southbound in san francisco back open tonight after police fire shots during the busy evening commute. i'm dan thorn with the very latest coming up. >> when fun time from the bay area's local news station. >> you're watching kron. 4 news. >> powerful winter storm sweeps across the bay area. heavy rain turning streets into rivers while strong winds knocked over trees and making the drive home downright dangerous for some commuters. good evening, everybody. thanks for joining us on on 4 news at 10. i'm vicki liviakis. i'm ken wayne. if you are an outside getting way, you can certainly hear the rain coming down. the heaviest band of rain came through in the middle of dinner. time for a lot of people. >> and right now, san francisco's department of emergency management is reporting flooding in the city. one area is near tolin street evans avenue and galv as avenue that's just south of cesar chavez near india basin.

there's also flooding on john muir drive along lake merced said we're told emergency crews are on the scene there. the public is asked to avoid those areas. our chief meteorologist lawrence karnow joins us now more to done with this storm. no, it's still go. i mean, is raging around parts of bay area right now. it's actually slow down a little bit. so here we go. we've got more rain out there right now around the roadways. very dangerous out there right now. anywhere around. you can see toward the bay bridge right now. little water on the lens and a whole lot of rain. boy, this really amplifying as we went through the evening hours. you can see along the peninsula, some very heavy rainfall now beginning to move through and when it's really coming down in spots, some of the rain amounts coming down so some of doppler radar returns showing some places over 2 inches of rain. there you go over 1, 3, quarters of an hour that over 2 inches of rain. that is a lot of rain coming down across the bay area and it stretches for the south to a sacred oriole for the south and half moon bay up into the santa cruz mountains to some heavy rainfall moving

through there. this is coming on top of some already very heavy rain. some spots 3 and 4 inches of rain already starting to get some of the san jose. they haven't had much just a few 100 so far and you got pockets of moderate amounts of rain begin to show up in parts of the east bay. but flood watch has been posted the entire bay area and then you can see this area in red. a flood warning has just gone into effect in the north looking to see some flooding. if you haven't seen it already expecting that flooding to be imminent. now and some parts there. so we're watching very closely in a petaluma rohnert park. santa rosa sebastopol. if you live around some of those small creeks and streams walk for rapid rises here in the next few hours as they're expected to see some flooding. thank you, lawrence. yeah, the rain has been nonstop and warren county since this afternoon. the storm causing flooding and power outages in in marin county kron four's. >> sarah stinson is there right now joins us now live with a soggy details. sarah.

>> yeah, the key the rain continues at this hour. it's been nonstop like you said and we've seen the repercussions of the storm across marin county and specifically right here in fairfax. you can see this area was flooded earlier bank. fully crews were able to get the drains cleared before that. i mean, the water was up to my ankle, but they've been able to clear it. and just up the road from here, a tree fell onto power lines, causing a power outage. a lot of a combination of both causing a tree to crash down on canyon road wednesday evening. right next to the pickers home in fairfax. yeah, luckily not on our house but very close family. >> well, no one was hurt. the tree did hit power lines, causing an outage for dozens of pg and e customers in the area including the pickers pg. e crews were on scene to remove the tree and fix the power lines. but there's no estimate on when the power will be restored. luckily for the pickets they've been

ready. >> got a generator so i can get back on. but probably it's going to do candles and go to sleep for tonight. >> i mean, we've had it before. it's not too bad. want. it still? not talent. >> in downtown fairfax, the constant rain did clog storm drains on sir francis drake near drake avenue causing flooding. as cars slowly drove through the deep waters. crews worked quickly to clear the drains storm drain swelled up in sandra fell to flooding driveways to businesses, rain also accumulated on highway 101 driver to stop for gas in mill valley say they're taking it slow. >> it is a little dangerous, but i feel like californians do know how to deal with whether so there is a chance of potential accidents. so trying drive safe and just planning on staying in the rest of the night. >> you know, the area of the 101 up larkspur gets really flooded. scientists hope it will be an easy commute in the morning.

