library opens just one day after it suddenly closed over safety concerns. station. >> he's calling for news 2. >> thank you for joining us here on kron for news of 2. i'm just evolve and we have live team coverage tracking all the storms that are happening across the bay area today. kron 4 s charles clifford is an alameda county where there's another major traffic delay to talk about. but first, a check in with our meteorologist kyla grogan, who has the current conditions kyle. it was pouring just a moment ago in san francisco that just pouring but thunder. i heard thunder twice. so we've had some pretty active weather up there. wanted to start with a look at the bay bridge, though, just to show you a little bit of the ponding on the roads. it's starting to happen. >> i think this is going to be one of the biggest impacts is that anyone driving home today is going to be dealing with this. and what i say dealing with this. i mean, this line of storms that you can see that has lightning associated with it thunder and certainly very heavy downpours that have been rolling through parts of

san francisco and the peninsula right on down doubt spots like portola valley. so let's zoom in here at king, john, to show you what's going on where you see the reds and oranges, those of the heavier downpours. so certainly right from san mateo down to redwood city down to stanford. if we head into san francisco, we still got heavy showers there. and just to give you an idea of how heavy the showers are in the show, you some of the rain rates here of how much is coming down, how quickly. and that's about, you know, 6 tenths of an inch an hour or so over at half an inch an hour. that's kind of a really heavy downpour now. right now, this is affecting mostly the peninsula heading towards parts of the east bay and then towards the north bay. so nap. i think it's going to be headed in your direction very shortly. so get ready for that. if you haven't experienced this yet, you're going to do to swat. it shows up. this is this long line of moisture that's pushing and you can see it's also pressing into monterey ultimately will track to the north and then off to the east a bit as we get through our evening. but for right now, we've got flood advisories and warnings all across. as you can see the peninsula. so right now, flood

advisory, but now a flood warning. a flash flood warning, a just one upper san francisco till 4 o'clock that happens when we have incredible downpours like we've just seen. and it gets very dangerous very quickly. that's why we have that flash flood warning. so again, if you're in and around san francisco, please be careful. and that is until 4 o'clock today. you can see it's also up in sonoma county. we have that flood advisory and napa county and also another warning that is up near santa rosa and in grayton where they have some the creeps and creeks and streams that have been rising and are starting to have some issues as well. so it's also say that we've gotten rain on top of rain on top of rain at bay area wide. we are into this flood watch until 10:00am tomorrow. until things start to settle down. i'll be back in a bit. we'll track the rest of the showers the day for now. send it back to the desk. thank you so much. there are some major traffic delays that continue today for east bay drivers. niles canyon road in alameda county remains closed because there's road damage. >> kron trust. clifford is live for us there in snow with what drivers need to know. thanks for joining us.

>> well, good afternoon. i am standing along niles canyon road, which we just learned from caltrans a few minutes ago will remain closed until further notice. and that is because of damage to the roadway. about a mile to the west of seminole. it's going take a look at some video now on monday morning as a result of the weekend storms a section of the eastbound lanes of niles canyon broke free and fell into alameda creek, which is runs right parallel to the roadway. and a caltrans was able to keep the road open monday until 05:00pm. then they closed the road completely this morning. there are engineers out here taking a look at the damage, probably trying to come up with some way to fix it. and then as we moved into the afternoon, they basically move the barriers around the damage. and now they're saying this roadway is going to be closed until further notice. the probably waiting for the weather to let up. it's starting to rain here. they're worried that the creek could rise and wash away more the roadway and they're going to wait for things to dry out before they can start attempting to repair this damage. now, if you need to get from snow, the fremont or

vice versa, the only options are either to go south to 6 ad with a single grade or to the north along 5.80, through castro valley. again, the highway patrol caltrans saying the niles canyon road is going to be closed, probably for at least a few more days. but maybe longer. but for now in alameda county, charles clifford kron, 4 news. >> charles, thank you. there are several other highways that are partially closed right now because of storms highway 12 in sonoma county is closed between freeman and we've got roads also in sonoma county highway one. 21 to shut county, a portion of highway 9 is closed. and here is why this is an image of a mudslide that happened in saratoga between san road and redwood gulch. thus the same areas, a mudslide that happened during a storm just a couple of weeks ago. so this part of highway 9 is expected to remain closed until tomorrow night. and take a look at this. authorities had to rescue this driver who got stuck in flood water. this

