head to head for the seat vacated by the late senator dianne feinstein. this debate was the second one ahead of you going to the polls in the primary. crawford's grant lotus takes a look. >> the crisis at the border opening monday night's senate debate in san francisco. candidates asked whether or not president biden should take executive action to close the border. i think the president is taking executive actions, but there are limits to what the president can do without congress providing the authority. while democratic candidates stressed the importance of congress's role, president biden should continue using the legal authority. he to address this issue while we elect leaders who will shake up congress. republican steve garvey pointed his finger directly at biden on day one. the president open the floodgates. >> and created a crisis in the united states. he should be the one to step up. in closed the border. we will not have border security until we have

this picture of william gunther. they say he's 5 feet, 6 inches tall. he is at risk because of his advanced age and his health condition. they say he drove away from his home on monday between noon and 04:00pm in a white 2018 subaru legacy. fact, they provided us the license plate number. so you can keep an eye out for it. it's 8 cw are 708. they say it's possible that he's driving in the area of goats rock beach up in jenner just north of that. they can pay if you spot the vehicle if you spot him, call police. >> and oakland police officer is on paid leave after crashing into a chp car while police say he was driving under the influence an off duty. the crash happened saturday morning eastbound 80 near manual campus parkway in fairfield. the oakland police officer was off-duty when his vehicle hit a chp cruiser 2 officers, one of the outside

when inside the cruiser, the one in the cruiser that chp officer suffered minor injuries was taken to the hospital. the other officer wasn't hurt. and at the oakland police department has not released the name. the oakland officer involved in that. san francisco police officers have made 23 arrests during to nighttime operations around un plaza. this is all part of the latest phase of the city's efforts to combat the drug price crisis in mid the mid market area since this started last year. police have arrested more than 2000 people for various drug offenses, possession with intent sell public drug use an outstanding warrants and they have seized about 300 pounds of narcotics. half of that sentinel. but immigrant rights groups rallied in front of a new immigration court that opened monday in a predominantly spanish-speaking concord neighborhood. >> the new court will hear cases from multiple counties, immigrant rights groups at that rally say that local

then into the middle of the day. early afternoon, we really start to see rainfall picking up for the rest of the bay area. this is going to interrupt some of your valentine's plans, especially in the afternoon and early evening tomorrow. so prepare to bring the rain jacket, the umbrella with something to keep you dry. as for thursday, we are actually looking at us little break from the rain possibility of a morning sprinkle on thursday. but for the most part, it will be a dry day before more rain into the weekend. tomorrow, afternoon's rain anywhere between a half an inch to an inch closer to the coast in our mountains. we'll see additional rainfall into friday saturday and sunday. by the time we reach early next week, we have seen another solid dose of rain across the bay area. as for today, no rainfall just yet. we're actually repeating a lot of those same factors that we've already enjoyed the past several days, which is upper 50's to low 60's and a really pleasant cool feel low 60's on the peninsula into the south bay in today for a lot of the east bay and north bay, too.

hayward union city and oakland eat right at 60 degrees. san jose as all the way up to sonoma hanging out in the low 60's santa rosa down through san or fewt. also right at 60. looking ahead towards valentine's day tomorrow. we're going to start the day dry, but towards the afternoon it is going to get rainy. so do prepare yourselves for that. if you have valentine's plans thursday and friday will be unsettled. thursday is looking likely to be dry friday evening. likely to see the return of rain that will stay put through the day on saturday right now. all right, john, thank you for that. well, tracking an accident along our san mateo bridge. >> 92 westbound a 101 south just as exiting the bridge there drive times at around 30 minutes. make sense. now that accident slowing us down. adding on to that already slow morning commute. 12 minute ride into the city right now here in our 8 o'clock hour, probably the slowest have seen in terms of our drive times a 62 minute ride along 1, 85 tumalo part last hour. we're still around the mid 50's. 52

landed down in milpitas of 85. 82 oakland. finally starting to see traffic building there rocking out towards the maze. a 50 minute. ride your slow from hercules all the way into oakland. you could take san pablo avenue to navigate, but things are still busy there as well. the 13 minute ride richmond center fell bridge tolls to 101, all reasons. back to you. thanks to lauren it. 8.17, and fremont. police arrested 4 teenagers in this. >> stolen suv and 2 of them are accused of robbing a postal worker of their keys. that happened near niles community park and then the teens took off in this suv. this was last wednesday that this all happened in the area of 3rd street. and police actually say there was a similar robbery that happened the day before. it's unclear, though, if they think the same group is responsible. >> a south bay emergency room doctor is now on his way to gaza on a medical mission.

