say with the ground saturated from the last storm where they saw downed trees, pull down power lines. it's vital to have extra resources on hand. >> based on what we're looking at with just how saturated the grounds are with the national weather service now issuing a flood watch that goes into effect this weekend. we're anticipating some rapid rise is a in creeks and streams and probably some localized flooding with that. unfortunately, we do see time and time again where people drive flooded roads, get stranded and require some sort of rescue. the san jose fire is planning to be one of 3 swift water rescue teams of staff across the county that able to not only respond to emergencies within our communities but assist other agencies in other jurisdictions around the county. >> pg and e says they continue to watch the weather models closely. power outages plague the north bay during the last big storm. at one point more than 60,000 customers were without power. also note the

entire bay area's going to be under a flood watch starting sunday kron four's gayle ong checked in with people who live near the russian river up guerneville about how they're preparing. >> we're here at the cozy cope entrance to the russian river. you could still see debris on the ground from the last round of storms. people who live in this area and by entrance here are keeping a close eye on this pathway because this area tends to get flooded after periods of heavy rain. >> everybody's kind of helping everybody else clear storm drains. then, you >> clean out gutters. wendy ziglar will also be helping her neighbor who lives on the russian river near greenwood wrote a she's basically, you know, watching the story. we all watch it for her. but when she comes here, what's against a certain level, then get the neighbors along helping carry things up to the next or so. >> doesn't road any furniture. things like that is guerneville neighborhood has seen floods before. it was definitely fun. kayaking the river flood was over my fence. in our is recalling the flood of 2006.

>> he works at sonoma land works helping customers prepare for the next round of storms this weekend. charge for sale. a lot of people that are being up there. it's store manager. blake matheson says while days of rain are in the forecast, people are getting ready for power outages. it's been like propane and we do sell those 2 fire woods been a little scarce right now. so we've been selling that pretty consistently. longtime residents here know the drill on how to prepare for the weather. >> but say a lot of newcomers are moving in their message just kind of getting gas and fuel for generator. in case power goes out again, like i know, a lot of people have been struggling with, unfortunately get sandbags because they're just better to have and not have be prepared than unprepared. a lot of people have generators, you know, most people, if they did, now they're going to get one because we didn't have power here in this area for about. >> 3 days. so that can ruin your anything in the fridge, if its, you know, more than 24 hours, basically. >> and that is the key message

from emergency management officials is to be prepared. have your go bag ready and have a way to get emergency alerts reporting from greenville, gayle ong kron. 4 news. >> all right. which is the middle february, see a figure at least another month of rainy season and let's get a little bit old as we take a live look out here. another gloomy day. the view here from mount tam a pious. it almost looks like it's a camera was shaking a little bit there. i know some of those winds have already arrived. florence? yeah, some pl-ces get a little breezy out there right now. but the winds are going to ramp up. >> as we see the storm system get a little bit closer. in fact, we're going to talking about some rain and possibly heavy rain as we head in toward the weekend and well into next week. in fact, outside right now, you've got a lot of clouds float across our skies. no rain has started just yet, but that will likely soon change. so, yeah, this is what we can expect as we're going to see that rain begin to move in and we're going to see some heavy rain starting on saturday that will continue. maybe a couple

inches the mountaintops. we have to worry about some flooding as we head through this period to. we're going to see a series of storms impact the bay area, the mountains. now we're looking at maybe 6, maybe 8 inches of rain across some of the higher mountains in the north bay and especially the santa cruz mountains that may take the brunt of that second storm in the valleys, maybe one to 3 inches this weekend and the middle of next week. so that's a lot of rain on top of saturated ground strong, gusty winds to go along with that. the storm system not expected to be a strong as the previous storm a couple of weeks ago. yeah, it could easily bring down some more trees and power lines. and we'll more power outages around the bay area. so you need to prepare the time is now to do it. that storm system moving on shore by tomorrow morning. we'll time that out for you. coming up in a few minutes. all right, lawrence, thank you. happening now, police are looking for a suspect they believe is responsible. >> for the shooting death of one person in pinole. this is 36 year-old jeffrey kendall. he's believed to be armed. he was seen on video leaving the crime scene in a gray hyundai,