is near force ville and sonoma county near the intersection of waller and river roads. the person in the car were told was not hurt. sonoma fire is reminding drivers if you come across flood waters like this turn around and do not drive through it. after initially planning to reopen today, the pacifica pier will instead partially reopen on thursday. the city of pacific assessed the pier will be closed due to high waves that are expected today. part of it reopened last wednesday after being closed since december when the pier was damaged during winter storms. the city closed the pier over the weekend in advance of all the dangerous weather that's passing through. now, we still don't know when the pier will fully reopen. engineers say a complete assessment of the damage will not be done until march because storms between now and then could cause more damage. step to date on all the storms happening with us here on kron 4, you can always get the current conditions and road closures on kron 4 dot com and to get there. all you need to do is scan this qr code and we'll take you to our

website kron 4 dot com. the antioch library reopened today just days after it was closed for security reasons. contra costa county runs that facility and decided over the weekend that they needed to add an armed security guard to that property. kron. 4 thought was is now live from any up with the latest on the story. thanks for joining us. >> justine, the library opens at noon on tuesdays. and as pete runs walked up to the building today and moving forward, they passed by an armed security guard and that will be the case for the foreseeable future. this comes after the contra costa county library announced friday that an uptick in security incidents at the antioch library required immediate closure. then on saturday, just a day after the county shared it had negotiated an emergency contract with a private security company. the agreement provides a full time armed guard with a patrol car

outside the library to monitor the property and parking lot. this is in addition to the unarmed full-time security guard that is already inside and has been inside for several years. library spokesperson, brooke converse, as last week was the tipping point in a long list of safety issues. >> there were threats to staff and library property. there were damage to a staff and library property multiple times, including incidents of things being set on fire. there have been multiple incidents of people having intercourse inside and outside the library in full view of patrons and staff. >> on friday, antioch mayor lamar hernandez thorpe sent a letter to the county administrator expressing concern over the abrupt closure claiming no one from the city or police department was aware of the public safety problem and that the closure blindsided them. the library says in many cases, police reports were filed. now middle

school and antioch high school are right across the street from this library. when i asked brooke converse the library spokesperson, if those students are responsible for the security issues that are happening here, would not go that far. live in antioch, philippe djegal all kron. 4 news. >> thank you. we do have an update now to a story we first brought to you during kron for news. the 2 yesterday. the oakland police department is investigating vandalism at lake merritt now as a hate crime. yesterday we reported on the pro-hamas anti-semitic messages. and at the time, police say they had no knowledge of this. but today they're letting us know that they are investigating this as a hate crime. the vandalism consisted of multiple phrase is connected to the current conflict in gaza and israel. 3 men are now facing charges for the shooting death of a 5 year-old girl. and they've now had their preliminary hearing delayed until next month. ali out of chris thomas was shot and killed in april of 2023. while riding in the car with

her family on 8.80, near fremont. police say a car pulled up next to the victim's car and then someone started shooting at them. all. 3 suspects have been charged with one count of murder and 7 counts of shooting at an occupied vehicle. in an interview with the chp, one of the men allegedly told investigators that the trio thought that the person driving the family's car was part of a rival gang. so that's why they shot at it. the original date for this court appearance was scheduled for today. we have reached out for to the alameda county da's office asking why this hearing was delayed when we got a response will let you know. a sniper with the san jose police department who rescued a mother and her 2 sons while they were being held hostage acted within the law when he fatally shot the man holding them hostage, the santa clara county district attorney's office made that announcement today. they also released the police body camera video from when this happened last year. and before we play it, i do want to warn you it is disturbing. so that's a warning before we play it now.