mohammed had emotional goodbye with his family at sfo on monday. he says his family in the war-torn region there and he couldn't hold back from helping the best way. he knows planning this trip to gaza for 2 months. so bay has been to other countries as a medical volunteer over the years. he says he will be escorted into gaza through the rafah border by convoys with the world health organization and the united nations as well. his family has mixed emotions so sub a shared this message to his voice. >> that they're both strong, beautiful individuals have so much to get to the world around us >> it. >> and i reminded the public that month that one of the ways i can help is privilege i've been given, which is to be an emergency physician. >> surveys wife says that she is obviously scared for his safety because hospitals are being bombed right now. but she's proud and grateful that he can go to help in his way

on the ground. so they plans to come home in 5 weeks. >> time now is 8.19, and the east bay, the oakland jewish alliance has called on the state attorneys general to investigate the oakland city council for civil rights violations over what happened during a meeting in november. the group says the violations happened when the council passed a cease-fire resolution directed at the >> israel-hamas war kron 4 sarah stinson has the story. >> i've never been as scared as i was. that night. >> mark owen still shaken by the words, spoken at the oakland city council meeting held back on november. 27th the council listen to 6 hours of public comment regarding a resolution calling for a cease-fire in gaza, which the council ended up passing. cohen says people taking to the podium and shouting from the crowd used anti-semitic phrases while many members of the jewish community were in attendance. but among the

expressions, i said was white. hitler heil hitler. >> and f and zionist pigs. many people had left at a fear for their safety. cohen says pro-israel speakers had their title 6 civil rights violated when the city council did not intervene. it was their failure. >> piece island to sit on their hands during this anti-semitic. 6 hour marathon. i one thing to recognize the anti-semitism they allowed. cohen along with the oakland jewish alliance, sent a 12 page letter to attorney general rob bonta. >> and to the oakland city administrator demanding this be investigated. >> and when the city council afforded greater rights 2, the anti-israel people at the expense of the jewish pro-israel people that is a violation of. civil rights, the organization, arab

resource and organizing center or a rock has been called out in the letter as being an openly hostile group at the meeting. >> a spokesperson with a rock has responded to the letter saying in part, quote, among other completely untrue statements made in mister cohen's letter, the accusation that anyone in that room said anything remotely close to hile tler is not only demonstrably false but also deeply offensive to us as avowedly anti fascist anti-racist organization. cohen has asked ag bonta's office to confirm if it will be conducting an investigation within 7 days we reached out to his office but did not hear back in time for this report. we also didn't hear back from the oakland city administrator's office or any city council members. i'm sara stinson reporting kron. 4 news. >> kron 4 is your local election headquarters and former san francisco supervisor and interim mayor mark farrell will be launching his campaign for mayor today

>> it's a 25 and the san mateo county sheriff's office is investigating an armed robbery that happened on monday morning. it was about one 30 in the morning in an unincorporated area of the county where there's an armed robbery outside a home. it was a bilbray neighborhood and the victim was robbed by 2 people who had handguns. the victim was not injured. but the 2 robbers stole their personal belongings and then took off in a gray honda accord. they were last headed towards a el camino real. if you have any information contact the san mateo county sheriff. >> happening today, the congress city council will again take up a proposed rent, stabilization ordinance would also require landlords to have just cause before evicting tenants. the ordinance would apply to multi-family rental complexes of 2 or more units built before february of 1995, the ordinance would limit annual increases by 3% or to

