soggy commute home or out to their valentine's day plans. good evening, everybody. i'm vicki liviakis. i'm ken wayne chief meteorologist lawrence karnow in the weather center now with a look at the forecast its valentine's evening. a lot of folks headed out possibly going out for dinner for some entertainment and. >> well, the rain rolling through the bay area making that a little bit difficult outside. not a huge storm of the road was very slick out there right now. >> looking out over san francisco kind of romantic appeal to it as you've got the clouds up above couple raindrops on the lens and more of that to come as we head through the evening hours. temperatures in the 50's not cold but little bit on the cool side. if you're headed out the door and you can see that rain moving through the showers continuing on and off now stretching into the south bay, too. so around the bay area, if plan on heading down, we're going to see more. the raindrops continuing into the evening hours. we've got a ways to go before. it's all done. so these bands moving on by and some of those some heavier band. you see that one coming through right there. that is likely the main cold front beginning to move on by and as it moves on by all of a

sudden, we're going to see some of those heavier downpours right along those areas. in fact, some of that rain making its way along the coastline now just pushing south of half moon bay head up toward the santa cruz mountains. but we're also going to see some of the rain beginning to pick up, i think in parts of the south bay as we head to the evening hours. so you're seeing some of that rain into fremont right now. parts of palo alto just a couple scattered showers in the san jose. but there's more rain coming your way. so if you're headed out the door for some valentine's entertainment. be prepared. likely see some raindrops in the wind's been gusty to some 20 some 30 mile an hour gusts out along the coastline today. and the winds continuing outside. right now. more on the way. in fact, really this just the beginning of a series of storms that will likely impact the bay-area the coming days will time those storms out coming up in a few minutes. >> all right, some developing news we're following for you to there's been another deadly mass shooting in the u.s. and this time the kansas city chiefs super bowl victory celebration that turned tragic and chaotic today. people took

off running as you can see there is the bullets started flying. our catherine heenan joins us now live from the newsroom with the latest. catherine. >> well, we learned just a short time ago, the one person who was killed today was a dj for a local radio station. her name is lisa lopez, a mother of 2 described as a beautiful person. the rally at kansas city's union station was just wrapping up when shots were fired. aside from lopez, at least 22 people were shot and injured. some of them critically. and tonight police have detained 3 people. city officials say they are heartbroken. >> this is absolutely a tragedy. the likes of which we would have never expected in kansas city. the likes of which will remember for some time. >> it was a huge gathering of people. hundreds of thousands of fans have gathered. authorities had tried to prepare with the huge deployment of officers. it did not prevent the tragedy. some of the injured reportedly

including we had over 800 law enforcement officers, kansas city and other agencies. >> at the location to keep everyone safe. because of bad actors. which a very few. this tragedy occurred. we just heard this big, loud bang everyone was just told get down on the ground and get close. so i grabbed my son and we got close to the fence and we just kind of. >> time. so we're able to kind move away from the situation. there was so many people there in the crowd and once it was realized what was going on, you can see the crowd shift. there was so many people down there was but the >> the police department it day detained that situation very quickly. one witness caught a few seconds of video of what appeared to be an arrest of a suspect. investigators have been trying to figure out a motive. >> the mayor says he was among the thousands of frightened people who had to flee. >> i'm incredibly upset. disappointed. i was there with

my wife was there with my mother. we would never would have that we along with chiefs players along with fans, hundreds of thousands of people. would be forced to run for safety today. >> we now know that one kansas city hospital is treating a 12th of the people who were injured. 11 of them are children and most of them do have gunshot wounds. police are now asking the public to help up with any information and any video they might have. vicki in cannes. >> thank you, catherine. today also marks 6 years since the deadly mass shooting at a high school in parkland, florida. 14 students and 3 staff members were killed today. legislation was introduced to track suspicious gun and ammunition purchases. it is a bill that's unlikely to go anywhere in the gop controlled house. meantime, the high school where the shooting happened is set to be demolished this summer. >> an effort to crack down on crime in oakland resulting in dozens of arrests and the

recovery of tens of thousands of dollars worth of stolen goods and betts. just the beginning of the joint effort between the california highway patrol and local officers are conference. theresa stasi joins us now live in studio with more on this theresa all vicki, it's being called a successful operation so far. >> and city leaders say that they hope it continues on this path. >> 71 arrests the recovery of 145 stolen vehicles. that is just some of the data being released involving the first phase of a collaboration between chp and opd. this is video provided to kron some of the work being done announced last week. governor newsom directed 120 chp officers to join specialty units targeting auto theft, drug cases and retail crimes. besides the arrest, the chp says that they helped with the seizure of illicit drugs, the recovery of $60,000 worth of stolen

