the kansas city chiefs student activists is stanford come to an agreement with university officials to remove these tents that they've been living in for months. when fun time from the bay area's local news station. >> you're watching kron. 4 news. >> thanks so much for joining us on kron. 4 news at 10. i'm vicki liviakis. i'm ken wayne. ongoing crime at an oakland restaurant is frustrating its workers. they say they've recently been dealing with a barrage of break the latest happening early this morning. live in studio after talking s - with the gm of agave uptown dan. yeah, thank you. to general manager says the restaurant has been broken into 3 times over the past 3 weeks and nearly 2 dozen times since the restaurant first opened, they say the constant crime is making their employees and their customers feel unsafe. >> another break-in caught on camera at agave uptown in oakland security video shows the latest burglary from

around 5 thursday morning. you can see a man ripping open the front doors of the restaurant after breaking a lock. he then calmly pockets. a couple of bottles of liquor before leaving restaurants are dying little by little with >> with this type situation. and this has this has to stop. >> the restaurant's general manager osvaldo sanchez says these types of crimes are happening far too often. each one costing the small business thousands in repairs and lost inventory all the while, putting workers on edge. we have a full employees. >> that really with this type of situation where like we could hit so many times. you know, late and we don't know what's going to happen agave uptown suffered a major break in last summer when thieves stole $10,000 in cash and expensive bottles of liquor. >> sanchez says since opening in 2016, the restaurant has

dealt with nearly 2 dozen break-ins and not one has been resolved for sanchez calling the police has not helped. that is no point for me to a waste. any time trying to >> and township police department are trying to make the reporting that happened. he says they want to stay on 22nd in broadway, in oakland, for their customers and the community. but city leaders need to listen to their calls for help. we just need support. so we need. and we need to be heard. >> sanchez says that have the business has made some changes to help with that such as going cashless. and he says they city leaders drag their feet on some solutions. the best way to community can help out is by going to the restaurant and given the business have frustrating, i mean, who can they turn to? yeah, so that's yeah, you know, because like you said you you want to stick around. you want to be there for your community. but if you're, you know, getting turned into a victim every day, what's the point go to bed at night?

that's good restaurant. a nice area. fortunately, ok, thanks to it has been now a full years since oakland. he's had a police chief on this day last year. mayor sheng thao fired. then police chief leronne armstrong. >> over his handling of to misconduct incidents. the police department, the policee commission did present the mayor with a list of applicants, including armstrong, but she rejected all of them and asked for a new list of candidates by march. coming up tonight at 10, 30, our nesbitt takes a look at into the revolving door of police chiefs in oakland and how an absence of a chief has been affecting the city's crime rate. new details tonight in the murder. suicide at a san mateo home. investigators have identified the gunman. >> as a non henry, his wife, alice, ben singer, and their twin boys, nathan and noah off or found in their home on monday during a welfare check. police estimate the family members have been dead for

almost 2 days. best skaters say they believe the father shot his wife several times before shooting himself in a bathroom. the twin boys were found dead in a bedroom. the children's cause of death remains under investigation. police say there were no obvious signs of physical trauma linked in account syndicate henry worked in tech. his wife was a data science manager at zillow. police say there is no history of violence at the home and they're now working to try to determine a motive. 3 people are dead following a crash in the bay bridge this morning. >> according to the chp, a mini cooper heading east was stalled in the 4th lane just before treasure island when a pickup truck plowed into it all. 3 people, 3 people in the cooper died. the driver of the truck is at the hospital with serious injuries tonight and we spoke with the chp officer about what you should do if your car breaks down on a freeway. >> moving over to the far right lane would have been the best option if the occupants

a presentation that also included a map of the peninsula last week. san mateo county's attorneys sent a letter to the california public utilities commission asking it to reject way most requests for expansion because of the lack of communication. the controversy stems from a county resolution passed tuesday that would give local governments the final say over driverless car services. right now. that decision is up to the dmv and the cpu c. >> well, we had a break for most of the stormy weather today. couple spots in the north bay still pick up a couple of scattered showers. but overall drying things out as we head toward tomorrow morning, we're going to wake up with quite a few clouds early on. you've got some patchy fog likely to form overnight tonight, some mid to high level clouds moving over to 40's and 50's little cool to start out your day as we head toward if you're headed out the door, mostly cloudy skies but will be dry. and then as we head toward 10, those skies begin to part just a little bit. temperatures going to warm up 50's 60's some temperatures by the afternoon, almost 70 degrees.