>> there's always going to be a sign out there that says flooded. so make sure you take it slow on the road, especially at night in the early morning hours as well. it's very dark outside not able to tell how deep the water is. if there's any water at all. and actually we're hearing reports of flooding up in the napa area and a water rescue up in the windsor area. guess a car got stuck in flooded waters. so it's happening right now. so make sure if you have to leave the house between now in the morning, you take it slow. i'm sara stinson reporting live in fairfax kron. 4 news. >> that is how a storm drain is supposed to work. crews hard at work in the south bay tonight unclogging a catch basin near the intersection of south winchester boulevard and david avenue. the basin was all clogged up and that caused water levels to rise above car tires. it took crews about a

little less than an hour to finally unclog drain. also the south bay. tonight, a girl is recovering after the truck she was in was hit by a falling tree. happened place in saratoga this morning, we talked to a neighbor of the girl's family. they say the family is about to leave to drop the little girl off at school when that tree came down, the girl was taken to the hospital. she actually had some glass removed from her, but she is expected to be okay. there's also some damage to the family's home and it has since been boarded up and take a look at this car flipped upside down on 101 in south san francisco today. >> this is in the southbound lanes near the oyster point. exit and no word on whether anyone was injured. and that was the only overturned car on 1, chp says this rollover crash happened on the northbound lanes in they say, though, that nobody was hurt.

stay with kron. 4 for continuing storm coverage. just scan the qr code on your screen to be. >> directed to our website there. you'll find the latest road closures, flooding, power outages and much more. >> another big story we're following tonight. southbound to 80 in san francisco is back open tonight after a police shooting. the investigation affected the area near mariposa street kron four's. dan storm live near the scene tonight with the latest. dan. >> yeah, that traffic moving again. to 80 southbound here in san francisco. this all started around the evening commute. chp investigators telling us that an officer fired at someone that that person apparently was not injured, but they were taken into custody and the investigation forced the closure for several hours. chp investigators swarmed the southbound lanes of 2.80 wednesday night. >> following a police shooting near mariposa street. the investigation stopping traffic for hours. our camera

capturing several chp cruisers and officers on the freeway as well as 2 other civilian vehicles. but it's unclear how those cars were involved. investigators so far only saying an officer fired at a pedestrian, but there were no injuries and a suspect has been taken into custody. information outside of that has not been released the wednesday night closure creating a traffic nightmare as cars were diverted away from the mariposa street to 2.80, on ramp local streets taken over by people trying to get home and an sf muni bus line was also forced to reroute. so again, 2.80, southbound here in san francisco back open tonight. certainly people out here breathing a sigh of relief to finally get back onto the main stretch of the freeway here and to be able to get to where they need to get to. tonight, we're still working to get some more information out of chp, though, as to what led up to the shooting and why this person was on the freeway in the first place. we're going to keep you updated on air and

online as we learn more information can make back to you. >> all right. meanwhile, developing in san jose city leaders have voted to ban people from camping in rv's near schools. last night the city voted to create a policy those vehicles that are parked within 150 feet of school campuses. the new policy will also create an ordinance to ban oversized vehicles from public roads and tow vehicles from street were overnight. parking is banned. the mayor says that they will start enforcing this at to shirakawa and challenger schools. >> still ahead tonight, a group of thieves caught ransacking a walgreens in san francisco. we're going hear from the person who shot this video. tech ceos blasted by u.s. senators today on how dangerous social media is for kids. the city of berkeley

