historic landmark. when fun time. >> from the bay area's local news station. you're watching kron. 4 news. good evening. thanks for joining us for kron. 4 news at 10. i'm ken wayne and i'm vicki liviakis. our top story tonight. >> more than 100 chp officers are in oakland tonight to help that city tackle crime. all of this comes as governor ga in newsom's office says in 2023 violent crime rose 20%. 21% in oakland robbery up. 38% vehicle theft up. 45%? kron four's amanda hari joins us here in the studio after talking to a city leader who supports more chp officers in the >> 120 officers from various divisions are in the east bay city to help oakland police improve public safety. chp officials say their officers got to work this morning. >> the governor's office, california highway patrol and the city of oakland are now working together to curb crime and violence in oakland, 120

chp officers from throughout the 9 bay area. counties have been assigned to the town. councilmember dan kalb says he believes the officers will help deter criminals will help fill in the gaps in and patrol and be visible. >> and to help deter crime and if they see a crime, they'll take action. called says one focusing on is traffic be control. some of them will and force a serious traffic laws like if they see someone who's, you recklessly speeding and danger now stop them and give them a ticket and that will deter speeding, reckless driving. that's a serious problem in our city and we do it. and we have very, very, very few traffic cops today. oakland mayor sheng thao says she's seen in the past that additional help from chp. >> can make a big difference. this is really taking backing off of last year when we've asked support from chp bbc, 6 chp officers and a sergeant last year in where they were focused on was convert

corridor. and we saw that those numbers in crimes came down. it's going to be a game changer. the deployment will include specialized units equipped with advanced investigation, technology to improve public safety. it includes license plate reader technology, canine units and air support councilmember noel gallo says it all sounds great, but leaders need to make sure it happens. we get a lot of promises, a lot of commitments, but >> they don't transpire immediately. and we have to sitting here waiting and waiting. >> these officers are just temporarily stationed in and around oakland. but at this point, there's no end date for the deployment in the studio. amanda hari kron. 4 news. >> san francisco police are investigating after a driverless car hit a bicyclist. police say a waymo car crashed into the cyclists this afternoon in the city's cultural hill neighborhood at 17th and mississippi. they say the cyclist had non life-threatening injuries. we reached out to waymo. they say the cyclist crossed into the way most path. and although it's car braked, it was not

able to stop from hitting the cyclist. they claim the person who was hit left the scene on their own with only minor scratches. repairs are under way after strong winds stripped the roof of a 150 year-old church in napa. >> kron four's sara stinson visited that church with the community is coming together to prevent any more damage from happening. >> high winds ripped parts of the roof off here at the first presbyterian church in napa. you can still see shingles scattered along the street. now the church community is working together to restore this historic landmark first built in 18, 70 for the storm on sunday ripped through downtown napa, damaging the iconic first presbyterian church on 3rd street. when was over 40 miles an hour. >> and the wind got under these copper panels here and lifted him up over the roof onto the street onto the sidewalk. thankfully, no one was hurt, but pieces of the

copper roof slammed into the stained glass windows. breaking several panels. that was the windiest storm i've ever seen a nap and 47 years. david crawford served as napa city council member and interim mayor in 1988. >> he now volunteers as a youth leader at first presbyterian on sunday. he was among several people jumping in to protect the interior of the church from the rain. so i came down here. there are about 20 people from church that where they're putting plastic out putting buckets out draining water off the charts. >> trying to keep the pews, the him knowles, the carpet. >> dry crawford says they're working to patch up the roof, especially with more rain in the forecast. once insurance assesses the damage, they can hire a contractor. crawford says it will be a community effort to fully restore the historic church. the whole congregation is ready to help out a lot of people. the community love this church, even though they don't go here because it's such a >> beautiful landmark building. so i'm sure they'll

be helping to sunday service will be in the churches gymnasium for now, which they had to do 10 years ago when earthquake. >> heavily damaged the church that took 2 years to fix the presbyterian church plans to hold 150 year-old celebration. >> this august. so the plan is to have the roof fixed, at least by then i'm sara stinson reporting in napa kron. 4 news. >> more rain is coming to the bay area tomorrow morning. yeah, a car lawrence karnow joins us now how much rain we could actually expect. yeah, this is not going to be like this last of them. let's get that out of the way right away. but >> still it's going to windy at times, especially along the coastline through some of the mountain gaps. kind of quiet out there. now we have a nice break from all the stormy weather today. that will likely soon change impact. you still see some leftover showers still rolling across california right now up in the sierra nevada. we've seen a lot of snow, southern california, tremendous amounts of rain up in the gulf of alaska, though this is a different type of storm

