>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 news at 3. i'm justine waltman. our top story comes out of the south bay where authorities are working right now to fix the impact of this large tree that fell down in los south coast you can see has made a big, massive commute away near canterbury

christian school. no one was hurt, but this tree did take down some power lines and kron four's. dan kerman is in the south bay for us this t, the 75 about 20 feet in diameter. let me show you some video of what's going on right behind me at this point. this tree came down about 9.45. this morning. it really didn't hit anything except about 4 power lines as a result of hitting for power lines, knocked out power to people in this area. but also when it came out of the ground, this huge tree, it also damaged a water main that was the sort of the routes were wrapped around. it is what the water department told me. so we've got a water main out. we've got people without water. we've got people without power. and at this point we've got pg and e crews on the scene before we can

even talk about restoring power. we've got near spring. that's the latest los altos. back to you in the studio. >> dan, thank you. there was also a massive tree that fell down in daly city overnight, damaging an apartment building. officials say it fell around 9.30 wednesday night during the storm. the roots of the trees sat on sarah sarah boulevard

conceived crash. that fence too in landed on the gatewood village apartment complex roads into the complex were closed until late this morning. arbor say trees are usually going to fall on some storm days. residents say they're grateful it didn't fall any closer to the building. in the north bay. the heavy rains are causing some concerns for a special children's therapy farm. it's a nonprofit called for getting up farm. it serves hundreds of children a year as kron four's terisa south. your reports flood waters are threatening the santa rosa facility. >> the rush is on forget me. knot farm in santa rosa have a and is actually our feed room to. so we really need to keep it dry. so the water is seeping in there. now, executive director carol raf men showed me how the most recent storm is pulling water and pushing into critical areas. i'm probably happened overnight because it was dry. yesterday, the childre-'s therapy farm opened up in 1992. rathbun says the

facility for abused and at-risk children has helped thousands over the years, offering them a haven to bon learn and heal with that is just somewhere and take out there. and she seems love >> brafman says in addition to struggling to stop flood waters from destroying supplies, they're also worried about flood waters impacting the animals from grant money. we were able to get at. >> some engineers out here and try and divert that water. and again, because we're in the wetlands, we have to be really careful. our neighbors all have a lot of water to said. it's very specific where you can send that extra water. so we sent to our docks because our decks they love to have the pond and a place to play. but yeah, we've been doing everything we can to just keep the water out of the barn after laying out one set of sandbags, volunteers who are off to get more to do what they can to prepare for. the next storm expected to hit i mean, in in big storms were in

the wetlands. so our water tables really high and in big storms that water will come up pretty close to the back of the stalls that you've seen in the barn and it hasn't ever come in. but this is a lot of rain. this is a lot of rain. so i am concerned about that in santa rosa, theresa stasi, oconto use. >> let's talk about our forecast right now with this live look across the golden gate bridge. some clouds sticking around some sun trying peek out colors here now. so can talk about how much rain we've gotten. if moore is going to come tonight. well, yes. >> haha. >> i don't think that's any surprise to anybody. we're going to get a little yes, let's look at some of the totals out there. marin civic center picked up over 4 inches. same in canfield. north bay really brought san francisco, 2 and a half inches of rain. richmond, 2.3, 7, oakland, 1.3 in san jose and into that's just a few. so many rain totals to tell you about today that this is a loop of the system. the last 24 hours. you can see how just really pushed right through and then brought some snow to the sierra as well. rain down

to southern california where they've had some flooding concerns and it's all courtesy of this low pressure system. you see sitting right off the coast of the pacific northwest. and it's just not moving, right. it's hanging out until we get this lingering shower that's happening in some of these are, you know, have some lightning associate with says he with them and they're bringing some heavier pockets of rain. you can see a little bit of it here as we look down the peninsula in towards half moon bay and the santa cruz mountains over in the east bay as well. some of those showers falling even in san francisco right now. so that's the thing is that it's going to keep doing this. what we have all this energy rolling through north bay is a little bit lighter, but the bottom line is you don't see like a definite line of clearing like we normally see when the front just pushes through. and that's that. now the good thing is a flood watch has been lifted for good portion of the bay area. but still under flood warning in the north bay and areas down from santa rosa down towards petaluma in that area with some of the creeks. and you can see the watch is still up until friday at 04:00am. for those of you in solano county, too. so just stay aware if you are going to be out and about because some of those creeks and streams in particular are

