chaotic. people took off running when bullets started flying. thanks for joining us tonight on kron. 4 news at 5. i'm grant lotus and i'm noelle bellow. we now know at least one person was killed. 22 people injured children among that number. >> catherine heenan joining us live from the kron. 4 newsroom with these fast-moving developments. catherine. >> yeah, we we know know all of this was supposed to be one big family friendly celebration. a rally at kansas city's union station just wrapping up when shots were fired nearby, at least 22 people were shot. 7 of them. we know tonight have life-threatening injuries. one person was killed. 3 people have been detained. city officials say they are heartbroken. >> this is absolutely a tragedy. the likes of which we would have never expected in kansas city. the likes of which will remember for some time. >> it was a huge gathering of people. hundreds of thousands of fans have gathered. authorities had tried to

prepare with the huge deployment of officers. it did not prevent the tragedy. some of the injured reportedly including we had over 800 law enforcement officers, kansas city and other agencies. >> at the location to keep everyone safe. because of bad actors. which very few. this tragedy occurred. we just heard this big, loud bang everyone was just told get down on the ground and get close. so i grabbed my son and we got close to the fence and you just kind of >> outside. and so we're able to kind move away from the situation. there was so many people there in the crowd and once it was realized what was going on, you can see the crowd shift. there was so many people down there was but the >> the police department it day detained that situation very quickly. one witness caught a few seconds of video of what appeared to be an arrest of a suspect. investigators have been trying to figure out a motive.

>> worth of stolen goods. that's just the beginning of this joint effort between the california highway patrol and local police officers. kron 4 theresa is here in the studio with more to reset on noel. it's being called a successful operation so far. and city leaders say that they hope it continues on this path. 71 arrests the recovery of 145 stolen vehicles. >> that is just some of the data being released involving the first phase of a collaboration between chp and opd. this is video provided to kron some of the work being done announced last week. governor newsom directed 120 chp officers to join specialty units targeting auto theft, drug cases and retail crimes. besides the arrest, the chp says that they helped with the seizure of illicit drugs, the recovery of $60,000 worth of stolen electronics. the seizure of 4 firearms,

including an unregistered ghost gun. a have uploaded a number of the cases and they're being processed. >> according to the way that we normally do that, which is that we have 6 charging deputies at the wily menu courthouse and they will review each of the reports as they come in and make appropriate turned decisions. >> the recent surge of 120 chp officers specifically helping units in oakland will shift in the coming weeks. according to chp commissioner with 50 going to other east bay cities. while 72 will remain hyper-focused on oakland. so but they are still in our streets. they're still working with us closely. >> they are here 2 times a for their operation. and that is one sergeant 6 officers in the count oakland city leaders expressing cautious optimism for more success we can have with chp working together. >> with our opd command staff are ok officers to really get a handle on serious crime towns where the you know, it's it's not it's not it's not a

more efficiently. we're able to share more rapidly were able to deploy resources in a smarter manner. we're able to have a better effect on responding to crime. >> the first meeting of this new collaboration was held in late january and they plan to continue meeting on a quarterly basis. >> in the south bay, san jose city officials gave away surveillance cameras to small business owners today. it's part of a two-year pilot program to help crack down on retail crime. mayor matt mahan launching the capture crime program introduced it as a council member 2 years ago. mayor says 50 cameras will be given out to shops in areas with high crime rates. today we heard from an owner of a family run restaurant who's eager to participate after witnessing violent crimes just outside of the business. >> there was young man i killed. and in shopping center

prepared. you've got that rain coming down outside right now. you can see it on the lens over san francisco showers continuing around the bay area. that's the way it's going to play out through the evening hours. so if you are headed out, be prepared for a couple raindrops, this front coming through really in the afternoon, kind of picking up steam in rolling on by some showers continue across much of northern california, even parts of central california. now and stretching further south. the snow up over the sierra nevada. 2, the bay area. you've got the raindrops that are moving by. you see some heavier bands of rain now moving in along the peninsula. some of those bands, a brief periods of some heavy amounts of rain in towards pacifica daly city. watch out for that south san francisco out on the roads too, making things very, very slick out there and to go along with that. we've have some gusty winds. some of those winds gusting over 30 miles per hour along the coastline. right now. you're looking at 24 mile an hour winds at stinson beach, 18 pacifica and 17 mile an hour winds in palo alto. so a little blustery in spots specially coast side in the storm system not done with this just yet. in fact, this

