now at 11 presidents day is expected to be a wet the next major storm system is pushing its way into the bay area tonight. here's a live look at that right now that green indicating that the rain is already over us tonight. good

evening and thank you for joining us for kron. 4 news at 11, i'm dan thorn. there's a flood watch in effect for the bay area until wednesday and a wind advisory until tomorrow night. kron four's gayle ong is joining us now to give us an idea how the storms will play out over the next couple of days. scale yet overnight. so in about an hour or 2 after our newscast, that's when the heaviest band of rain. >> are expected to roll through. so you can see on our satellite and radar. we are quite busy at this hour. already receiving storm reports of trees down on power lines and blocking roadways in the santa cruz mountains. also shallow mudslides ever in the north bay. and so as you can see why we're getting all this rain here and it's coming down pretty fast there. half moon bay, of half moon bay. you can see the coast is getting some rain there. a little break in between in the santa cruz mountains, but it is not over for those folks there yet because overnight they're expecting inches of rain and we'll show that to you in the future cast later on. so lots of ponding on the roadways

already. and a main takeaways just, you know, expect moderate to heavy rain, possible flooding. we're expecting up to 8 inches in our mountains after over the next few days, one to 3 inches around the bay area, valleys and strong gusty winds. so we could we're already seeing trees hopefully not as much power outages that we don't have those strong winds like we saw 2 weeks ago. but a number of advisories posted. here's one of them flood watch for the entire bay area. excessive runoff. we're expecting even after stops raining. so that's why we could see the rivers, creeks and streams rising cause. some problems looks like there's a flood warning just south of ukiah. this shade of red here usually poplin over by the russian river. there. so you can see where could be. you know, a lot of things that happened. it could be from a flood watch to advisory to a warning depending on the rate of the rain. our winds are calm right now. a little bit breezy at point grave. but we have that wind advisory posted as well until tuesday. a high wind warning until tomorrow night for the north coast. you can see that shade a darker shade and ukiah, but wind

gusts to 25 to 40 miles an hour and gusts up to 50 even higher in the peaks. i come back. we will time out that rain for you. back to you, all right, thanks a lot. we're already seeing some flooding in marin county. >> kron four's sara stinson reports from corte madera. >> the storm sunday brought constant rain and heavy winds to the north bay. it's been tough for people braving the elements out there, driving in it all. and some people even needed to be rescued from flooded roads. >> another storm in the bay area has caused flooding. this time it shut down highway one in west marin county. the fire department's rescue team responded when a car got stuck just south of tamaulipas. rescuers waded through the water to escort the people to safety. this is a rural part of the county cows could be seen standing in the flooded sunday started off with intense wind gusts near the golden gate bridge that didn't stop tourists from snapping pictures. rayne went from

light sprinkles to heavy rain. my dog this morning outside signs warning drivers of flooded roads could be seen in several parts of corte madera. drivers say the constant rain made highway 101 feel slick and dangerous still some crazy people out there. just driving many acts. >> it's as scary stuff. it's been raining nonstop, sometimes heavier than other. there were a few times when the car she made a little bit when you hit like water coming across as something tom dolan stop for gas on his way home to foster city from santa rosa. >> he says while driving in this weather is unpleasant, it's needed. well, we we need the rain. do i mean, the reservoir is needed them. so on. >> people in the bay area always tend to be positive about the rain saying we need it so will endure. but if you have to drive when it's dark outside, make sure you slow down because when you can't see ahead, you never know if there's a flooded road. if there's debris, a downed tree. so it's always best to take it. slow. i'm sara stinson

reporting in marin county kron. 4 news. >> parts of the east bay also seeing some low level flooding tonight on the streets. this is from a oakland. >> we're looking at some cars driving through just a couple inches of snow and excuse rain in some parts of the streets out there. to the cause. the card is cruising right through the intersection there. and here's some video from pacifica earlier today. the bay area under a high surf advisory tonight. some parts seeing large waves anywhere from 18 to 22 feet. fire officials say this creates dangerous swimming and surfing conditions. so they advise you to stay away and heavy rainfall also making its way into santa cruz. those in the area are seeing. >> some high surf, strong winds and thunderstorms. according to the national weather service, 3 to 6 inches of rain expected to fall in the mountains down there. well, the state is getting a little extra help in response to the storm. governor gavin newsom is activated the state of operations center bringing

state support too county lead storm preparations. this includes pre positioning sandbags in trouble spots and extending emergency response service hours to actively monitor flood dangers. the governor also directed cal oes to preposition swift water. rescue crews and equipment and multiple counties to respond if needed. of course, stay up to date with the storm. you can get the current conditions and of course, road closures on kron 4 dot com scan the qr code on your screen right there and it will take you to our website in other news tonight, a uc berkeley student found dead on campus. the 19 year-old mark otro perez, the son of former youtube executive, susan would just scheme the university confirmed the berkeley freshman was found unresponsive at his dorm on tuesday afternoon. berkeley fire tried saving his life, but he died in a facebook post. roper's grandmother said the family is quote,

devastated beyond comprehension over the death trooper was declared and undeclared major in the college of letters and science. his cause of death still under investigation. but police say there are no signs a foul play. the chevron refinery in richmond reported flaring this morning. fire crews say it was just before noon based on contra costa health, 3 tier has that severity system. there were no community health concerns. but this comes just days after the refinery agreed to reduce their emissions and pay millions in dollars and of dollars in fines. it's part of a settlement reached by the chevron and martinez refineries and the bay area air quality management district. chevron has agreed to reduce its emissions at the refinery by 70 to 80% and pay 20 million dollars in fines for fast ones and also future exposures. the martinez refining company says they're going to pay to install air monitoring equipment in the

