>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's saturday, february, the 17th and you're likely waking up to some damp conditions outdoors. it's great. it's get right over today for the latest on the weather made a good morning. well, good morning, stephanie. good morning, everybody. and a stormy weekend is in store with us. a little bit of a the other rounds that we had here will try to break that down for you as we go forward. but yes, it's going to be quite wet today. again, we have the light rain shower activity just getting started a little bit behind and it will fill up the bay with some moderate rain as we start to get to later into the morning. so will plan on that first things. first, there's radar to show you how we stand. we have that moderate rain, shower activity, building 2 as we approach around noon for today before it breaks up a little bit for a nice little break coming our way, east bay shoreline, looking already overcast, as you will see, not going to see much the way of sun at all today. you see all

that clump going on there that basically the forecast today tonight and then late tonight, you see that little gap before the next cluster storms. so that offers with that probably the best break we're going to see in this holiday weekend here. so that will be through a good chunk of your sunday. give some time to do some things before yet. another round of really is a cluster of many storms coming our way into well, early next week. 2 of the flood watch been posted here. officially. it's 04:00am sunday to 04:00am on wednesday. basically want to see what this first wave does is kind of a wait and see. but also coupled with this and this is a new little wrinkle here. we do have also a wind advisory. there's no high wind watch with this are high wind warning, but there is a wind advisory. it's almost the entire bay area. yes, that's delivered up to solano county just because the topography with this wind pattern, you won't get hit as high. but we're talking about winds getting up there about gusts of 50 miles per hour. and that can cause power outages and sometimes trees down. there's

a snapshot of where the wind stand now be walking through the winds and a bit here in they will very they'll be pops with this was not going to be like the other storm that was constant. quick check on your temperatures were in the middle to upper 50's. not much movement on that today. and today we've got the showers, light rain, rain and heavy at times throughout this evening or afternoon hours. that a little break coming our way into our forecast coming up in about stephanie. all right, dave, thank you. >> and we continue our team coverage of the storms headed our way. a high surf advisory goes into effect later this morning. first, if justice live for us now in with the latest. >> tiffany, we can see the waves behind her there. how's it looking for you right now? right? so here in pacifica, a light mist in some light rain just started making my way here from the city. this is what was experiencing. so i think that this has caught up to us right now here in pacific. as you have mentioned, high surf advisory has been issued because of this storm that will be

rolling in today here in pacifica. >> the move surf and the tides right behind me have been quite high. let me step out of the shot. so you guys can take a look. you can see the waves crashing into the pier right behind us. the national weather service says this advisory will last until 04:00pm sunday, but they say the seasonal quickly build again next week. so the threat for hazardous beach in marine conditions will continue continue, especially for west facing beaches. so we're supposed to get moderate rain and gusty winds with this storm. winds could gust up to 30 to 40 miles per hour with even stronger winds near the coast down trees and power outages are likely with this latest string of storms but not as widespread compared to the weekend storm 2 weeks ago. so current conditiows here, pacifica, it started to drizzle a little bit. a light sprinkle at this time. there is a high surf advisory that has been issued today. we'll stay on top of that for you guys. back to you in studio 70. all right, tiffany, thank you for that.

>> happening today, organizers campaigning call oakland mayor sheng thao hold a rally later this morning. group plans to start collecting signatures for the recall petition. the rally happens at jack london square at 11 o'clock. organizers need nearly 25,000 signatures by july to qualify for the november election. mayor, tell us toe problem for the recall campaign is being organized by her political opponents who previously ran against her. developing news. police in the east bay looking for a suspect accused of killing a woman. the deadly shooting happened at up home friday morning. kron four's dan thorn reports. >> investigators say it was at this home on summit drive in pinole where officers found a woman shot and killed the suspected gunman identified as this man. thirty-six-year-old jeffrey kendall. police say kendall broke into the home and attacked the woman before killing her friday morning.