rosa on highway 12 city officials reminding drivers to slow down and drive. >> with caution around thcse road crews. we can probably expect more trees to come down in the upcoming days. kron 4 chief meteorologist lawrence karnow now with more. yes, we've got another significant storm coming our way. we're not done with this one just yet, but that one. >> become a little bit later on the weekend out there. right now. you've got cloudy skies, heavy rain still falling around much of the bay area. look at some of the totals about time we get off the air is going to be even higher than that. they've been going up so rapidly. we've seen almost 3 inches of rain now in san anselmo over a 2 and a half inches of rain in moran petaluma almost 2 inches of rain seeing some flooding in and around that area. timber over inch and a half and how about that in the north bay, almost 4 and a half inches of rain of the day a now over 3 inches of rain, lesser amounts of the part of the bay area. but still a lot of rain to go and you can see it moving in today as we really headed toward the afternoon, the main cold front

kind of sliding in and now just continues out there. just slow to move out as we're seeing some heavy rainfall in the san mateo right now. parts of san francisco now stretching in fremont and parts of the east bay to watch out there on the roadways. and not only tonight tomorrow, there's likely going to be still some ponding on the roadways may be some debris out there. we've seen some very strong gusty winds. some of those gusts 40 50 miles an hour. even some 60 mile an hour gusts over some of the mountain tops, too. rain continuing to fall outside that front is not done with this just yet. got flood advisories across a good part of the bay area. now along the possibility of some quick rise is now we've seen a whole lot of rain coming down. san francisco over an inch and a half of rain in the city of san francisco. so we could easily see some of these rivers and creeks and streams rise rapidly in the east bay. now, 2 advisories there as well. going to the flood advisory continue to almost 2 in the morning with that heavy rainfall moving through. and of course, as you get toward marinda some of those spots there, 3, almost 4 inches of rain and going so more on the

way. and this is a concern right now. we've got a flood warning issued in the petaluma rohnert park saint rose and some basketball area. that means flooding is already occurring in some of these areas or will likely do so soon. willowbrook you can see some flooding along that area along that river system, that creek system, wiggins creek, and maybe washington creek, both the east, washington creek and washington creek in petaluma. so watch out for some rapid rises. if you live in those areas expecting that to continue overnight tonight and tomorrow morning we are looking at wind advisories and warnings up across the entire bay area. as we've got some strong, gusty winds that have come in. and just when i thought these are going to settle down another round of the strong winds kicking in. we had a gust at oakland airport. 45 miles per hour or so. blustery winds out there to go along without the trees coming down as well. looks like we're going to see that continue into the morning hours. we'll have more news and more weather guys when we come back. thank lawrence. exclusive. new video obtained by kron 4 shows thieves running off with bags full of merchandise.

>> from yet another san francisco walgreen store. it happened in the castro district last night. kron 4 ella sogomonian talked with a witness who got it all on camera. >> these days we're seeing all kinds of items locked up and walgreens stores even got him. one shopper telling me that he was afraid for the safety of himself and other people at that store. so he went outside to take that video. take a look. this is a walgreens over on castro on 18th street. the person who shared this video telling us that he saw about half a dozen people walk in wearing masks, filling up their bags with merchandise and walking past a register without paying and then taking off down the street. pictures of the aftermath, as you can see, show that they left behind quite the mess. he says that he only saw security in the aftermath, talking with police. walgreens reps say that they don't really discuss safety measures, but that it is a top priority in previous messages. they've shared that retail theft is one of their top challenge is at this time. this guy jusp moved here 2 years ago from hawaii saying that he loves the city. but

a precaution. south san francisco police telling us this morning that they arrested. 22 year-old to bari augustine from san francisco. they say he is accused of multiple felony counts. >> tonight we're learning the name of the pilot who was killed in a small plane crash in concord. authorities have identified him as 75 year-old jack romanowski from berkeley ask u.s. piloting the plane when it crashed in a concord intersection yesterday morning. less than a mile from buchanan field. the plane hit a vehicle when it crashed. the driver of the vehicle was taken to the hospital with minor injuries. federal investigators are still looking into why the plane crashed. the aircraft was a single engine van's rv, 6 sets plane similar to the one that crashed in the ocean off half moon bay earlier this month, u.s. senators blasted tech ceos today, including met, is mark zuckerberg. the senators argue that social media platforms should bear more legal liability when children are harmed online.