a lawn truck with a california license plate. 8 b l m 0, 3, 6, the shooting happened at a house in the area of summit and buena vista drive this morning. police received a report of someone breaking into a home and attacking a woman. no one else was inside the home at the time. anyone with information about this man that see there on your screen and his whereabouts is asked to contact police. >> developing news, stanford issued an emergency notification today after a person called the non emergency phone at palo out the dispatch saying he was at the entrance of campus and was going to start shooting. police responded immediately and a bit evaluate ing the legitimacy of that call and out of an abundance of caution, they decided to notify the community. they asked people to call 9-1-1. if you see anything suspicious. police say nobody was hurt in a shooting in san francisco today. gunshots reported

around one this afternoon at the corner of bay and powell streets just a few blocks from fisherman's wharf. police outside the trader. joe's there were not able to find any suspects victims, but people often shopping. the area were shaken up. >> i come here just for my lunch break and go shopping in. you know, you just think, you know, it's not going to happen kind of where you shop, you know, and so to to see that it's happening where i shop is is unnerving and super sad, too. >> if you happen to know anything about what happened today, you're asked to contact the sfpd. >> and oakland flowers shop is trying to get back on its feet after being burglarized just 2 days before valentine's day. ron pond and his daughter michelle operate the small flower shop on 27th and telegraph a family friend set up a gofundme for them. it reads that pond, quote, still believes whoever did. this must need it more than him and he will carry on. and quote,

the gofundme page has raise $3,000 so far you can head to our web page for a link. at the start of the pandemic. hotels were converted into temporary housing for those experiencing homelessness across the state. nearly 4 years later, the program project home key is still using its model to get people off the streets. kron four's rob nesbitt joining us in the newsroom now with more on where that new housing is going to be offered. drop. >> governor newsom was in oakland to announce nearly 100 million dollars in grant money that will be spent on affordable housing. it will go to hold key sites in 5 california cities and oakland will be getting more than 14 million dollars of that money. it started at the height of the pandemic has room key. but today it's called home key. >> going from a temporary housing program to one that has created more than 15,000 permanent homes for 167,000 people. that's what homekey is about. >> unprecedented long term

investments to address the systemic issues. governor gavin newsom announcing new homekey grants that will create another 369 homes speaking in front of the former quality inn. that will soon be the site of 77 homekey units in 26 transitional units for youth. according to oakland, deputy mayor doctor kimberly mayfield. these units will not only offer as safe and secure space. >> but will also include essential. and then a tease at bedroom at that room and a kitchen at the new homes will take about a year to complete, according to governor newsom. he explain what we're going to the 12 month renovation. this is about putting those kitchenettes remodel in those units. it's about a lot of electrical upgrades. lot of plumbing upgrades homekey started with hotels and motels. but today utilizes several spaces including bacon offices. >> putting a roof over the heads of unhoused californians in a non congregate setting and working to make homelessness rare, one-time occurrence for the individual

and oakland with hope and expectation that we can create a movement and start focusing on what's right. with this region. not just what's wrong. when it comes to funding future home, keep projects. governor newsom reference prop one which voters will decide on next month. a two-part measure that will set aside roughly 1 billion dollars a year for supportive housing. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. thank you, rob. and alleged brothel was busted in a residential san leandro neighborhood. >> where investigators say pin pick prostitution and human trafficking was happening. police served a search warrant at a home this week within walking distance of the marina and a golf course. 3 people, a 60 year-old man, a 34 year-old woman and a 35 year-old woman were taken into custody, but only the man is facing charges. neighbors who spoke off camera say they have noticed random guys frequently

