number of arrests so far that are just in from the governor's office. some san jose business owners will be getting surveillance cameras for free as that city cracks down on retail thefts. we're live with those details and the conference city council does pass a rent stabilization measure after hours of heated debate. >> from the area's local news station. you're watching the kron. 4 morning news at 7. >> happy wednesday and happy valentine's day. i and i'm james. we're waking up this morning on this wednesday with a dry start. but a wet finish if you have any evening valentine's day plans. let's 0 in on that. good morning, john. a good morning. yeah, valentine's day. not going to be quite as crystal clear as the past few days have been. but it's okay. it's not super storm. even just getting a little rainy later on. you can see it's not holding anything up at sfo behind me. things are moving along just fine there. then you'll find the same on your roads. you get the morning commute started. >> san jose. you're definitely seeing a lot more cloud cover up above right now. and that

is a sign of the storm system that is sitting immediately to our west right now. right now, showers are several hours to our north really up and humboldt down or take counties up near the oregon border. we'll start to see those showers later this morning for the north bay and then into the early afternoon for the rest of us. so we get a nice dry morning commute. in the meantime, before a wet rest of the day, current temperatures are in the upper 40's to low 50's a fairly mild start get those light jackets on. get the dog out this morning before that rainfall gets here and it will be a little enticing to get outside later on. as for the afternoon, we're still staying mild, at least upper 50's to low 60's, mostly light to moderate rainfall says bring the umbrellas and the rain jackets, rain. all right. something of that the last hour. we had an accident on the bay ridge right near the toll plaza. >> that just cleared drive time. stay the same 15 minutes into the city this morning. all the bridges, no accidents or hazards to start 19 middle right. so it's a little slower gain on the san mateo bridge.

their location to make sure that their place feels a little bit safer. and of course, when they do that, the police officers will have access to the footage so they can catch down criminals. should they pounce on those unsuspecting businesses? here's how it works. they actually started this floating. the idea from the previous administration, mayor sam liccardo and now he's termed out its mayor. matt mahan. he will be at their at the news conference at 10, 15 this morning to talk about it. they will mount they are reaching out to the businesses

to let them know if you want to be part of this program. let the city of san jose know about it and let them come there and install of the hardware for you. this is part of a trend that we're seeing in california that a lot of municipalities we talked about. governor gavin newsom last week. asking the california department of justice to issue more attorneys to help alameda alameda county fight crime. obviously san jose is in santa clara county, but you get the same trend that now athey're hoping to fight back against retail theft. >> back to you. all right. thanks a lot. we'll >> 704 is the time and new this morning, governor gavin newsom's efforts to crack down on crime in the east bay appear to be showing results according to information from the governor's office, chp officers in oakland have already made 71 arrests recovered 145 stolen cars and seized 4 guns linked to

crimes. just last week, governor newsom announced that he was deploying 120 chp officers to oakland help crack down on crime. governor's office says the people arrested were suspected of charges, including car theft, drug possession, felony gun possession. the chp will continue to conduct their operations in high crime areas in the east bay. and don't forget these operations are just one part of the governor's plan to fight crime. just last week he announced that he would be deploying additional state attorneys to alameda county to help prosecute those suspected of criminal acts. >> time now is 704. and the city of concord just passed a rent control ordinance. but the meeting was heated between landlords and tenants over the lot of back and forth. this ordinance, though, now limits annual rent increases and requires landlords to have just cause before they evict the tenant. still, the debate isn't kron 4 sarah stinson has more. >> a rally was held before the concord city council meeting

tuesday with both tenants and landlords shouting about their rights. every seat was taken at the meeting. people even wore a sticker on their church to show which side they're on the agenda. rent control for multifamily rental complexes with 2 or more units built before february. first 1995. what's being proposed is limiting annual rent increases to 3% or 60% of consumer price index. whichever is lower as well as just cause for eviction, which could apply to most rented units in concord, including single-family homes. however, many council members debated that for a just cause would not apply to dwelling units. just cause does not apply when a tenant is evicted for at reasons like non payment. if there's no phone with the landlord wants to evict the tenant, this ordinance proposes to require property owners to pay 3 times the fair market rent and an

extra $3,000 to cover moving expenses. both sides say this has been debated for 7 years and they're ready for city council to make a decision city ca. so really need see the real situations that all the 2 winters family and children are suffering with the rent control of the rent, rent increases every year. and it's a it's a really bright. and so what's going to happen is that we're going to be in living on the street. so this isn't really just about. >> you know, rental rights. it's about property owner rights. and that's what strikes at my core city council will have a second reading of these ordinances at the next meeting. march i'm sara stinson reporting in concord kron. 4 news line 707. and another developing story. the investigation is continuing into the heart wrenching murder, suicide. that happened in san mateo where 2 children and 2 adults were found dead in their home monday during a welfare check.

