we show you where. >> from the bay station, you're watching kron. and news. >> thanks so much for joining us here on kron. 4 news at noon. i'm stephanie lin. a possible tornado sighting has the attention of a north bay community. trump was michael thomas is in petaluma with the story. >> well, it may have looked like a tornado. the national weather service says they can't really confirm it. they're actually working with sonoma county officials to figure out if there was any damage so they can make that final call. >> take a look. this is a photo of the funnel cloud or possible tornado that was spotted at around 11 o'clock yesterday. just west of petaluma and the small town called to rock. the national weather service says it's working with sonoma county department of emergency management right now to decide if it was in fact, a tornado but says right now the department hasn't found any damage when it comes to what people the lewis say they see. take a listen. >> i don't know whatever it is. never seen that before.

everyone. and can expect a similar day as yesterday. notice we had some unsettled weather. >> see those clouds out there over by the golden gate bridge. and, yes, some unstable air out there. but so far, the national weather service says there's no confirmation that that cloud touched the ground. but definitely some wacky weather. we had will hear the rain totals the last 24 hours. you know, depending where you where you either saw some heavy downpours at times really moved pretty fast. so jose, more than and oakland almost an inch and then about a quarter of an inch in traces of it everywhere else. but the north bay looks like got half an inch in canfield. so we can expect more of that. here's the radar right now. it's pretty active, but notice the scattered activity here. so zooming on out. we have low pressure to our north. it's bringing a cold system down here and then we also have the subtropical moisture coming from hawaii. so that is what all this rain is tapping into and enhancing those rain totals. so here's the some lingering showers right now at this hour east of saric san jose here north of san jose

south of petaluma and then towards 101 heading towards morgan. how we could really see a downpour there. you can also see one. here's some and the east bay as well. and also also by antioch. so it depends where you are. just keep that rain gear handy. here's the rest of your afternoon. now we can expect this activity through the afternoon. it is going to be less widespread through the evening. but come saturday morning, looks like there's another chance of rain. when i come back, we'll show that to you in the extended. all right, dale, thank you. >> in the east bay, a woman is suing the alameda county sheriff's office. she claims she was beaten by deputies. the civil rights lawsuit included police body cam video. we want to warn you that this video can be hard to watch for some kron four's. dan thorn has more. >> it's in this video that civil rights attorney adante pointers says his client was brutalized by alameda county sheriff's deputies. the lawsuit filed against the sheriff's office thursday claims malia, a shot was waiting to get a ct scan at

the hospital before she was beaten. she had the tax. >> you know and help service protection let's see relies once, not twice, several. >> pointer says the video from last august shows a shot first being attacked by another woman in a courthouse in hayward. but instead of stopping the woman, the lawsuit claims deputies hit a shot in the head and holder away in handcuffs. a shot was later taken to kaiser san leandro medical center. it was there. the lawsuit says a shot was waiting for a ct scan to rule out a severe brain injury. the body cam video capturing a conversation between a deputy and medical worker during which the deputy said the ct scan was not us

>> yeah. did video then cuts to a shot, screaming and being pinned to a hospital bed and then it shows her being struck and then handcuffed on the ground next to a wheelchair. pointer says a shot never got the ct scan. so not only did >> ups. love. to show. >> the shot did not speak on thursday, but her mother, ramona bishop question the deputies protocol. >> who is the black community turn when it comes to our waiting turn to. when hands man. >> in alameda county, dan thorn kron, 4 news. >> rashad was arrested on charges of resisting arrest and assaulting an officer, both of which were later dismissed. 5 alameda county deputies were named in that lawsuit. sheriff's office spokesperson says the edited

video does not represent the totality of what happened. adding a shot did get appropriate medical treatment. 2 people have been forced out of their home at the chico and are recovering after their home caught on fire. it happened just before 11, 30 last night on temple drive. the one story home was chart. as you can see there, the contra costa county fire district says 2 adults were taken to the hospital but are safe. in the east bay. members of a local indian religious community came together in solidarity after to hindu temples were vandalized in recent weeks. police are still looking for the people responsible. prof was ella sogomonian reports. >> international tensions between the hindu and sikh communities have hit home in the bay area. both religious groups met to break bread and pledge peace and solidarity russia sweets and indian cuisine in union city on thursday. they're condemning recent vandalism of to hindu temples in the tri-city area did not come. our spoke on behalf of the sikh community.