the forty-niners. it is the week that they installed their game plan for the super bowl. now their head coach kyle shanahan has already been through this super bowl process quite a few times, not just as head coach of the forty-niners back in 2020 but also as offensive coordinator for the atlanta falcons. and even as a kid, his dad, mike shanahan, of course, a former nfl coach and 2 time super bowl champ with the denver broncos. so shanahan, he's got this plans for the week down to a science. it is when the team will do its most crucial work before dealing with all of the distractions that come once they're in las vegas. and there's a lot to work on. not just the game plan, but also figuring out how to avoid the kind of performances they had the last 2 weeks in the playoffs. now. sure they won those games. that's what matters. but neither game started well and neither game was representative of what the forty-niners feel. they're really capable of normal performances like those cut. it against patrick mahomes and the chiefs. here's what the team had to say today about this crucial week ahead.

>> well, happy with our preparation last i just and i've been to a super bowl for as a coach you know, just 4 years before that. >> think of one 6 just >> family member growing up in just always hearing about and watching it get as much in this first week as possible when you get out there we go through it again. but it is different. our mondays totally different with the media deal. our routines off because you've got to do you got to do these press conferences every day as you can about our offer more your normal time. so where you usually do red zone and stuff your 2 hours behind a little more tired and all that stuff out. i think having 2 weeks is really good because you could kind of just in green things in your mind. game plan was this week and just pile on >> reputations next week but yeah, it's just having that mindset. and and knowing that if i'm going to give everything i have got. >> i got to be able to get a game. the next guy has to be

>> all the recent rain has homeowners dealing with more than just flooding or leaky roofs in the east bay, rats and mice are coming indoors in order to escape the wet weather kron. 4 charles clifford has the details. >> well, here in contra costa county, a lot of people are reporting that rats and mice are getting inside their homes are real increase from just a few weeks ago in the wet weather. most likely is to blame. contra costa mosquito and vector control says that in january, the number of calls they received about mice and rats was more than double of what they saw in january of last year. they say the wet weather is to blame. we are seeing an increase rat and mouse service requests. but we know it is because of the rain during the rainy season, rodents often spread out searching for dry places to

hide and for food to eat, to keep them from getting indoors. vector control recommends closing any holes or gaps bigger than a quarter inch that lead into your home. replaced damaged, screens trim back bushes and shrubs and make sure tree branches or cut back to at least 4 feet away from the building. they also recommend picking up anything that might attract rodents, remove any of the food sources pick up the fallen fruit, fallen you know, the fallen bird seed. you can put something underneath that to catch the bird seed and remove it. >> and don't leave pet food outside overnight. >> for anyone who might find a mouse or rat droppings indoors. vector control says to avoid sweeping or vacuuming instead wear rubber gloves and use disinfectant to clean up the mess. put the droppings in a sealed bag and put them in an outdoor garbage now if you live here in contra costa county and you're seeing rats and mice in your house, you can reach out to vector control. they can give you some more information, including helpful tips about things like traps. they can also schedule some to come out to your house and do an assessment give you some advice and what you need to do

to stop the problem. but for now in the east bay, charles clifford kron, 4 news. >> a live look outside here at san francisco. and that really kind of sums it up at and half the screen is cloudy and there is a little bit of change still on the horizon for the rest of the day. it's just we're not going to be done with this. we have to keep the umbrella with us, right? because you might get caught in the downpour. you might not. but, you know, we're looking just about 20 minutes ago at san jose. it was pitch black there. they are getting some rain now. sum sun breaking through. so you see spots that are doing better than others. but it's all changing very quickly. and that is because we have this energy from the system still sending some of this across and some of them are very, very steps. cells that have lightning associated with them and heavy downpours are taking you now into the south bay and the peninsula here. you can see where some of that just rolled across stanford towards san jose and headed towards the east bay. and again, it just kind of keeps rolling in a little bit. now moving into san francisco about to get another light shower and some

