>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's sunday february. the 18th in our top story this morning, another round of rain headed for the bay area. today's storm is expected to be more severe than before the last 2 storms. we have team coverage this morning to get you ready. let's get right to dave spahr who is tracking the latest in the weather center. dave. okay, good morning, stephanie. good morning. everybody was just a taste that we had from yesterday. so what we're going to do is we're going to now as we go into this afternoon. >> and tomorrow afternoon could be somewhat similar. both are sunday and our monday now, first things first, here's radar and notice all the patches you can see in the cloud cover. that's right. this morning we're going to be giving the camera shots of actually seeing some sun to get things started. going ,o repeat that, by the way, for tomorrow, too. and that big doughnut, their sweet roll you see out to sea. yes, that's

our latest storm system. it has cold air aloft which means that's going to drive some severe weather. but also we're going to get those surface winds that we talked about. that's today and tomorrow. we're really watching for the most intense surface winds we've probably seen in a few weeks, half moon bay right now, you can see kind of a mixed bag of the sun and clouds mixture. we have. so we have the flood watch. nothing's changed on that account. everybody's covered until 04:00am on wednesday and our wind advisory typically kicks in at 10:00am. but this will go until 04:00am on tuesday. just give you an idea how much these winds will be hanging around a bit. but the major spurts will probably be late this afternoon and late tomorrow afternoon, current shot on the winds, but real active right now, kind of a hodgepodge. most readings are single digits or com and actually coming from the east. it looks like and the southeast temperatures are mild and they will be in the storm system at the surface, at least about 50 or so with some upper 40's up north, the breakdown for you and this underscores what's going on. more in the east bay. now by

high noon, you're still looking at a mixture of sun and clouds only given the atmosphere more energy to work with here come those showers by 02:00pm and everybody engulfed by thunder shower, drain activity as we get to the late later afternoon, the evening hours with those winds will have more on that forecast a bit. stephanie. >> thanks so much, dave communities across the bay area. now bunkering down in advance of the bad weather. we continue. our team coverage now with kron four's tiffany justice. she's live in san mateo county with a look at conditions out there. tiffany. >> right, stephanie, we are not done with the rain yet, but thankfully this morning we're getting some sunshine before the storm rolls through later this afternoon into the evening out prompting officials to close down many parks and open spaces like the coming in. we are at the pillar point blood here in san mateo county. but go ahead. take a look at this full screen as well. these are the

park closures here in san mateo county, the county parks department saying these parks will remain closed until the conditions are safe. they include devil's slide trail querrey park fitzgerald, marine reserve, san pedro valley pillar point bluff marotta serve speech. now the golden gate national recreation area also tweeting out a list of closures including near woods point bonita lighthouse and the stinson beach, north slide. and now in the north bay parks and open spaces in fairfield are closed as well as through next thursday. the city says the ground is still saturated from the last round of rain we got and the storms have caused unsafe roads and travel conditions. and these are the scenes that officials across the bay are concerned about with all of this rain that we have gotten. this was yesterday in downtown santa rosa on fort fort street. firefighters say this tree knocked down power lines causing isolated power outages. and over in alameda,

a large limbs snapped off a tree. there. this is near city hall is believed the wind was a factor. there. and with the ground already saturated from yesterday's rain, there is concern that more trees could come down in the coming days. there are also concerns about risk of flooding. this is video out of marion county warning drivers of possible flooding there. the entire bay actually under a flood watch that goes into effect at 10 o'clock this morning. and officials across the bay area reminding people that if you come across a downed power line first call 9-1-1, and then call pg and e will stay on top of all of these storms for you guys and storm coverage for you guys reporting live to dust is back to you. tiffany, thank you. the group aiming to recall oakland mayor sheng thao gathered in oakland saturday. >> organizers rallied in kicked off a signature collection event at jack london square. they said they're fed up with crime and a lack of a permanent police

black churches marking one year after a devastating fire. first african methodist episcopal church also known as fame is hosting a special weekend to honor the church's 160 year history. the building is still under construction. so church officials are welcoming people to visit prescott elementary for this event. no word yet on what caused the fire to start. a man accused of killing a woman in pinole has been captured in santa cruz. chp says 36 year-old jeffrey kendall was arrested just before midnight friday during a traffic stop. the suspect is accused of breaking into a home in pinole and killing a woman there friday morning. that event stunned local police and neighbors. >> we're still invesyigating that, but it appears that it's a tragic case domestic violence. >> pretty crazy stuff is quite quiet, little neighborhood that we live in scary, you know, got got kids. we've got i got 4 kids in there. >> kendall is now in the martinez detention facility

facing charges of homicide and domestic violence. his bail has been set at more than a million dollars. a police standoff and shooting shuts down roads in a santa clara nenghborhood on saturday. police say they responded to the neighborhood after someone said they were being attacked by a family member. that suspect then ran off armed with several knives. the police response shutdown, kylie boulevard from benton to kaiser drive. investigators say the armed suspect did not listen commands, forcing an officer to fire his gun. the suspect was not hit and was later taken into custody. all roads are now back open. 2 men have been arrested in connection to multiple thefts from apple stores in berkeley and emeryville. a viral video shows one of the men stealing several cell phones in tae emeryville apple stores. you can see there. >> police say that resulted in the loss of 50 apple iphones valued at almost $50,000. the 2 men were charged with multiple felony counts of commercial burglary, grand

