san jose police department. they will be issuing cameras free of charge with all the hardware mounted at that particular location. they will announce it in detail. james this morning at 10 15. so we'll know more about the program, but this actually stretches back to the previous administration with mayor sam liccardo at the time. and now it's matt mahan. he will be at the news conference as well. retail theft, we all seen has been going up and up to the point where what last week governor gavin newsom deployed more state prosecutors to help alameda county prosecute criminals. and in terms of burglaries, robberies, retail thefts. now san jose. they're not working with governor gavin newsom, but they are working with the city. of course, to try to get out there. get ahead to allow those businesses to feel better about themselves as well as in a way, fighters to entire community a little bit safer. back to james

>> all right. thanks a lot. we'll check in with will a little bit later. all right, new this morning we have governor gavin newsom's efforts now to crack down on crime in the east bay appear to be showing results according to information from the governor's office. chp officers in oakland of already made 71 arrests. they recovered 145 stolen cars and seized 4 guns linked to crimes. just last week, governor newsom announced that he was deploying 120 chp officers to oakland to help crack down on crime. the governor's office says the people arrested were suspected of charges, including car theft, drug possession and felony gun possession. ch people continue to conduct operations in high crime areas in the east bay. and these operations are just one part of the governor's plan to fight crime. last week, he also announced that he was deploying additional state attorneys to alameda county to help prosecute suspected criminals. time now 604, in the east bay, the city of concord. >> just past a rent control

ordinance. it was a heated meeting, though, between landlords and tenants. it was the ordinance now limits annual rental increases and requires landlords to have just cause before evicting tenants. but the debate isn't over. as a matter of fact, kron four's sara stinson explains. >> a rally was held before the concord city council meeting tuesday with both tenants and landlords shouting about their rights. every seat was taken at the meeting. people even wore a sticker on their church to show which side they're on the agenda. rent control for multifamily rental complexes with 2 or more units built before february. first 1995. what's being proposed is limiting annual rent increases to 3% or 60% of consumer price index. whichever is lower as well as just cause for eviction, which could apply to most rented units in concord, including single-family homes. however, many council members

debated that for a just cause would not apply to dwelling units. just cause does not apply when a tenant is evicted for at reasons like non payment. if there is no fault. but the landlord wants to evict the tenant. this ordinance proposes to require property owners to pay 3 times the fair market rent and an extra $3,000 to cover moving expenses. both sides say this has been debated for 7 years and they're ready for city council to make a decision city ca. so really need see the real situations that all the 2 winters family and children are suffering with the rent control of the rent, rent increases every year. and it's a it's a really bright. and so what's going to happen is that we're going to be in that living on the street. so this isn't really just about, you know, rental rights. it's about property owner rights. and that's what strikes at my core city council will have a second reading of these

ordinances at the next meeting. march i'm sara stinson reporting in concord kron. 4 news 606, is the time. another developing story as the investigation is continuing now into the murder suicide. that happened in san mateo where 2 children. >> and 2 adults were found dead. >> in their home during a welfare check, police just gave us an update on the case. officers checked all the doors and windows. they found no signs of forced entry and inside, that's where a man woman, they were dead in the bathroom with gunshot wounds. and then in the the gun was in the bathroom and then in the bedroom. that's where they found the 2 children. both boys dead. authorities are trying to figure out more about what happened. >> children do not have gunshot wounds and there was no signs of a struggle through the house >> all of the if there's any bruising or anything like that would come from the and we don't have any information about >> they haven't said anything

about the identity of these people were still waiting for the autopsy results. >> well, police arrest a paddle out the massage therapist on suspicion of assault was back in november of 2023 that police received a call from a woman saying that she had been sexually assaulted earlier that day by u.s. or at massage envy on el camino, real. the woman alleges that she was sexually assaulted during her appointment but didn't have a physical injury to show it was last thursday police arrested arturo gomez on suspicion of. penetration and battery. felony charges have also been filed. police say massage and be worked collaboratively with them and fired gomez when they learned that he was a suspect in this case. police say gomez has worked for other massage establishments in the south bay, but there are currently no other known alleged victims. well, freemont police right now are looking for potential victims of this man who they say sexually assaulted a woman monday night. this is 27 year-old

marin. vasquez velasquez. the freemont police say he attacked and sexually assaulted. a woman who was walking in the area fremont boulevard and jurors drive right around 09:00pm. police say community members held him there until officers were able to arrive and arrest him. >> it's 608, and on the peninsula. san mateo county officials want the final say over autonomous vehicles on the roads in the county. the board of supervisor just passed a resolution supporting a law that would put control of the driverless cars in the hands of local governments instead of the state officials in the dmv. counties resolution comes as waymo has proposed expanding its fleet be on san francisco and on to the peninsula far south of sunnyvale, the board of supervisors says that way. most proposal is premature. >> the state agencies are allowing unfettered access to our roads and highways without

snowfall up in the sierra nevada that to be falling pretty good today. snow level fall to 5500 feet in elevation. there are actually 3 systems ahead of us. this is just the first line of showers that's about to drop in. that's actually our lightest dose of rainfall compared to the next 2. so this afternoon to expect a light to moderate rainfall pushing it, especially late morning for the north bay. and then early afternoon for the rest of us pockets of heavy rainfall in there, it's not going to add up to too terribly much does have an impact on those evening plans to be ready at the umbrella in the rain jacket. i think it kind of adds the romantic field. as for tomorrow, we are looking at a dry one. could see an isolated sprinkle. it start but thursday and even most of friday will be dry friday night into saturday and even heavier punch of rain and then even heavier yet sunday night into monday and early tuesday. so this forecast stays active. rainfall amounts today anywhere between a quarter of an inch to half an inch for most urban areas. some upper elevations will see over an inch of rainfall. we're going