neighbor tom tucker says he's in disbelief. you know, we heard that there was homicide. >> pretty crazy stuff is quite quiet, little neighborhood that we live in sao. >> tucker says he doesn't recognize can do, but it's concerning that a suspected killer is still on the loose. that's the little nerve wracking, you know, got got kids. we've got. >> i've got 4 kids and their cell. police commander matt avery says this type of crime is unusual for the small city. very rare. we do not have homicides. >> in general, domestic up in a very quiet residential that were and very rare for commander avery says kendell was last seen taking off in this gray hyundai elantra. there's an ox more hyundai sticker on the right side of the trunk lid. >> and the california license plate reads 8, blm, 0, 3, 6, kendall has a connection to the home. but the relationship with the victim is still unclear. we're still investigating that, but it appears that it's a tragic

case domestic violence. along with the gray hyundai. kendall was also last seen wearing a baseball cap, a camo jacket and dark colored pants. >> he is considered to be armed and dangerous in pinole. dan thorn kron. 4 news. >> east bay police busted a suspected brothel in san leandro. officers served a search warrant at this home on monday and arrested 3 people. a 60 year-old man, a 34 year-old woman and a 35 year-old woman. the alleged brothel is believed to be linked to pin thing. prostitution and human trafficking. as of now, only the male suspect faces charges. neighbors who spoke off camera say they have noticed random men frequently showing up at this house over the past year. >> i saw her police officer k a young handcuffs and put it on the back seat of the car is pretty quiet neighborhood. same people lived here for many, many is. >> investigators did not share whether they found any trafficking victims.

>> san francisco police are investigating a shooting that seriously injured. one person >> officers say the gunfire happened just after 9 o'clock last night and the area of connecticut and 26th streets north of cesar chavez street. the person shot was taken to the hospital with life-threatening injuries. and new york's mayor is expressing surprise after the city's public library closed suddenly library management announced the temporary closure friday over safety concerns. adding that the safety of visitors had been threatened. air lamar thorpe center letter to the county administrator saying no one in the city was informed of safety concerns around the library. library. officials say anyone who checked out items can return them to other branches or hold them until the building reopens. a police canine in petaluma sniffed out 10 pounds of meth hidden inside boxes of dog treats and cat litter. this is a picture of the drug and of the dog and the drugs found in the car. it happened earlier this week during a traffic stop. the

female driver was arrested and booked into jail. the city of oakland is set to get 14 million dollars from the state to help unhoused people. the quality inn near the coliseum will soon be the site of 77 housing units. and 26 units for homeless youth. >> for as safe and secure space, but will also include essential and then a tease at bedroom at that room and a kitchen at. >> the new homes will take about a year to complete. oakland is playing hardball with the a's. both sides meet in oakland this week to discuss a potential extension of the a's least at the coliseum beyond this year, the a's need a temporary home until their stadium in vegas is built. the city of oakland is asking major league baseball for a guarantee of an expansion team wants the a's leave. we spoke with san francisco chronicle, sports columnist scott ostler about the possibility of that happening.

>> now it's a bit of a big ask and seemed impossible not that long ago. but you're desperate, think it was 70 million bucks year if they have to play elsewhere. so they can mlb to guarantee oakland that its fashion team. that's again, that that's a possibility often by far their best option because it would save them a ton of money and they yeah. >> oakland, the a's. don't make a deal. the team could set up shop in sacramento for a few years and play in the minor league stadium. there. salt lake city is another potential option. oakland mayor jean tell responded to the news with a statement that reads in part, quote, keeping the a's in oakland and is what's best for major league baseball. the a's oakland and the fans. my door is open to john fisher and anyone else has the means to purchase the a's and keep them rooted in the town. coming up on the kron morning news, california. lawmakers move forward with hundreds of proposed laws. >> we take a look at the impacts. and after the break,

the ground from the last round of storms. people who live in this area and by this entrance here are keeping a close eye on this pathway because this area tends to get flooded after periods of heavy rain. >> everybody's kind of helping everybody else clear storm drains. then, you >> clean out gutters. wendy ziglar will also be helping her neighbor who lives on the russian river near greenwood wrote that she's basically, you know, watching the story. we all watch it for her. but when she comes here once against a certain level, then get the neighbors along helping carry things up to the next or so. >> so she doesn't road any furniture. things like that is guerneville neighborhood has seen floods before. it was definitely fun. kayaking the river flood was over my fence. in our is recalling the flood of 2006. >> he works at sonoma land works helping customers prepare for the next round of storms this weekend. charge for sale. a lot of people that topping up their store manager blake matheson says well, days of rain are in the forecast.

people are getting ready for power outages. it's been like propane and we do sell those 2 fire would spend a little scarce right now. so we've been selling that pretty consistently. longtime residents here know the drill on how to prepare for the weather. >> but say a lot of newcomers are moving in their message just kind of getting gas and fuel for generator. in case power goes out again, like i know, a lot of people have been struggling with, unfortunately get sandbags because they're just better to have and not be prepared than unprepared. a lot of people have generators, you know, most people, if they did, now they're going to get one because we didn't have power here in this area for about. >> 3 days. so that can ruin your anything in the fridge, if its, you know, more than 24 hours, basically. >> and that is the key message from emergency management officials is to be prepared. have your go bag ready and have a way to get emergency alerts. reporting from greenville, gayle ong kron. 4 news.