light showers. also up in the north bay. so it's very hit or miss. it's not everybody all the time. but few of us are going to be a little more rain as we roll through our afternoon and evening, all courtesy of that low pressure system that's sitting right there. and you can see it's really also bringing that rain to southern california and over to las vegas. notice they've been getting some of those downpours and some snow up on their peaks as well. temperatures here in the bay, 57 degrees in downtown san francisco. made it to 60 in san jose hayward and conquered. so we're about where we should be seasonally for temperatures. wind is nice and calm. that's a nice change from what we had going on yesterday. and tonight it's going to be all about the cloudy skies and that chance of a shower. if you are out and about, as i mentioned, just make sure you're ready for it because you might look out the window, think, oh, it's good. and then 20 minutes from now, it will be like no, no. still going to need that umbrella. here's the weather patterns. we look at kind of the big picture here. so here's your friday again. we have unsettled conditions on friday. we get into saturday notice saturday night. this is taking aim at southern

california. this is the next atmospheric river system. and the question is how close to us does it comment? looks like it does come in and we get into sunday south bay. i think you're definitely going to get some from this. i think we'll get some of the peninsula. north bay make it a little bit less but it will be impactful so that there is keeping an eye on. take a look at these totals. this is between now and saturday, but then sunday into monday. here we go. write another one of those systems that has the potential to bring a lot of rain. and we've got very saturated grhund out there and this will have some wind with it as well. so sunday, monday will be the next time. we need to just focus and make sure we're ready for some of this heavier weather coming through. back to you. thank you. a virtual meeting was held today by the oversight committee looking into the root cause of the hazmat released from the martinez refinery company back on thanksgiving from 2022. >> kron 4 to call shares now what we know. >> mechanical malfunction and human error led to the release of a toxic catalyst in

martinez november 24th 2022. metallic dust landed on homes and cars on streets and in neighborhoods that day leading the contra costa county public health department to warn residents days after about the incident stressing that martinez refining company failed to alert the community about the release in a timely thursday, the results of an independent investigative study of the incident released finding that inadequate repairs to a failed component. >> and several flaring incidents at the factory in the days leading up to the release contributed to the problem. so did missteps by a dedicated overworked employees. >> the independent report shared by the lead investigator for the contra costa health services, mrc oversight committee found 8 root causes for the incident. several have already been corrected by the refining company. but the report stresses the need by mrc to address employee fatigue and

better training following the release of the report, the county will accept public comments for the next 45 days before the committee reconvenes in march. then presentations of the findings to the county board of supervisors and martinez city council. we'll follow it. philippe djegal all kron. 4 news. >> and alameda county woman is suing 5 alameda county sheriff's deputies saying that they assaulted her at the hospital while she was waiting for medical treatment. video released from that day could be disturbing to watch. just one put that warning up before we start to play it here. malia side was taken to kaiser san leandro medical center after suffering head injuries after being attacked inside of the alameda county courthouse in august of 2022. body camera footage shows the moments when another woman started hitting her on the head. sheriff's deputies broke up the fight and then they hand cuffed aside. and according to her lawsuit, the deputies then hit her on the head. she started

to seize and then lost consciousness from her injuries before being taken to the hospital. she then alleges when she arrived there, the medical staff determined that she needed a ct scam. but the deputies pulled the staff aside and ordered them not to move forward with that medical treatment after she requested that she get the scanned video shows the deputies holding her down by the throat on the hospital bed. she was never provided the scan. instead, she says she was taken to jail. her attorneys discuss the case today. >> makes no sense >> time. in this county, 5 officers, some to be person don't agree with that. conduct just steps in face >> so just in the last hour, we got a response from the

sheriff's office. a spokesperson telling us, quote, they're aware of this video and that the released clips are a limited and skewed depiction of this incident and do not represent the totality of what occurred beyond stating that the complainant received appropriate medical treatment during the incident. the alameda county sheriff's office must reserve further comment on the lawsuit for which we have not received service. >> still ahead, scammers targeting bank accounts and they could have a very easy way to do it through your cell phone. what to look for if you have certain apps that you use all the time. money. senators