>> so >> the video shows one officer breaking through a glass bedroom window before another officer shoots and killed. weber told gonzales this was in march of 2023, the district attorney's office says the 35 year-old was armed with 2 machetes and ignored police commands to surrender. gonzales was allegedly threatened to chop off the hands of the mother and her sons who were 7.18, years old at the time he had been evicted from his nearby apartment the same day. and investigators say that he thought that they were the managers of the apartment building even though they weren't. so he broke into their apartment and held them hostage. officer edward karr body who fired the fatal shots had already been part of 3 prior officer-involved incidents. and those investigations before this. and each time it was determined that he used the

full force lawfully. there is a deadly shooting, an apartment complex in santa clara to talk about now on kron 4 s michael thomas has the latest. >> so declarer police have been here at riley's where apartments for hours investigating an overnight shooting that they say left one person dead and another in custody. this is a map up on your screens. you can see just exactly where we are. it's in the northern part of santa clara right off laurens expressed parkway. and this is video of what the scene looked like earlier this morning. police say it all happened at around 2.30, in the morning. that's when they received calls about a shooting here at the complex. when they arrived, they did find one man that was outside of an apartment. they see that he was arrested and then they went into the apartment to find another person that was shot dead. that man remains in custody with officials saying there is no threat to the community. they did remain on the scene for hours investigating and will continue to be here throughout the afternoon, possibly the evening. they have focused

some of their time on those vehicles that are under the carport here at this complex. you can see behind me they do have the crime scene investigation unit here. but we're still waiting to hear more details in santa clara, michael thomas from 4 news. >> coming up, another reported flaring at the chevron refinery in richmond. how the facility is responding after this morning's incident. plus, the calls for a cease-fire in gaza vetoed by the united states will have the latest. and the latest crime numbers are now in for san francisco. y city leaders are feeling optimistic about the crime trend so far for this year.

>> all right. the weather is a big story today. a beautiful look here at lake tahoe looks nice and snowy there. hopefully people are enjoying the weather going on there. things are also gotten really active here in the bay area. a lot to cover that picture that doesn't even look real, right? it's supposed it's it's gorgeous. some fresh snow out there taking a live look at diamond peak or they got about 6 inches of snow. here's a look at some of the other resort. you can see kirkwood got 10 inches little bit less that heavily and mount rose. but you get the idea between about 6 inches and a foot of snow. they are still under that winter weather we'll talk with that second, but i want to show you nohthern sierra now at 99% of normal central sierra at 81%, southern spirit, 78%. that's our snowpack. we made some really good progress and got a little more coming. as i mentioned under this winter weather advisory. this goes till 10:00am on wednesday can see mamet still under the warning that the advisory now for the tahoe area looking out for about 6 to 10 inches of additional snow. still some gusty wind out there. so you

could see some travel delays. this is a look at the totals are going to see in the next 24 hours. so again, nothing extreme, but certainly going to be adding a little bit to that snow pack as we go throughout the night. and here is where you can see some of this moisture that is rolling here coming from the bay area because right now we are involved in the heavier showers that have been going through here. some of these have lightning associated with them and thunder. i heard some of it myself. the rain is coming down in a really fast and furious clip. right now. we're under a flood warning in san francisco until 04:00pm. you can see here at the golden gate bridge, some of that ponding on the roads. so you want to be careful if you're headed out and about this is the rest of the afternoon into the evening. we're going to stay active now. tomorrow we will get a little bit of a break, not as intense, but still that chance of a scattered shower as we go throughout the day and then we finally get some meaningful clearing as we get into thursday. this is what got left to pick up. so you can see it's between about a 10th of a quarter of an inch, maybe a little more out of half moon bay out at the coast. but for the most part, it's all about the scattered showers and isolated thunderstorm chances.

