>> our top story this half-hour, one of the showcase cunard cruise ships has been docked in san francisco for the past couple of days. >> the queen victoria, it is been getting a lot of attention, but some of it for the wrong reason. kron four's catherine heenan live in our newsroom with the details. catherine? yeah, the queen victoria, it's about a month into a 3 and a half month trip around the world. it is a striking looking ship. and when you don't see very often in san francisco, that's why we took some photos and video when we realized it was docked near our building. but then we discovered some of the passengers of had a very uncomfortable problem. 139 of them have been sickened with gastrointestinal problems while the cdc and the cruise line have not officially announced a cause. local

infectious disease expert doctor heter chin. hong says the answer is probably obvious. yes, it is very likely going to be no virus. norovirus is a virus that causes vomiting and diarrhea. >> and you can have person-to-person transmission very famous for happening on cruise ships where large numbers of people get together and trump conditions share a lot utensils, food, et cetera, apart from being very uncomfortable. fortunately, norovirus dozen results a lot of people dying doesn't have a high mortality rate. >> the queen victoria has been in the city since yesterday and just in case anybody is worried about sick people getting off the ship and exposing others. doctor chin-hong says there are strict protocols in place, meaning it's very unlikely. >> the protocol is for is to be isolated on the ship. and

a driverless car was involved in a crash with a bicyclist in san francisco. and now questions are being raised about whether or not their cars or the crash happened about 3 o'clock yesterday afternoon near 17th and mississippi. streets in the patrol hill. >> neighborhood waymo says the driver of this car was sitting at an intersection when a garbage truck went through with the bicyclist right behind it. the company says because of where the cyclist was, a driverless car couldn't spot him at the very last moment. the cameras did spot the bike slammed on the brakes, but the cyclist still in it up, colliding with the car. according to waymo. the company says the cyclist suffered minor injuries but left the scene in time. san francisco supervisor at walton took to facebook after the crash saying it in a post quote, driverless waymo vehicle just struck a cyclist and 17th in mississippi. so much for safety. waymo and san francisco. police are investigating san francisco is getting a first of its kind indoor charging station for

electric cars, electrify america is set to open the a location this week at 10, new kind of car charging on the go instead of having to sit your car park. it and walk away. the space offers a lounge, free wi-fi and restrooms for people waiting on their tv's to load up any time. the president of electrify america says the station is also equipped with hyper fast chargers. all of our stations here are capable of 350 kilowatts charging. >> so that means you get roughly about 20 miles a minute. so in 10 minutes of charging, you can get 200 miles of range back in 20 minutes to get 400 miles of range back. >> the indoor charging station will be open to drivers. 24 7 starting this friday. traffic safety advocates are urging the san francisco police commission to enact a policy that limits racially biased traffic stops. >> it proposes banning pretext stops for low-level offenses, including failure to display

or property mount license plates, registration tags and driving with expired registration. most of the stops have been focused on black drivers. according to the commission, more than 2 years the policy has been put on hold today. community members sent a letter to the commission requesting the policy finally move forward for a final vote. the policy set to be discussed at tonight's police commission meeting across california. 17 million people rent their homes. and today the state is stepping up efforts to make sure that those renters are being treated fairly. >> and that their landlords are playing by the rules are for charles clifford has details. >> good morning, everyone. on wednesday, california attorney general rob bonta announced that the state is issuing 5 consumer alerts directed at renters and their landlords included in the alerts are reminders that under california law renters cannot have their rent increased by more than 10% per year. they can't be evicted without a court order. and then only with just cause landlords are being reminded that they are

responsible for repairing health and safety issues in the rental that they must return. security deposits within 21 days provide accommodations for renters with disabilities and they can't discriminate or retaliate against renters to take advantage of their rights. the attorney general says the state is going to enforce. these rules are committed to ensuring no one is above the law that the laws that are in place to protect tenants. >> and homeowners, being followed. and that means the appleton's that we've shared today are are to be complied with by our landlords property managers. anyone who wants more information about the alerts or what the state can do to help renters and landlords can go to law help ca dot org in san francisco. charles clifford kron. 4 news. >> university of california optometrists hitting the picket lines today to rally against what they are calling unfair labor this is what it looked like at ucsf today.