are concerned that scammers are taking advantage of americans. bank accounts. our washington correspondent basil john reports that while online apps >> offer a easy way to transfer money that might make it easier for the criminals to steal your cash. >> from stealing checks, the devastation is so real to scamming people through apps. these are tough times for people to go through. senators like montana, democrat jon tester, one solutions to deal with the rise in scams and bank fraud throughout the country. the bad guys are going to use every method they can to try to rip people off the most popular way to send money is through online apps and ohio. senator sherrod brown says scammers take advantage of many americans through these apps through unauthorized transactions or fraudulent purchases. 2022 one major app had more than 100 million dollars and quote,

unauthorized transactions. another had 60 million. however, these scams are not a new problem. check. fraud has been an issue in the u.s. for decades and some senators like south carolina republican tim scott say it's only gotten worse. >> check fraud as it nearly double from 2021, the 2022. >> as on pace to increase even more, some experts say criminals will steal mail to find checks and tools to watch the checks clean or make copies. frankly, it's a very challenging fight for us to try >> stop these trends unless we can start securing the mail. and pennsylvania democratic senator john fetterman says major banks need to do more to fend off scammers. they should held accountable. not then the customers. it was an authorized in the consumer. didn't do it then. yes, they should be reimbursed reporting in washington. i'm basil, john. >> a lot more ahead this hour here on kron 4 news. here's what's coming up. it might

members of both the hindu and sikh communities came together in solidarity today after 2 hindu temples were vandalized in recent weeks.

>> while police are searching for the suspects, community members are demanding that these acts of hate get stopped in their tracks. kron four's also voting reports from that meeting that happened in union city today. >> international tensions between the hindu and sikh communities have hit home in the bay area. both religious groups met to break bread and pledged peace and solidarity and russia sweets and indian cuisine in union city on thursday. they're condemning recent vandalism of to hindu temples in the tri-city area did not come. our spoke on behalf of the sikh community. >> nope. br nobody from sioux community dentist can do for, you know, what just going to behave? this kind of action any kind of 40 just plus elected officials and local law enforcement shared their support and say >> they're searching for the culprits whether the graffiti might be investigated as a hate crime has not been determined yet. well, no one knows who did this community leaders worry that it's sowing division between both indian

groups and member of the hindu community also share their thoughts at the meeting. >> even this morning really modeling this beautiful community. and how faith and spirituality can often help us actually see each other and work across differences. >> there's no surveillance footage. they recorded the vandalism. so they're asking if anyone has information to report it and union city, i'm ella sogomonian kron. 4 news. >> in the east bay, the first major upgrade in over 2 decades to oakland's troubled 9-1-1. system is now under way. the system fell under scrutiny last year over its slow response times played by understaffed department failure to fill vacant positions, power outages and outdated technology. after pledging millions of dollars to help fix the system. mayor thao says the department is already seeing improvements. the city is now taking more calls and the number of staff vacancies is down. mayor thao addressing the next steps earlier today in an interview with kron 4.

>> i'm so happy to announce that by mid february, positions within the 9-1-1 dispatch and will be completely full -3 vacancies. and so that is a huge accomplishment. however, we're going to continue to have the revolving door around hiring practices. >> mayor thao says 50% of calls are now being picked up within 15 seconds. they're recently have been a series of wallet. thefts at trader joe's stores in the tri valley area. police are saying the wallets have been taken from unattended shopping carts are all persons are open and the victims are shopping. so police gave us some tips to pass along in order to prevent you from becoming a victim to keep an eye on your surroundings and be aware of who's near you. keep your wallet in a secure location like a front pocket or zip bag that's close to you. police also say you should minimize your distractions, avoid leaving items unattended and trust your instincts. if you notice some sips some

suspicious behavior. a big story that we're following today after more than 50 years. and oakland denny's is closing its stores. their restaurant chain telling kron 4 that the closure was over. safety concerns. denny's was located near the colosseum across about 80. from the in and out, which is also planning to close in march. they say because of crime, dennis still has other east bay locations, including in hayward, emeryville and san leandro. in the north bay. 2 men have been arrested after a traffic stop led to the discovery of over 300 dot $300,000 worth of cocaine. on tuesday, a napa county sheriff's canine. the unit. they're pulled over a car on france valley school road outside of calistoga and the canine on-duty seen here rug or alerted his handler, the presence of a narcotic odor. the search of the car resulted in the discovery of about 9 pounds of cocaine. both the