>> all right. check this out. these hogs apparently enjoying the mud from all the damp weather we've been seeing. >> shared this video, adding the facility will be closed today because of the rain. >> the zoo says they will automatically refund you if you already had any reservations to go today. we have that sound there, that was while taking a live look now at walnut creek this morning. can see the roads just a bit. damp out there 7.15. let's check in now with day for more on our weather they've a good morning, stephanie. good morning, everybody. it's nice to know that my husband right out, right? well, we have more rain coming our way throughout the weekend. early next week. we've got several different layers will try to break it all down for you. get an idea. we're talking about first things first live as we're in the moment. >> this is what we have there. you can see the moderate in some cases, some heavier rain headed our way generally moving from the southwest to the northeast. it will fill up the whole bay as we approach around noon. so those inland spots you'll get hit by the time we get to the early afternoon. that will take a little break for another batch to greet you by this evening

into motion. you see it. it's right out to see their so probably the next hour or so. it will probably be in our local radar to show you a quick look at what we're talking about over the time period. now. today we're calling the rain showers on and off. another was going to be on. but there is a break that happens about 3 o'clock before again this evening at fires back up again tomorrow. rain returns, though. that's after that second little wave. but it's mentioned we have a nice break on saturday morning throughout the early afternoon. so soak that up we get hit by a heavier wave. windy. also, it looks like by sunday afternoon and will be other little pops early into the next week. we did talk about a wind advisory, no high wind warnings wind advisory that does go all the way out till tuesday. but it's not going to be continuous and there will be breaks that action to stormy. start your weekend. looks like it's dry by come thursday into friday, futurecast for what it looked like today. this is this first major wave. it breaks. here's a nice little break, albeit very short couple of hours. another quick moving line

moves through and for the overnight quiet, we see even breaks happening here might even see some of the sun tomorrow potentially before the next line moves in here in the way it's kind of configured. it will be more from our standpoint, somewhat continuous rain going forward. just the intensity will vary throughout the day on sunday and by monday morning, another break before yet another line comes our way as we approach around noon. let's get to these winds, though. alright, for today, breezy associated with the winds going forward. then that also breaks up fires back up again briefly here with some winds by sunday afternoon. and this is the end of it by sunday evening. kind of giving us a breather. sort comes. it goes, it comes and goes. but still the national weather saw this is meriting wind advisory. there's another pop that's worth noting. this is going to be for monday afternoon after a break on monday morning to see how things continue to change. and we don't really shake that off to midweek. today's forecast, 59 showers and rain. again, we

do note that break and then mid afternoon, 60 for oakland. 62 san jose. the highs will add about 5 degrees from where we stand now, which, by the way, is mild. we should note and the storm system is relatively mild to stephanie all this week early into the week. it's going to remain those lows. pretty mild about 50 furloughs. and that's because we're in mild sector. we've been through so much now as we get into monday tuesday, the storms could have some lightning with them, too. so, ok, that's monday, tuesday, as we get into early next week. but this first line, we'll just be some heavier rains, ok? we'll keep our eyes to the skies. they've got >> all right. we'll take a look at this. a major crackdown on a statewide organized retail theft operation. you're looking at more than 8 million dollars and beauty products. the chp says were stolen from ulta beauty and other stores across the state. investigators say the items were taken from 21 counties, including alameda contra costa and santa clara. chp says the operations ringleader pay people to steal beauty products and then sold those items on amazon. the suspect was taken into custody on friday. officers made a

drug arrest of the petaluma village premium outlets. police say the suspect was carrying nearly 11 grams of fentanyl for sale. investigators say that amount is enough to potentially kill more than 5,000 people. police say the suspect was also carrying meth in about $100 in cash. a terrifying ordeal for some san francisco residents on valentine's day. police say 3 people broke into a home on winding way in the city's ingleside neighborhood around 4 in the morning, residents told police the robbers held them at gunpoint, ransacked the home and took off with money, jewelry and a car. police are asking anyone with information to please give them a call. police are investigating a shooting in san francisco. what happened friday. gunshots were reported around one in the afternoon at the corner of bay and powell streets a few blocks away from fisherman's wharf. police were not able to find any suspects or victims, but people who often shop in the area were shaken up.