left to do with the tech industry seems to be pounding on a table and making them apologize. >> the senators want to ensure that platforms like facebook tiktok instagram are doing what they can to protect children. but there is evidence that is not happening. internal documents, for example, show that top meta officials asked mark zuckerberg to invest more protection for children. and that did not happen. >> we can no longer rely on social media to provide the kind of safeguards that children and parents deserve. >> there is a growing push in washington to better regulate platforms, but no new ideas or consensus on exactly how to do that. tech analysts ensure says it is worse than that, that much of silicon valley, for example, is not particularly intimidated by congress these days. we even saw that with mark zuckerberg. >> today he was pushing back

the second berkeley city council member to leave this month following rigel robinson robinson left office just 2 weeks into the new year, citing stress, harassment and threats a special election has been called in april of to fill his seat. candidates interested in running have until february 16th to file to appear on the mail-in ballot. it is not yet known how the city will handle harrison's departure coming up in east bay bike shop closed indefinitely after getting burglarized. why there's a possibility that the crime was an inside job. plus, how some companies in oakland are. >> ramping up security for their employees amid ongoing crime problems in the town. and we've got details of whet's regarded as the largest medical fraud case ever prosecuted in santa clara county. and we continue to track the storm rolling through the bay area will pinpoint where it is.

>> strong winds felt in san francisco today. this video is from this morning before we really got to the full strength of the storm as it hit the bay area ahead of several days of rain crews in the city's mission district. a set up some flood barriers to try to protect businesses and home. we talk to people who were in the area when the rain hit. >> now that it's good. you know, i want to be likh, you know, i grandparents we needed this rain. but like this is too much for me. you know, i mean, like i know it's necessary and i'm happy that we have rain. we're out of the drought, but walking in it and being in it, it never fun. but we're getting a lot of rain this year. instead >> spoken like fires like the previous year. so i'm not mad about it. >> not mad at it proves also clearing debris to prevent the storm from clogging the

drains. >> all right. let's take a live look outside at sfo. the weather has had an effect on the fights last check. sf at sfo has htd more than 190 delays. 7 cancellations. oakland airport, not as much 27 delays for cancellations and san jose. even less 18 delays and 2 cancellations. lawrence is standing by with more warrants. yeah, very gusty winds at some of the gusting over 40 and 45 miles per hour. the oakland airport today, as you can imagine, being on the tarmac. >> and shaking around on those planes with a gust like that. but out the door tonight, we're still a long way to go before the storm system is finished. in fact, what's the main event goes through tonight? we're still going to see a lot of showers on and off over the next couple of days given the intensity and really the the large part of the storm is still rolling on in showers out there right now. some heavy rainfall across the golden gate bridge. and you can see the storm system just rolling around right through the gulf of alaska. and this is one of those atmospheric events. this one of those storms that is

last on the moisture all the way from hawaiian islands really started to integrate inside that system. you given at that, but much stronger effect as we got a lot of rainfall in that it means can re. now a lot of rain as it comes on through. and that's exactly what we've seen. really this evening, these bands of heavy moisture rotating on through. we're seeing some of that now as a coming on through and parts of bay area and the freeman. you're seeing some heavy rain in the parts of the bay area. also in concord and continuing into the santa cruz mountains. so you've got rain coming down that's already saturated on the ground now. and that's why we're worried about the possibility a rapid rises on many of these creeks and streams. so flood watches up for most of the bay area. we've got some warnings in the north bay to an advisory is continuing out there as well through this evening as we're going to see some rapid rises now, those have been extended all the way in the santa clara valley where they haven't seen a whole lot of rain. but now, again, that rainfall to all right. let's see if we can find an end to this. the forecast model showing the most. the heavy rainfall moves out after midnight behind that you start to see the cells