police just gave an update on the case. they say that officers checked all the doors and windows and found no sign of forced entry. and then inside investigators found the man and the woman dead in the bathroom. they had been shot and the gun was in the bathroom and in the bedroom is where they found the 2 children. both boys dead, but they're not positive how the boys died. >> children do not have gunshot wounds. and there was no signs of a struggle through the house >> all of the if there's any bruising or anything like that would come from the and we don't have any information about >> the investigation continues will give you an update when we know at this point we don't know the names or the ages of anyone either or their relationship. >> the police have arrested a palo alto, massage therapist on suspicion of assault investigation began back in

november of last year after police received a call from a woman saying she'd been sexually assaulted earlier that day by a sewer. she said it happened at massage envy on el camino. real last thursday, police arrested arturo gomez for that assault teen now faces felony charges. police say massage and the work collaboratively with them and fired gomez as soon as they learned he was a suspect. gomez has worked for other massage establishments in the south bay. and so now investigators are looking to see if there are any other victims. fremont police are looking for potential victims of a man who they say sexually assaulted a woman monday night. this is 27 year-old marvin velasquez of fremont. police say he attacked and sexually assaulted a woman who was walking in the area fremont boulevard and eggers drive about 09:00pm. police say community members actually held him there until officers arrived to arrest him. >> on the peninsula, san mateo county officials want the final say over autonomous vehicles on the roads in the county board of supervisors

just passed a resolution supporting a proposed law that would put control of driverless cars in the hands, a local governments instead of state officials and the dmv. the county's resolution comes as waymo has proposed expanding driverless fleets be on san francisco. the peninsula as far south as sunnyvale. the board of supervisors says that waymo's expansion is premature. >> the state agencies are allowing unfettered access to our roads and highways without any community input. went to some pains to ensure that provided correspondence the cpc just make clear again, we aren't taking substantive position as the county county attorney's office. with respect to the bill, it's more a question of >> ensuring that the county has as granularity in detail with respect to what's proposing that the decisions made at the appropriate the appropriate place. >> last week, the san mateo

county attorneys sent a protest letter, 2 utility officials about waymo's proposed expansion. the dmv had already okayed the expansion and this comes as waymo is recalling some of their software now because there were 2 incidents that happened in phoenix in december. a waymo vehicle crashed into a pickup truck that was being towed. and then a few minutes later, another waymo crashed in that same pickup truck. waymo says that none of those vehicles had any passengers in at the time of the crash. >> we're going take a break. 7.11 that i've still ahead on the kron. 4 morning news. a specialized team of firefighters is missing some of their valuable equipment after someone stole them from their trucks. plus, your utility bill could soon be based on how much money you make, why some lawmakers say this proposed law would do more harm than good. >> hey, good morning, everyone. i'm michael thomas live in berkeley. it's

the showers do arrive. good for you for getting out there. taking advantage of a dry morning while we do have it. showers are still several hours to the north and west of us. little bit of snow falling in the northern sierra. but that's even yet to kick up yet. 1, 2, low-pressure areas lined up just west of us and a 3rd set to arrive late this weekend. so we've got 3 rounds of rain fall ahead of us. this first round of rain that we're eyeing down today is actually going to be the lighter of the 3. we will see showers late morning for the north bay, mostly into the afternoon to early evening for the rest of us on and off areas of light to moderate rain in only a few pockets of heavy rain. so shower activity should be something that shouldn't stop you, too terribly much from getting out there. if you want to do that. nice candlelit dinner indoors with the pitter patter of the rain outside kind of romantic for sure. as for tomorrow morning, a few morning sprinkles. but really tomorrow is going to be a dry one and friday for the most part, also dry friday night into saturday. that second round of rain gets here. that's going to be a little

heavier 3rd round of rain arrives sunday night into monday and tuesday. that will be the very heaviest one. this first round of rain anywhere between a quarter to a half an inch of rain for most of our urban areas. upper elevations could see over an inch of it. we'll add more on top of this into saturday and then especially into sunday night monday and tuesday by the middle to end of next week. we've got quite a lot of rain on its way. sierra nevada also getting a good dose of snow. a winter storm warning in effect through tomorrow at 04:00pm and snow level falling as low as 5500 feet in elevation. as much as 2 feet of snowfall at those upper elevations donner summit around 8 inches there. just an idea of what you'll be encountering as you do, drive up. i-80 temperatures will be in the upper 50's to low 60's for your daytime highs today. foster city through mountain view holding on to those 60's. just as you have been san jose. also back up to 60 degrees most of us will be upper 50's today, though, like to try valley on up through danville, berkley, up to

your money. this morning, surging restaurant prices are making dining out for valentine's day. a luxury. >> and amazon is hit with a lawsuit over the new prime video and fees that they have. jane king is live at the nasdaq with those stories and more. hi, jane. >> haidar good morning. so there's a recently proposed class action lawsuit is asking amazon to fork over 5 million dollars to compensate users who say they were deceived by the flip-flopping on ads to people who don't want to see as on prime video, let's pay an extra $3 a month. amazon says they've hiked the prices because any more money to turn out. original programming was becoming increasingly cheaper for americans to eat at home instead of dining out. that's going to the january consumer price index prices for groceries are up 1.2% every year. the price of food restaurants is up more than 5%. and overall food prices are much higher than they were before the pandemic. well,