replaces the previous club house built in 1951. that was destroyed in a fire. it did take a >> a while to get here. not just because construction times the san fratcisco because of a global pandemic. you know, yes, it and here we are that despite some of those challenges and despite seeing this clubhouse burned down, we persevered. >> the nine-hole golf course also recently underwent some landscaping up great. we released a new report on the impact of new bike lanes on valencia street. it found after the first 3 months so that the area saw a 77% decrease in illegal double parking and a 26% decrease in vehicle volume on the street. the report also noting rideshare services and food deliveries to the area went up after the changes. it also said 11 collisions happened during that three-month period, but mostly in part because of the legal left turns officials say they are taking steps to address that issue.

>> 2 teens have been charged in connection to the deadly mass shooting at the kansas city chiefs super bowl parade. authorities arrested the suspects on gun-related charges. the shooting on wednesday killed a woman in her 22 other people, including several children. get this. it issues quarterback patrick mahomes and his wife, brittany visited 2 of the children and they year-old and 10 year-old both shot in the leg. the

children are related to lisa lopez galvin. the woman killed in the shooting. elden was a dj at a kansas city radio station and a mother of 2 kids. a gofundme page has been set up for her family. taylor swift donated $100,000 early friday morning. and as of today, the page has collected more than $190,000. officials at the san francisco zoo are warning about a social media scam. they say someone is advertising tickets to the zoo for just under $7. officials say that offers not coming from the zoo. if you do plan to visit, they ask you buy your tickets from the zoo directly. the iconic chinatown, dragon gate in san francisco, but a full cleaning on friday morning. it's all part of the city's continuing lunar new year. spruce up operation workers also plan to repay the decorative dragon lampposts along grand avenue as well. this year is the y of the dragon. still ahead on

welcome back to the kron. 4 morning news. thanks so much for joining us. let's get you started this half hour with a look at your forecast, dave, what we need to know. >> all right. good morning, stephanie. good morning, everybody up for us today. we're actually not going to get the heaviest hit yet to come, but it gives us a little taste of what's coming our way. that includes wind and rain. those the 2 elements that are probably the most impactful for everybody going into this weekend and really into early next week as well. we show you radar first things first. there's a nice little collection right out to sea, but it's a flood watch has been posted. i know the starts tomorrow. not today, but it's kind of after everything we get today. now we add on to what's coming our way. and this is what the notices. all right. the flood watch 04:00am sunday through 04:00am on wednesday. meanwhile, kind of a new wrinkle here. it's a wind advisory. no high wind warning but wind advisory and it's not going to be constant, but it will be from 10:00am sunday in till 04:00am on tuesday. we'll see a pop of winds today, but that's the issue they're going to pop. and then take a break and then

come back, take a break and so forth. but they can cause power outages and downed trees to particularly with the saturated ground and very looking gloomy, as you can see, even san jose state at this hour where the rain part is holding off. but don't count on your traditional rain shadow keeping you dry. it all through this going forward. we've got mid 50's over a good chunk of the beijing will see right now those temperatures are mild has there several degrees above what they were this time from yesterday. a live look at wednesday with good stiff breeze coming in from the south-southeast. and your breakdown today shows cloudy showers developing in the east bay, particularly early afternoon and everybody gets a break. it looks like by about 3 o'clock or so until yet. another batch as we get into tonight and it's kind of a convolutional of storm systems coming our way into early next week. will peace us all together for you coming up in a bit, stephanie. all right, dave, thank you. >> we continue our team coverage of the wet weather headed our way with tiffany. just issues on pacifica with the latest on conditions out there. see if you're you have your umbrella out. tiffany.