theft misdemeanor counts of organized retail theft. they are scheduled for preliminary hearings later this month. the supercare police are investigating after a student was found dead on campus. police say mark otro per who was a freshman at the school was found unresponsive at his dorm on clark kerr campus tuesday afternoon, brooke lee fire attempted lifesaving measures, but the student passed away. trooper was an undeclared major in the college of letters and science is his desk is the cause of death is still under investigation. but police say there are no signs of foul play. library says they're going to reopen on tuesday after announcing a sudden closure over crime concerns. the library was able to negotiate an emergency contract to provide armed guards to monitor of a library. they will work with contra costa public works and the city of antioch to keep workers and residents safe. the closure announcement came after repeated crimes of the last few months. officials say which threatened the safety of

visitors and staff. parts red line service between richmond millbrae has been canceled this weekend. the transit agency says crews are working to replace track equipment near the richmond station. closures are set for ford on consecutive weekends, including today through monday, march 16th, the 17th april 13th, the 14th and april 27 to 28 throughout all 4 weekends, free bus services will substitute train operations between richmond else. we do del stations. caltrans is working to do its part to keep the bay-area clean. they posted this before and after image near i-80 at harrison and 8th street in san francisco. they are reminding people that reducing litter can help avoid clogging drains during storms. they're encouraging everyone to help meet a 0 litter goal. goal. and governor newsom joined in to help with the cleanup as well. he was in richmond friday helping to remove trash. he joined caltrans and emphasized that the agency creates thousands of jobs

>> all right, taking a live look now at 0 at the sierra along i-80 in castle peak looking pretty chilly up there. it's a whole area is expected to get even more snow this holiday weekend. and dave is tracking all that for us. we'll get to him in just a moment. and of course, those snowy conditions. good news for kids and their parents who don't have school next week in are looking to hit the slopes. skiers and boarders at been picking up rental gear at sports basement in walnut creek. we spoke with someone from palisades tahoe about where you can find the best conditions. >> higher elevations where the snow is going to stay the best. the lightest. it might just get a little bit wider and denser towards the base elevation of our mountain. but we got upwards of 9,000 feet are highest peak. we will have

great snow up high and it's going to be great powder writing. >> meantime, caltrans posted this image more storms are expected to move in. they are advising everyone to please bring your chains if you plan to head in the direction of this year because the weather is expected to what a severe out there. and take a look at this new video shows trees toppling over up north because of a rock slide on a segment of highway 101. this was last night at last chance grade in del norte county. you can see the debris covering the road. there's that tree came down. caltrans says the portion of this roadway remains closed as crews continue to clear out debris. taking a live look now at downtown san francisco, looking very pretty this morning at 7.15, damp out there as well. dave, how are things looking in the weather center? >> okay, stephanie, good morning. and good morning, everybody. we have a rough ride coming our way for the next about today's probably

today going to be the wettest of the 2. and then the winds are going to be more complete for everybody. probably tomorrow. we'll show you all that in a bit. first. want to send you back up to tahoe and they have a winter storm warning there actually already kicked in. as you can see here until 10:00am on wednesday showed you how long all of this takes where play out throughout the entire system. tahoe forecast pretty simple. snow showers, highs dropping about 37 or so by the time we get to wednesday, those are highs now. so the cuts down some of the melting will get as well on storm tracker is it's just some variable clouds for right now. storm is right over my shoulder. we hand it over to our beauty picture here of half moon bay. you know, we've been seeing some camera shots going around already. and this is a beauty to for half moon bay as we have a mixture of the stormy clouds off towards the distance and the sunshine to start things off. there's sfo in the background with sun to start off sunny clouds early turning storm in the afternoon early week. stormy on monday, little bit lingering on tuesday or not as much on the

stormy side, but just some leftover showers, winds and thunder showers. and then for the latter portion of the week, sunday, clouds mixture and those cooler nights because going to be somewhat mild with all of this going on. now, futurecast for pretty good start. here it comes. it hits the north bay first very typical for the winter months. about one 30 or so before it starts spreading out over the wider bait here and continues to get fed all night by a series of waves. and we do the same thing monday morning of opening up the skies temporarily. this won't be as generous with the rain. i know no complaints by that point, but it may produce and spark off some isolated thunder showers with it or severe weather potentially with that. so when you get that daytime heating of the cold air aloft, all you're doing, it's just driving a contrast. and given the atmosphere energy in which to play with later, i said earlier that the rain would linger into tuesday. this is what we have. however, although this looks relatively benign, we still have the chance even inland of seeing the thunder showers fire up again in the afternoon. all right. future cast for those

winds. they're going to favor the heaviest winds along the coast. it looks likes of the peninsula through san francisco up to marin and sonoma counties. you're going to see the heaviest winds somewhat more modest. you can see well inland, although the wind advisory covers everybody, then let's try monday's deal. yeah, much better coverage. we've got 20's and 30's populate the map all over the place with another pocket here for san francisco, southern marin and the peninsula. we'll get the heaviest winds again on monday. finally by tuesday, we can kind of retire. some of those testy winds and we'll go into more of a situation of spotty showers with thunder showers and their 2 today. pretty simple. 64 going on and what doesn't look like they way to start. we have some rain. the sun working here. 65 for oakland, 68 for san jose and the bigger board there. not bad for february numbers. least temperature wise, but the bigger issue, of course, is going to be a stormy action. so again, the winds will come this afternoon evening. they're going to favor the west and then everybody gets involved in those winds probably tomorrow, both days. watch out for