sending a software off update to nearly all of its vehicles. this after federal regulators determine some warning symbols and messages on the center's screen are too small. specifically regulators found the break park an anti-lock brake warning symbols are displayed if on says that smaller than required by federal safety standards. this impacts more than 2 million cars. so far, tesla has not had any reports crashes or injuries, but regulators are worried that critical information might be too hard to read and lead to a crash. this is the second major recall for tesla in the last 2 months back in december, more than 2 million vehicles needed a software update to fix a system that was meant to make sure drivers were paying attention to the road when using autopilot. 2 more bay area tech companies announced job cuts this week. san francisco based cybersecurity firm okta is laying off about 400 workers. the company says about 7% of its workforce will be let go by april last february act to cut about 300

colleges and universities to san francisco's downtown area force. charles clifford joins us live now from san francisco with the latest on this move. hey, charles. >> there will san francisco historically it has recruited from a black colleges for things like police officers and now the city wants invite those schools to set up satellite campuses here in san francisco. >> san francisco led by mayor london breed is hoping to attract historically black colleges and universities or hbc use to open satellite campuses in san francisco. we don't have any historically black colleges on the west coast. they're all pretty much in the south and on the east coast. and how do we start to bridge that gap? how do we bring more of that experience to san francisco? we do so by looking at a long-term opportunity, the mayor's office says that they have been in conversation with multiple hbc use, including morehouse college morgan state university tuskegee university and howard university. she

let's check in now with gayle for more. she's tracking all of it for a stay. there. hello, stephanie. yes, change indeed. will take a look at all of our cameras across the bay area. you see some sunshine over by quite tower. >> but notice the cloud cover over at half moon bay and san jose and a bit of a breeze over at mount tam. so the wind that's going to be the next weather story this weekend. and i'll show that to you in a bit. so we will have have flood watches in place for the weekend. as you can see here, this goes into effect tomorrow night, 04:00pm. as you can see, the entire bay area. we're going to go through this again because we're expecting heavy rain. expect those low lying areas. we did see some shallow mudslides. so, yes, we are going to have to deal with that again. so this is a high wind warning in an advisory. the advisory in the lighter shades for the north bay parts of the east bay. and then the warning. so this is the area we're really concerned about the santa cruz mountains along the coast here. you can probably might see some trees down. power lines down power outages. so you want to be careful and be prepared for that. so here's our storm

tracker right now. notice we've just been dealing with scattered showers and maybe some pop-up thunderstorms is very similar to yesterday says our front is leaving u.s. midweek. it's leaving behind some, you know, rain here, but we're dealing with so a little closer here. you see some showers passing through the south bay. let's condos in san jose. stanford and then a fremont in the east bay. they're heading to the north bay, just some lingering showers out there as well. and even making its way towards conquered. so that's pattern we're doing with that. you know, we've have only picked about almost inch of rain in some places and this is our weather maker. yeah, that counter clockwise circulation coming from the gulf of alaska. so it is a cold system. it's also tapping into some subtropical moisture coming from hawaii. there. so that is why we have some unstable air and this is what the rest of the evening looks like. now, this widespread shower activity should diminish towards the evening. but then saturday morning you have to deal with some rain and it looks like we're going have a soggy saturday as well. so it's going to be picking up towards the evening and then

this is sunday. check out all this red in orange. this is the storm. we're worried about where i i come back. we'll have more details about that. back to you. goodness. i will definitely have my umbrella ready. thank you, gayle. >> livermore police are warning people about an alarming crime trend. at trader joe's locations. they say thieves have been stealing wallets from unattended shopping cards or shoppers, purses kron four's. amanda hari spoke with customers. >> i spoke to several people on and off camera here in the trader joes parking lot. many said they hadn't heard about the deaths, but now they'll be more careful. >> wheelchair came here in town. i've never had that happen. a warning for trader joe's shoppers livermore. police say there's been a series of wallet. thefts at trader joe's stores in the tri valley area. police say the thieves are taking wallets from shopping carts left unattended. angela white frequently shops. the livermore location. she says she never leaves her wallet in the cart. always keep it on myself. i don't ever leave

anything in a part. police offered a few more tips on how to protect your belongings. they say keep an eye on your surroundings and be aware of who is nearby. keep your wallet in a secure location like a front pocket or zipped bag that is close to you, reduce distractions and try not to leave items unattended. they also say trust your instincts, if you notice suspicious behavior. one woman who didn't want to appear on camera says she's more vigilant now than ever before. war is not as sa-e. a town that used to be in his ramp. have to take care of yourself. she says she even loads her car strategically to keep herself and her possessions safe. first thing that goes in as the purse groceries go. and i never leave my first on on card don't be a victim. don't set yourself police did not say specifically how many thefts have occurred. >> there are 4 trader joe's locations in the tri valley.