>> yes, get ready for another rainy day has been raining here. pacifica for the past hours. so i brought out umbrellas to help say dry this morning. but i'm having to grip is pretty hard as well because it is windy at the same time. so take it a look at the ocean right behind as the surf has been high and because of that, there has been a high surf advisory that has been issued and that goes into effect in a few more hours at 10 o'clock this morning. but it's already peaking quite high. the national weather service says this advisory will last until 04:00pm sunday, but they say the season will quickly build again next week. so the threat for hazardous beach in marine conditions will continue, especially for west facing beaches. so we are supposed to get moderate rain and gusty winds with this storm. winds could gust up to 30 to 40 miles per hour with even stronger winds here near the coast down trees and power outages are likely with this latest string of storms would

not as widespread as compared to the storm weekend storm 2 weeks ago. so current conditions here, pacifica is raining. it is windy. ring out in grella. grab your rain coat need be that. >> a high surf advisory goes into effect at 10 o'clock this morning. back to all right, tiffany, thank you. >> uproar in san francisco's chinatown over the mayor's proposal to place a sober living facility in the area. small business owners say they were blindsided by city leaders. kron four's ellis of ammonium reports. >> merchants spoke with say that they agree the city needs to help people in this effort, but they say that between the bars and other businesses, it might not be the appropriate setting. >> it really grew up in chinatown. her family has owned retail property here since the 1950's. she says the community is that tight knit is it used to but there is an issue. merchants are coming together many of them disagree with the city's choice to use

the historic north beach hotel nearby on kearny and columbus as a sober living facility for at least the next 5 years. starting this spring. i was very alarmed. >> i was upset angry. just like a lot of people in the community. do know they need help that i support. but the fact is, and they and the mayor said, ok, they're going to be property, it's going to well monitored. but those are no guarantees. some chinatown, business leaders feel blindsided. having learned of mayor london breed's plans. >> through a tip from a staffer of their supervisor, aaron peskin nancy, you law has a story about a block away from the chosen site. >> and was busy with lunar new year festivities when she rushed to a meeting with the mayor within a half-hour of learning about plans work on the surprise and how come you never heard anything from anyone? and we give a lot of questions because we have concerns we we don't really know exactly what kind of program is because it is the first in the nation.

>> according to what they say, merchants we spoke with believe between the tourism and nightlife. the north beach chinatown corridor is not an appropriate setting. >> for people trying to get sober outdoors is not comfortable about. >> though they should be put some put them somewhere else. i mean, this should be enough. consider something location after out of the for overall. there's a sense of disrespect that the city did not include the small business owners at the inception of the idea. i think what could be improved is really the communication between our neighborhood and the city. >> and for the city to have better. that that's for reaching out to monolingual as well as communities color on friday, community ambassadors reaeive walking through chinatown, passing out leaflets about the plans for the north beach hotel. >> and after tuesday's meeting want tells me that the mayor told them that she will reconsider this location and delay this decision, though the mayor's office did not confirm that specifically. they did send a statement to kron 4 saying in part, there's still a lot of community outreach in consideration that

must be done before a final decision is made on this particular proposed facility. and therb are alternatives as to how we can collaborate to support our community reporting in the newsroom, ella sogomonian kron. 4 news. >> time is up for state lawmakers to introduce new bills this year. all right. tom wallace has more on some of the legislation that beat the deadline. >> with the striking the gavel, lawmakers got to work friday ahead of the big 05:00pm deadline to introduce bills. the clerk will now open just how many bills are we talking about? mcgeorge school of professor chris mckay. lee says the answer is a lot. i'm expecting just over 2000 bills among the bills introduced, several are focused on housing, including one from assembly member alex lee targeting corporations trying to buy single-family homes. specifically the proposal would prevent corporations that own more than 1000 single-family homes from purchasing additional properties and converting them into rentals. why it's so

important is because we have a housing crisis, a shortage of homes available. and when coeporations outbid out, compete hard working families from their dream of being a homeowner. that's a big problem on the issue of homelessness, republican assemblymember josh hoover co authored a bill known as the beyond housing measure. it's very simple. it's simply repeals the requirement that we can only spend money on housing first programs. >> and it allows other types of programs that are actually getting people out of the cycle of homelessness are actually getting people, drug abuse, treatment and mental health treatment. >> and helping them get their lives back on track. former assembly speaker anthony rendon makes clear, though, combating homelessness often requires communication between various counties. he's introduced a bill to extend the program, enabling counties to share information and better coordinate homelessness services. its very frustrating when you have these agencies not talking. have people working in silos. >> when you have the not sharing the available on

public safety. assemblymember evan low introduced a bill to strengthen hate crime enforcement, including a proposal allowing judges to issue a search warrant in cases a misdemeanor hate crimes with important is that we stand for and that we're demonstrating to our community that this will not be tolerated and that perpetrators will be prosecuted accordingly. and then there's a bill from republican assembly member tom lackey to increase the use of license plate readers statewide to help find missing people. we have the technology available. >> why in the world would we want to save lives? but all the bills come as the state faces a projected multi-billion dollar budget deficit. 80 1% of all bills introduced have some sort of fiscal impact. and so the budget is definitely going to overshadow quite a few bills this and this is the beginning of a months long process ahead to make it to the governor's desk. bills must first go through various committees and both houses of the legislature reporting at the state capitol. a tom wallace kron, 4 news.

