4 news at 6. >> another challenge or throws their hat into the ring for san francisco mayor. but mayor london breed isn't the only mark farrell is challenging today as he launches his campaign. good evening. thanks for joining us for kron. 4 news at 6. i'm ken wayne and i'm vicki liviakis. farrell is a former supervisor. and one time interim mayor in san francisco as he launched his campaign today. he made some waves by vowing to fire police chief bill scott on day one conference. rob nesbitt joins us here in the studio with carols reasoning for that and how the police department is responding. prop ken and vicki mark farrell got right to the point during his campaign announcement for mayor citing concerns for public safety and saying the chief scott is not the right leader for the police department. so i am here today to officially announce the launch of my campaign for mayor of san francisco. former interim mayor mark farrell has added his name to the race for san

francisco mayor on tuesday. farrell said that if he's able to beat mayor london breed at the polls, one of his first plans of action will be to fire police chief bill scott chief scott is a good man and a family man. >> but right now we need to be much more aggressive head of our police department farrell says chief scott is not doing enough to inspire other officers, improve recruitment or fight for a budget necessary to protect residents a little over a year ago, our home was broken into in the middle of the night. >> while my wife liz and i were sleeping upstairs with our 3 children. family should not simply not accept the current status quo varsity. just hours after farrell's announcement, the san francisco police department defended chief scott's record a spokesperson saying, quote, chief scott has devoted resources to ensure violent crime remains far below the rates of other cities. the size of san francisco during his tenure, homicide rates fell to the lowest point since 1963, in 2023. the sfpd cleared 85% of homicide cases

well above the national average. the statement went on to say that new protocols launched by the police chief led to a 40% decrease in property crimes like vehicle break-ins and retail thefts. thursday marks one year since oakland mayor sheng thao fire police chief leronne armstrong in the pion has yet to be filled. farrell put as much emphasis on hiring a new chief as he did the reasoning for firing san francisco's current one over the past 5 years. i have watched our city crumble. public safety has never been a bigger concern. the conditions of our streets have never been worse. farrell also promised that if elected there would be 0 budget cuts to public safety under his leadership. >> and that he will have a 0 tolerance approach for all crimes in the city. reporting in studio. i'm rob nesbitt kron 4 news. rob, thank you. mean time the police department will soon be without a police chief. the top cop there is calling it quits since 16 months after he officially took over chief

jason todd has accepted a job as a police chief or salinas addressing his departure earlier today. that comes 4 months after state attorney general rob bonta ordered the department to be under 5 years of court oversight to complete 45 reforms to the satisfaction of an independent evaluator in 2022, the department also called a state of emergency due to its staffing shortages. developing news on the peninsula. police say that they're investigating the deaths of 2 children and 2 adults found dead inside a mateo home as a murder suicide. >> police say that they went to a home on alameda de less pulled us around 9 yesterday morning for a welfare check. officers say they checked all the doors and windows of the home but found no signs of forced entry. inside, though, investigators found a man and a woman dead inside a bathroom with gunshot wounds. officers say that they also found a firearm in that bathroom and in the bedroom, police found 2 boys who were dead.

authorities say they're still trying to figure out how the children died. >> children do not have gunshot wounds. and there was no signs of a struggle through the house >> all of the if there's any bruising or anything like that would come from the and we don't have any information about >> police wouldn't say if the 4 people who were dead were members of a family saying that they're still waiting for those autopsy reports, they're also working to find out any motive behind this tragedy. >> the top 4 california candidates for u.s. senate faced off against one another last night in a debate seen right here on kron 4 and the 2 top vote getters in next month's primary will face off against each other in november for the seat. the dianne feinstein held for more than 3 decades until her death last september. our first and current he spoke to political analysts about takeaways from last night's debate and joins us now live with details. i you know those tracking this race really think it's a

battle for second place at this point. they don't think last night's debate made that much of a difference as to how things are currently stacking up. democratic congressman adam schiff went into monday's debate ahead of the pack. according to most polls. and analysts say the debate seen live on kron 4 didn't change that. doesn't look like this debate has changed the state of play in the race with the 2 top vote getters regardless of party going head to head in november. that means the next 3 weeks or race for second place between democratic congresswoman katie porter and retired republican baseball player steve garvey. if your adam schiff your and lead you want steve garvey in second place. and obviously if you're katie porter, you're going to need a left. and the question is that what what sense do you hit at of adam schiff and garvey kind of moving forward back and forth. sonoma state university political science professor david mckeown says republicans will not cross party lines and vote for porter. >> so she must wrong-way votes

from fellow democrat shift. if you're katie border, you've got to attack business as usual. you've got to attack washington, d.c., and you've got a kind of adam schiff with that. as for garvey, he must not alienate any california republicans, which is why he's staying away from attacking or endorsing donald trump. he's trying to have it all ways whether whether it's just successful strategy not. >> you know it. know, when you really didn't know the polling hasn't quite that. that detailed enough to understand how the republicans really view. steve garvey. ron, for political analyst michael yaki says as to who will get the number 2 spot, it likely will depend on turnout if it's a depressed republican turnout. and katie porter has a very good chance making it into the top 2. and and because of that, i think she's a very, very good chance winning the senate seat november. if you have. depress democratic turnout as well. if you have a higher than normal republican

too busy with work or school in california. employers must provide up to 2 hours of paid leave to allow workers the time to vote if they don't have time to do so outside of work. a florida man accused of stealing and crashing a small plane last week was in a redwood city courtroom today. luis, gustavo aires, is accused of stealing that 1960's. so a single engine plane from the palo alto airport and then allegedly crashing it on a beach in half moon bay on thursday night areas does not appear to have a license to fly a plane today. his request to represent himself in court was denied by a san mateo county court commissioner on the grounds that he was not qualified to do so areas was was given a public defender who entered a not guilty plea on his behalf. his bail has been set at $10,000. a preliminary hearing is expected later on this month. the pacifica pier is expected partially reopen tomorrow.