share of fireworks. this is sparks flying at the inside california politics. u.s. senate debate in san francisco. the 4 leading candidates in the race. democratic congressmembers adam schiff, katie porter and barbara and republican steve garvey facing off in the hour-long televised debate that touched on several topics. perhaps none more he did in the topic of former president donald j trump, steve garvey says he voted for the former president twice but garvey argues he's been unfairly labeled as an ardent trump supporter. i hope this puts too. >> 2 the constant badgering. and the use of the former president's name as attack against me. the greatest threat that we not on trump. donald trump engaged in insurrection and in my view should not be on the ballot. donald trump is a threat to our national security. >> he's he's a threat to our democracy, moderated by inside california politics co-host nikki laurenzo and frank buckley to debate touched on several issues including

homelessness and housing. should people who are experiencing homelessness be allowed to live? >> intense or rv's or on beaches or in parks while they wait for a permanent solution. you have 15 seconds. i don't think i think it's inhumane. mister garvey. >> you can say the minimum wage is fine where it is. but you want to know why people living on the street. it's because we're paying them poverty wages. this is a problem of making sure that california's biggest challenges, including the cost of housing become washington's biggest challenge. and that's what my 10 point plan doesn't really harnesses the power of the federal government to unleash that capital that we need to build more houses. we also need and the diction protection policy. and i'm working on that. also to get that passed into law on the crisis at the u.s. mexico border. >> i think that we need to invest in creating a lawful, orderly, humane immigration system and decade after decade, politicians in washington haven't done that. we will not have border security until we have

would love to have their support. >> so what happens next? what the candidates tell me. they plan a campaign up and down the state in the final weeks ahead of primary election day. march 5th reporting in san francisco, a tonn wallace kron. 4 news. >> it's a 34 in california attorney general rob bonta and the california legislative black caucus want the state to do more to support black mothers and their children. yeah. bonta says this starts with better anti-bias training for doctors and nurses were actually up kron four's. >> michael thomas in the newsroom following the story. michael. hi, good morning, everye. >> well, essentially this new remove our prompter up since like we're having issues. this new bill essentially would provide an extra layer for the required training for providers to ensure that black pregnant women get the medical attention that they need without having to ask. it's assembly bill. 23, 19 and its building off of the california dignity in pregnancy and childbirth act that was established a few years ago

requiring implicit bias training for care providers. now this new bill would build off of that by establishing firm deadlines for when those trainings needed to be finished and require compliance data to be posted online, which would allow the public to know which facilities have been given those anti-bias trainings and establish administrative penalties for those that have not complied. the attorney general says racial bias should not be a factor when it in our impact. the quality of care that black women receive during and or after pregnancy and childbirth. >> nearly one 3rd of black patients in california reported that they didn't feel that delivery room staff encourage them to make decisions about their birth progression. and more than 10% said they were treated unfairly during their hospital. stay because of their race or thereafter the city. so we need to listen to this data. listen to these women. and make substantial transformative change before another patient is hurt. of course, we're worse.

>> now, in addition, the bill will add inclusive language to account for non binary people and men of transgender experience who also carry children and give birth. and officials bringing this bill forward say the rate of maternal death for black women is 3 to 4 times higher than white women here in the state of california. adding that it's a statistic that seen across all income levels. that's a very latest on the newsroom. darya james, we'll send it back to all right. thanks a lot, michael. >> a 36 is the time now to another developing story this morning. we're following out of san mateo county where investigators are trying to figure out what happened after finding 2 children and 2 adults dead inside of a home crowd forced racist asset takes a closer look. >> so just after 9 o'clock this morning, we've got a 9-1-1, call to respond to the 4100 block how the focused on a welfare police spokesperson jeremy sir, at >> says that the caller told dispatch that they had not seen the family in a while and

was worried. sadly, once inside, they made a grisly discovery. 4 people dead. woman and 2 children. should they be concerned that there's someone out there? i mean, what are you saying to the as of this point? it seems to be an isolated incident and from everything that we've learned so far, we're not looking for any other and there's no concern for public safety. neighbors tell kron 4 news that the husband and wife had lived at the home with their twin sons for a few years. a resident says the boys were sweet. i love to wave. hello. the resident also said that it didn't appear that there was anything wrong and was distraught hearing about their deaths. you obviously think the whole family like other other relatives involved. is it just the entire family is now gone? but yeah, it makes you wonder so places your mind goes, was it? >> foul play? was it something that happened inside the home is just as a parent. it's hard not wonder this cemetery