thunder showers. that means hail and you can even get water spouts and crazy stuff like that, too. package are well, thanks for the warning. appreciate >> alright, we'll it honoring black history month and we're taking you to stanford today where a street is named in honor of the first black administrator of the university 7. donald was the son of a former slave and a minister in the south. his family was one of the first african-american families to find refuge in california. was ella sogomonian reports. >> he signed an athletic field on the stanford campus is a street named sarah mcdonald ball. if you walk by today, may know the story behind the site for manual mcdonald's in the 18, 100's and lovingly known as uncle man by his family. >> sam was a black man who was a teen, fled the segregated south for greener pastures in california. sam tried his hand farming, even modeling before landing a job with stanford university in 19. 0, 3, throughout his career. he grew to be quite popular and was

promoted from grounds keeper to athletic superintendent sam broke racial barriers and became the first african-american administrator at stanford. his great niece as his success stemmed from curiosity, a positive attitude and giving back. >> and not letting things negative. things weigh you down. and i'll come and do that. he had he had a mission, whether it was a stated mission or not, but he wanted to give to the community of stanford. he wanted to protect the environment. and just because he was a black man that wasn't going to stop >> sam accomplish that mission in more ways than one. he moved from the attic inside of the present-day visitor center and bought himself a sanctuary in the woods. a cabin standing 6 foot, 4 inches tall. he was a gentle giant among the redwood trees near la honda. he eventually acquired 400 acres of that land in san mateo county and donated all of it to be enjoyed by the

public. it's also now named in his honor, sam macdonald, state park. i think his story is remarkable and i want to make sure that >> it is passed on to future generations has the story of resilience. tenacity. and i think. come away from the program's the i-lead about macdonald. really feeling connected to this person. and to what he brought to this world. and i feel like that's a beautiful thing. >> his tenacity gave way to business investments and even law enforcement. his great niece is proud by the legacy he left behind when he died in his will. >> he said that he did not leave anything to his family and it was not for the lack of love, but that they would be that are provided for otherwise. and at the time,

i'll tell you what it entails. >> all right. welcome back to the kron. 4 morning news. thank you so much for joining us this morning. let's get you started this half hour with a look at our forecast. we are expecting some more severe weather on the way dave. >> yeah, good morning, stephanie. good morning, everybody. basically 2 days we're looking at and they have with them little nuances with that today would definitely the wetter of the 2 bunch. but both will have with it. spurts of possible severe weather to what started the day off with nice little breaks in the clouds, even though with some sunshine. but only because the atmosphere, more energy, which to play with sfo looking good, too, although we do have about a half hour or so delay, which frankly nothing i understand. but with a stormy day ahead, that could cause a lot of scheduling issues today. we do have the flood watch firmly in place until almost midweek here for you on wednesday, coupled with our wind advisory that kicks and tentatively at 10:00am. but that will be around until 04:00am on tuesday. so today, tomorrow, the 2 days we're looking for those winds, though, could be

morning. in the north bay. now, salmon creek beach near bodega bay will be closed this weekend. crews say they are working to remove that grounded boat that's been stuck at that beach since last friday. crews say they tried to re float the boat at high tide earlier this week. but diesel discharged into the water. no word yet on how much diesel was spilled. one man is dead after a shooting friday night in oakland. it happened around 10, 15 on oakport street near the oakland coliseum. officers found a man suffering from a gunshot wound. he died at the hospital. police say they did find a weapon at the scene, but they have not released any details about a possible suspect yet. lawmakers at the state capitol are proposing new legislation they say will address retail theft head-on. capitol correspondent eytan wallace has a closer look at that proposal. >> well, speaker eva says parts of this proposal are still in the works, but he and democratic leaders presented an overall framework they believe will combat retail

theft. organized retail theft is a problem that we need to tackle. that's exactly what someone speaker robert reeva says he's aiming to do with new legislation just introduced. >> chair of the assembly, retail thefts, select committee, democrat rick chavez burger and chair of the assembly public safety committee, democrat kevin mccarty joined reavis to formally announce the california retail theft reduction act. they're description a comprehensive set of reforms to address the issue of retail crime. well, this group makes clear the legislation is still coming together and will likely include changes following meetings with stakeholders. for now, this is the basic framework. first, the proposal put into law a penalty of prison up to 3 years for those convicted of stealing property with the intent to second, the bill will allow for what's known as aggregate meaning several thefts committed by one person can all add up to meet the larger penalty for grand theft. 3rd on the issue of data, transparency, retailers will be required to provide data they've collected

4th. the bill calls for an expansion of diverse and rehab programs like drug courts and 5th. the idea is to provide law enforcement with the tools to keep repeat offenders in custody. this package says to organized crime rings, we need a business and we're giving law enforcement the tools that they need to shut you down. we won't sweep this issue under the rug. >> and there will be a robust answer dealing with the issue of a retail theft in california, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including something member tom lackey say it emboldened criminals to take part in certain crimes like retail theft, but little to no punishment. property heavily contributed to the problem. >> and so in order to find a