>> thank lawrence. all of the tents are supposed to be cleared out from stanford as of tomorrow after almost 4 months of camping out on campus, pro-palestinian demonstrators and the university reached a deal to end that protest. the students have been asking stanford to call for a cease-fire between israel and hamas. among other demands the university has agreed to meet with the students to discuss those demands. in exchange, students must break down their encampment. stanford also posted that it will not pursue legal or disciplinary actions against the students. meantime, the biden administration is promising to protect palestinians living here in the u.s. from deportation. president biden has signed a directive allowing palestinian immigrants to remain in the country. the protections will last at least the next 18 months as the war between israel and hamas continues tonight, investigators are combing through hundreds of pounds of trash. >> trying to find clues into what happened before yesterday's deadly shooting.

the kansas city chiefs super bowl rally, one woman was killed and over 20 were hurt, including children. police say that 2 of the suspects are teenagers, but so far they have not been charged with any crimes. reporter sandra mitchell has reaction from community members and one of the shooting victims. >> by candle light. tonight, the kansas city community coming together some wearing their chief's care. a public vigil to honor the victims and promote unity. we pray for the family of ms lopez and we asked him to leave to for those others. >> wounded. >> the scene of the super bowl victory celebration in kansas city is now a massive crime scene. the area blocked off. investigators searching the trash left behind by almost 1 million people for clues to wednesday's mass there's no nexus. >> to terrorism or homegrown violent extremism. this

>> getting a live look tonight at the golden gate bridge where if you use fastrak, it costs just about 9 bucks close 5 year toll increase. officials are raising the bridge tolls would address a 220 million dollars shortfall expected over the next 5 years. noelle bellow joins us now live in studio with the

options presented tonight. noel. >> it can can transportation officials say bridge traffic is still down following the pandemic and transit ridership is still just 50% of pre-covid levels, which has meant a decrease in revenue of about $900,000 a week while the transportation district did receive federal funding to help during the pandemic, that money is going to be running out this year. >> the past bridge tolls funded half the cost of the district's bus and ferry transit services post penn tim post-pandemic due to an overall decline in revenues. tolls are only funding about 35% of the cost of operating transit services. >> for toll increase options were presented tonight. the first is an annual increase of $0.50. the second is a $0.40 annual increase. the 3rd is a 4% annual increase which breaks down to a 35 40 $0.45 increases over time. and the final option is a $0.35 annual

increase. all of these options would raise between 100 million 140 million dollars over the next 5 years. the toll rate would remain lowest for fast track users, which is the vast majority of golden gate bridge. drivers, biking and walking across the bridge, though, remains free at this time. back in 2014, the bridge district did consider charging a fee for that type of use to try and create some revenue. but earlier today, san francisco assemblymember phil ting introduced assembly bill. 26 69, which would ensure a few would never be charged for those who bike and walk across state-owned bridges. here's what the cfo of the golden gate bridge district had to say about that. when asked about the idea tonight. >> the board the district board has considered the issue previous to the state law on several occasions and both times of decided that the 2 not go further with that. if the state doesn't take some action on this, it would be up to the bridgeport as a policy issue of whether or not take

the arguments against charging for people to walk or take bikes is that there's very little wear and tear is supposed to run. the car does to the bridge. so yeah, there can look at different ways. >> yeah, but i mean a lot. i mean, especially on a nice day. the amount of people that do, you know, take that stroll across the bridge. represent a right to drive a the board is going to be making a final decision and the changes. what start this july, depending on what they decide, not cheap. yeah. there's a reason they call it the gold. yeah. and the snow once again piling up in the high sierra yesterday. storm dropped several inches gusty winds also made for a pretty tough drive at times over donner summit last night, caltrans plowed drivers. they were out their hard work, keeping the roads open, but we could see more snow this weekend. lawrence is here with the check of the forecast. we're going to see a lot of snow, i think, especially across the higher peaks. we could be talking to 3. >> maybe even 4 feet. they had

over a foot of snow across parts of the sierra. in fact, some of the ski resorts really enjoying some a nice valentine's day. snow turned out to be decent storm there specially about 5,000 kind of a cooler system rolling on through. and so yeah, and nice bounce up there. the high country, 16 inches boreal. you have inches. donner ski ranch and 12 inches. a palace aide. you get the idea. some nice snow up there. right now. we're drying out. so if you've got to get up there, well, i think the roadways are looking good, especially as we head into friday. should be a nice day to get up. there will be dry out there on the roads. roads are wide open. but if you're sticking around into the weekend, you're going to need those change. we've got storm clouds rolling in. winter weather advisories are going up going to see some heavier amounts of snow. in fact, you see right here that storm getting closer on friday, but staying off the coastline saturday. here comes that snow again probably around 6,000 feet or so. and that's not the only one. we've got more coming on the way. and then that snow once again as we get into sunday and monday and tuesday, by the time, all said and done by about the middle of next week,