all the stormy weather that's about to come to an end and tomorrow you're going to feel and we'll start with the rain moving in on valentine's day. beautiful sunset. >> well, outside right now, looking out toward the west, you see the clouds up above and beautiful colors in your skies tomorrow. it's going to be a lot of rain. i think outside at this time doppler radar scanning our skies. we've got a couple of snow showers over the high country with those are widely scattered more showers off the coastline. main front still lingering out there right now. and you can see that that's going to be the one that's going kind of opened the door to a series of storms coming our way. the big one is coming over this weekend. still the meantime, though, the rain will be moving in, but not just yet. you've got some clouds moving in up above right now. it's going to stay dry throughout the night tonight. then as we head through the day tomorrow, things begin to change the clouds start to roll in and that rain becoming likely specially in the afternoon. rain moving all the way down to san jose in lot of part of the day. so if you've got plans for valentine's day, make sure you're prepared. it is going to be a bit wet out there as we head specially toward the afternoon.

>> police arrested 2 men they say are responsible for a series of armed robberies at san jose bakeries. police say the robberies happened between december and january in each case, witnesses say 2 men with a gun showed up and demanded money making off with thousands of dollars. 37 year-old to ramos and 41 year-old arturo vasquez ayala have been booked into the santa clara county jail. the san mateo county board of supervisors has passed a resolution in support of state legislation that would put control of autonomous vehicles in the hands of local governments right now that power is in the hands of the dmv and the california public utilities commission. this resolution comes as waymo has proposed a plan to expand its driverless vehicle service. be on san francisco to the peninsula as far south as sonny bill. the dmv has already okay that expansion, but the cpsc has yet to decide the board of supervisors agreed that waymo's proposed expansion to san mateo county is premature.

per hour. it's a little confusing when you talk about the gig economy, will you have leaders set the independent union rideshare drivers united who say drivers will be turning off their apps for the day. this group is planning demonstrations since ted. you have another union involved here. the justice for app workers, coalition. it's asking the 130,000 or so drivers that represents to not accept any rides to or from airports tomorrow, including sfo. so if you're flying. be aware of that, the union is demanding fair pay and better treatment for drivers saying they have to work 80 hours a week just to make ends meet. so we'll break it down for you that by the numbers, according to the gig economy, analysis from grid wise uber driver pay has decreased about 17% over the past year. uber, the company issued a statement saying driver earnings remain

strong, saying drivers earned about $33 per utilize tower. san francisco bay's lyft says drivers earn about $30 an hour while engage. those are key words utilized hours and engage time. basically means the time drivers spend going to pick somebody up taking that passenger to their destination. but uc berkeley study from a few years ago estimates about a 3rd of the drivers work time when they and work with uber. lyft is not engaged. and remember, drivers are not paid while waiting to pick up their next person. lyft also estimates more than $7 of expenses are incurred by drivers every hour for things like gas and maintenance to the vehicles. those numbers suggest actual driver take-home pay is closer to between 13 and $15 an hour, including tips and bonuses. san francisco minimum wage is

just over $18 an hour or so. lot of people will be on the picket line tomorrow and not actually driving around there, ubers and lyfts. ken vicki, back to you have to call a taxi gasol, right? thank you, lawrence. grant. sorry about that. now to our 4 zone forecast with a live look at sfo tonight. >> were should still have no trouble getting an uber left for now. and now to who's been warning us about some rain. yeah forecast. we're getting back guys. it looks like this for storm coming through. not going to be a huge storm but it happens to come on valentine's day. and so, yeah, if you've got some plans, you want to be prepared for that as that rain is going to be so really surging south throughout the afternoon in the bay area. so tonight we've got a couple high clouds up above, staying dry overnight tonight. and then tomorrow morning, the good news is air quality has improved today. of course, we'll hazy yesterday, but a lot of green out there in the center is right now. in fact, green all across the bay area. just the way we like to see it and it stay that way for tomorrow as we're going to

see that system move in and it's going to bring with it some rain and some wind bring us some nice, fresh air around the bay area. so that's good news on valentine's day winds. well, they'll be kicking up around the bay area. fairly light right now. you can see some 8, maybe 10, 12, 13 mile an hour winds around the bay area. but really nothing too bad. i think by tomorrow we'll watch those winds become suddenly maybe start to talk about some 20 maybe couple, 30 mile an hour gust along the coastline. quiet out there know now on the doppler radar, just a couple high clouds up above off the pacific, though this storm system get ready to pounce on the bay area. this will kind of open up the door. you see another storm lining up behind it. and really as we get into the weekend, we've got a series of strong storms coming our way. this first one coming through really by the afternoon tomorrow, moving across the bay area. expect some rain developing throughout the day and then that rain kind of moving out of town overnight tomorrow night and into thursday. we'll see on the models to its time now for as we head through the night tonight. lot of clouds continuing on and off tomorrow morning. you wake up for the commute. mostly dry out there. you might see a couple of