that's what i want you to look out for. and as i mentioned, we will finally dry out as we get to wednesday and thursday. just a quick look at your extended forecast here to show you once we get into the weekend, we've got a couple shower chances, but nothing as intense as what we're dealing with right now. back to you. thursday. all right. take a look at this video from the north bay, a thunderstorm in santa rosa, this ocean last night. >> the santa rosa fire department shared this video with us. so you can see the moment that the power went out in the neighborhood. all right. now the storm contributed to more than 500 flight delays and 18 cancellations at sfo yesterday. the numbers are improving today. there have been more than 150 delays and 6 cancellations and there was a severe thunderstorm warning for communities just south of sfo. the rain and major wind gusts in the area causing that flyers who had delayed flights could be seen just hanging around the airport, trying to keep themselves busy. and one woman says her flight was delayed several times. yeah, it was 4.30. that is going to

be 5.50, and now it's yeah. i mean, it is just keeps going. it seems like i'm a little bit nervous. it could get worse just because i know there's thunderstorms in the area and >> those are unpredictable. >> according to flightaware, sfo had the most delays of any airport in the country on monday. and today at the oakland airport, there have been 25 delays and 3 cancellations. and at the san jose airport. so far there have been 26 delays and one cancellation some developing news now is the chevron refinery in richmond reported some flaring earlier this morning. here's some file video from a previous incident. it was at 02:00am that chevron issued a level one hazmat incident, which means there's no public health impact to the community. firefighters are now saying the flaring has stopped. there is also a level one hazmat incident there on sunday afternoon. and in a statement, chevron says the chevron, richmond refinery experienced a brief flaring incident earlier this morning due to a

process unit startup. a community warning system cws level one was issued to keep our community informed and no action is required. the safety of our workforce, our communities and the environment are our highest priorities. happening right now. the sfmta is holding a public meeting about valencia street center bike lane. they're expected to unveil a new report with some information. how the latest affecting the area. been there already for 3 months and many business owners on valencia street have said the bike lane is impacting their business in a negative way. the valencia quarter merchants association also expressing concerns over the sfmta possibly moving the bike lanes to the sides of the street will let you know how this turns out today. overall crime numbers in san francisco for the first time in a month have been brought to our attention here on kron 4 mayor london breed's office is reporting that when compared january 2024, to january 2023,

property crime is down. 32 1% and violent crime is also down 11%. the city also saw a 39 percent reduction in larceny theft. that includes car break-ins and retail theft. also at 11% reduction robberies and a 20% reduction in burglaries. a group of demonstrators gathered outside of the montgomery bart station in san francisco. this is a video from earlier this morning. they were demanding a cease-fire in gaza. this is video from the citizen app showing us several dozen protesters waving palestinian flags and carrying signs denouncing the u.s. support for israel. and the u.s. did veto a un resolution demanding an immediate cease-fire in gaza. today. the biden administration says this measure would interfere with its ongoing efforts to arrange a deal between israel and hamas. our washington correspondent jessi turnure has the latest. the u.s. did this because it has its own cease-fire plan that officials hope will help secure the

release of the remaining hostages held by hamas. >> those against the u.s. vetoed a widely supported un resolution tuesday. the demanded an immediate humanitarian ceasefire in the israel-hamas war proceeding with a vote today was wishful and irresponsible. u.s. ambassador to the un linda thomas greenfield argued the resolution would send the wrong message to hamas and already delicate negotiations without the hostage releases. we know that the fighting is going to continue instead, thomas greenfield urged the un to support a u.s. cease-fire plan. it calls for a temporary pause in fighting in gaza and demands hamas release the remaining hostages. it would also lift all restrictions on humanitarian aid deliveries, the draft we present. it is a forward leaning resolution. but palestine's ambassador to the un demanded an immediate cease-fire and criticize the u.s. veto. the message given today to is that i with this

veto. >> is that it can continue to get away with matter the gaza health ministry said israel's military has killed nearly 30,000 palestinians. >> mostly women and children. israel's ambassador to the un stress pause in the war would only give hamas more time to regroup. a cease-fire is a death sentence for many more israelis and gazans. the clock is ticking for action at the u n israel considers a move into rafah. we're more than a million palestinians are sheltering. we're not giving up. and president biden has repeatedly called on israel to protect palestinian civilians and hold off on a major ground offensive in rafah. >> in washington, i'm jessi tenure. the white house is promising major sanctions on russia after the death of opposition leader alexei navalny, the longtime critic of vladimir putin died last week inside of a russian prison. >> the 47 year-old was serving a 30 year sentence for charges of extremism and fraud, which