in our forecast now taking a live look outside at coit tower. gorgeous blue skies out there. but just how long is that going to last for its taken that with gayle ong for more detail? >> hello, stephanie. s depending where you are. you can see a mix of sun and clouds form even some rain. so we've been dealing with some widespread scattered rain here similar day as we had yesterday. and you can expect that today. i want to check in over in the sierra. as you can see, the snow is falling out there. there's a winter storm warning in place as you can see here. so not a good idea to travel through tomorrow morning we're expecting feet of snow out there. so it is winter after all. so these are the protective snow totals for over the next few days. you can see the lower elevations about a foot here over it. but there and even 2 feet elsewhere in the higher elevations. so here's long-range model here a saturday. we're going to be dealing with some rain, but the storm we're eyeing in the bay area and even southern california, as you can see, this yellow here is sunday into monday and maybe into tuesday. so we're expecting

some dangerous weather out there. so for us, we're going to be dealing with strong winds, damaging winds that could knock down power trees and power lines and caused a mess out there. and also the heavy rain as we've been dealing with southern california. we are life threatening flash flooding in los angeles, santa barbara area. as you know, lots of burnt cars out there in those rural areas. so definitely want to be careful how, you know, i know a lot of us like to travel and drive out to you la. so just keep in mind, you could see some road closures. so that is the weather pattern here. as for the next 7 days, no, we're dealing with some unsettled weather here. so this is a long-range here, as you can see. so this weekend we have a soggy weekend into monday, unsettled weather early tuesday. and then next week, maybe we'll see some partly cloudy skies. back to regular, thank you. >> the largest city in the bay area officially has banned homeless people from camping near schools on tuesday, the san jose city council voted unanimously to allow police to tow any vehicle part within

150 seat of a k through 12 campus. and joining us live now to talk more about this decision and other headlines is in san jose is mayor matt mahan. thank you so much for joining us this afternoon. hi stuff in all right. so let's start with that vote to ban camping near schools. walk us through the significance of this and why it's key that this happened now. >> well, we have to protect our children and make sure they have access to a safe learning environment. this legislation was actually first initiated by students. they reached out to my office and other council members last year and told us numerous stories, examples of their campus being broken into then being harassed on their way on and off campus needles being left in the schoolyard and they they begged us to work with them to come up with a solution to make thedr campus safer. now banning encampments and rv's right around schools alone doesn't solve the problem. the bottom line is

san jose and all of california has to create safe places for people to go. that's interim shelter. that's treatment centers that's affordable housing and what it's available after require that people come indoors as we're doing that, though, we've got to do a better job of managing homelessness on our streets and particularly ensuring that our children are now, mayor, this proposal, of course, as you know, didn't come without its share of controversy. there's opponents who say that this is going to be >> expensive to enforce. it doesn't follow state vehicle code. what's your response to that? well, actually, the ordinance is carefully crafted to conform with the vehicle code. it was not that controversial. in fact, we had dozens of students come out and speak from personal experience and it was unanimously passed. >> by the council and we've gotten a lot of positive feedback from parents, school leaders, community members. the key, though, is that we're not criminalizing homelessness. all we're saying is that as we work to stand up shelter and treatment centers in create alternatives to

encampments, we need to create buffers around our schools, given the very significant safety challenges our children are facing just as they attempt to get education here in our city. i take that very seriously. we can't wait to have sheltered affordable housing for every single person on the streets. do a better job of managing the situation that's happening today. >> so you voted on this ban. what happens next from here? i mean, how do you figure out which vehicles fit the criteria and where those rv's end up going? >> yeah, we were starting with 3 campuses that are particularly impacted. in one as we've been communicating with those who are living outside, we've had some folks who say they understand the policy. they've already moved a couple blocks from the school. so i think this is a very manageable process. with 10 to encampments. it's an outright ban within 150 feet of schools with vehicles because of that vehicle code we actually have to do in engineering assessment to understand the safety risk to

children. and then from there can post signage and if necessary can issue citations and even have toll authority. but we hope to never get to that. we think we can work with our homeless neighbors to make sure we're creating these buffer zones around schools. >> got i talk about some progress that you're making with another significant population of homeless people and that's the group that's living near the guadalupe river trail until that there are at one point about 300 people at least living out there. >> how is this was the city at in terms of maybe the cleanup in that area? >> absolutely. it is a stretch of our one of river in the heart of downtown where we have residents, major employers are our entertainment district. this is a success story. we applied to the state of california for an encampment resolution grant secured 2 million dollar grant used it to help move people into primarily transitional housing and shelter, converted motels, the tiny home