forming a cold storm drop now the gulf of alaska. and that generally means less rainfall. but we can still get some gustier winds along the coastline. in fact, you see right here. well, time now for as we head through the night tonight, that rain picking up tomorrow morning. so could be a little bit wet for the commute moving into the south as we head toward the middle of the day in the afternoon, scattered showers on and off throughout the day. the little bit wet at times, some places much as a quarter inch to maybe half an inch of rain. all right, lawrence, a csu east bay students won't have to worry about tomorrow's commute. the university says due to a >> outage. the hayward campus will be closed tomorrow. the classes will still be held remotely. >> east bay is not the only place without power tonight pg and e's outage map shows wide areas without any power. the orange areas over here in the north bay out towards the coast that represents up to 5,000 customers who don't have power in the red. that means more than 5,000 customers without power. all of this in the napa and sonoma county area. so there are still

people with a lot of power out in marin county pg, nice and helicopters into day 2 deliver replacement pole. a power poles. many people in that area have been without power since sunday pg e says it's been challenging trying to bring power back because some of the damages in rule areas that are difficult to get into and overnight shelter is open in napa for people who still don't have power need a warm place to sleep. the napa county community resource center at crosswalk community church will be open until 8 o'clock tomorrow morning. the church can be found at 25 90st street and on the peninsula. the small community on terra still in the dark tonight after a tree. >> crashed on some power lines causing thousands of pg and e customers to be without their electricity for 2 whole days. crews say they're working to get the lights back on, but they're also running in the issues like more downed trees and flooding. now just 5 days

>> tonight, oakland a's fans apparently have found an unexpected quite a surprise to las vegas. mayor says the oakland a's formerly oh, well, i guess is currently oakland a's. they have to figure out a way to stay in oakland. proffers dan kerman has reaction from the mayor. >> it's here on the side of the tropicana hotel in las vegas that the oakland a's intend to build a new 1.5 billion dollar stadium, assuming they can get additional financing. but in an interview on the front office sports today, podcast las vegas mayor carolyn goodman suggested the a's reconsider. >> i personally think it got to figure out a way to stay oakland to i agree with i think that they need figure out how stay in oakland, oakland, mayor sheng thao says her door remains open days.

intersection in soma after an underground fire says in video shows smoke coming out of the ground little earlier today. >> on mission street and 3rd and no word tonight on what caused this fire >> conquer neighborhood cut off for several hours after a 75 foot tall eucalyptus tree fell onto the street. the owner of the property where the tree was rude. it is staying positive despite having to pay more than $8,000 to have crews chopping up and build a new fence at the tree destroyed. now 5 to nature. >> you know that your roots some people sit down and cry. i love. i'm very fortunate. didn't damage any life were an e property as part of cars and people like that go. >> the tree came down sunday night. it took until 2 o'clock monday morning that clear up the road to allow cars to get by arborist told the owner the tree was healthy, but a combination of saturated soil and those powerful winds brought it down. this with more rain in the forecast or

standing by with more on little into. so there's some concern we could see some more trees coming down tomorrow. >> not because this is a huge storm, but because the previous storm weekend, so many the soils and some of the root system so here we go out the door tonight. it is quiet right now and that's why it's going to stay for a few more hours in the clouds can start to thicken up a little bit as we head towards commute time tomorrow morning. yeah. looks like that rain could be coming back in. the winds will start to ramp up to. you can see the storm system originate in the gulf of alaska. that's going to be a lot colder, meaning less rainfall, but still having some of the gust involved as it comes through. in fact, tomorrow, as we head throughout the day, that front's going to be dropping down the bay area. well, that's going to settle to the south bay by the afternoon. but we're talking about some decent amount of winds. and here's a live very latest forecast. all of a sudden as we get toward tomorrow, the winds will start to ramp up a bit as that front gets a little bit closer. so buy a about 10 o'clock tomorrow morning. you can see those winds switching more of a southerly direction. and then as we head toward the afternoon, well, here we go. we see some of those gusts. and boy, the models even try to pick up a 40 mile an hour

gust in half moon bay. certainly hope that doesn't happen but be prepared. some more gusty winds and probably a few more trees coming down to. all right, lawrence, both democrats and republicans are teaming up to introduce a bill that they say will help solve the homelessness crisis. >> as our capitol correspondent eytan wallace reports tonight. it is a crisis that just keeps getting worse. >> while the oawmakers behind this legislation and knowledge, it's not the end. all be all solution on homelessness, but they believe it's much better than taking no action at all. this is a public health. >> and public safety crisis. senate minority leader republican brian jones not mincing words about california's ongoing homelessness crisis. that according to the latest data is only getting worse. statistics from the federal government released this winter showed in 2023 more than 181,000 people across the golden state. we're experiencing homelessness. a 5.8% increase from just the