weather that will be up in the sierra. >> got a winter storm warning. this actually doesn't kick in until sunday morning all the way till 10, 10 o'clock on wednesday morning as well. the issue with this has been very typical with this winter season. those levels might get down to 6400 feet, but they're going to dancing up there to 7,000 or little bit above as well. and we're expecting inches on this to a couple of feet. certainly in the higher elevations that we're talking about, that it's not until we get to around wednesday or maybe tuesday night. we get some of that colder air in here. we can push those snow levels down maybe 6,000 feet or a little bit below that tahoe forecast, though, shows a drop in temperatures by the time we get to monday tuesday. there we go session to start off with some showers you can see here on sunday and then monday and tuesday. here comes the snow back to local radar. this collection here you see just make its way to san francisco, golden gate up summer. that's what kind of the moderate rain showers are now that will build and expand out as the morning progresses. live shot quite hour. cloudy

we are in pacifica this morning. we're at has been raining. i have my umbrella ready to go and a coat as well because it is quite chilly. but as you have mentioned, there is a high surf advisory that has been issued. let me go ahead and step out. the shot. the serb has been high and that advisory is supposed to go into effect at 10 o'clock this morning. in a few hours, the national weather service says his advisory will last until 04:00pm sunday, but they say the seas will quickly build again next week. so the threat of hazard, a speech in marine conditions will continue, especially for west facing beaches. so we're supposed to get moderate rain and gusty winds with this storm. winds could gust up to 30 to 40 miles per hour with even stronger winds here near the coast. down trees and power outages are likely with this latest string of storms. the first one hitting today, but not as widespread compared to the weekend storm 2 weeks ago. again, conditions here in pacifica. it's raining has been raining for a few hours.

ip>> east >> bay police busted a suspected brothel in san leandro. officers served a search warrant at this home on monday and arrested 3 people. a 60 year-old man, a 34 year-old woman and a 35 year-old woman. the alleged brothel is believed to be linked to pimping prostitution and human trafficking. as of now, only the male suspect faces charges. neighbors who spoke off camera say they have noticed random men frequently showing up at the house over the past year. >> i saw her police officer k a young handcuffs and put it on the back seat of the car is pretty quiet neighborhood. same people lived here for many, many years. >> investigators did not sure whether they found any trafficking victims. take a look at this. a major

crackdown on a statewide organized retail theft operation. you're looking at more than 8 million dollars and beauty products. the chp says were stolen from ulta beauty and other stores across the state investigators say the items were stolen from 21 counties, including alameda contra costa and santa clara. chp says the operations ringleader pay people to steal beauty products. and so those items on amazon, a suspect was taken into custody on friday. police are investigating a shooting in san francisco friday. gunshots were reported around 1 o'clock in the afternoon at the corner of bay and powell streets a few blocks away from fisherman's wharf. police were not able to find any suspects or victims, but we did speak with shoppers in the area who said they were shaken up. >> i come here just for my lunch break and go shopping in. you know, you just think, you know, it's not going to happen kind of where you shop, you know, and so to to see that it's happening where i shop is is unnerving and super sad, too.

welcome back to the kron. 4 morning news. thank you so much for joining us today. let's get you started this half hour with a look at the forecast. we do a lot of you have some concerns about day. >> hey, good morning, stephanie. good morning, everybody. it looks to be not quite what we had a couple weekends ago, but the difference is going to be this is kind of stretched out over a longer period of time with breaks and they're both breaks of rain in breaks of wind. so keep that in mind as you try to dance between all of this here. first things first. what's going on now? we have some moderate rain start to fill out parts of the peninsula in getting a little are in as well. it's more light rain showers for now in the east bay. that will change. you can see the heavier stuff still out to sea. so this is going to cover us for about another its cover take 6 hours or so before that. first little break comes our way. this all comes with a flood watch which doesn't kick in until tomorrow morning at 04:00am. but we're still going to see some of that heavy rain for even today. meanwhile, we have a wind advisory time period for this is 10:00am on sunday through 04:00am on tuesday again today. expect a

