>> the crisis at the border opening monday night's senate debate in san francisco. candidates asked whether or not president biden should take executive action to close the border. i think the president is taking executive actions, but there are limits to what the president can do without congress providing the authority. while democratic candidates stressed the importance of congress's role, president biden should continue using the legal authority. he has to address this issue while we elect leaders who will shake up congress. republican steve garvey pointed his finger directly at biden on day one. the president open the floodgates. >> in creating a crisis in the united states. he should be the one to step up. in closed the border. we will not have border security until we have comprehensive immigration reform. there's still some policies in place which donald trump had put into place when he was president. those need to go on the topic of minimum

county. want local governments to have more control over. >> whether these autonomous vehicles are on their streets. we have kron four's will tran in redwood city with the story. >> the mateo county board of supervisors. they are meeting right now and they are going to get a resolution from supervisor. david canada. he wants to introduce legislation that allows local cities with in san mateo county to make the final decision on whether or not they want waymo cars to be circling their streets right now. they don't have say it's up to the california public utilities commission as well as dmv. he wants to make it like taxicabs where they get permission from the individual cities of whether or not they can pick up passengers. he also points out to what's been going on as far as nationally. but more specifically what's going on in san francisco. you mentioned the waymo vehicle that was set on fire in

chinatown. not to mention what happened last week when a cyclist and a waymo vehicle got into a crash right now that investigation is still ongoing. but he says until and other driverless cars can prove that they are safe. he does not want them operating within the county without the city's permission. we've learned what they've done in san francisco. >> everyone in the beginning, they were saying, oh, this technology is safe. this technology, you know, it's it's. it's foolproof. in fact, it's not there when the freight up is now you're taking speeds that 25 35 miles an hour that they tested in san francisco. now we're going go from 65 miles an hour to 70 miles an hour. it doesn't take a rocket scientist to understand that at those speeds damages caused it mentions the speed because those driverless cars will be on the freeway.

>> throughout san mateo county and there's talk that possibly could reach all the way down to santa clara county. so the volume of driverless cars, he says that will be dangerous, especially what's been the resolution will be introduced. it will take several steps if it passes at all. he says he's trying to get ahead of it before waymo allows those vehicles to be operating within the streets of 72 county without a driver. right now they are moving about it. there is a human insight >> 10, 0, 6, right now. new this morning, a bay area air quality management district has won a landmark victory for public health against 2 big companies we've got rain. harvey here in the studio to explain rana and r and james. so the agency has reached 2 separate agreements with chevron and the martinez refining companies. >> effectively dropping the lawsuit against air quality district. that agreement is

related to the air district's enforcement of a rule major reduce airborne emissions from units used in the manufacturing of gasoline. chevron, mrc are facing huge penalties and other payments costing up to more than 100. and 35 million dollars contra costa supervisor's supervisor john gioia reacted to the news saying, quote, defending our health protective regulations to substantially reduce particulate matter from refineries and imposing significant penalties. it helps us improve air quality for all residents. i believe everyone no matter where they live, they have the right to breathe clean air, end quote, chevron. they're also going put money into a community air fun to finance projects aimed at reducing exposure to harmful chemicals in communities that may be impacted by the refinery announcement to be made. right now we have a reporter at the news conference so we'll have coverage in our later newscast and also online at kron 4 dot com. i'll send it back to both

storm systems are set to be knocking on our door as the storm door open starting tomorrow. timing everything out for us today, as i mentioned, is a nice and dry day. just partly cloudy. but you can see this morning, plenty bright overnight tonight, a couple of north bay sprinkles really north of santa rosa. it won't really notice those tomorrow morning, mostly after the morning commute is wound down. we'll start to see showers in the north bay but drifting into the rest of the bay area right around noontime with our heaviest of staff arriving mid to late afternoon tomorrow. some heavy downpours embedded in there. and this is going to have an impact on your drive home from work and maybe early valentine's dinner. by the time you're wrapping things up, heading back home from dinner plans. things will start to be calming down, but we'll still see some spotty showers all the way into thursday morning for the most part. thursday is going to be a break from the rain aside from a few morning, sprinkles rainfall tomorrow into tomorrow night, anywhere from a half an inch to an inch looking likely those inch totals mostly closer to the coast in our upper elevations after a bit of a breather on

thursday. and then friday morning will kick it right back into gear in friday night into saturday. much of the rest of the weekecd. those rainfall totals will just continue to rise. so we are entering an active pattern all over again today, though, is going to be a nice continued break from the rain. if you can get outside today, enjoy it. maybe move those plans to today. it's just going to be a gorgeous day for getting out there. a lot of 60's back on the map today, including in the south bay peninsula, east bay and north bay, too. oakland in san leandro at 60 sonoma on over to antioch. also in the low 60's. tomorrow's temperatures likely just to be a little bit cooler. we, of course, have the rainfall pushing in, especially in the afternoon a few lingering sprinkles thursday morning. but thursday should be a lot calmer friday night into saturday. we kick it back up again with some heavy rain and even some strong winds. daria, thank you, john. 10, 18 right now and check this out. the rain was not falling. it was rising. look at this.