year before. clearly california's current approach to homelessness is failing and californians are tired of it. that's why jones and a group of 19 republicans and democrats announced legislation they believe will make a difference known as sb 10 11. it does the following first and bans encampments within 500 feet of schools. open spaces like parks and transit stops. second, it prohibits camping on sidewalks if shelter beds are available in the area. 3rd, it requires a 72 hour. notice before any encampment has cleared and forth. it requires enforcement officers to provide people in the camps with information about homelessness and mental health services. the goal of sb 10, 11 as a responsible and humane approach to cleaning up encampments. and i'm a full supporter let me emphasize it is not our goal to criminalize homelessness, but to protect the public and to help lift the homeless individuals off the street. there are a compassionate approach. the bill is modeled after a similar local measure already

enacted in san diego. a measure supporters say has helped reduce the number of people in the streets there by more than half. but sb 10, 11 does face some challenges. for starters, a similar bill introduced in the legislature last year to not garner enough support to move forward. and then there are critics who argue the proposal is simply not compassionate enough and will force those on the streets to get up and move. but for homeless advocate. but bowman who shared with us this picture of him during his 2 years experiencing homelessness. i never want to go back there. i hope i never do. he believes sb 10, 11 is absolutely necessary. it's not going cure the problem, but it's a start. >> and if we don't try something. we're not doing any. and to be clear, this bill is just at the beginning of what is a lengthy legislative process. but the democrats and republicans backing it tell me they are confident it will reach the governor's desk reporting at the state capitol. a tom wallace. >> kron 4 news. >> coming up, new the ridership in san francisco is up. so why are officials

right or input on the proposed increase. they have meetings planned for february 22nd and march 2nd. >> police in alameda are warning residents about scammers posing as cable or electric company workers. a say before you let anybody into your home, you should ask for identification. you can also call the company or organization. they claim to be with. police say it's ok to ask that person to leave while you verify their identity. lawmakers in sacramento are pushing for a proposed law that would require public high schools to offer at least one computer science course starting in fall of 2026, it would also establish computer science is a high school graduation requirement by 2030, supporters of the bill say the legislation would prepare students for careers with an average salary of more than $150,000. this bill, as of now has no formal opposition. >> as a transit division myself, i just know how hard

ongoing war in the middle east is calling on the city of san jose city leaders there to ban leaders from traveling to israel. they spoke today at the city council meeting our conference justin campbell reports. >> but will the world can see definitively? mickey is the granddaughter of holocaust survivors. she says it's upsetting to see the daily images of the war between israel and hamas for than 30,000. palestinians have been indiscriminately slaughtered, including more than 13,000 children. she was among those speaking during tuesday's public form asking council members to ban city authorize trips to israel. please support a ban on travel to israel we even have to ask for. this is shameful. the ban would stop any city government travel to israel. it's not something new in 2022, the san jose city council banned mayor sam liccardo stripped to qatar over human rights concerns. the activists say by allowing travels city is supporting

israel and they say that needs to stop ask. you have heart. have humanity act for justice and do the right thing to travel issue was not on tuesday's agenda. so the city council couldn't take any action on it. the san jose city council also has not considered a formal measure calling for a cease-fire in gaza. and reporting in san jose, justin campbell kron, 4 news new at 10 tonight. and he recently had your car towed in san francisco. >> it may not have been your fall. city attorney david chiu says he suspended a handful of tow truck operators from doing business with the city over alleged illegal activities. according to 2, one of those companies, auto towing illegally towed cars from a private parking lot limited. the times vehicles could be retrieved and pressure donors to fork over cash to get their cars back. >> we're learning more tonight that the sheriff's deputy who was shot last month in union city is now recovering at

home. alameda county sheriff's department center said this picture showing deputies and members of other agencies greeting the deputy when he got discharged from the hospital. the shooting happened back on january 24th and warehouse district dowe avenue near alvarado niles road in union city. police say the deputy was shot in the arm while trying to serve an action. notice today, union city police identified the 2 people suspected of shooting the deputy as michael dorothy, nick and liz at chan both in their 50's. they were found dead after a daylong standoff following the shooting. police say that they believe the 2 suspects shot and killed themselves. investigators did not provide details on the suspects relationship. >> the man is dead after being hit by a car in san pablo. the crash happened near san pablo and broadway avenues this morning. police say the man who was driving and his passenger both stayed at the scene, alcohol or drugs do not appear to be factors in the

