to what the president can do without congress providing the authority. while democratic candidates stressed the importance of congress's role, president biden should continue using the legal authority. he to address this issue while we elect leaders who will shake up congress. republican steve garvey pointed his finger directly at biden on day one. the president open the floodgates. >> and created a crisis in the united states. he should be the one to step up. in closed the border. we will not have border security until we have comprehensive immigration reform. there's still some policies in place which donald trump had put into place when he was president. those need to go on the topic of minimum wage but really claimed the wage needs to be $50 an hour for people to live properly in the golden state. >> just do the math. just do the math. of course, we have minimum wages that we need to raise to a living wage. you talk about 20 $25, but i have

driverless cars within their city. right now it's up to 2 state agencies, the california public utilities commission as well as dmv. he says that they don't even bother contacting local jurisdictions, whether or not they like it or if they think it's even safe for the residents within san mateo county, he points to many things, especially what happened last week in san francisco involving a waymo vehicle. that vehicle got into a crash with a cyclist on the streets of san francisco. and even though the investigation is still ongoing, let's face it in the court of public opinion, especially recently. so many people have come out against those driverless vehicles. dmv actually suspended the operations for crews in san francisco. in the meantime, san francisco has to deal with that. they're hoping to get lot safer.

human drivers behind the wheel. back to you. >> all right. thanks a lot. we'll for that update, right? 76 is the time. also happening right now, a search is underway for this missing 101 year-old man up in santa rosa. police there shared this picture of willman william gunther. he stands about 5 feet, 6 inches tall. he is at years old and his health 1 condition. they say he was last seen driving away from his residence on monday sometime between noon and 4 in the ayternoon. it was a white 2018 subaru legacy actually have the license plate number that police provided. you see it on your screen 8 cw are 708. police say it's possible that he might be driving in the area of gold rock beach upton jenner just north of bodega bay. if you see a car with this license plate call, police. >> it's 707. and in oakland, police officer is on paid

leave while an investigation goes on because he crashed into a chp patrol cruiser. and police say he was driving under the influence off duty when ppen. the crash was saturday morning on eastbound 80 near manuel compass parkway in fairfield, the oakland police officer was off-duty and crashed into the chp crews are now. there were 2 chp officers at the scene. one was inside the cruiser and the other was outside the one in the car suffered minor injuries in it was taken to the hospital.dthe other officer wasn't hurt. the oakland police department has not released the name of that officer. san francisco police officers have made 23 arrests during to nighttime operations around un plaza. the operations are part of the latest phase of the city's effort to combat the drug crisis in the mid-market area since the launch of this last year. police arrested more than 2000 people for

possession with intent to sell public drug use and outstanding warrants. and they also seized 300 pounds of narcotics. almost half of that fentanyl. >> well, immigrant rights groups rallied in front of a new immigration court that open monday in a predominantly spanish-speaking copper neighborhood. the new court will hear cases from multiple counties, immigration rights groups know that we're at that rally say local government didn't let the community know that this court was set to open. they worry that it will instill fear in the community. congressman mark this on says he's disappointed the court open with limited community engagement, but he does appreciate the need of the office of immigration review to do its work. the justice departmenteis hiring. 21 immigration judges for the county for the court court there in concord. but asylum seekers will still need to find their own representation. >> time now is 709. and we want to give you the latest as we're talking about the forty-niners loss and everybody has to. >> monday morning quarterback

though, because we sleep in and they'll be very brief, here's 10:30am, tomorrow morning. a few light showers pushing into the peninsula. most rainfall during morning hours will be up north, but we will start to see showers drifting more so into the bay area come the afternoon. see, you're going have a wet drive home from work tomorrow as well as if you have those dinner plans for valentine's day. some wet conditions around that as well. we'll continue to see showers off and on into early thursday morning. but thursday itself should dry out pretty nicely. as for rainfall totals tomorrow evening could see our mountains. well, the looking at anywhere between a half an inch to just below an inch for most urban area. so a decent amount of rainfall. that's just the start of this weather forecast ahead of us. that just means a day like today that remains dry and remains nice and comfortable with those upper 50's and low 60's is hopefully a day that you can step outside. enjoy a little bit low 60's for the south bay this afternoon, san jose at 62 degrees, low 60's

roughly 3.6 billion dollars. the average refund is just under $1400. that's down about 30% compared to year ago. but that could change. a lot of people have not filed their returns romance scammers are using ai to target people around valentine's day. federal agencies are warning to be extra cautious of cyber romances in 2022, nearly 70,000 people were collectively conned. at 1.3 billion for romance scams. court of the federal trade commission import demand has been good but declined last year 2021 22 were the best years ever for consumer reports. demand in the u.s. driven by covid stimulus. but younger consumers are not eating as much meat in general and pork in particular live from the nasdaq market site. i'm jane king. back to james. all i heard was more bacon for thank you very 7.18 is the time right now in the bay, the oakland jewish alliance called on the state attorney general