electronics. the seizure of 4 firearms, including an unregistered ghost gun. a have uploaded a number of the cases and they're being processed. >> according to the way that we normally do that, which is that we have 6 charging deputies at the wily menu courthouse and they will review each of the reports as they come in and make the appropriate turned decisions. >> the recent surge of 120 chp officers specifically helping units in oakland will shift in the coming weeks. according to chp commissioner with 50 going to other east bay cities. while 72 will remain hyper-focused on oakland. so but they are still in streets. there are still working with us closely. >> they are here 2 times a for their operation. and that is one sergeant 6 officers in the captain. oakland city leaders expressing cautious optimism for more success we can have with chp working together. >> with our opd command staff for the officers to really get

a handle on serious crime towns where the you know, it's it's not it's not it's not a permanent solution, but right now we need a stopgap solution. and this is going to help. >> but we need to come together and work as one. we have an emergency in this city and we need to address it. >> in addition to the chp officers, more prosecutors from the national guard as well as the attorney general's office will also be a part of this effort and helping prosecute the additional arrests. >> thank you. theresa in the south bay, san jose city officials gave away surveillance cameras to small business owners today. it's part of a two-year pilot program to try to crack down on retail crime. >> mayor matt mahan launching the capture crime program after e introduced it as a council member 2 years ago. he says 50 cameras will be given out to shops in areas with high crime rates. one local business owner says she's looking forward to getting cameras after witnessing violent crimes right outside her store front.

>> quite a few there was young man i killed. and in shopping center somebody came in with a and thank there was a customer. >> this program comes just 3 months after the city introduced new strategies to combat retail theft, including adding 300 license plate readers and more police staffing. if businesses would like to participate in the capture crime program, they're asked to contact san jose police. >> in 2015, the u.s. supreme court made a historic vote legalizing marriage. but long before that, it was a tradition for activists to go to san francisco city hall on valentine's day and request marriage licenses. well, they knew they'd be denied. but in 2004, they got their first. yes, kron four's rob nesbitt reports on the winter love. >> i went to san francisco city hall wednesday were

several same couples got married or renew their ballots for the 20th anniversary of the winter of love. it is a pleasure to share today's wonderful occasion with you. it's been 20 years to the day since john lewis and stuart gaffney married at san francisco city hall. >> they were one of the first 10 couples to do so after then-mayor gavin newsom authorized the county clerk to issue marriage licenses to same couples. it was really, really powerful because what happened here in city hall awake and great coming out lgbt people about their relationships about our law. the winter of love brought more than 4,000 couples like them to the steps of city hall. >> that lasted for one month until the california supreme court put them on hold and then ultimately invalidated all same marriage licenses. it would take another 4 years until the court overturned a ban on same marriage. >> and there have been several setbacks to get to where marriage exists for all today. same couples said i do 20

years ago in 2004, we know the meaning of those vows inside out. we have truly lived for better. and for worse, lewis renew those vows wednesday again, pronounced who has been spotted alive. >> and celebrating valentine's day. their love for each other and officiated by mayor london breed. what is the common thread that has led us here today? it centers around love. it centers around bringing people together in the spirit of love. >> and recognizing that that is they unite or 5 same couples attended the 20th anniversary celebration to renew their vows or get married for the first time joined by city leaders, friends and family to make sure the fight for equality goes on a lot want love 10 years to win today and it will marriages were happening all over the balconies of city hall for valentine's day. >> nearly 200 couples of all types were registered to be married by end of day reporting in the newsroom. i'm rob nesbitt kron. 4 news.

>> part of the pacific peer pacifica pier is back open. the period been completely closed due to damage caused by

a combination of high tides and large waves back in december. about half of the main pier deck reopened today. as for when the whole thing will be back. open engine ears say. >> a complete assessment of the damage won't be completed until march because storms which we now and then could cause even more damage. now, speaking of storms, lawrence, is here to explain what is going on in as yeah. we are getting more storms kind of line up outside today. just kind of the opening series and we're going to have us a much stronger storms. >> moving, i think this weekend and beyond well into next week. beyond that as well as we head toward late february, the beginning of march out there right now in half moon bay, cloudy skies. the rain has been falling and a half moon bay, too. and the rain. yeah. it kind of tapering off in spots to the north are going to see a these larger storms begin to move in. you see the one coming through right now making its way in the bay area. but off the coastline, you get these larger storms out there and they start blowing out over open waters across the fetch of moisture. and that's what we call the fetch. the

determines the amount of wind that you have in the waves are building and eventually they hit the california coastline. and if you get strong enough winds over and open a body of water, you can get some very large waves moving along the coastline. we're probably going to see some of those over the weekend. the storm moving through right now bring some showers around the bay area. some thunderstorms to far northern california. lots of snow in the sierra nevada. now you can see some folks headed out tonight for the valentine's plans. you've got some wind kicking up along the continuing outside. so it's been wet out there. not a huge rainmaker, but just wet enough. and overnight tonight, you can see the bands begin to sag a little further to the south as we head through the night. 7 o'clock. if you're heading out them more rain around the bay area. but more widely scattered as we head toward the evening hours. looks like by midnight things begin to taper off a little bit. a couple cells begin to rotate through parts of the north bay and really becoming much more widely scattered as we head toward tomorrow morning. so i think overall the trend is going to drying out as we head in toward tomorrow. tomorrow should be a mostly dry day. i think friday should be mostly dry day, too.