men have been arrested and now booked on multiple drug charges. california is taking matters into its own hands to investigate oil companies accused of taking part in price gouging. last year the governor signed a law which called on the state's emergency commission to investigate and the newly created division of petroleum market oversight to determine if a penalty should be placed on the companies found to be taking part in price gouging this week, new proposals were sent to governor newsom urging him to publish a daily california spot market report showing the numbers behind major gasoline sales. the watchdog division says this would help increase transparency. we're watching out. >> for potential market manipulation and other forms of misconduct market has not been visible to the public until now. spot market prices have been published by a private for-profit company. the charges a hefty fee purse for subscription. it's time to democratize the data.

>> opponents of these measures say that the state should invest into more oil production and in order drive down costs. that's what they they say should happen then that the alleged price gouging is not taking place. the california energy commission says it plans to provide an update next month. here's what it looks like outside right now from our camera at the berkeley central sierra snow lab. hey, snow is coming down right not pilot. we could from that view right there. it's snowing in the sierra african of a little snow. pick up a little snow. we have a chance to pick up even more with that next system that's coming in sunday into monday. but yeah, they're getting some of that energy that's rolled. >> right across the bay area and now making its way into the sierra. it's all about the temperatures and so we have the moisture. we do the temperatures. we've gotten a little bit of snow out of this so they can see this is pretty light. but they do have a chance coming where they could pick up some really significant snow. so here's a beautiful picture right now. we about an inch of snow, an inch to 2 inches here. diamond peak. but other spots across the bay area, our rather, i

should say the sierra got a little bit more so than that. boreal 14 inches, 10 inches in dodge ridge, 9 inches in soda springs and sugar bowl about a half a foot northstar and kirkwood. so that's a start. we are still under that winter storm warning. you can see all the areas in red that does go through 04:00am on saturday for this system. but there is another one. as i mentioned coming. and that is going to bring some heavier snow with it. so this is between now and saturday night and then we'll go into sunday monday. you can see we really start to add to those totals in some of the peaks could be looking at, you know, additional one to 2 feet of snow. we are running at a deficit for snow for our snowpack. it's important for our ecology here in california. so hopefully we will start to see that pile up. meanwhile, back in the bay here, we've got a little sunshine kind of starting to gleam on the bay. it's all about where you are and what the weather's like, ray, because we're going between rain and sun today. but that will be the story tomorrow as well. a few scattered showers out there. same story on your saturday. i do think we get a little bit of clearing later

in the afternoon on saturday and then that next system rolling in on sunday. and right now it still looks like it's going bring some pretty heavy rain. we'll talk about that when we come back with your seven-day forecast. back to thank you. its civil lawsuit has been filed in las vegas and has now revived allegations of assault against comedian bill cosby related to a 1986 incident. >> this is coming after a change in about a law that removed the statute of limitations on assault in civil cases. details are made public in 2018 when the plaintiff confronted cosby in a pennsylvania courtroom. she claims that when she was 17 and aspiring model, cosby brought her up to the elvis presley in the hotel that she worked in for a photo shoot. she says cosby gave her a blue pill, touched her inappropriately. and then when she woke up, she says she knew that he had raped her. the lawsuit seeks some compensation and punitive damages from a jury trial alleging abuse and

exploitation of a minor battery assault and infliction of emotional distress and much more. e-bay has agreed to pay 59 million dollars in a settlement for allegedly allowing thousands of pills to be sold on its site. the devices are used to make counterfeit pills, including those containing fentanyl, which has fueled the opioid epidemic. the justice department they failed to verify buyers identities and not keep records of purchases as required by law. e-bay says it agreed to the settlement to avoid further litigation but maintains a did not break the law. u.s. secretary of defense lloyd austin says the u.s. is ramping up its response to groups in the middle east just days after a drone strike killed 3 american soldiers in jordan. austin says the response to the drone attack will be multi tiered. but some lawmakers say that the biden administration is not doing enough. capitol correspondent