>> not very much at all. and so friend of mine is coming up a crater and i asked her, are there any comic books for asian american history? she said no. so we decided great one as of this book has been the product of over the past year and came out just this past week. they're launching a national launch. well, congratulations on that. so walk us through some of the stories that are featured in this comic book looks incredible in the u.s. very many people are ignorant about asian american history and our own research. 70% are unaware are confused about asian history versus asian american history. and here we talk about important milestones such as the asian americans building the chinese railroad. now that connected the east coast and the west coast. we also talk about japanese incarceration during world war 2, which is really, really important. historical landmarks are lots of stories that people just don't know about that are included in this and so tell us about the significance of, you know, why you chose these particular stories to highlight. >> in the book, there are so

many parts of asia, american history, pacific islander history that are included. >> so this is just a snapshot. kind of the tip of the iceberg. we have 2 other volumes coming out over the next 2 years. and we've worked with partners like the asian american education project to pick the most relevant stories that really captivate readers attention and was a target audience his unit. we know it's a comic book. that's right. >> is there a particular age that you're trying to reach out to? yeah, this is targeting mostly for middle school kids and we find that when kids see the book, they describe it and pick it up and start reading right away. but frankly, younger kids start to read and they love it. older people, even adults are bound to find something interesting in this and is and i was reading a bit about the background of a major american foundation and the work that you're doing with this comic book. this is something that you're hoping the educators will introduce to students as well. absolutely. as part of our work, we're fighting hate but also building belonging prosperity across the country. we support organizations and we fight hate directly and cities around the country. but longer term, we believe

education and narrative change in storytelling are really important. >> it's a part of our work is promoting the teaching of api history all around the country and books like this along with other materials from groups like ucla, will be really, really necessary in the classrooms. i think this is going to be a treat for comic book fans in general to enjoy it because >> you've worked was some people who've, you been connected to marvel and award-winning artist that sort of thing. a walk us through the folks who you've collaborated with on this project. my partner amy chu is a friend of mine from college. she went to wells the mit and harvard business school and now she writes coming, folks full time. well, what a and so we she actually has this book now at the comic shows people come up to her super excited to learn more and about asian american history and actually read the book or themselves. wow, incredible. and you know that we touched on this a little bit earlier, but walk us you know, the asian american >> foundation as what is how long the guy's been around. tell us about the work that

you do. >> we've been here for only 3 years, actually less than 3 years found by several prominent asian american pacific islander leaders from around the country. people like jerry yang here in the bay area show tie from the east coast. the brooklyn nets and they came together at the height of anti asian hate to say, hey, we need to come together, bring more resources, bring more visibility to our community, do try to work together to address anti-asian hate, but to build the lonely and prosperity in the future. so we really are unique and we bring together people from the business world, the nonprofit world from last of the world media entertainment and also government to all come together and say, hey, let's work together to support the asian american community and pacific islander community. let's really try to make our issues better. understood and to move our whole community forward. and, you know, during the pandemic, that's when we saw a lot of concern about anti-asian but also a lot of people starting to find their voice and speak up about. >> you know, their culture and how proud they are to be aged america and speak about their

asian stories what are the challenges that you see that still exist and persist today that you think should be addressed. >> well, anti-asian hate remains a major issue in this country. we just did a survey in new york city that showed that u.s. 50% of people have experienced directly some form of anti asian hate and one in 5 actually been physically attacked in the last year alone. so even though it may not be in news as much as it was a few years ago is still very prevalent in our society and the issue that will just not go away. we need to work on a continually. so that's the anti-hate peace. the longer term is the stereotypes and the biases and discrimination against asian americans. people think the asian americans are highly successful in business are well represented when, in fact, there are least likely ethnic group or racial group in this country to be promoted. what a shocking specially here in silicon valley to sink asian americans are the least likely to be promoted. but the reality is there's still a lot of bias against asian americans and we need to address that as well.

continue our live team coverage now with kron four's tiffany justice. she's live in moss beach with a look at the conditions out there. tiffany. >> yes, stephanie, many of us waking up to and actually nice morning. we've got a nice sunrise. here were. >> in mateo county this morning, we actually spoke with a park ranger who came down 2 killer point bluff. this is where we have been all morning. they have reopened this part, many parks and open mateo county delayed reopening. >> because park rangers had to walk those trails, andrea says to see if they're safe to go and they have decided here at pillar point bluff this trail is safe to go. so they have reopened. but they're telling us that this is going to be a soft opening because we do expect some winds. and if those winds get to gusty, they're going to close this trail back down now. we also want to talk about this, a golden gate, national recreation areas also tweeting out a list of closures, including near woods point bonita lighthouse and the stinson beach more slot and

over the north bay parks and open spaces in fairfield are closed through next thursday. the city says the ground is still saturated from the last round of rain and the storms have caused unsafe roads and trail conditions. and these are the scenes and officials across the bay are concerned about this was yesterday in downtown santa rosa on 4th street. firefighters there say that this tree knocked down power lines causing isolated power outages. and over in alameda, a large land snapped off and that tree that's near city hall. and it's believed the wind was a factor. there do with the ground already saturated from yesterday's rain. there is concern that more trees could come down in the coming days. we are expecting more rain today. there are also concerns about risks of flooding. this is video out of marine county warning drivers, a possible flooding. the entire bay area will be under a flood watch that will go into effect at 10 o'clock this morning. and officials across the bay area

all morning. what what? what are you most concerned about? dave? >> well, actually in the package, we can break it down a little bit of what the bigger issues kind of look out for. are first things first kind of we're getting a lot of sunshine to start the day off, which is great. so you can kind of enjoy the morning and you folks in the east bay in the south bay, you'll probably not going to really even see the rain until late this afternoon. so it's been pushed forward. howeverthe lion share of the rain, we're going to get for the remainder of all the stormy action over the next few days is probably going to be over the next say 24 hours or so, maybe actually and also coming with some winds. but their new ones do again. there's the shot of the radar. you can see the clear patches out of the south. we've been showing sitcom some camera shots around the bay, not looking bad to start your sunday. now the shot from sfo actually see some sunshine but to drive home. they have about a 25 minute delay or something like that. but the bigger issue is the stormy weather coming. that is going to cause problems. so you definitely want to check and see if your impact. everybody, you know, is we've been talking about the rain. this is out all the