coming and going over the past year. >> i saw her the police officer k a young handcuffs and put it on the back seat of the car is pretty quiet neighborhood. same to for many, many is. >> police declined to share whether or not trafficking victims were contacted. >> the sfmta has released a report after implementing bike lanes on valencia street that says after the first 3 months they saw a 77% decrease in illegal double park kings. and a 26% decrease of vehicle volume on the street before the pilot. most of the double parking happened on the bike lane travel lane. the report did point out, right? wrist services and food deliveries have increased in that area. it also said 11 collisions happened during this first 3 month period. mostly in part because of illegal left turns officials say they're taking steps now to address that issue. >> still to come, business owners in san francisco's

able to stay and play in the coliseum while their new ballpark is being built in vegas. the sides have been meeting in oakland this week to discuss a potential extension of the a's least at the coliseum beyond this year. among the asks from the city, a guarantee of an expansion team. what's the a's? in fact, ali, for good. we spoke with chronicle sports columnist scott ostler about the possibility of that happening. >> now it's a bit of a big ask and it seemed impossible not that long ago. but they desperate. they can lose 70 million bucks year if they have to play elsewhere. so they might can mlb to guarantee oakland that its fashion team. that's again, that that's a possibility often by far their best option because it would save them a ton of money and they but yeah. >> if oakland, the a's do not make a deal. the team could end up setting shopping sacramento for a few years and play in the minor league

ballpark there. sutter health park home of the giants triple a team according to evan drellich of the athletic. that is right now. the most likely scenario, another option that's been thrown out there may be playing for a few years in salt lake city oakland, mayor sheng thao released a statement that reads the city of oakland had a productive conversation with the a's in the county to discuss a lease extension of the coliseum. we look forward to future discussions goes on to say keeping the a's in oakland is what's best for major league baseball. the a's oakland and the fans. my door is open to john fisher and to anyone else that has the means and desire to purchase the a's and keep them rooted in the town. >> las vegas raiders backup quarterback jimmy garoppolo has been suspended by the nfl for violating the league's performance-enhancing drugs policy. lowe will now miss the first 2 games of the next nfl season. the violation report said jimmy g used a prescribed

medication without having a quote, a valid therapeutic use exemption. according to reports, the raiders are expected to actually release garoppolo next month. he's spent one season with the team. prior to that. he spent 6 seasons with the forty-niners leading them to one super bowl appearance during the 2019 season where they lost to the chiefs. >> big storms headed our way are expected to bring a lot of snow to the sierra. that's great news for kids and their parents who don't have school next week and are trying to hit the slopes. skiers and boarders have been picking up rental gear at the sports basement walnut creek. we talk to someone from palisades tahoe today about where you can find the best conditions. >> higher elevations where the snow is going to stay the best. the lightest. it might just get a little bit wider and denser towards the base elevation of our mountain. but we've got upwards of 9,000 feet are highest peak. we will have great snow up high and it's going to be great powder writing. all right, with the snowy forecast comes.

>> potentially risky road conditions, of course, resorts are advising people to check those check the forecast before leaving home. and speaking of the forecast, lawrence has been tracking it here and up there, lawrence. pretty good for next yeah, it's going to be all whole lot of snow. that's going to be a really good shot in the arm for much of the snowpack in the sierra nevada. it's going to be a wet snow that's going to be moving in the storms that are coming our way topic a little subtropical moisture so they could be higher base storms out there as well. live look outside. kind of a nice, tranquil look out south lake tahoe. look at the waves, nothing on the lake at all right now. pretty glassy out there at this time. but that will likely change the storms. start to move in. get a little windy in the high country and then we're going to start talking about all whole lot of snow coming that way. 15, 18 looking good right now. if you head up today, you made it up there nicely. now getting back. that may be an entirely different story. is these storms really pummeling into the bay area and the high country. you can see him now.