to add more and more on top of this through the course of the nest next week. actually got some pretty impressive model runs. as for what rainfall is going to look like from these next 2 system. so expect a wet weekend. the sierra nevada is under a winter storm warning until 04:00pm on thursday. as much as 2 feet of snowfall at the upper elevations. and as i mentioned, snow level falling to 5500 feet. that's pretty low. and that's definitely good news. we need to see some snow makers keep that momentum going. upper 50's to low 60's for today's daytime highs. burlingame foster city just like yesterday at 60 degrees. you think i it's going to be a rainy day. it's probably going to be way cooler. actually. it's not that much different temperature wise. so wouldn't call today a stormy one which just want to be ready for it. oakland down through castro valley at 60 degrees while the late show up to napa in the upper 50's santa rosa at 55, one of our cooler spots. tomorrow's temperatures will be into the low 60's as we will remain into the weekend care. best chances of rainfall

in the south bay, a woman was riding a bicycle was struck and killed >> by a vehicle in los altos. this happened yesterday morning on southbound foothill expressway near old oak court. we're not sure about the investigation or exactly what caused that crash. >> well, flight attendants with alaska airlines voted to authorize a strike the last time alaska airlines flight attendant went on strike was during the famous 1993 strike. where took well over the schedule yeah, the cake, the chaos that ensued. say this i have an alaska flight and i think i know. yeah. so there

their valuable tools had been swiped from their very vehicles. we have kron four's theresa stasi with more on that. >> i drove out the lock and went through the mechanism, opened it up in the sewer. this storm, most of the personal equipment that was kept in gone. that is what a specialized team of firefighters discovered last wednesday morning say woke up at a pleasanton hotel ready to get back to work but found someone had ripped into their trucks and stolen equipment and backs and that we've been working for 4 days straight. >> finding out tomorrow went into the hotel and we came out crew. but you both are pickup trucks are vandalized, broken into a store. 5 chainsaws and personal equipment from us. >> this is crew ate in action last week during the latest powerful storms that swept through the bay area. erik truax with alameda county fire department says that the unit is new and designed to tackle emergencies such as downed trees and other calamities. we had to go out of service for unable to provide that service that we have been for the last

guess that sentimental value that the relationship that we've all built around each other our equipment. that's a part of us, right? these are the tools that we work with and yes, if it's out there, we would love to get or just anything. you alameda county, theresa kron, 4 news. >> 6.33, is the time in a florida man accused of stealing this small plane and then crash landing it at a beach in half moon bay has pleaded not guilty in court, luis, gustavo errors is accused of stealing that plane from palo alto last week. he does not have a license to fly however he remains in jail on a $10,000 bond. he was also given a public defender after his request to represent himself was denied. his next hearing is scheduled for later this month. the skeletal remains of a body found 29 years ago has been identified. now as a vallejo woman. her picture you see there on the screen, her name is robyn fay hedrick her body was found in a creek bed off pine flat road near healdsburg back in august of 1993. is known about her

except that she was born in 1953. and was last seen alive in vallejo in february of 1992. hedrick was identified via the dna. do project which led them to hendrick's son who identified the sheriff's office is now asking for any information about her life so they can determine how she died. >> a pedestrian was struck and killed last night near hayward. it was on northbound mission boulevard north of blossom way in cherry land. and what happened was there was a car driving in the second lane of mission boulevard. and it hit the pedestrian who was standing just outside of a crosswalk. the pedestrian died at the scene and the police are investigating factors in the crash. do not at this point. 2 of the alcohol or speed-related. they're not sure exactly what happened in the east bay to refineries in

contra costa county agreed to reduce their emissions and pay more than 20 million dollars as part of a settlement reached by the chevron richmond refinery. the martinez refining company and the bay area air quality management district. the refineries sued the management district over the stricter ecissions standards. but now they've agreed to drop the lawsuits and commit to changes. chevron agrees to reduce emissions of the refinery by 70 to 80% and pay 40 million dollars for pass. finds an for future exposures. the martinez refining company will install air monitoring equipment contra costa county supervisor john gioia says that this settlement is a win-win. >> day is really improving public health for residents who live near refineries everyone no matter where they live deserves are has the right to breathe clean air. and that's what th announcement is about.

>> and here's the statement from chevron where th y we're pleased to put this litigation behind us in a way that benefits our community and allow chevron richmond to remain and important energy supplier in the region. air district says it's going take chevron about 4 years to make these changes mainly because they'll need to install additional equipment. the martinez refining company, they are close to meeting their obligations. >> well, this comes as a new report now shows a bay area air quality as getting worse in recent years and will likely continue on that track research from the first street foundation shows that california would bear the brunt of increasingly worse air quality in the country, mostly because of climate change fueled wildfires. the report's authors say the central valley and san francisco bay area's are already seeing twice as many poor air quality days. now compared to what we saw 20 years ago and over the next 30 years, the study predicts more than 50% of people in the u.s. will be exposed to unhealthy air.