way to wednesday, but the heaviest rain is going to be in this 18. our window. we are going to continue to get some locally heavy rain spots that come and go and severe weather still possible into tomorrow as well. very much on settled. so here's a look at those winds. you can see the wind advisory covers everybody through tuesday, but it is new on. so let's get a little bit more into that today. everybody gets the winds this afternoon. sure. but the heaviest line you can see along the coast, san francisco peninsula up are in then that takes a break. we do it again tomorrow. look at the coverage area, the east bay lot of the north bay were all getting in the 20's in the 40's or at least 20's and 30's. so you got those heavy numbers and also out west to where those more severe winds are going to be. and that's going to be coupled with local thunder showers, which can be a bit rough the time. so that's going to be monday. and then by tuesday, it's going to be just that leftover lighter rain, shower activity. contrast there, temperatures, russian little cooler this morning. we were from yesterday and the breakdown today, particularly in the east bay, you're probably

going to see those showers until 2 or 3 o'clock this afternoon. elsewhere, however, the going to start probably in the north bay marin, san francisco, that will probably start closer to around noon coming up in a bit. we'll kind of time this all out for you and take a peek. what's going on later in the week. stephanie. >> all right, dave, thank you. communities across the bay area are now bunkering down in advance of that bad weather that day was describing kron four's. tiffany justice is live for us now in moss beach with a look at the conditions out there. it's a funny. >> hey, stephanie hours starting off with some nice weather. but we do expect some rain later on today and has prompted some scope and spaces and parks be closed down. but however, here at pillar point bluff, we actually spoke with a park ranger and they tell us that after reassessing this trial, they have decided to open this trial backup. they're calling it a soft open. and if the winds get to gusty that they're going to close this trail back down. we also know that the golden gate national recreation area is also tweeting out a list of closures, including near woods

point bonita lighthouse and the stinson beach north line. we want to go to the north bay where parks and open spaces in fairfield are closed through next thursday. the city says the ground is still saturated from the last round of rain and the storms have caused an say frozen trial. conditions. and these are the scenes that officials across the bay are concerned about. this was yesterday downtown santa rosa on fore street. firefighters there say this tree knocked down power lines, causing isolated power outages. and in alameda, a large limbs snapped off of that tree. that's near city hall and it's believed the wind was a factor with and with the ground already saturated from yesterday's rain, there is concern that more trees could come down in the coming days. there are concerns about risks of flooding. this is video out of marin county warning drivers of possible flooding the entire bay area is under a flood watch that goes into

proposal. >> well, speaker events as part of this proposal are still in the works, but he and democratic leaders presented an overall framework they believe will combat retail theft. organized retail theft is a problem that we need to tackle. that's exactly what someone speaker rofert reeva says he's aiming to do with new legislation just introduced. >> chair of the assembly, retail thefts, select committee, democrat rick chavez burger and chair of the assembly public safety committee, democrat kevin mccarty joined reavis to formally announce the california retail theft reduction act. they're description a comprehensive set of reforms to address the issue of retail crime. while this group makes clear, the legislation is still coming together and will likely include changes following meetings with stakeholders. for now, this is the basic framework. first, the proposal put into law a penalty of prison up to 3 years for those convicted of stealing property with the intent to second, the bill will allow for what's known aggregation, meaning

several thefts committed by one person can all add up to meet the larger penalty for grand theft. 3rd on the issue of data, transparency, retailers will be required to provide data they've collected 4th. the bill calls for an expansion of diversion rehab programs like drug courts and 5th. the idea is to provide law enforcement with the tools to keep repeat offenders in custody. this package says to organized crime rings, we need a business and we're giving law enforcement the tools that they need to shut you down. we won't sweep this issue under the rug. >> and there will be a robust answer dealing with the issue of a retail theft in california, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including republican member tom lackey

>> well, just in time for the lunar new year is a new comic book highlighting the historic fight for equality by asian americans. i sat down with ceo of the asian american foundation, norman chen to talk about it this morning. take a look. well, happy lunar new year year. and so first of all, tell us a bit about the books. this is pretty exciting stuff in there really wasn't much media like this mean for you. and i pretty much going up. >> not very much at all. and so friend of mine is coming right? or and i asked her, are there any comic books for asian american history? she said no. so we decided great one as of this book has been the product of over the past year and came out just this past week. they're launching a national launch. well, congratulations on that. so walk us through some of the stories that are featured in this comic book was incredible. and in the u.s. mary, many people are ignorant about asian american history and our own research, 70% are

unaware are confused about asian history versus asian american history. and here we talk about important milestones such as the asian americans building the chinese railroad. now that connected the east coast and the west coast. we also talk about japanese incarceration during world war 2, which is really, really important. historical landmarks lots of stories that people just don't know about. they're included in this and so tell us about the significance of, you know, why you chose these particular stories to highlight. >> in the book. >> there are so many parts of asia, american history, pacific islander history that are included. so this is just a snapshot. kind of the tip of the iceberg. we have 2 other volumes coming out over the next 2 years. and we've worked with partners like the asian american education project to pick the most relevant stories that really captivate readers attention and was a target audience his unit. we know it's a comic book. that's right. >> is there a particular age that you're trying to reach out to? yeah, this is targeted mostly for middle school kids and we find that when kids see the book, they describe it and pick it up and start reading right away. but frankly,

