clouds going on for you today, although it's still winter in, those temperatures will reflect that to pretty much hanging in the upper 50's for today with some lower 60's as well. quick view of the satellite picture just to kind of confirm what's going on here. a couple splotches you can see off towards our east. for the most part, some of that may be ground return. not much upstream except an improvement. sky conditions again will fill up with a little bit of cloud cover throughout the day. a little bit because that's overheating along that what ground helps produce some cloud cover. there. you have half moon bay, quite a different come bay

calm skies. now, finally in looks like a lot of sun sun filled skies. it will be to 40's going on up in the north bay. for now, we've got lower 50's lining the east bay shoreline. 52 for san francisco. but it happened. they were just at 46 at this hour. and here's a quick contrast for a little bit warmer down south. we were yesterday in little cooler. meanwhile, up towards the north, the breakdown for you today, keeping clouds both in the mixture. temperatures pretty much in the upper 50's. now the rain is not done with us yet. that's more of a long-range forecast. we'll be talking about. it looks like the middle of the week and then a fortune next weekend looks to be pretty much of a kind of wash out. we'll have more details, stephanie. all right, dave, thank you for that. now to a big story we're following this morning. 2 children are recovering after being injured. >> and yet another east bay freeway shooting. was tiffany justice is live for us now with the chp office in hayward with the very latest on this case, >> all right, stephanie, according to chp, 2 children

were injured in that shooting in sound. lorenzo on that freeway last night. let's show you a map of exactly where this all took place on interstate highway. 80 near has burned boulevard around 705, last evening. now we're working to gather more information this morning. but here's what we've learned so far. police say pull children taken to a local hospital for treatment. >> on non life-threatening injuries, the driver of the victims vehicle pulled over and that's when chp saw the 2 children in the backseat when police were investigating. they closed down all lanes of a 80 those lanes are back open at this time. but they close those lanes down for half an hour while they investigate no suspect description has been released, but they are looking for a suspect or suspects involved in the shooting. chp asking if you know any information about the shooting that happened on 80 around 705, please give them a call. reporting live to be justice

kron. 4 news. all right, tiffany, thank you for your coverage this morning. >> in the north bay, now 6 people are recovering after a crash in youngsville. emergency crews sharing images of the aftermath there. officials say this happened friday night in the northbound lanes of highway. 29, the stretch between hoffman and the washington street interchange was shut down. all 6 victims were rushed to the hospital. they are expected to be okay. no word yet on what caused the crash. in the south bay. a woman is found after an alleged kidnapping attempt. the search for suspects continues this morning. san jose police say a good samaritan brought acela panay to silva to a police station on saturday afternoon after 12 hours after she was allegedly taken against her will the kidnapping happened around 2 saturday morning around north 5th and saint john streets. police say silva who was visiting from neck, mexico was in a truck with her friend when 2 men took the vehicle while she was still inside. police say they spotted the truck about an hour later

after a short chase officers arrested one person. they're still searching for a second. we are still looking for one suspect. that suspect was last described as an adult male dark skinned. >> proximity, 40 years old, 5, 5, medium build wearing all dark clothing. >> police say at some point saturday afternoon, a man recognize still both from alert sent out by police and drove her to jpd police say so will arrive with minor injuries but is recovering the investigation into this incident is ongoing. in oakland. one person is dead after a shooting saturday afternoon. police say the victim was shot on 90th avenue and a street just before 3, the victim was taken to a hospital where they later died. this is an ongoing investigation. oakland, families of homicide victims gathered at city hall to rally against da pamela price. the group claiming the da is not tough enough on violent crime.

one of the speakers, the mother of necrosis a 5 year-old girl who died in a freeway shooting just last year. her mother says ellie ana's accused killers targeted that car. she was in because they thought it was connected to a rival gang. prosecutors have asked for gang and has been charges to be added to the crimes. but those have not been missed in the case. price said. >> minimum 42 years to life. but the minimum. his probation. because no one has meant we're charge. and no aggravating factors were listed. been very dnfficult for me to come out here i it. but i know i have to continue the fight for my daughter. >> saw was killed one day before easter. the preliminary hearing for suspects is set for next month. warren county deputies say a san francisco man was found with drugs and hundreds of credit cards that did not belong to him.