communities we've been building. we did a lot of outreach, offered people, shelter and services. then cleared the encampment and cleaned up the area. and my argument has been that when we spend millions of dollars in taxpayer money offering people shelter and services and moving people indoors, we need to then keep that area clear. we have to preserve our progress. so we are posting signs and ensuring that this public area where we have trails, we have our waterway. we're in the heart of our downtown. we need to keep clear encampments so we can make progress improved to the community that we can actually end street homelessness. and on our ok, got it. so in terms of the process of moving the homeless from the guadalupe river area, >> what's doubt outreach process been have you faced sort of resistance in terms of people wanting to move into tiny homes and affordable housing? so the good news is we were able to do about 3

weeks of outreach before any cleanup efforts were done. and we were able to move quite a few folks into a converted motel which we use state funding and local funding to help. >> create a transitional housing. we also were able to move other folks into the tiny home. a quick build communities with. we've been standing up in san jose. we you know, essentially been doing outreach to build trust with folks and give them options with those quick build communities, which of a waiting list right now of people who are homeless, who have said that they would like to have access to one of those units. so that's why we're continuing to invest. we have over 700 of these quick build units that have been cited and funded. we're in the process of building out. so we have a pipeline of adding more these units as alternatives to encampments so we can keep bringing down the unsheltered population. but i'll just finally add, it's really important that if we're going to be accountable and government for building shelter and treatment centers in transitional housing and

all the rest individuals who are living outside need to be accountable for at a minimum coming indoors when housing and shelter is offered to them that that needs to be the deal. got it. and >> i imagine that there are still some people who are living along guadalupe river area we are expecting some more pretty severe wet weather. are there any concerns about just the remaining population that's out there, a potential flooding in that area? >> well, i want to thank our police department and other city workers who have been out there doing outreach. we have a projection acoustic projection system that the police department uses along our miles of waterways to make sure that they're getting the message out telling people storms are coming in. water will potentially rise very quickly. you need to come back out of the creek here places where you can go. we can we stand up these temporary indoor shelters during storms.

so we're doing all of that. and we believe a bill to keep everyone safe. >> got it, ok? so we have just a little bit of time left to. so i want to make sure that we're talking about proposition one. this is something that you're in support of statewide measure promising treatment facilities for those struggling with mental health and substance abuse. it is expected to cost more than 6 billion dollars. can you walk us through why you're endorsing this and how this could affect people in san jose? >> yes, i want to be clear, this is not new money. this is not a tax increase. this is taking an existing tax and targeting it to start to rebuild our mental health system. we need inpatient beds for people. 50 years ago. we had over 300 treatment beds for every 100,000 people in our country. today we have just 12. so we have to rebuild that mental health system have inpatient treatment options. that's what this would do. next week, the city and county here, san jose and county of santa clara are voting on whether or not to support prop one. and i'm encouraging the

city and county to do so because that is part of how we're going to end the immense human suffering we see on our streets today. ok, got it. >> another major project. we like to get your thoughts on the bar expansion into san jose. are we still on track to see this happen? what's the latest on the timeline? >> but i want to learn a lot this year. first, let me say that with some news a few weeks ago about vta staff have information about cost increases that did not make it to elected officials and the public quickly and often. and i find that extremely disappointing. there has been some accountability for that. there's new leadership on the project critically important that never happens again. the public always deserves to know immediately when there are new cost projections. this year, though we're working vta and the project team are working a competitive funding, process that before the end of the year should enable us to secure the remaining funding

to begin the project. and this is one of those projects, these large infrastructure projects where the longer you wait to get started, the more expensive it is. so i think it's critically important that we secure those federal dollars to match the local dollars. we have already put up and that we get going on the project and get bart to downtown san jose to do on station and complete rail around the bay. critically important that we do that any idea of when we might start that when people might be able to start taking in the bar into downtown san jose. >> well, that's still a ways off first were ordering that big tunnel boring machine which should arrive sometime next year. and then take it from there. but we have to secure those federal funds before the end of this calendar year so that we can get started. >> all right. san jose mayor matt mahan, thank you so much for your insight this afternoon. new data out today shows a labor market heating up. it's a good sign for the economy, but not so much for those hoping for a quick drop in interest rates. washington

correspondent trevor shirley is in dc with more. today's data are the first we're getting for 2024. showing the labor market is not slowing down as some had previously thought. >> new data from the department of labor shows the u.s. added around 353,000 jobs in january with unemployment holding at 3.7%. we came into this jobs report thinking of the relative weakness or moderation and the job market. that's not what we got. >> this was a much stronger than expected january employment report. the data shows most of the jobs came from health care, retail and business services sectors and that hourly wages continue to rise up around 4.5% over the past 12 months. 22 states across the country increased their minimum wages in january, along with dozens of other localities that could help explain why we have wage growth rising. but the good news for jobs and earnings makes it less likely the federal reserve will cut
