half hour, a new controversial bill going through the legislature could put the brakes on speeders, literally. our capitol correspondent eytan wallace. >> explains what the proposal is seeking to do and why everyone is not on board. >> it's a problem on california roadways. speeding. >> and now san francisco senator scott wiener says he has a solution in a new bill. >> here's what the legislation calls for. when you hit the

gas and get on the road, your car will be equipped with new technology preventing you from going more than 10 miles an hour over the speed limit. specifically the bill would require new cars or trucks made or sold after 2027 to come with what's known as a speed governor. >> that is a gadget that can monitor a vehicle speed while using gps technology to know exactly what the speed limit is on any given roadway. the speed governor can then physically slow car down shouldn't be going too fast. the goal of this legislation is to save lives. too many people are dying.ain fact, senator wiener said it's the data that drove him to author the bill. he points to statistics from the transportation research, nonprofit organization known as trip showing california traffic fatalities increased by 19% between 2019 in 2022. in 2022 alone, 4,400, california has died in vehicle crashes. speed is a big contributing factor. and so

>> this is existing technology that has already been a number of cars that the ntsb, the national transportation safety board is recommending. so this is a basic safety measure. its existing technology and it's time as common calibration but the proposal does come with its critics who say that's what the california highway patrol is for. >> not to mention this argument posed by assembly, republican minority leader james gallagher. this is another example of government of government control. the proposal per gallagher could be a slippery leading to what he argues would be an unreasonable imitation of personal freedoms. i mean, in the future, like, are we going to, you know, control where a car can drive to how many miles it can drive? i mean, this, these are the things that i think are very troublesome to a lot of californians, part of the debate just beginning at the state capitol in sacramento. eytan wallace kron. 4 news.

>> during hayward unified school board meeting, a school board member directed a threatening statement to a staff member. we want to warn you that well, you'll hear may be upsetting. >> okay. some of what you said today. it is alarming to me. some of these parents should take rope and string you well. >> that was trustee joe ramos speaking during the school board meeting on january 24th. he then goes on a rant directed at the woman presenting about woke kindergarten, which is a program. the board passed 2 years ago. the hillary school board is now investigating. the incident says it will take action if necessary. they sent us a statement saying, quote, in the strongest terms or board members joined in condemning this unprovoked and uncalled for verbal attack, encouraging violence against members of our community. using language should have oaks, racial violence crosses every line of acceptable behavior. today the naacp responded to what happened saying, quote, it is

completely unacceptable for board of education, trustee to make statements of this nature. we condemn trustee. ramos is unprovoked, verbal attack in the strongest possible terms and question whether his position on the board is appropriate. >> tesla sending a software update nearly all of its cars after federal regulators to term that summon a determined rather that some warning singles and messages on %he center screen too small. regulators are worried that critical information might be too hard to read and may even lead to a crash. tesla has already started sending the software update to the cars that need it. shares of facebook parent company meta jumped 20% today on the news at the company's profit tripled in the 4th quarter as well announcement that they're going to soon be issuing a dividend and pinned down by high-growth tech companies. but the record profits come with the human costs, especially here in the bay area ceo mark zuckerberg and made a big push for 2023 to be

they will stay within their banks. if the forecast holds. all right. now, you do have some scattered light showers out there right now. it's just some nuisance showers. if you head out the door, but again, we've got another powerful storm system just developing out there. you can see the tap of moisture. see that line of clouds all the way down. the hawaiian islands is tapping some tropical moisture again. >> here goes it's going start to amplify and the next 24 hours, winds, they're going to be whipping around the bay area right now. you've got a gentle breeze out there. but watch what happens. we go into time as we get in toward tomorrow afternoon. start to see those you start to see the direction coming, more southerly and pushing off the coast 2030 mile an hour gusts by tomorrow evening overnight tomorrow night, they really begin to ramp up. in fact, as we head toward midnight tomorrow night, talking 30 40 mile. plus almost 50 mile an hour gust developing along the coastline. we're going to see higher than that over the mountains. and that will continue. in fact, as we get towards sunday morning, maybe those gusts over 50, maybe 60 miles an hour continuing, amplify think over the mountain tops are talking 60 to maybe 80 mile an hour winds. so as you can imagine,

americans across the country are also becoming targets of deceptive robo calls scamming consumers with misinformation by imitating the voices of political candidates, celebrities, even their own family members. these alarming cases prompted action on thursday by the federal communications commission. it's pushing to make ai-generated robo calls illegal harvey mason junior, the president and ceo of the recording academy also testified pointed out the advantages to artificial intelligence. he i will be used on the production and editorial and during sunday's grammys for the star-studded show. >> still, he's pushing congressional leaders to do more to clamp down on bad actors using generative ai to harm others. freedom of expression is essential to the music we create but also must include the ability to protect our own individual expression from being misappropriated by others. >> that was kareen wynter reporting for us. after carl weathers best known for his portrayal of apollo creed in the rocky films has died.

now that is palisades tahoe tonight at this very moment as the olympic valley base area. or so. the snow level starting to fall isn't yeah. down to about 3,000 feet overnight tonight. so yeah, going to see a whole lot of snow up there in a short amount of their chain up on the roads. if you're headed up there too. and they continue. >> to see some snow falling as we speak. the snow showers. can tune up there and worried about the possibility. avalanches this weekend, especially as we get these different masses coming on as we have these warmer that's come in this cold events. all of a sudden these letters with these different categories and well, they can cause some avalanches. so the back country watch out for that as we head through sunday and into tuesday. more snow on the way. winter storm warnings. if you're traveling there, boy, got to be really careful. snow levels dropping down to about 3,000 feet tonight that we're talking maybe 5, maybe 6 feet of snow above 7,000 feet. so the gusty winds likely to see some whiteout conditions. and of course, a major delays. all right. one last look at our forecast models. we're predicting coming storm and in

the bay area, that rain really gets going by tomorrow evening. so this is moved up a little bit in speed getting very heavy overnight on saturday night into early on sunday morning. you see all the yellow, the orange and the red. those are heavy bands of rain moving in. and boy, it just continues throughout the night. go along with that. of course, you've got some extremely gusty winds, maybe some 60, maybe some 80 mile an hour gusts. rainfall totals. yeah, they're going to get pretty crazy as we head through time. some of those amounts, maybe 4 to 6 inches over the santa cruz mountains, lesser amounts down below, but still maybe one to 3 inches. many the urban and cities where we lived. rain continuing into monday as well with maybe some thunderstorms, more showers into tuesday. little bit of a break on wednesday before more rain on thursday. >> and now kron 4 sports. >> the forty-niners were back on the practice field today. their last full practice before they head to vegas on sunday. kyle shanahan said this week was crucial from practice perspective. the plan was to install the game plan