deputies say christopher ryan hart was found with the illegal substances in his car in mill valley last month. the search of his san francisco apartment reveal more drugs, including fentanyl and a machine used to make fake credit cards and id's the marin county da is looking into suspected drug dealing. sfpd is handling the fraud and identity theft case. in sonoma county petaluma police arrested a suspected fentanyl dealer. investigators found 27 year-old kevin donahoe sleeping in his car thursday night. police say his suspicious behavior led to a search in the car. they found multiple packages of fentanyl and meth. donohoe was later booked for possession. former sheriff and supervisor is being remembered in san mateo county. people coming together saturday saturday for a celebration of life for don horsley. passed away in november. at the age of 80, he held office as sheriff for 14 years and was later elected to the board of supervisors in 2010. he represented district 3 until 2022. santa fe. police

are looking for the person responsible for shooting a young german shepherd on friday. morley, a 10 month-old pup was shot through her snout. the bullet shattering her jaw. san jose animal care jumped into action to save her life. now ali is up and walking, but she's going to need more surgery. donations are being accepted through the animal shelter. now you can donate to them online. winds are conditions. severe thunderstorms and heavy rain are lashing parts of the eastern u.s. right now. more than 70 million people are under winter weather alerts and massive storm is just one part of an active weather pattern impacting the country. >> wave of arctic storms threatens to break load temperature records in the heartland. >> and we're also seeing some fresh snow closer to home in the sierra. anyone heading up to hit the lives for the holiday weekend can expect some fresh powder. kimberly cruz reports from soda springs slick and wet roads. slowly

nicely. little dry air trying to another one here. lower 50's lot of the east bay shoreline got 46, meanwhile for antioch and 54 for san jose. so on future cast for this cloud cover kind of sticks around a little bit. doesn't completely go away. so that's why variable clouds kind of work saying kind of deal goes on for tonight. now, let's get into monday. here are getting some better clearing late in the day. but then over my shoulder here comes with comes to our future. this is the next batch of rain we're watching now. the timing issues kind of interesting in this because the latest models are pushing this a little forward. so instead of being just a tuesday night affair, it looks like we might get the pitter patter of rain perhaps late tuesday morning or at least in the afternoon to play through overnight and then clear out by wednesday. so putting that all together today, the variable clouds and cool upper 50's lower 60's business this week. rain on tuesday. as i referenced and into wednesday with the latest models appear to be doing is pushing it a little bit back instead of being friday or tuesday night, rather, it's going to be more

tuesday afternoon, maybe even as early as late morning on tuesday and perhaps still involved in the wednesday morning commute that half are still watching as well. that is kind of calm for a couple of days. then starting on friday and literally going on to the following week. it looks unsettled. this doesn't mean it's going to rain continuously. i want to make that point clear because it does look like there's going to be breaks in all of this. but there's a series of passing systems to play out. so they may want to dump this atmospheric river business, but it's not going to be continuous. they're going to be breaks. so that's what it looks like. but it looks like what that will coming our way. we might start here about some flash flooding. talk or at least some statements coming out because of that. so tva on that. alright, 58, san francisco variable clouds and mild us to about 59 for oakland, 62 or so for san jose. again, the variable clouds and cool. there's your temperature map there for general variety of numbers. not too much separation there on the microclimates today and we'll have more in the 4 zone forecast. plus that extended to to kind of walk you through the some of these rain events coming. all right. looking forward to that. thank you so

much. all right. >> plans to demolish a business that caught fire in los altos christmas day are now on hold until further. notice. tear down was originally scheduled for last wednesday. a blaze tore through businesses at this commercial building along el camino. real investigators are hoping once demolition is done, they'll be able to figure out how this fire started. meantime, detours and closures remain in place around al camino. real. hundreds of protesters shut down the port of oakland saturday. the protests starting just before daybreak. the group demanding the u.s. and its support of israel and gaza. this is not the first time the port has been the backdrop of demonstrations back in november. people try to stop a u.s. military ship from leaving the port report. spokesperson says this action right there on your screen. there. it prevented the timely flow of medical supplies and food products. and happening tomorrow, election season gets underway with the first

now. we have some hazy skies right now, as you can see from the east bay shoreline. some colors ation to use a little bit of the water colors working their magic. it's going to be the same kind of deal that mixed bag of sun and clouds. you see little stratus working and there. but even at the lower levels because of the heating from the sun, we'll see some cloud cover start to fill in some of those clear patches. a little bit up north. a little cooler in the 40's. you can see 50's off to the east bay, at least the east bay shoreline than inland about 54 livermore. 47 antioch, going to 54 for san jose. so no surprises. a little warmer this morning down there. then up in the north bay, as you can see, trailing in some cases by half a dozen degrees. so the bigger picture you can see the break. it's very clear for everybody that's today and into your uneventful monday. however, things will be changing on tuesday. latest forecast tells us that this is being pushed upward. in other words, the rain to start for midweek looks to be more. not so much tuesday night, but perhaps tuesday afternoon or even late morning on tuesday, we'll get more into the weeds on that