is just going to be a first in a series of storms that are going to impact a bay area in the coming days. this one coming through a rather small storm compared to what we're looking at further off the coastline that was going to have a much larger impact as we get toward the weekend. so stepping out the door this evening. showers continuing on and off through the evening hours then should begin to taper off as we head toward the midnight hour. your official valentine's day forecast. well, if you're heading out the door, grab your loved one. hold close, cloudy and wet weather. temperatures are going to be in the 50's. >> protesters blocked traffic on the golden gate bridge this morning. it was shut down in both directions for about 20 minutes around 7.45. the palestinian youth movement group is calling for an end. 2 u.s. aid for israel in its war against hamas. the chp says there were about 20 people out there protesting. nobody was arrested. >> mayor london breed

dedicating a historic cable car to the late singer tony bennett. earlier today, bennett passed away last summer at the age of 96. his career spanned 7 decades and was peppered with a number of achievements. the grammy award-winning singer is the voice behind the city's official song. i left my heart in san francisco. then it actually helped promote the rebuilding of the cable car system and stood by the late senator dianne feinstein. when the system reopened back in 1984. >> this is only the 3rd cable car dedicated anyone in san francisco and it's appropriate tribute to tony bennett, who has really such icon and ambassador for our city around the world. >> mayor breed was joined by bennett's wife as well as city leaders and transportation officials for the dedication at the fairmont hotel car. 53 officially entered regular service today. >> coming up, valentine's day. not easy for everyone, but we're here for you course, and

>> breakdown this video that is all over the internet. yeah. well, when you go to hawaii, you're expecting something else. we're talking about a southwest flight bound for paradise, but at least 2 passengers were. >> definitely not feeling the aloha spirit. the video starts and slapping another man in the hat. then the man retaliate with several direct punches to the face of that first man, his fists narrowly missing a woman who appears to be kind of caught in between holding the first man back. we still down the video here. a little bit to see exactly what's going on there's a flight attendant saying they're trying make stops intervene. she grabs the hand of the man in the hat while he continues to jaw at the other passenger and then a different passenger gets up to try to help out that flight attendant, then herself directly between the 2 minutes. more people get up to try to separate the 2 got, of course, consider your thousands of feet over the pacific ocean while this is going on a southwest airlines representative tells us the flight did land safely in the hooey on the island of kauai

and that local authorities were there to meet the plane on arrival. southwest says it commends its crew and customers for their professionalism. the u.s. department of transportation also tweeted about this incident to it said that it has 0 tolerance for violent behavior on aircraft and people who act out can face criminal prosecution and fines of up to $37,000. i checked with police department's website in kauai as well as their facebook page. no mention if this individual been arrested and what charges handled by federal authorities so they may not be involved, but certainly there could be some consequences for this against both could be culpable right? >> the one guy slap them to to started you i went postal service. don't know what would cause someone to get that angry on a flight to paradise. you know, mean, you're suppose, you know, i just don't understand what words may have been set or you mean, you guess you never know. but

you're going to hawaii. i mean, you would think you'd be in a pretty good mood exact and we don't the identities of either of these 2 passengers, whether they're both from oakland or not. >> from oakland at all, but all of this eventually will get played out. we'll find out >> interesting. thank you. can. a florida man accused of stealing this small plane and crashing it on to a half. moon bay beach is reportedly revealing. >> why he did it according to the da's office, 50 year-old luis, gustavo aires, told officials he wanted to show the government that airports lack proper security. that's a quote. areas made his first court appearance yesterday and reportedly also told the da's office his real name is sunrise he wanted to represent himself. but the judge denied that after considering his education and background, he remains in jail on a $10,000. bond. after exploring numerous