to investigate. >> the city council for civil rights violations over what happened at a meeting in november. the group says those violations happened at the council meeting where they passed a resolution for a cease-fire in the israel-hamas war. prom for sarah stinson has the story. >> i've never been as scared as i was. that night. >> mark owen still shaken by the words, spoken at the oakland city council meeting held back on november. 27th. the council listened to 6 hours of public comment regarding a resolution calling for a cease-fire in gaza, which the council ended up passing. cohen says people taking to the podium and shouting from the crowd used anti-semitic phrases while many members of the jewish community were in attendance. but among the expressions, i said was white. hitler heil hitler. >> a and then it f and zionist pigs. many people had left at a fear for their safety. cohen

says pro-israel speakers had their title 6 civil rights violated when the city council did not intervene. it was their failure. >> piece island to sit on their hands during this anti-semitic. 6 hour marathon. i one thing to recognize the anti-semitism they allowed. cohen along with the oakland jewish alliance, sent a 12 page letter to attorney general rob bonta. >> and to the oakland city administrator demanding this be investigated. >> and when the city council afforded greater rights 2, the anti-israel people at the expense of the jewish pro-israel people that is a violation of. civil rights, the organization, arab resource and organizing center or a rock has been called out in the letter as being an openly hostile group at the meeting. >> a spokesperson with a rock has responded to the letter saying in part, quote, among other completely untrue

statements made in mister cohen's letter, the accusation that anyone in that room said anything remotely close to hile hitler is not only demonstrably false but also deeply offensive to us as avowedly anti fascist anti-racist organization. cohen has asked ag bonta's office to confirm if it will be conducting an investigation within 7 days we reached out to his office but did not hear back in time for this report. we also didn't hear back from the oakland city administrator's office or any city council members. i'm sara stinson reporting kron. 4 news. >> in fremont, police have arrested 4 teens who they say were in this stolen suv. 2 of them are accused of robbing a postal worker of their keys right near niles community park. before then taking off in that suv. this happened last wednesday in the area of 3rd street. police say a similar robbery happened the day before, but they didn't clarify. was the same group suspected in that case. in the

east bay amtrak train apparently kit and kills a person on the tracks in hayward yesterday afternoon, a little after 2 o'clock. amtrak says the person was trespassing on the tracks when they were struck by this train that was heading to san jose. investigators say nobody on the train was hurt. >> his 7.21 in the south bay, the santa clara county sheriff's office is investigating a shooting that happened monday. a person was shot around 8 in the morning on last well avenue near park, more avenue and they suffered potentially life-threatening injuries. investigators believe it was targeted and they have not made an arrest. if you have any information you're asked to contact the police. >> still ahead on the kron 4 morning news, the niners coach is in the spotlight this morning being questioned about his decision to take the ball at the start overtime.

>> back at 7.24, the san mateo county sheriff's office is investigating an armed robbery that occurred in an unincorporated area of the county monday morning. there's about one, 30 am that deputies responded to this report of an armed robbery outside of a home in a millbrae neighborhood. the ed by 2 suspe both had handguns. nobody was hurt, thankfully, but the suspect stole the victim's personal belongings and then fled the area in a gray honda accord. heading in the direction of al camino reale. anybody with information on what happened is asked to contact san mateo county sheriff's office. 2 men in san

jose were arrested for allegedly robbing multiple bakeries spanning 2 months. police arrested 37 year-old to ramos and 41 year-old arturo vasquez ayala. police say the 2 allegedly rob several banks from bakeries, i should say, from december to january, they take out a gun, apparently demand money and then take off with thousands of dollars. both men now-have been booked into the santa clara county jail. happening today, the concord city council will again take up a possible rent stabilization ordinance. that would also require landlords have just cause before evicting tenants. the ordinance would apply to multi-family rental complexes of 2 or more that were built prior to february. first of 1995, the ordinance would limit annual rent increases to 3% or 60% of the consumer price index, whichever is lower, would also establish a process utilizing a hearing. officer tenants could appeal their rental increases if they believe them to be inconsistent with the

the issues facing california, but it also included its fair share of fireworks. this is sparks flying at the inside california politics. u.s. senate debate in san francisco. the 4 leading candidates in the race. democratic congressmembers adam schiff, katie porter and barbara and republican steve garvey facing off in the hour-long televised debate that touched on several topics. perhaps none more he did in the topic of former president donald j trump, steve garvey says he voted for the former president twice but garvey argues he's been unfairly labeled as an ardent trump supporter. i hope this puts too. >> 2 the constant badgering. and the use of the former president's name as against me, the greatest threat that we on trump. donald trump engaged insurrection and in my view should not be on the ballot. donald trump is a threat to our national security. >> he's he's a threat to our democracy, moderated by inside