younger kids start to read and they love it. older people, even adults are bound to find something interesting in this book is there. and i was reading a bit about the background of a major american foundation and the work that you're doing with this comic book. this is something that you're hoping the educators will introduce to students as well. absolutely. as part of our work, we're fighting hate but also building belonging prosperity across the country. we support organizations and we fight hate directly and cities around the country but longer term, we believe education and narrative change in storytelling are really important. it's a part of our work is promoting the teaching of api history all around the country and books like thts along with other materials from groups like ucla will be really, really necessary in the classrooms. i think this is going to be a treat for comic book fans in general to enjoy it because you've worked was some people who've, you been connected to marvel. and, you know, some award-winning artist that sort of thing. a walk us through the folks who you've collaborated with on this project. my partner amy chu is a friend of mine from

college. she went to wells the mit and harvard business school announced it's coming. folks full time. well, what a zing and so we she actually has this book now at the comic shows people come up to her super excited to learn more and about asian american history and actually read the book or themselves. wow, incredible. and you know that we touched on this a little bit earlier, but walk us you know, the asian american >> foundation as what is how long the guy's been around. tell us about the work that you do. >> we've been here for only 3 years, actually less than 3 years found by several prominent asian american pacific islander leaders from around the country. people like jerry yang here in the bay area chill its high from the east coast owner of the brooklyn nets. and they came together at the height of anti asian hate to say, hey, we need to come together, bring more resources, bring more visibility to our community, do try to work together to address anti-asian hate, but to along and prosperity in the future. so we really are unique and we bring together people from the business

world, the nonprofit world for last of the world media entertainment and also government to all come together and say, hey, let's work together to support the asian american community and pacific islander community. let's really try to make our issues better. understood and to move our whole community forward. and, you know, during the pandemic, that's when we saw a lot of concern about anti-asian but also a lot of people starting to find their voice and speak up about. >> you know, their culture and how proud they are to be aged america and speak about their asian stories what are the challenges that you see that still exist and persist today that you think should be addressed. >> well, anti-asian hate remains a major issue in this country. we just did a survey in new york city that showed that u.s. 50% of people have experienced directly some form of anti asian hate and one in 5 actually been physically attacked in the last year alone. so even though it may not be in news as much as it was a few years ago is still very prevalent in our society.

today's storm is expected to be more severe. and we have team coverage live this morning to get you prepared. our tiffany justice is out in san mateo county at moss beach with a look at conditions there. let's get started with dave spahr who is tracking the latest in the weather center. good morning, dave. well, good morning, stephanie. good morning, everybody. pretty nice start, as you can see from that picture that we saw there from jessica with all the. >> all the sun coming out. and it's a nice start to the day, but it's not going to be that way in the afternoon as we start to see some severe weather with some heavy weather coming our way. >> into the afternoon. here's a live shot of the east bay shoreline. as you can see right now, some scattered clouds. all she wrote, there's the storm system will take basically 2 days to play out. tomorrow's big issue will be the winds more so than the rain. the concentration today will be more on the rain. here's a look at what those winds are. wind advisory covers everybody basically until 04:00am on tuesday sets the 2 days that i was talking about the big deal is going to be they're going to be much more widespread. it looks like tomorrow than today. they'll be more focused to the west.

there's the current shot of the winds. it just a breeze for right now. you've got the sunshine out. not a bad day or that start. most of our readings are, in fact, in the middle 50's to even upper 50's as we are this mild. the breakdown today has some scattered clouds and that forecast and rain doesn't get kicking in the east bay until really by mid-afternoon say 2, 3, and get out of the south bay may be some time by 4 or 5. again, it's going to be a rocky that put today's to look for all be kind of channeling all that for you coming up in just a bit. stephanie. >> all right, dave, thank you. communities across the bay area now bunkering down in advance of that bad weather that dave just described. we continue our live team coverage now with kron four's tiffany justice. she's live in moss beach with a look at the conditions out there. tiffany. >> i-70 hours starting off with some nice, sunny weather, but we are expecting some light rain later today. >> you know, we do know that there are several open spaces and parks been closed down with the rain that we have

received. but here >> spiller point beloved. we actually spoke with a park ranger just this morning and they told us they have decided to reopen this trail after reassessing it. it's safe enough. so they have reopened it. but if the winds get too strong and gusty, they tell us that they're going to close us back down. but they have been cautioning people of high surf and if in doubt, don't go out. we also do want to go over this. the golden gate, national recreation area is also tweeting out a list of closures, including near woods point bonita lighthouse and the stinson beach norse lot over in the north bay parks and open spaces in fairfield are closed through next thursday. the city says the ground is still saturated from the last round of rain and the storms have caused an say frozen trail conditions there. and these are the scenes that officials across the bay area are concerned about. this was yesterday in downtown saint rose on fore street. firefighters there say that this tree knocked down power lines and cause isolated power

outages. >> and over in alameda, a large a limb snapped off of the tree there. this is near city hall and it's believed that wind was a factor in that and with the ground already saturated from yesterday's rain wind, there is concern that more trees could come down in the coming days. so there are concerns about flooding as well. this is video out of marin county warning drivers of possible flooding the entire bay area is under a flood watch that goes into effect at 10 o'clock this morning. so in about an hour, officials also want to remind people if you do come across a downed power line, the first thing to do it's call 9-1-1 and then call pg and e stephanie, back to you. all right, tiffany, thank you for your ongoing coverage this morning. well, a group aiming to recall oakland mayor sheng thao gathered in oakland on saturday. >> organizers rallied in kicked off a signature collection event at jack london square. so they're collecting signatures out there. they said they're fed up with crime and the lack of