backseat. while police were investigating all lanes of 80 were closed down for about half an hour. no word on the motive or cause this shooting to take place. no suspect description has been released either at this time. chp is asking, however, if you know any information about this shooting, please call them reporting live to justice. back to you. all right, tiffany, thank you for your coverage. >> in the east bay, we're following another flaring incident at the chevron refinery in richmond. it started just before 2 o'clock yesterday afternoon. and this is video from past incidents you're watching now. chevron is investigating the cause and say there is no public risk at this time over the last few months, chevron has gotten several air quality violations at the richmond refinery. on the peninsula. police in pacific are looking for 2 people who attacked and robbed 2 teens at gunpoint. the assault happened tuesday evening at the lynn. them are shopping center. person was taken to the hospital and is expeedo be okay. the victim say the robber stole a

backpack and took off in a car. police have not yet released any suspect descriptions. first lady jill biden visits the bay area next week. she arrives wednesday and is set to deliver remarks at a fundraising event in san francisco. and on thursday, the first lady travels to santa rosa for another engagement. thousands of public infrastructure projects happening statewide, all funded with your tax dollars. and now there's a new website to help you track the progress of those projects. capitol correspondent eytan wallace explains. >> whether it's on the roads. upon a windmill. we're down in your neighborhood. chances are you've seen one of the thousands of publicly funded infrastructure projects across the state. >> and now. you can track the progress of these projects. thanks to build, dot ca dot gov. a new website just unveiled by the newsom administration showing in-depth just how the state and federal governments thus lifornia invested. 41 billion

believes the website is a game changer to ensure government is held accountable to get the project done. >> something newsom called for last year when he signed this executive order to do just that. i hear that all the time. >> why is it taking so long speed and transparency are critical. >> governor's direction to build this website is all about achieving both. whether it's water storage projects, whether it's flood protection projects, whether it's >> wildfire protection projects that are helping california communities continue to thrive. it's climate change. it's a message echoed by other secretary serving on the governor's cabinet transparency. i in government today. >> it's one of the things that people are hoping for looking for from leaders in government. >> more than ever. it's like they want to see where the dollars are going. this is their money. and so being able to see that list and track progress, i think it's going to be important and it gives them that feel as well that things are happening in their community. this is only a partial list to begin with because they're just like literally thousands out there.

there's so much ground work that has gone into this project that now truly is shovel ready. >> the goal is to have that rain ready to ride just in time for the 2028 summer olympics in la. san francisco is installing 400 automated license plate readers throughout the city, including at 100 intersections. the mayor's office says they're working with the mta and public utilities commission to get the technology set up as quickly as possible. it is getting 30 million dollars from the federal government to build ev charging stations contra costa county and the bay area. air quality management district are both getting 15 million dollars for projects focused on disadvantaged communities in all 9 bay area counties to costa counties. grant will specifically focus on putting charging stations at local libraries in low income areas. in national news, a student loan forgiveness plan by the biden administration goes into effect sooner than anticipated. our washington,

d.c., correspondent trevor shirley has more. and this forgiveness plan was originally intended to go into effect in july. >> the program applies to borrowers included in the administration's sa ve or save plan. >> that was launched after the supreme court struck down the administration's initial student loan forgiveness plan. this forgiveness applies to federal student loan borrowers who have a balance of less than $12,000 been making payments for at least 10 years starting in february, borrowers enrolled in save will be notified if their loans qualify for forgiveness and we'll have to take any other action. the white house says nearly 7 million borrowers have signed up for the save plan. in a statement, president joe biden said the plan is, quote, part of our ongoing efforts to act as quickly as possible to give more borrowers breathing room so they can get out from under the burden of student loan debt, student loan forgiveness has long been a goal for the

in hayward with the latest on this case, tiffany. >> all right, stephanie, we're working to gather more information this morning. but we do know from chp that 2 children were injured in the shooting on the freeway in off in san lorenzo last night. we want to show you a map to show you exactly where this all happened on interstate highway. 80 near has run boulevard around 705. >> last evening. so here is what we've learned so far. police able children were taken to a local hospital for treatment on non life-threatening injuries. the driver of the victims vehicle pulled over. and that is when chp saw those 2 children in the backseat. while police were investigating that crime scene, all lanes of 80 were closed down for about half an hour. those lanes back open at this point. no word on what may have caused shooting. no suspect description has been released as well. yet chp is asking if you do know any