been a should the blair, how a valero refinery informing fire officials of continuous flaring because of an unexpected issue with the unit. benicia fire says they will continue to monitor the situation, but they're not anticipating any negative health impacts to the community. and they also did not say how long this flaring is going to last. police are investigating a deadly crash on highway 2.37. in sunnyvale. >> police say the driver of a honda civic struck a highway sign and crashed into a tree after veering off the road. this is video from that scene from around 12, 30 this morning. police also say they had a chain link fence in a motor home before bursting into flames. the driver died at the scene. investigators do not know what caused them to go off of the road. a suburban minneapolis community mourning tonight after 2 police officers and a paramedic were shot to death responding. >> to a domestic situation, this happened at a home in burnsville about 15 miles south of the city of minneapolis. authorities say a man armed with multiple guns

and a stockpile of ammunition barricaded inside with his family. 7 children were among those trapped. investigators say at some point the man opened fire on officers from multiple floors of the house, killing 2 of them. a paramedic with a swat team was fatally struck while aiding a wounded officer. >> we still don't know exact exchange of that occurred. several did returned fire. i will note that this individual had several guns and large amounts of ammunition and shot at the police officers from multiple positions within the home. >> police sergeant was also hospitalized with non life threatening injuries. the south carolina gop primary is less than a week away and trump is still in the lead over his only rain remaining competitor nikki haley, according to new polls. haley is 26 points behind president trump in her home state. trump is at a rally in michigan last

night and only spoke about his ongoing legal battles and made no mention of his upcoming primary or his competitor. in the meantime, haley who has been traveling throughout the state says that there are more pressing issues for voters. >> trump siding with food and it's a problem and that for everybody in south carolina, for military families. what are you doing to encourage war? because feels very emboldened. when you say something like that and our allies feel very weak. and when you say that and so trump owes us an answer. >> trump is set to arrive in south carolina on tuesday. president joe biden is expected to be back in the bay area this week from tuesday to thursday. the president will travel to san francisco, los altos and los angeles. the president is back in the state for campaigning and fundraising. now to some other news in terms travel, muni's going to be running on a sunday schedule tomorrow for presidents day multiple weekday. only bus routes will

>> heaviest fans are expected in about an hour or 2. we'll show that to you in the extended. so we want to show you satellite and radar over here at the big wall and >> we want to show you the activity we've showing you all night because yeah, has not let up. and we're already seeing problems freeway ponding and trees down on roadways, down in the santa cruz mountains and some shallow landslides in the north bay. so here's future cast model. this is about an hour from now. you see the strong line of thunderstorms stretching from the sacramento valley all the way down. >> to the south bay in san jose. so livermore fremont and that is you're expecting some heavy downpours your way, even possible flash flooding. so you saw that line. i showed you that red and orange lines. so that will be the activity until about 01:02am. the 04:00am too 06:00am here. looks like we get a little bit of a break, but we'll see some lingering isolated showers throughout your monday. your holiday. we'll take you through that. so this is 09:00am another round of showers in santa rosa and napa and oakland. but then towards

lunchtime, noon, you can see an isolated thunderstorm. so that's going to be the system after the heavy rain tonight, the next to problems we could see are going to be of these isolated thunderstorms. so not only are we going to see that by the sacramento area tomorrow afternoon. they have a rare at threat of severe thunderstorms out there for tomorrow and it could produce some tornadoes. so that just tells you how unstable atmosphere as so. this is 06:00pm monday. looks like a some of that activity. starts to linger. and then it's going stick around to at least wednesday. so just be prepared for that. as far as how much rain we're expecting. we have about one to 3 inches. north bay just depends higher elsewhere and you'll be waking up to the 50's as the warm system. so we're not in the 30's. we're in the upper 40's. low 50's daytime similar to as today we're going to be in the 50's and low 60's as well. so tonight and tomorrow through wednesday. well, that's when you can expect that unsettled weather. that's why we have a

wind advisory posted. the flood watches posted. so even after the rain stops, we could see the runoff. you know, rivers, creeks and streams and a lot of problems. well, it's a good thing that we actually have a break that comes after all of this. yeah, that's kind of hunker down. we're going to need it. yes. and no end of the week. you could see some dry weather again. all right, gail, thank you. welcome. >> well, crews have been busy with storm cleanup in napa. cal fire in napa county firefighter sharing this video of a tree being cut up after. >> blocking patrick road from this morning. fire crews were out there helping napa county public works in these types of cleanup situations. more downed trees are expected because of the heavy rain. and as gail mentioned, some of the wind and here is what what what tell state beach looked like earlier today? this is an area just south of the san mateo county line. >> already saturated soil from the past. can create some problems. cal fire is expecting to see flooding of streams, creeks and low-lying areas. well, at least one

alligators enjoying the rain at the oakland zoo. but unfortunately the zoo is going to be closed tomorrow because of the rain. some families may have been. >> wanting to visit for the holiday. but if you had reservations, the zoo says that you will be. >> automatically refunded. let's take a live look right now at i-80 at donner summit right now. chain controls are in effect, which will probably continue over the next few days because icy conditions out there. chp had to respond to several accidents all throughout see our region because of slick conditions out there. so it's better to be safe than sorry and be sure to slow it down. southern california is also bracing for the storm in orange county. a high surf advisory is in effect until late tuesday evening. people are being told to prepare for up to 2 inches of rain by the end of wednesday. and residents along the san gabriel valley are doing what they can to prepare for the upcoming storm for the storm might actually be here