tiffany justice is live for us now at the with the latest on conditions out there. tiffany, i can already hear the wind comes to that microphone. >> yeah. the first storm has has been raining all morning long and windy. at the same time they have been gripping my umbrella quite hard this morning. and as you mentioned, there is a high surf advisory that has been issued and those tides and serve have been high already this morning. that advisory has been issued and we'll go into effect at 10 o'clock this morning and a few hours. the national weather service says this advisory will last until 04:00pm sunday afternoon so far. but they say the seas will quickly build again next week. so the threat for hazardous beach in marine conditions will continue especially for west facing beaches. so we are supposed to get moderate rain with gusty winds with this current storm. winds could gust up to 30 to 40 miles per hour with even stronger winds near the like

owned retail property here since the 1950's. she says the community is unjust. tight-knit is it used to but there is an issue. merchants are coming together many of them disagree with the city's choice to use the historic north beach hotel nearby on kearny and columbus as a sober living facility for at least the next 5 years. starting this spring. i was very alarmed. >> i was upset angry. just like a lot of people in the community. do know they need help that i support. but the fact is, and they and the mayor said, ok, they're going to be property staff. it's going to well monitored. but those are no guarantees. some chinatown, business leaders feel blindsided. having learned of mayor london breed's plans. >> through a tip from a staffer of their supervisor, aaron peskin nancy, you law has a story about a block away from the chosen site. >> and was busy with lunar new year festivities when she rushed to a meeting with the mayor within a half-hour of learning about plans work on

the surprise and how come you never heard anything from anyone? and we did to give a lot of questions because we have concerns we we don't really know exactly what kind of program is because it is the first in the nation. >> according to what they say, merchants we spoke with believe between the tourism and nightlife. the north beach chinatown corridor is not an appropriate setting. >> for people trying to get sober outdoors is not comfortable about. >> though they should be put some put them somewhere else. i mean, this should be enough. consider something location have for amount of money for overall. there's a sense of disrespect that the city did not include the small business owners at the inception of the idea. i think what could be improved is really the communication between our neighborhood and the city. >> and for the city to have better. that that's for reaching out to monolingual as well as communities color on friday, community ambassadors receive walking chinatown, passing out leaflets about the plans for the north beach hotel. >> and after tuesday's meeting

targeting corporations trying to buy single-family homes. specifically the proposal would prevent corporations that own more than 1000 single-family homes from purchasing additional properties and converting them into rentals. why it's so important is because we have a housing crisis, a shortage of homes available. and when corporations outbid out, compete hard working families from their dream of being a homeowner. that's a big problem on the issue of homelessness, something member josh hoover co authored a bill known as the beyond housing measure. it's very simple. it's simply repeals the requirement that we can only spend money on housing first programs. >> and it allows other types of programs that are actually getting people out of the cycle of homelessness are actually getting people, drug abuse, treatment and mental health treatment. >> and helping them get their lives back on track. former assembly speaker anthony rendon makes clear, though, combating homelessness often requires communication between various counties. he's introduced a bill to extend the program, enabling counties to share information and

better coordinate homelessness services. its very frustrating when you have these agencies not talking. have people working in silos. >> when you have the not sharing the available on public safety. assemblymember evan low introduced a bill to strengthen hate crime enforcement, including a proposal allowing judges to issue a search warrant in cases a misdemeanor hate crimes with important is that we stand and that we're demonstrating to our community that this will not be tolerated and that perpetrators will be prosecuted accordingly. and then there's a bill from republican assembly member tom lackey to increase the use of license plate readers statewide to help find missing people. we have the technology available. >> why in the world would we want to save lives? but all the bills come as the state faces a projected multi-billion dollar budget deficit. 80 1% of all bills introduced have some sort of fiscal impact. and so the budget is definitely going to overshadow quite a few bills this and this is t e beginning of a months long process ahead

to make it to the governor's desk. bills must first go through various committees and both houses of the legislature reporting at the state capitol. a tom wallace kron, 4 news. >> cal fire is getting 7 new c-one 30 planes to help with firefighting efforts. the plans will be modified and equipped with all the necessary gear before they're ready for service. a part of the goal here is to make these monster planes more efficient in an emergency situation. >> you know, you can drop 4,000 gallons of return, rather than 1200 ballots returned. so obviously, you can imagine if based on the different coverage levels, how far that can extent. >> it will take time to get these planes ready for flight. the first one can be expected to take off this fall. and now to what caltrans is calling a game changer. these are robot mowers and they're taking over the sides of freeways. caltrans says technology like this helps minimize roadside dangers. the robots can be charged or reach areas, uncover more acres. they say caltrans staff will be on hand