information about the shooting that happened in lorenzo around 705, last evening. please give them a call. reporting live to justice. back to you. all right, stephanie, thank you. >> in the south bay, a woman is found after an alleged kidnapping attempt. the search for suspects continues this morning. san jose police say a good saaritan brought le dasilva ta police station saturday afternoon about hours after she was allegedly taken against her will the kidnapping happened around 2 o'clock saturday morning around north 5th and saint john streets. police say silva who was visiting from mexico was in a truck with her friend when 2 men took the vehicle while she was still inside. police say they spotted the truck about an hour later after a short chase officers arrested one person. they are still searching for a second. >> we are still looking for one suspect. that suspect was last described as an adult male dark skinned. absolutely. 40 years old, 5, 5, medium build wearing all dark clothing

>> and police say at some point saturday afternoon, a man recognized sobre from alerts that were sent out by police and they were able to drive her to police. officers say silva arrived with minor injuries but is recovering the investigation into this incident is ongoing. in oakland. one person is dead after a shooting saturday afternoon. police say the victim was shot on 90th avenue and a street just before 3, the victim was taken to a hospital where they later died. this is an ongoing investigation. and also in oakland, families of homicide victims gathered at city hall to rally against district attorney pamela price. the group claiming the da is not tough enough on violent crime. one of the speakers, the mother of elliana, chris a 5 year-old girl who died in a freeway shooting last year. her mother says ellie on his accused killers targeted that car. she was in because they thought it was connected to a rival gang. prosecutors have asked for gang enhancement charges to be added to the crimes, but they have not been listed in the case yet. price

dave sphar. dave, it's a pretty cold start to the day. >> yeah. but on the chilly side to good morning, stephanie. good morning, everybody. it's a little cooler, but again, the north bay than we saw from yesterday, although a little warmer, more mile down south, we're still actually waiting for this entire system completely exit because it's keeping some cloud cover down south. meanwhile, east bay shoreline, you can see the sun pairing on through. so we're going to have this kind of ball game here about a mixed bag of the sun and clouds, mixture thing going on. probably some better clearing happening tomorrow. here's a look at those current temperatures. we dipped a little bit up in napa. 39, lot of 40's up north and the east bay to upper 40's and that lower 50's line up the east bay shoreline were around 54%, jose. but there's the contrast for you. a little chillier up north, then down south was this time from yesterday. the breakdown today with the clearing skies will go with that for today. tomorrow and then things change again on tuesday and wednesday. we'll keep those temperatures in the upper 50's lower 60's today,

but probably some better clearing tomorrow where it gets interesting is on tuesday to wednesday. that's another rain event, but very unsettled for an extended period of time from friday. onward. it looks to be somewhat involved. so we'll be keeping an eye on that as well. stephanie. all right, dave, thank you. >> this story we're following for you this morning. 2 children are recovering after shooting for stephanie justice is live for us now with the chp office in hayward with the latest developments. tiffany. >> stephanie, this is a developing story. and we do expect to learn more chp saying that 2 children were injured on the freeway in san lorenzo in a shooting last night. let's take you to a map to show you exactly where all of this happened on interstate highway. 80 near has been irion boulevard around 705, last evening. so here's what we've learned so far. police say both children were taken to a local hospital for treatment for non-life-threatening injuries.

the driver of the victims vehicle pulled over and that is when chp saw the 2 children in the back seat while they are investigating that crime scene, all lanes of a 80 were closed down for about half. and now our while they work that crime no suspect description has been released at this time. no word on what may have caused the shooting. chp asking if you know any information about this shooting, please call them. stephanie, back to all right, stephanie, thank you. >> now to the east bay. we're following another flaring incident at the chevron refinery in richmond started just before 2 o'clock yesterday afternoon. and this is video you're looking at now from past incidents, chevron is investigating the cause and say there is no public health risk at this time over the last few months, chevron has gotten several air quality violations at the richmond refinery. on the peninsula. police have looking for 2 people who attacked and robbed 2 teens at gunpoint. the assault hapned tuesday evening at the wyndham are shopping center. one person was taken to the hospital and

forgiveness plan by the biden administration goes into effect sooner than anticipated. our washington, d.c., correspondent trevor shirley has more. >> and this forgiveness plan was originally intended to go into effect in july. the program applies to borrowers included in the administration's sa ve or save plan. >> that was launched after the supreme court struck down the administration's initial student loan forgiveness plan. this forgiveness applies to federal student loan borrowers who have a balance of less than $12,000 been making payments for at least 10 years starting in february, borrowers enrolled in save will be notified if their loans qualify for forgiveness and we'll have to take any other action. the white house says nearly 7 million borrowers have signed up for the save plan. in a statement, president joe biden said the plan is, quote, part of our ongoing efforts to act as quickly as possible to give more borrowers breathing room so they can get out from under the burden of student loan