popping up. those are possibly thunderstorms on and off throughout the night tonight, inc tomorrow morning. then becoming more scattered showers as we head throughout the day. you see some sun shines in the sunshine breaks in between some of those storms and we'll see some rain moving in again. and that's what's going to play out tomorrow. of course, we've had a lot of wind out over open waters. we're seeing some big-time swells. 22 to about 26 feet out there. lot of snow. yeah. we're going to see one to 3 feet across the peaks may be even let's 45 feet the higher peaks out there. want to give you a look at this. this long range forecast model. the main front goes through more scattered showers into a thursday and friday, maybe a lingering shower into saturday, too. but that will be probably the driest day of the next 7. then we get ready for the next storm system. this one is concerning to see the area of low pressure right here. forecast by the model and green right off the coastline. that's likely to bring some very heavy rainfall through sunday into monday and possibly on tuesday as well. that on top of what we've already seen. yeah, we're going to be coming back to these flooding issues. i think as we get a lot of part of the

oakland, denny's is closing its doors. the restaurant chain confirming with us today. but the closure was over safety concerns. a denny's was located near the colosseum across from i-880, from in and out, which is also planning to close down in march because of crime. dennis still has 3 other east bay locations, one in hayward and reveal and stanley and right. it's regarded as largest medical fraud case ever prosecuted in santa clara county, 15 people have been sentence for running a massive statewide insurance scam. >> that costs are victims about 40 million dollars. prosecutors say the scam group targeted patients for 5 years. they say the scammers went by the name, the care group and push unneeded medications and medical devices on the thousands of victims. the scammers also bill insurance companies, thousands of dollars for medication that could be purchased for much less. the defendants were ordered to pay back more than

8.3 million dollars to their victims. it's been a half years since governor newsom's lot officially took effect to go after oil companies that he says our price gouging you at the pump. well, that plan called on the state to look into imposing a penalty on the company's caught. >> price gouging. but as our capitol correspondent eytan wallace reports for us tonight, that could take some time until we know just how that penalty will work. and if it will even be imposed at all. >> you're looking at the moment. governor gavin newsom last year signed senate bill x one dash 2 into law. it called on the california energy commission to look closely into oil industry, finances and investigate alleged price gouging. the legislation also created the state's brand new oil watchdog known as the division of petroleum market oversight. since its creation last summer. the oil watchdog division has been collecting data from oil industry and working with the california energy commission to determine whether or not to enact some sort of financial penalty, oil

companies, if they're found to be making record windfall profits are taking part in price gouging. we're watching out. >> for potential market manipulation and other forms of misconduct. time. milder is the director of the newly created want stock division. he's calling for immediate action. he believes will lead to more transparency about how oil prices are set. but this week milder sent governor gavin newsom. this letter urging support for 2 policy proposals. the first calls for the state to publish a public california spot marke.place report every simply put the spot market is where contracts for large quantities of gasoline are bought and sold. that market has not been visible to the public until now. >> spot market prices have been published by a private for-profit company that charges a hefty fee first for subscription. it's time to democratize the data. the second action item causing refiners to always meet a minimum inventory of backup storage to refineries go down for planned or unplanned

maintenance. he also wants them to come up with a plan to order extra supplies from cargo ships, sugar refinery supplies, run low. >> well, he's calling for those to action items right away. the california energy commission says it needs more time to sift through data before determining whether or not to impose a price gouging penalty companies at all asian and that are not being called the penalties that could later this year. there's been no evidence of any sort of market manipulation whatsoever. kevin slagle was with the western states petroleum association representing oil industry stakeholders. >> his position is that the state should invest in more oil production to drive down costs. as for alleged potential price gouging taking place. he says it's not if they look at their own numbers, they will see that over the last 6 reported. >> refineries and made about $0.11 profit per gallon. and in fact, to those months they lost cents per gallon. so we should not be in a rush to add even more policies that will likely increase costs and hurt consumers. and that's exactly what we've seen.