oakland city council meeting held back on november. 27th. the council listened to 6 hours of public comment regarding a resolution calling for a cease-fire in gaza, which the council ended up passing. cohen says people taking to the podium and shouting from the crowd used anti-semitic phrases while many members of the jewish community were in attendance. but among the expressions, i said was white. hitler heil hitler. >> and f and zionist pigs. many people had left at a fear for their safety. cohen says pro-israel speakers had their title 6 civil rights violated when the city council did not intervene. it was their failure. >> piece island to sit on their hands during this anti-semitic. 6 hour marathon. i one thing to recognize the anti-semitism they allowed. cohen along with the oakland jewish alliance, sent a 12 page letter to attorney general rob bonta.

>> and to the oakland city administrator demanding this be investigated. >> and when the city council afforded greater rights 2, the anti-israel people at the expense of the jewish pro-israel people that is a violation of. civil rights, the organization, arab resource and organizing center or a rock has been called out in the letter as being an openly hostile group at the meeting. >> a spokesperson with a rk has responded to the letter saying in part, quote, among other completely untrue statements made in mister cohen's letter,thaccusation that anyone in that room sa anything remotely close to hile hitler is not only demonstrably false t also deeply offensive to us as avowedly anti fascist anti-racist organization. cohen has asked ag bonta's office to confirm if it will be conducting an investigation

within 7 days we reached out to his office but did not hear back in time for this report. we also didn't hear back from the oakland city administrator's office or any city council members. i'm sara stinson reporting kron. 4 news. >> well, happening today, the concord city council will again take up a possible rent stabilization ordinance that would also require landlords to have just cause before they can evict a tenant. the ordinance would apply to multi-family rental complexes of 2 or more units that were built before february of 1995, the ordinance would limit annual rent increases to just 3% or 60% of the consumer price index, which everyone is lower. it would also establish a process utilizing a hearing. officer. if there's a dispute tenants can appeal their rent increases if they think it's inconsistent with this ordinance. the concord city council again meets tonight at 6.30, to talk more about it. it's 10. 22 and police arrested 2 men in san jose for robbing multiple bakeries.

muhammad. so bay had an emotional goodbye with his family at sfo on monday. he says he has family in that war-torn part of the world and they couldn't hold back from going there to help as best. knows how he's been planning this trip to gaza for 2 months. so bay has been to other countries as a medical volunteer of the years. so he's no stranger to this. but he says he will be escorted into gaza through the rafah border by convoys with the world health organization and the united nations. his family, as you might imagine, has mixed emotions about his decision to go. so he shared this message to his boys from the airport. >> that they're both strong, beautiful individuals, have so much to get to the world around us >> it. >> and i reminded public that month, one of the ways i can help is privilege i've been given, which is to be an emergency physician.

vacated by the late senator dianne feinstein got a little bit chippy at times as they were ahead of the primary. >> and we have the very latest from our capitol correspondent eytan wallace. >> well, the debate focused on the issues facing california, but it also included its fair share of fireworks. this is sparks flying at the inside california politics. u.s. senate debate in san francisco to 4 leading candidates in the race. democratic congressmembers adam schiff, katie porter and barbara and republican steve garvey facing off in the hour-long televised debate that touched on several topics. perhaps none more heated in the topic of former president donald j. trump steve garvey says he voted for the former president twice but garvey argues he's been unfairly labeled as an ardent trump supporter. i hope this puts too. >> 2 the constant badgering. and the use of the former president's name as attack against me. the greatest threat that we on trump.

bill. 23, 19 in its building off of the california dignity in pregnancy and childbirth act that was established a few years ago that requires implicit bias training for care providers in this new bill would essentially established firm deadlines for when those trainings needed to be finished and require compliance data to be posted online, allowing the public to know which facilities have been given that anti-bias training and establish administrative penalties for those who have not complied with the attorney general saying ms nearly one 3rd of black patients in california reported that they didn't feel that delivery room staff. >> encourage them to make decisions about their birth progression. and more than 10% said they were treated unfairly during their hospital. stay because of their race or thereafter. the city. so we need to listen to this data. listen to these women. and make substantial transformative change before another patient is hurt. >> officials bringing this bill forward say racial bias