sites too relocate to to build their new stadium in las vegas. the oakland a's president dave kaval will be sitting down with city and county officials in oakland tomorrow to explore another idea. extending the a's least on the coliseum until that new vegas ballpark is ready. but as kron four's, dan kerman tells us, that is not the only business proposition in front of the a's this week. the other concerns ownership of the coliseum. even though the a's have announced they're leaving oakland, they still are in the process of buying alameda counties, 50% ownership in the coliseum site. that's been our goal is to buy this. but the a's >> but ray bobbitt with the african american sports and entertainment group has another plan in mind. last week, the group sent this letter to the a's renewing their offer to purchase that 50% stake in the coliseum. cg can redevelop the site into a city within a city. there's a

mandate from the community to get that slight developed to bring more sports. they're typically more entertainment. >> but more importantly, to bring services to bring, you know, housing, to bring hotels to really just sort of use that as a catalyst to redevelop and revitalize east. oakland bobbitt says the a's rejected a a s eegee's. 85 million dollar offer in september. but bob, it says they're open to negotiating. >> right scg is also in the process of purchasing the city's 50% share of the property are capital partner is loop capital. >> and they the largest african-american owned investment banking firm in the country. they're out of chicago and they have the full capacity to execute the transactions. bobbitt says it remains unclear how and extension of the a's a lease at the coliseum. >> will impact a a s eegee's plans. but he's hoping the a's consider selling their interest in the site just really be an opportunity for open to showcase itself at that site, which so successful for so many years. dan kerman

kron, 4 news. >> and hayward, another pedestrian death as a driver strikes and kills a 75 year-old man on tuesday night. the crash happened on northbound mission boulevard just north of blossom way. that's in cherry land around 7.30, in the evening. according to car was driving in the second lane of mission boulevard when it crashed into a pedestrian standing just outside of a crosswalk. the pedestrian was pronounced dead at the scene. alcohol and drugs do not appear to be a factor in that crash. >> part of the pacifica pier is back open. the piers been completely closed due to damage caused by a combination of high tides and large waves back in december. >> about half of the main pier deck reopened today. as for when the whole thing will be back open engineer say a complete assessment of the damage won't be completed until march on because of

storms between now and then there could be more damage caused, of course, we've got a storm happening today. yeah, let's hope not because that is such a popular pier and people. >> especially crab season loving and the businesses around there really when they had to shut that thing down. so hopefully they can work something out. as we look live here at the golden gate bridge, a slick commute home for people. but car seem to be doing ok now, lawrence, how long are we going to be dealing with this wet we've got a lot to come or just get back into an oil. so we've had some nice weather. we are calling our spring break. but now. >> it is back to some stormy weather. this just the opening salvo in what looks like to be a series of storms that are going to carry us all the way into next week. and we'll be out there tonight out of sfo. we're looking at some rainy conditions around the bay area. the showers moving on through picking up in the afternoon. there are delays sfo, but not because of the rain. they're actually doing some construction up there on the runway, but still some delays of about a half an hour. no delays being

reported. oakland or san jose. you're looking good there. but yeah, here we are in the latest satellite radar image. get active out there again. high pressure moving out of the way and now you've got the rain moving into parts of san francisco, the bay area all the way down the monterey bay, the snow in the high country. winter storm warnings are up there. but the bay area getting hit, especially this afternoon. that rain coming through in the showers point got valentines night plans. you've got to be prepared for some of the raindrops out there. some of the cells that are moving through a little bit stronger, too. you can see the half moon bay to start to drag for the south. this may actually be the main cold front that's beginning to move on by. and so you see the heavier downpours in toward elder, not and half moon bay. if your traveling down one, possibly 2.80, watch out along the coastline, the peninsula, some heavy downpours there. well, we're going to see this overnight tonight. here's latest forecast. molly. see, the winds have been gusting along the coastline. some of those gusts over 30 miles an hour. and you see the front begin to make its way further south. it's maybe a little bit quick on the models, but as we dig through the evening, it looks like things are going to start to quiet down just a little bit. >> is me. as we see a few