last month. the eye care pros filed charges against the uc system for allegedly violating state labor laws. the union representing the workers claims that practices are dealing with short staffing, which result in longer wait times that can jeopardize a patient's health. adding many optometrists are getting below market pay. >> we are not able to last year lost qualify interested better bay area opportunities. can't really compete with the other bay area. hospitals like kaiser. are you that the va? >> today marks day 2 of the strike with demonstrations across the you see these, including san diego la and davis in the south bay. new ordinance in san jose is requiring tougher penalties for those people who are caught with unregistered catalytic converters city council approved the new bill on tuesday. the changes will increase fines for people caught with detached

converters among other things, councilmembers note that the cost of replacing a catalytic converter is unreasonably expensive for working class people. people we talked with are eager for thieves to be held accountable. >> work for a shot. could go up to like 5, 6,000 put. >> convenience of other people. so you get caught. we get the convenience that you know, we try to get >> last year, more than 800 people in san jose reported having their catalytic converter stolen california's opioid epidemic continues to be front and center at the state capitol. >> as the crisis grows one lawmaker is offering new legislation to equip all first in kits in the workplace with the overdose, reversing medication or canned. wallace spoke to the bay area assembly member authoring the bill and has the story. >> well, here it is. time

enougto fit into the palm of my hand. this is the lifesaving overdose reversal nasal spray narcan. the lawmaker behind this proposal says the more this medication is available, the more lives can be saved. >> we have to respond at scale to this crisis. san francisco assemblymember matt haney demanding action to combat california's ongoing opioid crisis. per the california department of public health's most recent data from 2022. more than 6,470 california has died of fentanyl poisoning that year alone coming out to an average of just over 124 deaths per week can happen to your loved one. can happen if knowingly take a substance like fentanyl or can happen to people who are addicted and we need to be able to save those people's lives. that's why says he's introduced 18, 1976. >> it will require all first aid kit, some workplaces across california to carry naloxone, commonly referred to as its brand name narcan.

>> this spring medication is known for its ability to quickly reverse an overdose. we have to make sure that this medication, narcan is available everywhere that you can save a life. his proposal comes less than one year after governor gavin newsom signed laws to require narcan be present at california public middle and high school stadiums concert venues and amusement parks. but haynie who serves as the chair of the assembly select committee on fentanyl, opioid addiction and overdose prevention says more must be done and he's confident he has support from both sides of the aisle. this is not a partisan issue. >> republicans, democrats were all of we are all the impacted. we are all losing loved ones from this drug epidemic. let's let's make sure that we take on the drug dealers and yet have more access to treatments, but also still our responsibility to protect people and the best way to protect people and keep our loved ones alive. kids a lot is making sure that this stark and is it reese

impressive. how about this? over 17 inches of rain in san francisco. that is now 123% of normal over 11 inches in san jose. that is a whopping 163% of normal. oakland, 95% of normal over 10 inches rain saint rose 120% of normal and still more to come showers out there throughout the morning and then tailing off in the afternoon, the more widely scattered showers. and that's kind of where we sit now. just some more showers popping up outside, but it's going to be more widely scattered as we head throughout the night tonight. but this gets kind of fun. you get the cold temperatures moving in. got the showers showing up outside. all of a sudden you start to see some of the doppler radar because of some cooler weather and even some snow over some of the mountain yeah, mountain. there you go. as we get toward 11 o'clock or so tonight, more snow up there might be a pretty sight to look at when you wake up tomorrow morning, look up the mountain. see if you can see the snow up there. i think tomorrow morning. here's the good news. the commute should be dry as we head throughout the morning hours now by the afternoon. that may change a bit. we've got a few more

practice facility. the unlv facility is outside and there are reports of some soggy field in the spiel be a little softer than the forty-niners would have liked. but hey, nick bosa was out there basking in the sun today after a couple of wet and rainy days. and regardless you got to get it done. the game's not going to stop. kyle shanahan said today. >> that the team decided not to change their practice schedule in order to be able to use that raiders practice facility. so unlv, it is and you've got to get through it today at forty-niners media availability asked quite a few players what they're still hoping to accomplish in practice in the couple of days ahead leading up to the super bowl. here's what they had to say. >> put a game plan and last week before we got here, so put a little bit more in this morning. so it just kind of this crews get ready for sunday. >> you can always get is something. so i'm glad the playoffs. we have a really big into the body someone like we know we can pursue play harder like the defense have. you know, we had a a few lapses and pursued effort on some peso this weekend. president biden trying to make it a

degrees in maybe 37 live more out the door. it's been kind of cool all day. in fact, it may be a little chilly for folks. 40's and 50's right now and it's going to get cold out there for tonight. so looks like we've got another chance of some showers on tap. we've got one storm system rolling out of town behind that. we've got a weak little system coming by tomorrow evening that bring with it. a slight chance of a few scattered showers. then here's the good news we've been waiting for. we're going to clear things out and dry things out. starting on friday, saturday and sunday looking good. i think even long range for the most part looks pretty well to the middle of the week. and then as we head toward about thursday of next week, maybe friday or so. we start talk about the chance of some rain. meantime, though, here's how it's going to work out the next couple of days. temperatures staying little bit on the cool side. slight chance showers by tomorrow evening. again, friday looks good. saturday looks great. sunday looks fantastic. enjoy that. nice, dry weather while we have. >> all right, lauren, usher's got a confession that's going make his scream. he's taking