maybe as much as 3, maybe 4 feet of snow across the higher peaks. >> bridge you waters will be open this summer. >> great news for water. sports fans in the south bay, san jose mayor matt mahan announced today raging waters will open this summer after it closed last september. the city has made a deal with the company that operates a water park near sacramento to reopen raging waters. and mayor says the new operator will invest 6 million dollars into the park, which will go toward improvements and new attractions once it opens the city will collect about 6% of any revenue once a san jose city council approves the agreement. the new operators can schedule an opening day and start posting job listings in the summer. >> now these are back to the negotiation table with the oakland and alameda county leaders. they're not talking about staying in oakland for ever, but an option to stay a little longer as kron four's. dan kerman reports tonight the

a's won a lease extension at the coliseum. >> the oakland a's lease to play at the coliseum expires at the end of the year with a new stadium in las vegas. at least 3 years out. the a's have been visiting a variety of minor league ballparks like this one in sacramento in hopes of playing there during the interim years. clearly. >> if they had a solution or multiple solutions in other states. in other ball parks that have been approved by major league baseball. that's where they be. instead, the a's were back at the table thursday with officials from the city of oakland and alameda county. >> discussing a lease extension at the coliseum. in a statement, say we had a positive meeting and we look forward to further discussions regarding a lease extension at the coliseum. this is about the a's and keeping them in oakland and having mayor sheng thao. >> and others around her, not just her being ready to fight like this time around to keep the team here. former a's

executive andy dolan says he hopes local officials are from with the a's. >> no lease extension unless they reconsider the move to las vegas and instead build a new stadium in oakland. and he's not the only one who believes these discussions could expand beyond a lease extension. i think baseball would rather stay in oakland and then it would leave las vegas as a possible expansion market. david sampson served as president of the miami marlins for 16 years and oversaw the construction of the teams do ballpark, which, by the way, has a retractable roof. i used vegas's leverage in san antonio and portland in an effort to get a new ballpark in miami. i understand what it is to threaten relocation. and i also know to get a deal done. you have to get right to the edge of the end. and i think that's pretty close to where we are, but not qui e sampson says other than ok for major league baseball. there's been no meaningful progress in las vegas. while there are numerous possible road blocks.

>> a man in richmond has been arrested after police say they found hundreds of weapons at his home. take a look. investigators sharing this video with us. police say they found more than 130 handguns. nearly a dozen military machine guns, some 60 rifles and about a million rounds of ammo. authorities say that the man wasn't allowed to own weapons. the chp is looking for an suv after reports that a woman was forced into it in san francisco's potrero hill.

oakland officially has not had a police chief or a full year. now, a year ago today, mayor sheng thao, the fire, then police chief. >> lebron armstrong, the city's been looking for a new chief. but as kron four's rob nesbitt reports, some city leaders want armstrong to get his job back. the police commission presented mayor thao with 3 options last year, including armstrong, but she turned them all away and asked for a new list by march. >> i've been on the council since 2013 and i've seen already. 8, 9 police cheese, oakland city councilmember noel gallo has witnessed the revolving door of police chiefs in oakland.

>> thursday marks one year since mayor sheng thao fire on armstrong from the role. but i am no longer confident that chief armstrong can do the work needed to achieve the vision. so today. i have decided to separate from chief leronne armstrong from the city without cause. mayor thao says a lack of confidence that armstrong's ability. >> came after a report from a law firm working for the federal monitor. robert warshaw, the report alleged mishandling by armstrong of to officer misconduct cases. the city has been subject to federal monitoring for the last 2 decades. and armstrong has filed a lawsuit against the city claiming he was fired retaliation for speaking out against warshaw attorney. will edelman is representing armstrong in the case when somebody engages in some type of activity that's protected from one of the one of the bases. here is the first amendment's right to free speech. and another is reporting misconduct. >> your employer can't terminate you just because you're engaged protected activity. that's exactly what the chief is alleging happened here. both city council members declined to comment thursday because of the ongoing lawsuit between