home in the bay area, a study has named 2 bay area cities as the worst place for aspiring homeowners. according to the >> home improvement brand. this old house, san jose and san francisco are the worst out of 145 u.s. cities. they looked at crime rates, annual home insurance premiums, medium down payments and other things that were on the list. both cities had a median down payment of more than $100,000. filet when santa rosa also made. the list will help coming coming in at one. 31 santa rosa at 105. according to billboard tickets for the coachella music festivals. first weekend took 27 days to sell out. billboard says in previous years tickets would sell out the same day that the lineup was released. but many feel that the decline in ticket sales could be due to inflation or some lingering disappointments from the year before last year. the headliner frank ocean arrived late and left early for his

storm that slammed the bay area over the holiday weekend also wrecked havoc in southern california. heavy rain triggering flooding in ventura and santa barbara counties. >> fast moving flood waters made its way through the canyons, turning roads into fast-moving rivers. officials say some plate places have seen up to 10 inches of rain. so we'll talk now with kyle about what's going on in southern california. they're not been spared from the storm either. not at all. in fact, they have flood advisories in los angeles right now. and you can see they have had this stream of moisture that's been rolling in all day long. now. >> you're not seeing a whole lot of oranges and yellows like we've had today, which means it's not quite as heavy. but if you zoom out here, you really see where this plume of moisture is being drawn in not just a southern california, but is going all the way into southern nevada. bring some flooding concerns to las vegas

as well. so kind of the power of this system when you consider that that low pressure is way up here. but yet that counter clockwise circulation draws all of that moisture in in this set up now resume into the bay area. you can see where some of these showers are very heavy. we've got those reds and oranges that are showing you that the downpours are coming very quickly. we've had some lightning associated with this, too. so want to kind of zoom in here and show you where some of that lightning is that some of these heavier showers and you can see right now in sunnyvale where those really dark reds are showing up in palo alto and just give you an idea of how fast this is coming down. we're talking about precipitation rate right now over an inch an hour that is very fast, obviously talking to coming down for an hour. but just to show you how quickly that water is going to be piling up on the roads are going to be headed out today. you can see san mateo as well getting in some of these showers. san francisco right now under a flash flood warning because of all the rain that's come down to a concern that anything more is going to cause big issues and you can see this is starting to push over into the east bay as well. so oakland getting some of those showers and has that kind of zoom and and put

this into motion here. you can see all of that energy just rolling right through the bay area. so if you haven't had this come your way yet, get ready for it. we did just the thunder here in the bay area in san francisco. you can see the entire state right now. pretty much is under a watch for looking out for flooding. and so this is going to be with us through tonight into tomorrow morning. and then we'll start to see things get better. but right now the storm prediction center still puts us here in the bay area under what is called a slight flood risk, which is like the second tier of this level and they are the 3rd tier down in southern california. they have a moderate risk of flooding. is that kind of shows you the chances are that we get into some trouble. and obviously we've already seen a deluge of rain come through in all of our ground is saturated. wanted to take you into thursday. that's where our break is going to be. the next system. looks like it's going to head more to southern california. that should set us up for not seeing a whole lot of action as we get into the weekend. i'll be back in a bit. we'll talk about that in your extended forecast. back to thank you. the san

francisco chinese chamber of commerce and the lunar new year parade. organizers gathered today to discuss all the festivities that are happening this weekend. >> the parade takes place saturday evening in the chinatown neighborhood. and this lunar new year marks the year of the dragon actress awkwafina will be the parade's grand marshal and san francisco police chief bill scott spoke about all the security measures that are in place for this year's parade. >> we want to make sure san francisco police department standpoint, yeah, people come to the chinatown. come to san francisco and enjoy themselves. this is a great event is a great event. year in year out, we intend to make sure that we do everything we can. continue that tradition. >> so if you're thinking about going, bart is a great way to get to the chinese new year's parade. you can exit either the embarcadero, montgomery or powell street stations. >> kron four's your local election headquarters are now. we're just 2 weeks away from the primary election day here in california. and now we're going to share with you.