black churches marking one year after a devastating fire. first african methodist episcopal church. also notice fame is hosting a special weekend to honor the churches 160 year-old history. the building is still under construction. so church officials are welcoming people to visit prescott elementary for the event. no word yrt on what caused that fire to start. a man accused of killing a woman in pinole has been captured in santa cruz. chp says 36 year-old jeffrey kendall was arrested just before midnight friday night during a traffic stop. the suspect is accused of breaking into a panel home and killing a woman there friday morning. it stunned local police and neighbors. >> we're still investigating that, but it appears that it's a tragic case domestic violence. >> pretty crazy stuff is quite quiet, little neighborhood that we live in sao. scary, you know, got got kids. we've got i got 4 kids in there. >> kendall is now in the martinez detention facility facing charges of homicide and domestic violence. his bail is set at more than a million

dollars. a police standoff and shooting shut down roads in santa clara neighborhood friday in a santa clara neighborhood friday, police responded to the area after someone said they were attacked by a family member. the suspect ran off armed with several knives. the police response shutting down collier boulevard from benton. the kaiser drive. investigators say the armed suspect did not listen to commands, forcing an officer to fire his gun. the suspect was not hit and later taken into custody. all roads are back open. police arrested 2 men in connection to multiple thefts from bay area. apple stores. a viral video shows one man stealing several cell phones in the emeryville. apple store. police say this led to the loss of $50,000 worth of merchandise. >> 2 suspects are charged with multiple felony counts of commercial burglary, grand theft and misdemeanor counts of organized retail theft. they are scheduled for preliminary hearings later on this month. >> wilson borough police are investigating after a student was found dead on campus. officers say market roper. it

was a freshman at the school was found unresponsive. that is storm on the clark kerr campus tuesday afternoon. trooper was an undeclared major in the college of letters and sciences. the cause of death is under investigation, but police say there are no signs of foul play. library plans to reopen tuesday after announcing a sudden closure over crime concerns. the library now plans to have propped private armed guards, monitor the building. officials say the closure announcement came after repeated crimes at th building over the last few months on 4 is working to verify the nature of those crimes. bart's redline service between richmond and millbrae is canceled this weekend. the transit agency says crews are working to replace track equipment near the richmond station. additional closures are set for march 16th to 17 april 13th to 14th in april. 27 to the 28 free bus services substitute train operations between richmond else in the l. so we do do stations.

looks there might be some technical issues with tiffany's, a signal. >> but we are going to work on that we'll see if we can bring it back later on the newscast today. weaving on to our next story. a man is dead after a friday night shooting in oakland. it happened around 10, 15 on oakport street near the oakland coliseum. officers found a man suffering from a gunshot wound. there. he died at the hospital. police say they did find a weapon at the scene. no word yet on a possible suspect. while makers of the state capitol a proposing new legislation they say will address retail theft head-on. our capitol correspondent eytan wallace has a closer look at that proposal. >> well, speaker events as part of this proposal are still in the works, but he and democratic leaders presented an overall framework they believe will combat retail theft. organized retail theft is a problem that we need to tackle. that's exactly what

someone speaker robert reeva says he's aiming to do with new legislation just introduced. >> chair of the assembly, retail thefts, select committee, democrat rick chavez burger and chair of the assembly public safety committee, democrat kevin mccarty joined reavis to formally announce the california retail theft reduction act. they're description a comprehensive set of reforms to address the issue of retail crime. while this group makes clear, the legislation is still coming together and will likely include changes following meetings with stakeholders. for now, this is the basic framework. first, the proposal put into law a penalty of prison up to 3 years for those convicted of stealing property with the intent to second, the bill will allow for what's known as gregate meaning several thefts committed by one person can all add up to meet the larger penalty for grand theft. 3rd on the issue of data, transparency, retailers will be required to provide data they've collected 4th. the bill calls for an expansion of diversion rehab programs like drug courts and

5th. the idea is to provide law enforcement with the tools to keep repeat offenders in custody. this package says to organized crime rings, we need a business and we're giving law enforcement the tools that they need to shut you down. we won't sweep this issue under the rug. >> and there will be a robust answer dealing with the issue of a retail theft in california, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including republican member tom lackey say emboldened criminals to take part in certain crimes like retail theft, but little to no punishment from 47 was heavily contributed to the problem. >> and so in order to find a solution to have to first address the problem. that's prop 47 reporting at the state capitol. a tom wallace kron. 4 news.

california. sam tried his hand at farming, even modeling before landing a job with stanford university in 19. 0, 3, throughout his career. he grew to be quite popular and was promoted from groundskeeper to athletic superintendent sam broke racial barriers and became the first african-american administrator at stanford. his great niece as his success stem from curiosity, a positive attitude and giving back. >> and not letting things negative. things weigh you down. and i'll come in and do that. he had he had a mission, whether it was a stated mission or not, but he wanted to give to the community of stanford. he wanted to protect the environment. and just because he was a black man that wasn't going to stop >> sam accomplish that mission in more ways than one. he moved from the attic inside of the present-day visitor center and bought himself a sanctuary in the woods. a cabin standing