still but to a police station satufteron about 12 hours after she was allegedly taken against her will th kidnapping happened around 2 ound north 5th and saint john streets. police say silva who was visiting from mexi was in a truck with her friend when 2 men took the vehicle while she was still inside. police say they spotted the truck about an hour later after a short chase officers arrested one person. they're still searching for a second. >> we are still looking for one suspect. that suspect was last described as an adult male dark skinned, possibly 40 years old. 5, 5, medium build wearing all dark clothing >> police say at some point saturday afternoon, a man recognize still ball from alert, sent out by police and drove her to sjpd. police say silva ride with minor injuries but is recovering the investigation into this incident is ongoing. in oakland. one person is dead after a shooting saturday afternoon. police say the victim was shot on 90th avenue

and a street just before 3, the victim was taken to a hospital where they later died. this is an ongoing investigation. also in oakland, families of homicide victims gathered at city hall to rally against da pamela price. the group claiming the da is not tough enough on violent crime. one of the speakers, a mother of elian across a 5 year-old girl died in a freeway shooting last year. her mother says ali on his accused killers targeted that car. she was in because they thought it was connected to a rival gang. prosecutors have asked for gang enhancement charges to be added to the crimes, but they have not been listed in the case. price said. >> minimum 42 years to life. but the minimum. his probation. because no one has meant we're charge. and no aggravating factors were listed. been very difficult for me to come out here it. but i know i have to continue

put petaluma police arrested a suspected fentanyl dealer. investigators found 27 year-old kevin donahoe sleeping in his car thursday night. police say that his suspicious behavior led to a search in the car. they found multiple packages of fentanyl and meth. donohoe was later booked for possession. former sheriff supervisor is being remembered in san mateo county. people coming together saturday for a celebration of life for don horsley. he passed away in november at the age of 80 mostly held office as sheriff for 14 years and was later elected to the board of supervisors in 2010. he represented district 3 until 2022. sent it. police are looking for the person responsible for shooting a young german shepherd dog on friday. morley, a 10 month-old pup was shot to her snout. the bullet shattering her jaw. san jose animal care center jumped into action to save her life. now barley is up and walking, but she's going to need more surgery. donations are being accepted through the animal

back to kron 4 morning news. good morning, everybody. and san jose state checking in with quite a bit of cloud cover here. this is closer to the boundary of still the left over rain shower activity. >> we had from yesterday from here to points to the south monterey bay doesn't look as nice of the day today and the sunshine that we're going to be able to capture for today. then the middle of the week. another system look out for, though, before we get into an unsettled next weekend, 50 this hour, antioch, up north, you got your 40's. 54 for san francisco. 55 meanwhile for san jose and approaching the mid 50's along the east bay shoreline, not much warmer than that today. then you see right now already there's the break for today tomorrow. meanwhile, out west, a series of systems, we're going to watch a whole mess of them incorporating some mid latitude moisture, which means that's milder air. but that also gives us use your storm

hospital for treatment for non-life-threatening injuries. the driver of the victims vehicle pulled over and that is when chp saw the 2 children in the back seat. now, while they were investigating that scene. all lanes of 80 were closed down for about half an hour since reopened at this time. no word on what may have caused the shooting and no suspect description has been released at this time. but chp is asking if anybody knows about the shooting that happened down the runs on 8.80, around 7 o'clock last night. >> please give them a call. reporting live justice. back to you. all right, tiffany, thank you for your live coverage. >> in the east bay, we're following another flaring incident at the chevron refinery in richmond. it started just before 2 o'clock yesterday afternoon. this is video from past incidents. chevron is investigating the cause and say there is no public health risk at this time over the last few months, chevron has gotten several air quality violations at the richmond refinery. on the

contra costa county's grant will will focus specifically on putting charging stations at local libraries. in national news, a student loan forgiveness plan by the biden administration goes into effect sooner than anticipated. our washington, d.c., correspondent trevor shirley has the details. and this forgiveness plan was originally intended to go into effect in july. >> the program applies to borrowers included in the administration's sa ve or save plan. >> that was launched after the supreme court struck down the administration's initial student loan forgiveness plan. this forgiveness applies to federal student loan borrowers who have a balance of less than $12,000 been making payments for at least 10 years starting in february, borrowers enrolled in save will be notified if their loans qualify for forgiveness and we'll have to take any other action. the white house says nearly 7 million borrowers have signed up for the save plan. in a statement,