california politics co-host nikki laurenzo and frank buckley. the debate touched on several issues including homelessness and housing. should people who are experiencing homelessness be allowed to live? >> intense or rv's or on beaches or in parks while they wait for a permanent solution. you have 15 seconds. i don't think i think it's inhumane. mister garvey. >> you can say the minimum wage is fine where it is. but you want to know why people living on the street. it's because we're paying them poverty wages. this is a problem of making sure that california's biggest challenges, including the cost of housing become washington's biggest challenge. and that's what my 10 point plan doesn't really harnesses the power of the federal government to unleash that capital that we need to build more housing we also need and the protection policy. and i'm working on that. also to get that passed into law on the crisis at the u.s. mexico border. >> i think that we need to invest in creating a lawful, orderly, humane immigration system and decade after decade, politicians in

washington haven't done that. we will not have border security until we have comprehensive immigration reform. we didn't have a policy of the border that is consistent with our values as a nation. >> i also think we need order at the border. when the president open the floodgates. and created a crisis in the united states. he should be the one to step up. in closed the border. steve garvey did not speak to journalists following the debate, but he did a code. this message throughout the night. these are 3 career politicians. >> who failed the people, his opponents back to different. many of experiences that californians have. i've lived. but i also know how to turn those challenges into policies and funding priorities and make life better for everyone. i don't see washington doing enough to solve our problems, bringing down the cost of childcare, making housing affordable for our workforce, addressing climate change. and so i'm really running to shake up the senate to make sure that it's working for californians not for big corporations. we need to do or

in the senate. that knows how to get things done. >> a i've long track record of doing that. i'm going to deliver for california and i would love to have their support. >> so what happens next? what the candidates tell me. they plan a campaign up and down the state in the final weeks ahead of primary election day. march 5th reporting in san francisco, a tonn wallace kron. 4 news. >> well, california attorney general rob bonta and the california legislative black caucus are now asking the state to do more to support black mothers and their children. bonta says it all starts with better anti-bias training for doctors and nurses. crawford's michael thomas has been following that story for us up in the newsroom. michael. hi, good morning, everyone. >> essentially this new bill will add extra layers to the required training for providers to ensure that black pregnant women get the medical attention that they really need without having to ask for it. so it's called assembly bill. 23, 19 and its building off of the california dignity in pregnancy and childbirth act. it was established a few years ago requiring implicit

bias trainings for care providers in this new bill would build off of that by establishing firm deadlines for when those trainings need to be finished. and it would also require compliance data to be posted online, which would allow the public to know which facilities have given anti-bias training and establcsh administrative penalties for those that have not complied. the attorney general says this racial bias should not be a that impact the quality of care that black women are given or receiving during their pregnancy or childbirth. >> nearly one 3rd of black patients in california reported that they didn't feel that delivery room staff encourage them to make decisions about their birth progression. and more than 10% said they were treated unfairly during their hospital. stay because of their race or thereafter the city. so we need to listen to this data. listen to these women. and make substantial transformative change before another patient is hurt. of

seen the family in a while and was worried. sadly, once inside, they made a grisly discovery. 4 people dead. woman and 2 children. should they be concerned that there's someone out there? i mean, what are you saying to the as of this point? it seems to be an isolated incident and from everything that we've learned so far, we're not looking for any other and there's no concern for public safety. neighbors tell kron for news of the husband and wife had lived at the home with their twin sons for a few years. a resident says the boys were sweet. i love to wave. hello. the resident also said that it didn't appear that there was anything wrong and was distraught hearing about their deaths. you obviously think the whole family like other other relatives involved. is it just the entire family is now gone? but yeah, it makes you wonder there's so places your mind goes. was it? >> foul play? was it something that happened inside the home is just as a parent. it's hard

and a san francisco man had to be rescued over the weekend. he was lost at a ski resort in kirkwood. yeah. so dennis shanahan has more exactly what happened. >> people think that they can go in the back country and not have an issue getting out. brandon, is a flight officer paramedic with the chp valley division air operations, this base in auburn received a request for help saturday night from the amador county sheriff's office advise him that they had a missing out of last year. >> because i heard back sides were and i didn't realize backsides and a different part of kirkwood and not that sides from his home in san francisco. mike pick off explains. he was visiting kirkwood for the first time. he wanted to make fresh tracks in the snow but didn't realize he had strayed far outside the bounds of the ski area until it was too late. he couldn't safely hike back in bounds in the deep snow. he had just enough cell service to call for help and report his