both are in view. the first one going to coming on shore as we head into saturday. that's going to bring ith it. a lot of rain in the bay area. lots of snow in the high country behind that. a much more intense storm just begin to develop. doesn't look like much is a little baby storm out there right now. i guess you could call that were really rapidly intensifies, approaches the coastline. but then pulls up to the coast, it suddenly hit the brakes and just sit there and spin. and that is going to spin wave after wave of moisture up in the bay area and snow in the high country. so winter storm warnings are going up. winter weather advisories going up on saturday as well. but winter storm warning so much more a advisory going up as we head in towards saturday all the way through wednesday. that's because that area of low pressure, it's to be spinning off the coastline of bringing lots of snow in the high country will see it here. that storm comes on shore for tomorrow and all-day event. lots of snow in the high country. a brief break that a lot more snow sunday into monday and tuesday and wednesday. and there you go. we'll be adding up with some very impressive totals. in fact, this all comes true. we could be talking about 2 to 4

feet across some of the higher peaks there. 3 to 4 feet down below or 2 to 4 feet in the highest peaks in about a one to 2 and lower elevations. but still a lot of snow all across the sierra nevada. all right. thanks. lourdes. caltrans crews are working to clean up before the storms hit. so time's running out. the agency posted this before and after photo from butte county. they want to highlight the during storms, trash and other pollutants can flow into waterways. >> in anticipation of this weekend's storms, the city of fairfield is announcing the closure of parks and open spaces. the city says the ground is still saturated from the last round of rain and the incoming storms will cause unsafe road and trail conditions. the parks and open spaces will close tonight at sundown, they're set to reopen and they're reopen until next thursday at 09:00am as the wet weather rolls in, the city is asking locals to report any flooding or any downed trees. you might see to the my

fairfield ca app or to the public works operations division. >> a san francisco woman will be doing some hard time and paying more than 1 million dollars in restitution for stealing students. tuition payments at ucsf. prosecutors say sandra eileen lay used her position as an academic program. officer for the ucsf school of nursing program. she would have the students write their tuition checks payable to her or have these students leave the checks blank? she with that frontal the money into her personal bank account in total. she took more than 1.5 million dollars between november of 2013 to 2019. les begins her prison term in may. >> waymo is disputing claims by san mateo county officials who say the company failed to properly communicate its plan to expand outside of san francisco in an email sent out yesterday. waymo says it's conducted outreach briefings with dozens of public and

private stakeholders in san mateo county and their briefings included a presentation with a map of the peninsula last week, san mateo county's attorneys sent a letter to the california public utilities commission asking it to reject waymo's request for expansion because of a lack of communication. the controversy stems from a county resolution passed tuesday. that would give the local government the final say over driverless car services. right now, that decision is still up to the dmv and the cpu c. >> while many of us were still sleeping very early this morning, crews were on the job power washing the iconic china town dragon gate. it's the year of the dragon. after all, it's all part of the city's continuing lunar new year. spruce up, operation workers are going to be touching up the gate and repainting those decorative drive and lamp posts along grand avenue as well.

francisco for a friday. people probably hunkering in. i would think or maybe they're going out because rest of the week i was going to say, i think maybe they want to take advantage of this evening because lawrence, as the rain is coming for us and it won't stop for a while. yeah, it's really going to get going here again. here we are. a couple of a storm is going to really impact the bay area. >> this weekend and into the middle of this next week. that's all it look like it's going to stick around. so that. >> quite a long time for a series of storms. and here we go out the door. we've already seen some of the clouds begin to move in. no rain reported just yet, but that will likely soon begin to change. a flood watch is now posted across the entire bay area. as keeping a watch on that because of all the heavy rain through really sunday, all the way into the middle of next week without up some pretty impressive totals. maybe the mountains, maybe 6 to 8 inches of rain, especially over the santa cruz that may be the bull's eye between these 2 storms but even down below a lot of smaller creeks and streams to rapidly rise. and you could