to monitor these robots while they're being used. the wet weather shut down several national parks in the bay area this weekend near woods will be closed sunday and reopen at 10 o'clock monday morning. point bonita lighthouse in stinson beach north lot will be closed saturday or rather sunday and monday, 4 point long avenue and marine driveway gate will be closed through monday. parts of fairfield are closed through next thursday because of the storms. the city says the incoming wet weather will cause some unsafe conditions. so they want everyone be safe. how about that? the iconic chinatown, dragon gate in san francisco got a full cleaning friday morning. it's all part of the city's continuing lunar new year. spruce up operation workers also plan to repay the decorative dragon lampposts along grand avenue as well. this year is the year of the dragon. it's pretty cool. getting behind the scenes perspective there. well, the biden administration is giving

970 million dollars to airports nationwide to help modernize the terminals. sfo is the only bay area airport on this list. it gets 31 million dollars. that money will be used to improve the heating and air conditioning system in the terminals, reducing energy usage and maintenance costs. the california energy commission approved a 1.9 billion dollar plan to accelerate the state's ev charging and hydrogen refueling goals. the money will help build 40,000 new charger statewide. the state expects to have a total of 250,000 chargers online in the next few years. coming up on the couple morning news businesses and this year are gearing up for more snowfall. >> looking at snow levels be a little bit of a high in to start, but it should be dropping down about 6,000 feet early next week. this is what we got right now. nice little dose of some moderate to some heavy rain showers just off the coast of san francisco in spreading some of that lighter to moderate rain showers along to moderate rain showers along the east bay shoreline.

technically from 04:00am on sunday all the way 10:00am on wednesday. it will be in the feet when you get to the higher elevations. but a few inches are expected through at least the early part of the the forecast as well as some hefty winds. but the issue is the snow levels are going to be there around 7,000 feet or so. they will drop to about 6,000 by the time we get to early next week because that means some colder air is finally getting into the program as well. when you think colder air. also remember, that means some thunderstorm activity for us. the home front, not so much today, but potentially tomorrow. onward. here's a look at those temperatures sunday. 45 down to the upper 30's telling you the cold air filtering in here as this turns from rain to snow monday into tuesday. back on the home front of the radar. well, that's why you saw such a great situation, the golden gate there you have the moderate rain showers right our doorstep. heavy rains out to see here. and again, this will play out late morning in early afternoon, half moon bay couple drops of rain there. you can see the windshield as

we go forward with this. here is what happens this afternoon. a little break. and then another line, although it's much thinner, quicker mover and will be followed by just a little bit, the way of some puppies showers as we go into the overnight really gets quiet late overnight early tomorrow morning. that's the best break you're going to see. and by the time we get to early afternoon on sunday, this moderate to heavy rain showers we'll be all we're going to have. that might be some minor breaks in there briefly of some lighter rain showers, but will fire back up again. and with the package comes some winds stop these towards the end of events. so that means a later today, the pop, the winds are going to get. we'll get kind of some settling down a little bit in the afternoon hours and then overnight picks up a little bit as we get into monday. now, there you see towards the end of everything. this is monday night. so it's going to be windy through a good chunk of sunday. now, but not all day, but a good chunk of it, at least. and it continues all the way for monday afternoon until tuesday. that secondary hit is worth noting that just

have small group of volunteers on our team that come out every year really put this thing on. and so it's really beautiful to see the backing and seeing all the support that we get year-over-year. yeah, that's a wonderful thing. tell us 2, expect pretty large audience. you have every year to the same with the typical audience size that you've seen. yeah. so it's grown every single year. more and more people learn about it. we're actually getting people who are traveling from all over the and so we're expecting 25 30 35,000 people. so it's going to be a big thing. all right. so because it's going to be such a big how come should people be planning in advance for traffic? yeah, tickets. how can people get that? you know, no tickets is open to everyone. anyone can walk off the street into our celebration site, which is intentional. we want >> it to be open invitation for anyone to join. take public transportation, if you can, because parking will fill up. but you know, it's it's oakland its downtown. there's a place for everyone. and we just ask everyone to join the tell us to about some of the performances. some of the vendors specifically are there some acts that people?