6 foot, 4 inches tall. he was a gentle giant among the redwood trees near la honda. he eventually acquired 400 acres of that land in san mateo county and donated all of it to be enjoyed by the publit. it's also now named in his honor, sam macdonald, state park. i think his stories remarkable and i want to make sure that >> it is passed on to future generations has the story of resilience. tenacity. and i think. come away from the program's the i-lead about sam macdonald. really feeling connected to this person. and to what he brought to this world. and i feel like that's a beautiful thing. >> his tenacity gave way to business investments and even law enforcement. his great niece is proud by the legacy he left behind when he died in his will. >> he said that he did not leave anything to his family

quantity is going to be a lot less than we're going to see today. let's go back to future cast for again. nice start into the afternoon. here comes the rain by 5. it's covered everybody by that point except the south bay. so you folks may not actually get this rain until later tonight. there's what goes on overnight. we're nice. we'll hit their predawn for you, folks. and then tomorrow morning, we start off the same kind of deal. opening up the skies temporarily spotty on those rain showers and heavy rain with some thunderstorm activity both today tomorrow and could come with some hail to potentially as well. want to watch out for perhaps pockets of severe weather as well. here's a look at the winds today. most focused on the west. that's where the heaviest rain are. the wind pop will be not as much in the east bay by comparison. it's short lived. however, goes away. we do the same thing again tomorrow, but much better coverage and notice how with the intensity still focused around san francisco peninsula, southern brand. good news like 2 weeks ago. that's not going as long

lasting these colors member. this we're all over the bay for an extended period of time. so, you know, you may get a pop that's close to what we had from before. it won't stick around as long and everybody loses the winds a lot quicker as well. so hopefully the damage in the power outages won't be as intense and as long lasting if you get them. so here's the traffic we have over the next 48 hours. once that the part is kind of sloppy to get out of here. but by the middle of the week, we take a breather for a couple of days. and i know this thing here in the model runs today. where was it was down here the south with the matter with that. so something got to watch out for might be repeating some of this rain deal again next weekend. but this is long-range out so things can and do change. reinforced by cooler fronts coming in from the northwest. this is the track we typically get in the winter months that come from the north go south. they don't have as much rain with them. but unfortunately, this system today is tapping into a lot of the subtropical jet and that's going make it very moist over the next about 24 hours. here's your seven-day forecast. we keep thunder showers in there really until tuesday. and they're going to

be much more sparse on tuesday, but they'll still be there. and that's a nice little warm up towards the end of the week and maybe showers again next weekend. unfortunately, stephanie. >> all right, dave, thank you. the noise pop festival returns to san francisco for its 31st anniversary next week featuring 11 back-to-back days of performances. i'm all about indie music acts in joining us live now to share more are noise, pop ceo michelle swing and festival talent buyer fred barnes. good morning to you, guys. good morning. all right. so first of all, super excited to have the both of you here. tell us about the festival and how you're feeling about it happening this year. yeah. so noise pop festival is a 10 day celebration of music, arts and culture in the bay area. it takes 12 venues around the city this year. we're really excited. we have so many things on the calendar actually doing 60 shows across the 10 days in claim 12 venues. so plenty to check out and >> it's really a unique festival in a special festival in that it gives music lovers in opportunity to not only,

you know, check out all the iconic venues that we have in the city, but also to, you know, discover so many local artists and musicians around the bay area that make the culture of music in san francisco. special and you describe so many different performances and artists are going to be involved in this. and how do you decide? we were just talking about this during the commercial break, but how do you decide which artists are going to be coming in to perform? >> you know, it's been running for 31 years now. so it's developed its own kind of style. it started as just one show all that time ago with 5 pounds and all stubs to this, you know, and just an international comfortable of the love. we also have literally hundreds of local musicians playing the same time, which is really important, you know, for us to make sure that that happens. knew that i run the great american musical. we have 4 different shows ranging from just like snail mail to a sold-out show and be with us. but with a 78 year-old ethiopian jazz musician,

cohan, who's a legend. so it really runs the gamut of, you know, different kinds of things. and i don't no, it would be easy to define what it is. but i think people who've come know that it has its own unique brand. that you know, it's very much like san francisco. it's got its incredible sort of. unique, an alternative way of being that is known well by very cool. now, are there any acts that people definitely do not want to miss out on? because obviously you've mentioned there's going to be so many. but how did people pick and choose right? oh, yeah, they're they're the the time is too short for us to list all the things that are really excited just to name a few. >> we have snail mail curating 2 nights of the great american music hall. like fred mentioned we have alexandre court heaney has a collaborator, 9 inch nails. he'll be performing with us. wow. we grammy award-nominated and legendary electronic music composer suzanne. she on who will be playing a very special show at grace cathedral. incredible. also a grace we

become so much bigger. you know, in the years to follow like the white stripes modest mouse, that cab for cutie. the bridger's and then, you know, fast forward to today, one of the things that we've really tried to do is to diversify the types of music that we have at the festival. right? so we've got our roots and indie-rock, but now today at the special you can see hip-hop. you can see jazz, electronic music. there's really something for every music lover. and really think that it represents the diversity of of the culture, a bay area music very well. wow. incredible. now for the event happening this year, it wasn't a lot of it's going to be indoors. so no worries about any rain affecting any of the festivities. yes, no, thank goodness. haha. >> in terms of tickets and parking anything, people should be planning for in advance. so you can get all your tickets and noise. pop fest dot com. and we do have a number of shows that are sold out. but the beauty of getting a festival badges that does get you into those shows that are already sold out. if you have what you really want to