should not be a factor that impacts the quality of care. a black woman is given during and or after pregnancy and childbirth with assembly member mia bonta saying she's experienced this firsthand. i was told by the doctors repeatedly you are fine. >> and when i continue to say something is not right. while i also took care of my daughter. i found further and further into just issues of not feeling well. i knew my body. i knew something was wrong. and i was still told you are fine. >> when it comes to statistics, the group says the rate of maternal death for black women is 3 to 4 times higher than white women across the state of california. >> they also say that this is something seen across all income levels that's a very latest in the newsroom. i'm michael thomas, all send it back to you at the desk. >> 10, 36 and new this morning. a study shows a large number of graduating california high school seniors might not be able to get into

a public university. here you're apparently it's because more than half of graduates haven't completed enough classes called the a through g requirements. we've got. >> reyna harvey here in studio to explain darren james. that's right. so the study shows more than half of our state's high school seniors. >> they can apply to uc or csu because they didn't complete enough classes in english, math, science and more. so that's affecting college enrollment for students of color, especially data from the state's department of education while 86% of california seniors graduated in 2023, only half of them have their a through g requirements completed more than half of black and latino students didn't need the a through g requirements compared to 26% of asian students. and 48% of white students. but the issue is it because there aren't enough high schools offering the courses. the policy analysis california education says its the lack of access to those classes and student support the causes. some students not

to be able to complete their coursework. the good news, however, is at bay area high school seemed to be really prepping their students better. then other districts across the state, san mateo, santa clara, alameda and marin counties. 5 out of the 10 students met there a through g requirements elsewhere in california. that number was 2 out of 10. it's important that kids get a college degree. that is cause. it's expected that about 72% of employers they're going require one by the next decade. so hoping that number will shift. i'll send it back to both of the during its 10. 37, a developing story. investigators are trying to figure out what happened. >> whole family to children and 2 adults were found dead in a home. san mateo police made this tragic discovery yesterday morning. they went to the home for a welfare check. the only description of these people is that there are 2 boys and a man and a woman who are all found deceased and neighbors were shocked.

>> yeah, it makes you wonder so places your mind goes, was play? was it something that happened inside the home is just as a parent. it's hard not wonder. >> this is a very tragic and horrible. seeing a rise. i'm is not something that happens every day it's tragic for the family, the community and all the officers. >> police closed down the neighborhood as the investigation continued. in the south a woman was killed when a car backed into her and san jose. it was saturday around 2 in the afternoon on saratoga avenue near tan, dark street that she was walking on the sidewalk when a utility vehicle backed out of the driveway and struck her and the woman later died at the hospital. the driver is cooperating with the investigation. it san jose's 8th pedestrian traffic fatality of the year. >> all right, 10 39 is the time. let's talk more about the niners. some starting to

>> in other more happy 40 niner news. a lucky 40 niner faithful got the chance to see the team play in person. thanks to the make-a-wish foundation. this is 14 year-old adam hirst and back in 2022, doctors diagnosed with a type of heart failure. they were able to regulate it until last september when he caught a cold and went into heart failure actually suffered a stroke that affected left side of his body. he's working its way back from that. and while in the hospital, as you can see in these pictures in these videos, he had a visit from some of his favorite forty-niners. >> how cool is it? they came to visit and now he's recovered from his heart transplant. and now he gets to go cheer on them. >> and that's exactly what he did this past week. he joined 19 other children for events leading up to the game. he got a tour of allegiance stadium areas there. he met players from both teams. it was a

go in the back country and not have an issue getting out. brandon, is a flight officer paramedic with the chp valley division air operations, this base in auburn received a request for help saturday night from the amador county sheriff's office advising that they had a missing out of last year. >> because i heard back sides were and i didn't realize backsides actually meant a different part of kirkwood and not that sides from his home in san francisco. mike pick off explains. he was visiting kirkwood for the first time. he wanted to make fresh tracks in the snow but didn't realize he had strayed far outside the bounds of the ski area until it was too late. >> he couldn't safely hike back in bounds in the deep snow. he had just enough cell service to call for help and report his coordinates. the helicopter crew easily located him after dark the night vision camera even spotted his cell phone. but there was no safe place to land in the dark, the contact and the or

public address system of the aircraft told that help is on the way in to stay put where he was at pecan explains. he took shelter next to a large boulder and tucked his hands inside his jacket. i had a bunch of wears on. i was really wild rice for like the worst kind of ski weather shouldn't happen because of the difficulty of the terrain and airlift was determined the better course of rescue. then snowmobiles, officer helen was part of the crew that rescued pick off sunday morning finding a landing spot nearby and snowshoeing to his location. we provide them some snow shoes and hiked in back to the helicopter and then tranmport them back to kirkwood where he met emergency services there. and i got released the guys on the helicopter. i'm very thankful to very, very nice to me. and they were great. that's why i do this job is is the gratification of finding people like this in their worse dire. >> need and be able to rescue and get him back to safety. confidence his mistake and now urges other skiers and snowboarders to stay in bounds and familiarize themselves with ski area maps.