>> a new exclusive poll on the state of the u.s. senate race and it shows democrat adam schiff and republican steve garvey once again leading the pack capitol correspondent eytan wallace has a breakdown of the results. >> well, now the primary ballots have been sent out to millions of registered voters across the state. it certainly feels like the election is upon us. and this poll finds that as election day draws closer and closer, more and more californians say they've made up their minds. >> from the printing machine to your mailbox ballot officially been sent to more than 20 million registered voters in california. and now with 2 weeks until primary election day, the question, how will people this new inside california politics. emerson college poll gives us a good look at the race for california's open u.s. senate seat. the results showing democrat adam schiff in the lead with 28% and republican former major league baseball players to garvey in second with 22% in 3rd democrat katie

porter with 16%. and rounding out the top 4 democrat barbara lee with 9%. all other senate candidates pulled at 2% or lower. people are trying to make up their mind mumford of emerson college polling help to conduct a survey just days following our exclusive televised u.s. senate debate last week. we want to welcome our candidates or here in the studio with us. mumford says the debate together with ballots received in the mail and an increase in campaigning have led to voters becoming more decisive. the number of undecided voters now stands at 17% reflecting a decrease of 7 point since our last poll last month. it seemed to be kind proportionally moving toward shift garvey and order. i issues porter earned the most trust on abortion, homelessness, crime, immigration and the israel-hamas war ship was trusted the most with darby coming in second. but despite the trends, mumford makes clear the remaining undecided voters could ultimately become a decisive factor in which 2 candidates advance to the

runoff. amount of undecided voters 17 for that could be a game-changer considering there's no. >> their majority voters supporting one candidate in this race. the poll also finding former president donald j. trump is on course to easily win the california republican primary. >> but chose who would lose california to incoming president democrat joe biden by just over 20 points in the november election. still the results, joe biden's victory margin shrinks in california when you include third-party candidates, he is. >> facing an enthusiasm gap that people are defaulting to him because he's not trump. and he's the only democrat on the ballot, not because they are really excited about biden. >> and the poll also found california voters say the issues at the top of their list include the economy, immigration and housing affordability reporting in sacramento, eytan wallace kron. 4 news. >> a reminder today is the last day to register to vote before the primary election. you can register online or in person at your local registrar's office voting in the primary starts saturday and last until election day,

which is march 5th. if you missed the deadline to register, you can still vote on election day. gop voters in a south carolina head to the polls on saturday. it could be the moment that seals former president donald trump's path as the republican presidential nominee. but his last remaining opponent nikki haley says she does not plan to drop out. the former un ambassador hopes to make it a great weekend in south carolina. but polling is showing the chances of her winning her home state are slim. >> make sure you go tell everybody, you know. that they need to vote in this primary. you'd be surprised how many of your family and friends just vote and general functions. >> hailey continues to drill down on the former president criticizing him for what she says were disparaging comments about her husband who are who is currently deployed on an overseas military service trip regardless of saturday's outcome. haley says she plans to keep her campaign going.

happening tomorrow. president joe biden will be in the bay area. the president will visit san francisco and the los altos hills and santa clara county. the white house says biden in the democratic national committee are continuing to fund raise for his campaign for reelection. and so far they have collected 42 million dollars just in january for more than 422,000 donors. the last time that the for the president was in the bay area was in november when he attended the apec conference. the biden administration wants to guarantee access to clean water throughout the country in one way they want to do. this is by removing all the lead pipes. washington correspondent basil john reports now on the administration's latest announcement. >> vice president kamala harris took a trip pittsburgh tuesday. tune out administration's latest effort to guarantee safe and clean drinking water. can you believe that in the united states of america that is