crash in the east bay. tesla road in livermore is closed to through traffic until further notice. sunday storm caused this huge hole to form along the road. no word on when the road will reopen. kron four's lawrence karnow standing by to let us know how things are shaping shipping up out there. want you can start to see damage like that. you know that we've had a lot of rain in a short amount of time. so. >> a pretty gusty winds to go along with that 2. of course, we saw some winds over some of the mountain tops over 100 miles per hour. that was an amazing storm. so lot of rain, of course, last couple of days, we've saw things really change a bit them back last couple weeks. these last 2 big storms really got us going as far as our rain totals are concerned. we are running a little bit behind early on in the season and now things have gone the other direction in a hurry out there right now. we do have some partly cloudy skies around the bay area remains dry. but here's where we sit a rainfall to date. now we're at over 16 and a half inches of rain in san francisco. that is now 121% of

normal. san jose. how about that? over 10 and a half inches of rain. 142% of normal even ahead of last year at this time, which is pretty incredible. oakland, not 89% normal over 9 inches of rain. and santa rosa now 120% of normal. 24 inches of rain. so it's amazing what some of these storms can do. but we do need a break. we are seeing coastal flooding issues tomorrow morning as we got an astronomical high tide that is going to bring that tied up over 6 feet. so some minor flooding in some innovation in around the bay. watch out for that up in the high country. been seeing some snow up there as well. and so if you're traveling up there, this number is going to dropping down to about 3500 feet. but and active pattern still exists here. and we're seeing very heavy rainfall in southern california. they had over a foot of rain in some parts of southern california like bel air. they're still under some advisories for some flooding as we're going to see more. the rain continuing tonight, although it's beginning to taper off. and if you're traveling that

direction, boy, would you know what? we've got some winter storm warnings up over that hatch. bees. and that's a problem. if you're going down. i-5. all right here in the bay area is quiet out there right now. but we've got that storm brewing to the north. that is going to moving a little bit closer here. as we head through the night tonight. and then here comes rolling into the bay area bringing with it. the rainfall probably couple scattered showers for the commute tomorrow, though, not a washout. and then the main brunt of the storm system comes through the middle of the day and the afternoon. you can see those on and off showers throughout the day. and so, yeah, we could see some decent amounts of rain, not a huge amount, but maybe a quarter maybe half an inch of rain the higher peaks. but you get the idea it is going to be one of colder storms rolling through the bay area. so keep that in mind. grab a jacket you head out the door numbers generally in the 50's. that's about it for highs. that's all we're going to do next 10. we need a break in the stormy weather. i think we're going to get that starting a late on thursday into friday. the weekend looks dry. then i think we keeping dry until about thursday or friday of next week. good time to wash the car mean we're looking pretty bad. all there. you

know, carson used to have called them. they're all great. you know the cut that coat a film ultimate all over him right now. that's for sure. >> but yeah, a little break coming our way. we certainly we could use thinks it's okay. >> governor gavin newsom has signed a bill into law aimed at improving access to prep a preventative hiv medication. the bill's authors, san francisco state senator scott wiener says the law now allows pharmacists to provide prep without a prescription. meantime, senator, a senator winner is once again trying to make it legal to allow people over the age of 21 to consume psychedelic mushrooms. governor newsom previously vetoed legislation that would decriminalize the possession of psychedelic mushrooms. now a new bill authored by wiener would allow consumption and or a therapist supervision. those who support the bill say the drug could help people who are struggling with mental health and addiction challenges. dancers are reaction what's considered a loss of their home? >> asia sf in san francisco, south of market neighborhood

>> san francisco getting ready to celebrate the lunar new year this weekend. today, city and community leaders gathered in the city's chinatown to highlight efforts to keep community members safe during the celebrations in preparation for the festivities, public works says it added additional crews throughout the city. san francisco police have also ramped up patrols in the area. mayor london breed praise the community for stepping up to help. >> it takes a village and we are now starting to see and feel the difference in places like chinatown, where our grandma's can be as safe as they can be. and we can take a lot of pride in our ambassador programs and all the work we did to come together and to make this a reality. >> the mayor also announced there will be free parking in portsmouth square this month. the city will host it's chinese new year parade on february 24th. san francisco's chinatown course is the oldest chinatown in north america.