ups conned. well, yeah, i'm going start with the working so we decided to go into their truck and take some crucial equipment. yeah, obviously the firefighters disappointed with what happened. we have kron four's theresa stasi with the pictures of what they stole. >> drove up the lock and went through the mechanism, open it up in the sewer. this storm, most of the personal equipment that was was kept in gone. that is what a specialized team of firefighters discovered last wednesday morning say woke up out of pleasanton hotel. ready to get back to work but found someone had ripped into their trucks and stolen equipment and bags. >> and that we've been working for 4 days straight. >> finding out tomorrow went into the hotel and we came out. crew, buddy, both are pickup trucks are vandalized, broken into its toll change swdes and personal equipment from us. >> this is crew ate in action last week during the latest powerful storms that swept through the bay area. erik truax with alameda county fire

storms knew about that equipment stolen, which take it back. >> absolutely. in a heartbeat. i it mean a lot to us you know, i guess that sentimental value, the relationship that we've all built around each other and our equipment. that's a part of a second the tools that we work with and yes, if it's out there, we would love to get or just anything. you alameda county, theresa kron, 4 news. >> well, florida man accused of stealing this small plane and then crash landing it in half. moon bay pleaded not guilty in court, luis, gustavo aires, is accused of stealing that plane for palo alto last week. he doesn't have a license to fly. he remains in jail right now in a $10,000 bond. he was assigned a public defender after his request to represent himself was denied. his next hearing is scheduled for later this month. >> in the north bay, sanibel, police are looking for a man who is accused of assaulting a

girl after touching her arm inappropriately. this assault happened in the northgate mall earlier in the week. police say that enoch couple ace went to a with a group of young people approached the girl, touch her arm and then she's a kid and her friends tried to take a picture of him. he ended up confronting one of them, knocking the phone from their hand and then ran away towards the terrell linda area. now they're looking for him. >> the skeletal remains of a body found 29 years ago have now been identified as that of a filet a woman. you see her picture there on the screen. her name is robyn fay hedrick. her body was found in a creek bed off pine flat road near healdsburg back in august of 1993. little is known about hedrick except that she was born in 1953. and was last seen alive in vallejo february of 92. was identified through the dna doe, a project which led them to hendrickson who

later identified that as his mother, the sheriff's office is now asking for any information about her life so they can determine how she died. >> time now, 7, 5, and a pedestrian was struck and killed in hayward. it happened tuesday night northbound on mission boulevard north of la some way and cheri landry land. it was around 7.30, in the evening that a car was driving in the second lane of mission boulevard and it ended up hitting a pedestrian who was standing outside of a crosswalk. that pedestrian was pronounced dead at the scene. police say drugs or alcohol do not appear to be a factor in this crash. 2 refineries in contra costa county agreed to reduce their emissions and pay more than 20 million dollars as part of a settlement reached by the chevron richmond refinery. the martinez refining company in the bay area, quality all reached a deal. so both of the refineries originally had sued the management district over the stricter emissions

standards. but now they agree with this to drop those lawsuits and commit to changes. chevron has agreed to reduce its emissions at the refinery by 70 to 80%. and pay 40 million dollars for past fines and future exposures. and the martinez refining company will install air monitoring equipment contra costa county supervisor john gioia says the settlement is a win for everyone. >> they is really improving public health for residents who live near refineries everyone no matter where they live deserves are has the right to breathe clean air. and that's what this announcement is about. >> and in the statement, chevn ys, quote, we're pleased to put this litigation behind us in a way that benefits our community and allows chevron refinery to remain an important energy supplier in the region. the air district is going says it's estimating chevron's going to take about 4 years for these changes to happen,

mainly because they have to install additional equipment. as for the martinez, refining company, they are very close to meeting those obligations already. >> well, this comes as a new report shows a bay area air quality has been getting worse in recent years and will likely continue to get worse research from the first street foundation shows that california will bear the brunt of increasingly worse air quality in the country, mostly because of climate change fueled wildfires. the report's author says the central valley and the san francisco bay area are already seen twice as many poor air quality days. compared to what we saw 20 years ago and over the next 30 years, the study predicts more than half of people in the u.s. will be exposed to unhealthy air. >> 7.38, kron. 4 is your local election headquarters and that. >> top 4 candidates for u.s. senate in california faced off right here in our studios as you know, yeah, alive. and we brought that to you. the running to take over the seat left behind by late senator

dianne feinstein. >> kron four's dan kerman. he spoke to a political analyst about the takeaways from that debate. >> democratic congressman adam schiff went into monday's debate ahead of the pack. according to most polls. and analysts say the debate seen live on kron 4 didn't change that. doesn't look like this debate has changed the state of play in the race with the 2 top vote getters regardless of party going head to head in november. that means the next 3 weeks or race for second place between democratic congresswoman katie porter and retired republican baseball player, steve garvey. if your adam schiff, you're in lead, you want steve garvey in second place. and obviously if you're katie porter, you're going to need a lift. and the question is that what what sense do you hit at of adam schiff and garvey kind of moving forward back and forth. sonoma state university political science professor david mckeown says republicans will not cross party lines and vote for porter. so she must wrong-way votes from fellow