still not? >> necessarily guaranteed to all people to access clean water. that's why the administration is investing nearly 6 billion dollars for clean water infrastructure. >> the money will go to every state in the country and help remove lead pipes, americans and up to 10 million homes and children in thousands of schools and childcare facilities had to drink water coming out of lead pipes. the epa estimates more than 700,000 lead water lines are still in use in pennsylvania. >> and the goal is to remove all lead pipes from pittsburgh by 2026. >> so we have invested billions of dollars to remove every lead pipe in our nation, including right here pittsburgh is a huge shot in the arm. epa administrator michael regan says the money will also improve sanitation and remove forever chemicals from water throughout the country. we see it as essential need in terms of public health. but we also know these investments will

are now infrastructure. half of the funding will be provided as grants or forgivable loans to a disadvantaged communities in this cleanup process. they are at the front of the law and they will get the bulk of these resources because that is what the book of the problem reporting in washihgton. i'm basil, john. >> alabama supreme court has ruled that frozen embryos are children. the court ruled last week on a case brought by a group of patients whose frozen embryos were destroyed in 2020, a patient entered the clinic removed the other patients embryos from a frozen storage unit and drop them on the ground by accident. it's not clear how that person got access to the storage unit in the first place. so the other patients sued the clinic saying it violated the state's wrongful death of a child act. a lower court siding with the clinic, dismissed the suit ruling that the embryos did not fit the definition of a child and could not lead to a wrongful death claim. but the supreme court ruled that

embryos are subject to the law. and the court ruled that the embryos are considered children, whether they're inside a biological uterus or another location, such as a fertility clinic. 2 more people have now been charged in the fatal shooting at the kansas city super bowl rally. a radio dj was killed and more than 20 other people were hurt. today, prosecutors announce 2 additional men have been charged with second-degree murder among some other charges. they have been hospitalized since the shooting. this deadly incident happened in the downtown area last wednesday as the festivities, there were wrapping up last week. 2 teenagers were detained of gun-related charges and resisting arrest charges. authorities say additional arrests and more charges are possible. investigators believe that the shooting was the result of a heated dispute between several people. the man charged with tupac shakur's murder appeared in a las vegas courtroom. dwayne kathy davis was back in court for a pretrial hearing while judges determining if you

of the rain that is out there and temperatures have reflected that we're a little bit cooler than we were this time yesterday. you can see just 51 in downtown san francisco. >> obviously, that has to do with the clouds and the rain as well. wanted to look at some of the rain that we picked up in the last 24 hours. and we're definitely adding to that right now over inch in napa and san francisco and that san francisco just came real quickly. santa rosa about 80 85. 100 is a little over half an inch of redwood city, richmond just under half an inch and san jose just a bit. but you're picking up a little bit right now. so those numbers are going to change all of this courtesy of our low pressure system that continues to drive all this moisture into california. you can see not just northern california, but all across the state. so as we zoom in here, you see those reds and oranges, the lightning. we had the chance of a water spout out there this afternoon along our coastline as well. and just some wild weather this roll through and still is rolling through some very heavy downpours in spots. we just want to make sure you have a heads up on this. look at how this is just rolled through los snow heading towards mountain view and how it's also heading towards the

east bay now as it goes right across the bay. so those of you in concord going to see some of this vallejo getting some of these showers as well. richmond certainly getting a lot of rain. the north bay escaping it a little bit here a little bit later in spots like santa rosa. but napa getting in on the action too. and some of these rain rates are very impressive. again, it is part of this bigger system that is going to send some more moisture as well over to the sierra. so until things kind of calm down, we are in it for the rest of the afternoon and evening, in fact, are under a flash flood warning in san francisco until 4 o'clock because we've had such incredible downpours. you can see the flood advisories that are up in the north bay, also all along the peninsula and now in the east bay as well until 7 o'clock as this rain keeps falling, taking up to the north bay, you can see napa is in that flood advisory. santa rosa nevado all of europe to bodega bay. also we have another flood warning that is in that area where the creeks and streams are just to the west of santa rosa. and that is in till tuesday at 10:00pm now. so again, we've had rain on top of rain on top of rain and that is the biggest issue