armstrong in the city. but gallo continues to be a supporter of armstrong. it would like to see him reinstated as the city's police chief citing his ability to bring in extra resources when we needed to reach out to whether it's the fbi or the highway patrol or the county sheriff, he was able to coordinate that. i reached out to both armstrong and mayor thao for comment. one year after the firing. >> armstrong declined an interview. mayor thao was unavailable due to a family matter reporting in the newsroom. i'm rob nesbitt kron. 4 news lawmakers in sacramento are introducing more bills to fight retail crime. there. >> calling it the california retail theft reduction act. it proposes a penalty of prison up to 3 years for those convicted of stealing property with the intent to sell. that bill would also allow for what's known as aggregate jean. that means several thefts committed by one person can all add up to meet the larger penalty for grand theft. this package says to organized crime rings, we need

a business and we're giving they need to shut you down. we - won't sweep this issue under the rug. >> and there will be a robust answer dealing with the issue of a retail theft in california. >> opponents say the bill should include a repeal a prop. 47, they got past in 2014, it changed certain nonviolent crimes from felonies to misdemeanors, including theft. stolen items are valued at less than $950. new at 10 tonight, a lawsuit filed in san francisco claims that dating apps such as tinder and hinge. >> are designed to make those looking for love. get addicted to the apps. the suit alleges match group which owns the apps advertises its services as a place where they can find the perfect match but pushes users to pay for services in perks. match group spokesperson says the lawsuit is ridiculous and has 0 merit. in addition to tinder and hinge, the company also owns plenty of fish, ok, cupid match and pears.

>> they may start seeing higher prices at restaurants this summer. a new law set to go into effect in july says all fees must be disclosed to the consumer up front and that means instead of charging you service fees on your bill, those fees will have to be added to the prices on the menu. the law also prohibits restaurants from adding service charges to large parties. all right. it is friday eve and we give you a live look outside at the glistening lights of san francisco lit up is a we can enjoy this rain-free weather for how much longer for about 24 hours and that slowly about it. then we really get back to some more significant storms. >> i think we have to worry about some flooding as we get into latter part of the weekend. the first part of next week. so here we go. kind of quiet out there right now. it looks like a couple of clouds continue to float overhead tonight, but other than that kind of nice night out there right now. now the waves are also going to be very large this weekend, going to be building here through friday into the weekend. a

high surf advisory going up. we're looking at some 18 to 22 foot waves, waste west-facing beaches and could even see some 20 footers crashing along the coastline. it's pretty dangerous out there. watch out for some strong rip currents to and stay off the rocks as they can sweep you away. temperatures out the door right now. you're cooling off just a bit of this. 46 in half moon bay. 46 also in fairfax. 49 in sonoma and 50 degrees in napa valley right now. but we're going to see more. the clouds continue to filter overhead tonight. maybe couple patches of fog down below. and then we're waiting for the next storm. and this we're going to be much more significant storm and the one that just went through yesterday, this one latching onto a little subtropical moisture. and so it's going to pack a little more punch as it moves onshore. in fact, i think it's going to turn out to be an almost all-day event as we head in towards saturday tomorrow. yeah. looks like a decent day. we'll see a lot of clouds, especially late in the day. but then the storm is rolling a little bit closer and that is going to be moving in just in time for the weekend. so i know it's a holiday weekend, but it looks like we've got some significant storms about

impact a bay area by 10 45 tomorrow night. that's kind of knocking on the door. maybe some showers in the north bay comes racing onshore during the morning on saturday. then by the afternoon, still lingering here in the bay area with some strong gusty winds, 30 to 40 mile an hour winds along the coast followed by yet another storm moving late in the afternoon on sunday, bringing another round of rain and that area low pressure. this storm going kind of anchor off the coastline. so it's going to spin wave after wave of moisture onshore. keep things wet. maybe some thunderstorms as we head in toward monday and tuesday. wednesday may be some lingering showers. and then finally looks like things will begin to calm down. but you see that kind of series of storms get a little subtropical tap and we're talking about some sun if a significant amount of moisture models. now 4 to 6 inches of rain possibly in the mountain tops 2 to 4 as you head some lower valley, some lesser amounts as you head toward the east bay and parts of the south bay. but still that's going to be a significant rain event. so we've been watching rivers very, very closely as we're going to some rapid rises with all that rain 50's

18, 100's and lovingly known as uncle man by his family. >> sam was a black man who was a teen fled the segregated south for greener pastures in california. sam tried his hand at farming, even modeling before landing a job with stanford university in 19. 0, 3, throughout his career. he grew to be quite popular and was promoted from grounds keeper to athletic superintendent sam broke racial barriers and became the first african-american administrator at stanford. his great niece as his success stem from curiosity, a positive attitude and giving back. >> and not letting things negative. things weigh you down. and i'll come in and do that. he had he had a mission, whether it was a stated mission or not, but he wanted to give to the community of stanford. he wanted to protect the environment. and just because he was a black man that wasn't going to stop and