but after that, things start to get a little hectic again, we're going to see another significant storm. i don't think it's going to be powerful as one that we had a couple weekends but it's still going strong enough. it will be stronger than what we had today. we will see gusty winds, 30, maybe some 40 mile an hour gusts. and we're talking about my fence went down to date and we just had a 36 mile an hour gust, but we'll see stronger winds. but because things have already been weakened so much already, there's a very good likelihood that some of those other things are becoming down. we know what you'll be doing this weekend. that yeah, for quite a thanks, lauren. thanks. after numerous sites to relocate until their new stadium is built in las vegas. after looking at the oakland a's president, dave carroll. >> he's going to be sitting down with the city and county officials in oakland tomorrow to explore another idea, extending the a's lease at the coliseum until the new vegas stadium is ready. but as kron four's dan kerman tells us tonight. >> that's not the only business proposition in front of the a's this week. the other concerns ownership of the coliseum.

>> though the a's are leaving oakland. they're still in the process of buying alameda county's 50% share in the coliseum site. our goal is to >> purchase and develop the coliseum site. great bob it with the african american sports and entertainment group says last week his group sent this letter to the a's renewing their offer to purchase that 50% stake in the coliseum. >> cg can redevelop the site into a city within a city. the community of open needs that site to be developed. >> if they need job creation, they need revitalization. they need job training. they need housing. they need hotels. they need a tax base. revenue. that's what the city of opa needs in september. bobbitt says the a's rejected a a s e cheese. 85 million dollar offer. >> but he says they're open to negotiating right cg is also in the process of purchasing the city's 50% share of the property are capital partner is loop capital.

>> and they the largest african-american owned investment banking firm in the country. they're out of chicago and they have the full capacity to execute the transactions. what an extension of the a's least would mean is unclear. >> but bob, it says he hopes the a's reconsider selling their interest in the property. we have a mandate from the community and as the hart selected development partner, the city to develop the site as quickly as it can be developed. dan kerman kron, 4 news. >> tonight we are learning why a florida man allegedly stole a small plane from a palo alto airport crash landed it near half moon bay, 50 year-old luis, gustavo, aries. it told investigators that he wanted to, quote, show the government that airports lack proper security aires, who told authorities his real name is made his first court appearance yesterday. he wanted to represent himself. but the judge denied that

they don't have a vision problems, pain or injury, stomach pain. that's also ok, these guidelines are a drastic change from the state's covid guidelines, which was if you're sick, stay home. the cdc says heart disease kills women in the u.s. at a higher rate than all cancers combined and that those numbers are even higher for black women. doctors say that's due to a combination of high blood pressure, higher numbers of strokes and cardiovascular diseases. the cdc says each of those issues are the result of black women. historically taking on extreme levels of stress. it's a long history. >> the strong black woman. and how that emerged. and how we weren't always choosing tg take care of everyone. but it was what was imposed upon us. we're in a different period now and we need to put ourselves first.

>> now to our 4 zone forecast as we give you a live look outside the wet pavement at sfo. yeah. and as likes to educate it does take a little h 2, 0, plus a freezing conditions and we get. >> there we go. yeah, we're going to get a lot of the 2. in fact. well, it's a rough ride getting up in the high country right now. they are chaining up on both 80 50. that's going to be colder storm. so the snow levels down about 5,000 feet and above 6,000, you're talking maybe a couple of feet of snow. and so it's coming down. if you're up there right now must be a nice valentine's evening to enjoy the snow coming down outside hunkered down indoors. but driving up, there are a whole different story. winter storm warnings are up. heavy snow going to continue tonight with some gusty winds the crest over 80 miles per hour. and so this storm system a cooler one. and that means we're going to see that snow level kind of a low compared to some the other storms that we've got coming that way. but a

dangerous driving conditions out there for tonight. possible whiteout conditions at times. some gusty winds. and of course, you can expect some major delays areas shaded in red there. those are the winter storm warnings. winter weather advisories continuing across the crest of the sierra nevada all the way down in the mammoth lakes are in yosemite valley, too. if you do plan on heading up there, here's the snow forecast. you can see we start to pile things up just a bit with some heavier snow around the lake tahoe area. so that could be some nice, beautiful, fresh powder moving in here over the next 24 to 36 hours. beyond that, we've got some significant storms lining up and back. it's really going to come down. but the snow levels will be running about 7,000 feet on up next couple days. we see a break in the stormy weather as we head in toward tomorrow afternoon and friday, saturday return with some a warmer weather and it looks like some higher base know, but it is really going to be coming down. you see right here, the next storms behind this one. go to tap a little subtropical moisture. and here we go. we get into friday night storm getting close and then really rolling in as we look toward the weekend. but that will be just
